� It is the aspiration of Malaysia to develop a world-class education system for producing human capital towards developed nation by 2020� Malaysia participated in the TIMSS and

PISA as an international benchmark for the positioning of the quality of its education system as compared with other countries in the world.

� Currently the position of Malaysia is still far behind as compared to countries such as Singapore, Japan and Finland.� Hence one of the focus and the main

challenge is to increase the students ' achievement in the TIMSS and PISA by improving the quality of teachers, especially in higher order thinking skills(HOTS) and language proficiency.� Efforts are also taken to improve students '

achievement, particularly in rural schools.
