ฉ – ๑. กลำวทวไป โดยธรรมดาแลวในสถานการณทไมมการปะทะกบขาศกน น หนวยทหารทก าลงเคลอนทอยในสนามรบมกจะไดเผชญหนากบขาศก ณ เวลาและต าบลทขาศกเปนฝายก าหนดไว เพอเปนการตอบโตความไดเปรยบของขาศกดงกลาวน ทานตองใชวธการเคลอนททจะท าใหมการปะทะเรมแรกดวยก าลงพลทนอยทสด และในขณะเดยวกนกใหมก าลงสวนทเหลอของหมวดหรอหมอยในทวางตว เพอท าการยงและด าเนนกลยทธชวยเหลอก าลงสวนทปะทะอยกบขาศก หมายความวาในขณะทยงไมมการปะทะน น ผน าหนวยควรจะตองเคลอนทรวมไปกบหนวยน าทมก าลงพลแตเพยงนอยทสด หรอกลาวอกนยหนงกคอ ผบงคบหมวดตองเคลอนทไปกบหมทเปนหนวยน าของหมวดนนเอง (ท งในการรบบนรถและในการลงรบเดนดน) เมอหมท าการเคลอนทในขณะทลงรบเดนดน ถาในชดด าเนนกลยทธของหมใชรปขบวนสามเหลยมแหลมหนาซอนกนสองขบวน กตองถอวาขบวนสามเหลยมแหลมหนาทอยขางหนาเปนหนวยน าของหม ก าลงพลสวนทเหลอของหนวยคงเคลอนทตดตามหลงก าลงสวนทเปนหนวยน า และมหนาทตองคอยเฝาตรวจการเคลอนทของหนวยน าอยตลอดเวลา (การเฝาตรวจหมายความถงการอยในต าแหนงทสามารถสนบสนนหนวยน าดวยการยงและ/หรอการด าเนนกลยทธไดในทนท) โดยในผนวกน จะกลาวถงท งรปแบบการเคลอนทของทหารราบยานเกราะและทหารราบ ฉ– ๒. กำรจดรปขบวนของหมวดในกำรเคลอนทในสนำมรบ (รส.๗ - ๗ วาดวยหม หมวด ทหารราบยานเกราะ พ.ศ.๒๕๓๙ หนาท ๓๕ – ๔๔) ก. หลกเกณฑกำรเคลอนท ตามปกตแลวหมวดทหารราบยานเกราะจะเคลอนทโดยการรบบนรถไปจนกวาจะมความจ าเปนทจะตองลงรบเดนดนเพอปฏบตภารกจใหส าเรจลลวงไป วธการเคลอนทพ นฐานกคอการก าหนดใหหมตางๆเคลอนทตามกนไปเปนแถวตอน (แตละหมเคลอนทตามหลงกน) เพอใหมหมน าเพยงหมเดยวเทาน นทจะมโอกาสไดปะทะกบขาศกกอน และใหสามารถควบคมบงคบบญชาไดโดยงายดวย วธการเคลอนทดงกลาวน ยอมจะท าใหผบงคบหมวดสามารถปรบระยะตอระหวางหมตางๆใหสนบสนนหมน าได การจะปรบวธการเคลอนทพ นฐานไปเปนอยางไรน น ยอมข นอยกบการคาดหมายเกยวกบการปะทะกบขาศกในอนาคต หากมทาทสอแสดงวามโอกาสจะไดปะทะกบขาศกมาก กควรก าหนดใหหมน าเคลอนทใหหางออกไปไกลๆ และก าหนดใหหมทเคลอนทตดตามอยในสภาพพรอมทจะท าการยง และหรอท าการด าเนนกลยทธ เพอชวยเหล อหมน าไดโดยตลอดเวลา

คณลกษณะของเทคนคการเคลอนทแบบตางๆ ( รส.๗ – ๗ ) ลกษณะการคาดหมายเกยวกบการปะทะกบขาศก ยอมจะแบงออกไปตามโอกาสทจะไดปะทะกบขาศก นบต งแตมโอกาสปะทะกบขาศกนอยทสดไปจนถงมโอกาสปะทะกบขาศกมากทสด ซงสามารถแบงออกไดเปนสามลกษณะ คอ ไมนาจะมการปะทะ นาจะมการปะทะ และใกลจะเกดการปะทะ หมวดทหารราบยานเกราะทปฏบตการจงมความจ าเปนตองปรบวธการเคลอนทพ นฐาน (รปขบวนแถวตอน) ไปตามความเหมาะสมแหงลกษณะการคาดหมายเกยวกบการปะทะเสมอ ตามหลกเกณฑดงตอไปน คอ

๑) ถาคาดหมายวา ไมนาจะมการปะทะ ใหใชรปขบวนตอนเดนทาง (เคลอนทตามกนอยางตอเนอง) ๒) ถาคาดหมายวา นาจะมการปะทะ ใหใชรปขบวนตอนเดนทางเฝาตรวจ (เคลอนทตามกนโดยหนวยทตามคมกนใหหนวยน า) ๓) ถาคาดหมายวา ใกลจะเกดการปะทะ ใหใชรปขบวนเฝาตรวจเปนหวงๆ (เคลอนทเปนหวงๆ หนวยทหยดคมกนใหหนวยเคลอนท) รปขบวนการเคลอนทดงกลาวน ไมมรปแบบตายตว ระยะหางระหวางหมตางๆ ยอมแตกตางกนออกไปตามลกษณะภมประเทศและทศนวสย เมอลกษณะภมประเทศมลกษณะเปนลกคลน เมอมวชพชหนาแนน หรอถามทศนวสยเลว ระยะหางระหวางหมตางๆกควรจะตองลดลง ผบงคบหมจะตองด ารงไวซงการตดตอสอสารดวยสายตาไวกบหมทอยขางหลงดวย ส าหรบในระดบหมวดน นกควรจะสามารถควบคมบงคบบญชาหมวดของตนไดโดยการใชทาสญญาณแขนและมอหรอธงสญญาณดวย ข. รปขบวนตอนเดนทำง รปขบวนตอนเดนทางจะใชเมอตองการจะเคลอนทไปอยางรวดเรว และคาดวาจะไมนาจะมการปะทะกบขาศก ๑) เมอหมวดรบบนรถ ถาลกษณะภมประเทศอ านวยให หมวดจะเคลอนทไปดวยรปขบวนตอนเดนทาง ในลกษณะทก าหนดใหรถสายพานแตละคนเคลอนทเหลอมล ากนไปขางหนา และมระยะตอหางกน ๕๐ – ๑๐๐เมตร เมอคาดวาการปะทะไมนาจะเกดข นและมความตองการจะเคลอนทไปอยางรวดเรว โดยธรรมดาแลวผบงคบหมวดจะประจ าอยในรถน าทตนสามารถจะควบคมการเคลอนทของหมวดไดดทสด รองผบงคบหมวดใหประจ าอยในรถคนทสามซงสามารถจะมองเหนผบงคบหมวด มองเหนรถคนสดทาย และควบคมหมทอยทายขบวนได ๒) เมอหมวดลงรบเดนดน โดยปกตแลวหมวดจะไมคอยไดลงรบเดนดน เพราะวาการปะทะไมนาจะเกดข น ก าลงพลของหมวดท งหมดกมกจะประจ าอยบนรถสายพาน แตอยางไรกตามหมวดทหารราบยานเกราะอาจจะมภารกจทตองการลงรบเดนดน เพอปฏบตการในพ นทซงอยหางไกลออกไปจากตวรถกได ในกรณเชนน จงตองก าหนดใหชดด าเนนกลยทธของหมตางๆ เคลอนทไปดวยรปขบวนสามเหลยมแหลมหนาสองขบวนซอนกนในทางลกทมระยะตอระหวางหมประมาณ ๒๐ เมตร เนองจากวาหมวดทลงรบเดนดนจะท าการควบคมบงคบบญชาไดยากกวาหมวดทรบบนรถ ดงน นจงตองก าหนดใหผบงคบหมวดเคลอนท (ดวยการเดนเทา) อยขางหลงหมน า และใหรองผบงคบหมวดประจ าอยกบรถ เพอปฏบตงานในฐานะเปนหวหนาสวนประจ ารถของหมวด แตละหมคงจดหนงชดด าเนนกลยทธ เคลอนทดวยรปขบวนสามเหลยมแหลมหนาสองขบวนซอนกนในทางลก ระยะตอระหวางหมประมาณ ๒๐ เมตร แตผบงคบหมของชดด าเนนกลยทธทอยขางหลงในรปขบวนของหมวดจะตองเคลอนทอยตรงหวขบวนของหม เพอใหสามรถควบคมหมของตน และมองเหนตวผบงคบหมวดไดดข น ค. รปขบวนตอนเดนทำงเฝำตรวจ รปขบวนตอนเดนทางเฝาตรวจจะใชเมอใกลจะเกดการปะทะกบขาศกแตกไมแนนอนนก ซงจ าเปนจะตองใชความระมดระวงเปนพเศษ และตองการจะเคลอนทไปอยางรวดเรวดวยการใชรปขบวนดงกลาวน ถาหนวยน ามไดเคลอนทเขาไปสการยงของขาศกตามทคาดการณไว กยอมจะท าใหทานมหวงเวลาและระยะทางทจะตองเตรยมปฏบตการตอบโตยาวนานข น ๑) เมอหมวดรบบนรถ เมอหมวดใชรปขบวนตอนเดนทางเฝาตรวจ หมวดกคงจดรปขบวนเคลอนทเปนรปแถวตอนเชนเดยวกบเมอจดรปขบวนตอนเดนทางนนเอง แตวารถของผบงคบหมวดจะประจ าอยเปนรถคนทสองของรปขบวน และจะสงหนงหมเคลอนอยหางออกไปทางขางหนา ๑๐๐ ถง ๔๐๐ เมตร การเคลอนทของก าลงท งหมดของหมวดจะกระท าตดตอกนไปโดยตอเนอง และพยายามใชการก าบงและซอนพรางใหเกดประโยชนสงสด รถทกๆคนคงเคลอนทตดตามหมน าไปโดยใชอตราความเรวในการเคลอนททแตกตางกนออกไปตามความจ าเปน เพอใหด ารงไวซงระยะหางระหวางรถโดยถกตอง และทส าคญกคอ ผบงคบหมวดจะตองด ารงไวซงการตดตอสอสารดวยสายตากบรถของหมโดยตลอดเวลา ถาหากรถคนอนๆของหมวดสามารถจะรกษาการ

ตดตอดวยสายตาระหวางกนได ผบงคบหมวดอาจจะใชวธสงการทางวทยใหรถของหมน าลดอตราความเรวในการเคลอนทลงได การรกษาการตดตอระหวางรถของผบงคบหมวดกบรถหมน าน น ผบงคบหมน าจะตองก าหนดใหทหารคนหนงในรถของหมน า ซงอยประจ าทอยตรงปากชองฝาปดหองบรรทกทางดานหลง เปนผคอยเฝาตรวจดผบงคบหมวดไวโดยตลอดเวลา แลวคอยสงสญญาณใหผบงคบหมทราบ ๒) เมอหมวดลงรบเดนดน หมวดจะตองจดรปขบวนการเคลอนทในลกษณะทใหแตละหมจดรปขบวนสามเหลยมแหลมหนาสองขบวนซอนกน แลวเคลอนทตามกนไปโดยใหหมน าพยายามเคลอนทออกไปอยขางหนาหมกลาง ไมต ากวา ๕๐ เมตร แตมกจะนยมใชระยะ ๑๐๐ เมตรหรอมากกวา และหมสดทายเคลอนทตามหมกลางในระยะตอประมาณ ๒๐ เมตร ผน าหนวยประจ าอยตามต าแหนงตางๆ ตามปกตแลวหมวดมกจะไมใชรปขบวนตอนเดนทางเฝาตรวจลงรบเดนดนเหมอนกบทเคยกลาวมาแลววาเมอหมวดไมมการปะทะกบขาศก หมวดกมกจะตองเคลอนทตอไปเรอยๆ ในสนามรบโดยการรบบนรถท งหมด ไมตองจดก าลงสวนใดลงรบเดนดนแมแตนอย สวนมากแลวกอนทจะลงรบเดนดนสถานการณมกจะบงใหหมวดตองเคลอนทดวยรปขบวนตอนเดนทางเฝาตรวจ โดยการบรรทกรถสายพานดวยความรอบคอบมากข น โดยใชความระมดระวงในการเคลอนทมากกวาทจะใชรปขบวนลงรบเดนดนแบบน นอกเสยจากวาจะถกโจมตดวยอาวธเลงจ าลองระยะไกลหรอการโจมตทางอากาศเทาน น ง. รปขบวนเฝำตรวจเปนหวงๆ รปขบวนเฝาตรวจเปนหวงๆ จะใชเมอใกลจะเกดการปะทะ รปขบวนชนดน เปนรปขบวนทมความรอบคอบและมการระมดระวงมากทสด การเฝาตรวจจะใหความคมครองปองกนแกก าลงสวนทเคลอนทออกไปเปนหวงๆ โดยใชก าลงอกสวนหนงประจ าอยในทวางตวทมการก าบงและซอนพรางด และมการตรวจการณและพ นยงไปยงทซงคาดวานาจะเปนทวางตวของขาศกทซอนเรนอย เพอใหสามารถสนบสนนก าลงสวนทเคลอนทออกไปเปนหวงๆ ดวยการยงและ/หรอการด าเนนกลยทธไดทนททก าลงสวนทเคลอนทออกไปเปนหวงๆน นปะทะกบขาศก ก าลงสวนทเคลอนทออกไปเปนหวงๆ จะตองเคลอนทไปขางหนา ไปยงทวางตวอกแหงหนงภายใตการคมครองของก าลงสวนทเฝาตรวจ เมอเคลอนทไปถงทวางตวแหงใหมแลว ก าลงสวนทเคลอนทออกไปเปนหวงๆจะตองรกษาทวางตวน นไว และท าหนาทเปนสวนเฝาตรวจเพอกระท าสลบกนในลกษณะการดงกลาวน เรอยๆไป สวนความยาวของหวงการเคลอนทแตละหวงน น ยอมข นอยกบระยะยงของอาวธและพ นการยงของก าลงสวนทเฝาตรวจเปนส าคญ ๑) เมอหมวดบรรทกรถสายพาน หมวดใชวธการเคลอนทโดยการรบบนรถและใชรปขบวนเฝาตรวจเปนหวงๆ หมวดจะตองใชหนงหมเคลอนทออกไปเปนหวงๆ ในขณะเดยวกนกใหก าลงสวนทเหลอของหมวดท งหมดท าหนาทเฝาตรวจจากทวางตวทอยประจ าท หมทถกก าหนดใหเคลอนทออกไปเปนหวงๆ ตองเคลอนทไปยงทวางตวแหงใหมแหงหนง และยดรกษาทวางตวน นไว เพอใหก าลงสวนทเหลอของหมวดท งหมด เคลอนทตดตามข นไปสมทบกนไดในภายหลง เพราะฉะน นเมอหมทเคลอนทออกไปเปนหวงๆเคลอนทไปถงทวางตวแหงใหมน นแลว หมทเคลอนทออกไปเปนหวงๆน นจะตองรบแบงก าลงคนและอาวธหรอชดด าเนนกลยทธลงจากรถในจ านวนทพอเพยงแกการยดรกษาพ นทน นได ถาลกษณะภมประเทศทวางตวแหงใหมน นคอนขางจะโลงแจง หมทเคลอนทออกไปเปนหวงๆ อาจจะไมแบงก าลงพลและอาวธลงจากรถเพอยดรกษาพ นท แตจะใชวธจอดรถไวกบทแลวมอบหมายเขตการตรวจการณและการยงใหกบทหารแตละคนทประจ าอยตรงปากชองฝาปดหองบรรทกกได ในขณะทหมเคลอนทออกไปเปนหวงๆยดรกษาทวางตวแลว ก าลงสวนทเหลอของหมวดท งหมดจงเคลอนทข นไปสมทบกนภายใตการคมครองของหมทยดรกษาพ นทและใหท าสลบกนไปเชนน เรอยๆ ๒) เมอหมวดลงรบเดนดน หมวดจะใชรปขบวนเฝาตรวจเปนหวงๆดวยการลงรบเดนดนกตอเมอใกลจะเกดการปะทะ และลกษณะภมประเทศมาเก อกลใหใชการเคลอนทดวยการรบบนรถได หรอเมอจ าเปนตองแยกรถสายพานแตละคนออกไปปฏบตการอยางกระจดกระจาย เมอเปนเชนน หมวดกคงปฏบตการในลกษณะเชนเดยวกบการใชรปขบวนเฝาตรวจเปนหวงๆ โดยการรบบนรถ เวนไวแตวาจะตองลดความยาวของหวงการ

เคลอนทลงมฉะน นแลวถามการปะทะเกดข นลกษณะภมประเทศมกจะเปนเครองจ ากดไมใหก าลงสวนทเฝาตรวจใชการด าเนนกลยทธเพอสนบสนนใหกบก าลงสวนทเคลอนทออกไปเปนหวงๆได ๓) การออกค าสง ไมวาทานจะมความประสงคทจะใชรปขบวนเฝาตรวจเปนหวงๆดวยการรบบนรถ หรอรปขบวนเฝาตรวจเปนหวงๆดวยการลงรบเดนดนกตาม กอนททานจะตกลงใจใชรปขบวนดงกลาวน ทานจะตองมความมนใจเสยกอนวา ท งก าลงสวนทจะตองเคลอนทออกไปเปนหวงๆและก าลงสวนทเฝาตรวจจะตองทราบดวา ใครมหนาทจะตองท าอะไร ทไหน และอยางไร เพราะฉะน นทานจะตองออกค าสง ใหก าลงสองสวนทราบโดยละเอยดและสมบรณ ณ ต าบลททานต งใจจะใชรปขบวนเฝาตรวจเปนหวงๆ ทานควรจะตองสงการใหก าลงท งสองสวนไดทราบถงเรองตางๆดงตอไปน คอ ก) ทวางตวเฝาตรวจในข นตอไป ข) เสนทางเคลอนทของก าลงสวนทเคลอนทออกไปเปนหวงๆไปยงทวางตวเฝาตรวจน น ค) ทวางตวของก าลงสวนทเฝาตรวจทกนาย ง) สงททานตองการใหก าลงสวนทเคลอนทออกไปเปนหวงๆปฏบตเมอไดเคลอนทไปถงทวางตวตวเฝาตรวจแลว ฉ– ๓. เทคนคกำรเคลอนท (รส.๗ – ๘ วาดวย หม หมวดปนเลกทหารราบ พ.ศ.๒๕๔๘ หนาท ๕๔ – ๖๗) เทคนคการเคลอนทหมายถงวธการเคลอนทแบบตางๆของหมวดปนเลกใหเหมาะสมกบภมประเทศทจะตองผานเทคนคการเคลอนทม๓แบบคอเดนทาง(Traveling)เดนทางเฝาตรวจ (Tvavelingoverwatch ) และ เฝาตรวจ – เคลอนทสลบ( Bounding overwatch ) ขอพจารณาเลอกใชเทคนคแบบใดข นอยกบความนาจะเกดการปะทะกบขาศกและความเรวในการเดนทางทตองการเทคนคการเคลอนทแตละแบบมคณลกษณะเฉพาะแตกตางกนคอการควบคมการกระจายก าลงความเรวและการระวงปองกน (รปท ๑)เทคนคการเคลอนทไมใชรปขบวนตายตวแตเปนการก าหนดระยะหางระหวางตวทหารชดยงหรอหมปนเลกในขณะเคลอนทใหเหมาะสมกบภารกจขาศกภมประเทศทศนวสยและปจจยอนๆซงมผลกระทบตอการควบคมหนวยทหารทกคนตองสามารถมองเหนหวหนาชดยงของตนผบงคบหมควรมองเหนหวหนาชดยงและผบงคบหมวดควรมองเหนผบงคบหมทเปนหมน าดวยผบงคบหมวดและผบงคบหมสามารถควบคมการเคลอนทของหนวยดวย๕๕สญญาณมอและแขนจะใชวทยเมอจ าเปนเทาน นเทคนคการเคลอนทแตละแบบสามารถใชกบรปขบวนการเคลอนทไดทกรปแบบ การจดรปขบวนของหมวดในการเคลอนทในสนามรบ

๓) เทคนคการเคลอนทแบบเฝาตรวจ – เคลอนทสลบใชเมอคาดวาใกลจะปะทะกบขาศกเมอผบงคบหมรสกวาอยใกลกบขาศก (จากความเคลอนไหวเสยงแสงสะทอนขยะกลนตวหรอแมแตจตส านกทคดวานาจะเปนเชนน น) และใชเมอจ าเปนตองผานพ นทอนตราย ก) ชดยงทเคลอนทน าท าการระวงปองกนกอนโดยทหารทกคนตรวจการณกวาดสายตาคนหาขาศกโดยปกตผบงคบหมจะอยกบชดยงทท าหนาทระวงปองกน ข) ชดยงทเคลอนทตามจะเคลอนทผานชดยงน าไปขางหนาเมอเขาทวางตวแลวสงสญญาณใหผบงคบหมทราบและท าหนาทระวงปองกนการเคลอนทของชดยงขางหลงตอไป ค) หวหนาชดยงท งสองชดตองทราบวาจะเคลอนทตามล าดบข นหรอแบบสลบและตองรวาผบงคบหมจะเคลอนทไปกบชดยงใดหวหนาชดยงทท าการระวงปองกนอยจะตองรเสนทางและทวางตวซงชดยงอกชดหนงก าลงจะเคลอนทไปส าหรบหวหนาชดยงซงก าลงเคลอนทน นจะตองรเสนทางและทหมายซงจะไปวางตวทต งขาศกทอาจเปนไปไดและรการปฏบตเมอไปถงทวางตวแลวนอกจากน ตองรถงเสนทางและทวางตวของชดยงทก าลงระวงปองกนอยขณะน รวมท งวธทจะใหค าแนะน าแกกนดวยส าหรบวธการเคลอนทของทหารแตละคนน นข นอยกบสภาพการก าบงและซอนพรางตามเสนทางเคลอนทของตนเปนหลก ๔) ชดยงอาจเคลอนทแบบตามล าดบหรอสลบข นกไดซงการเคลอนทแบบตามล าดบน นจะงายแกการควบคมสวนการเคลอนทแบบสลบข นจะเรวกวา ข. เทคนคการเคลอนทของหมวดปนเลกผบงคบหมวดเปนผพจารณาและก าหนดเทคนคการเคลอนทของหมวด ๑) เทคนคการเคลอนทแบบเดนทางใชเมอคาดวาการปะทะกบขาศกยงไมนาจะเกดข นและตองการความเรวในการเคลอนท ๒) เทคนคการเคลอนทแบบเดนทางเฝาตรวจใชเมอมความเปนไปไดทจะเกดการปะทะกบขาศกแตยงคงตองการความเรวผบงคบหมวดจะเคลอนทในต าแหนงทสามารถควบคมหมวดไดดทสดรองผบงคบหมวดเคลอนทกบหมปนเลกทอยหลงสดเพอก ากบดแลมาตรการรกษาความปลอดภยวนยการใชแสง – เสยงและระยะตอระหวางหมหมปนเลกทเปนหมน าใชเทคนคการเคลอนทแบบเดนทางเฝาตรวจแตหมปนเลกทตามหลงยงคงใชเทคนคการเคลอนทแบบเดนทาง ๓) เทคนคการเคลอนทแบบเฝาตรวจ – เคลอนทสลบใชเมอคาดวาใกลจะปะทะกบขาศกอาจเคลอนทตามล าดบหรอสลบข นกได ก) หนงหมเคลอนทไปยงทวางตวซงเลอกไวแลวจากน นท าหนาทเปนสวนเฝาตรวจและระวงปองกนเวนแตวาจะเกดปะทะกบขาศกเสยกอนในขณะการเคลอนทหมน อาจใชเทคนคแบบเดนทางเฝาตรวจเฝาตรวจ – เคลอนทสลบหรอใชเทคนคการเคลอนทเปนบคคลกได(เชนการคลานสง - คลานต าหรอโผเปนชดยงหรอเปนคกได) ข) หนงหมเฝาตรวจระวงปองกนใหกบการเคลอนทของหมทเคลอนทจากทวางตวซงมการก าบงสามารถเหนและท าการยงกดตอต าบลทสงสยวาจะเปนทต งของขาศกทหารแตละคนใชเทคนคการตรวจการณแบบมองกวาดใหทวเขตทตนไดรบมอบหมายผบงคบหมวดยงคงอยกบหมทเฝาตรวจระวงปองกนและโดยปกตปนกลของหมวดจะอยกบหมน ดวยเชนกน ค) อกหนงหมวางตวพรอมคอยรบค าสงหมน จะไมไดรบมอบกจใดในระหวางน นเพอใหพรอมปฏบตการตามค าสงของผบงคบหมวดไดทนทรองผบงคบหมวดและผบงคบหมเตรยมพรอมทจ ะวางตวคอยรบค าสงอยใกลๆกบผบงคบหมวด ง) ขอพจารณาของผบงคบหมวดเพอก าหนดทวางตวส าหรบหมปนเลกทจะเคลอนไปมดงน - ความตองการของภารกจ - ทต งขาศกนาจะอยทใด - เสนทางทจะใชเคลอนทไปยงทวางตวระวงปองกนเฝาตรวจแหงใหม

๑. แนวควำมคดในกำรปฏบตภำรกจรกษำสนตภำพ : เมอ ๓๑ กรกฎาคม ๒๕๕๐ องคการสหประชาชาต ไดมมตความมนคง ท ๑๗๙๖ ในการจดต งปฏบตการผสมสหประชาชาต United Nation - African Union Hybrid Operation Mission In Darfur หรอ UNAMID เพอเขาฟนฟสนตภาพในดารฟร และ เพอใหสอดคลองกบเจตนารมณของ ผบ.ทสส. ในการใหทกเหลาทพมสวนรวมในการจดก าลง เพอประโยชนในการปฏบตงานรวมกน โดยไมท าใหอ านาจก าลงรบ และขดความสามารถทางการชางลดลง ดงน .- ๑.๑ เจตนำรมณ :ผบ.กกล.ฉก.๙๘๐ฯ ตองการใหการปฏบตของ กกล.๙๘๐ฯ เปนการผสมผสานขดความสามารถของทกสวน สนบสนนการปฏบตการใหเกดสภาพแวดลอมทปลอดภย ดวยความเปนกลาง เพอสนบสนนกระบวนการขอตกลงสนตภาพในดารฟร ( Darfur Peace Agreement ) ๑.๒ วธกำร : การทจะบรรลตามเจตนารมณดงกลาวไดน น ดวยการปฏบตการทแสดงถงความมมาตรฐานของหนวยทหารไทยทเขมแขง มมตรไมตร(Robust Peacekeeping ) สนบสนนดวยการปฏบตงานดานกจการพลเรอน ด ารงไวซงสภาพความสงบเรยบรอยในพ นทปฏบตการ ปฏบตตามกฏROE และ Mandate อยางเครงครด ๑.๓ ผลลพธทตองกำร : ไดรบความเชอมนจากกลมตางๆ และหนวยงานนานาชาตตลอดจนไดรบการแจงเตอนสถานการณในพ นทรบผดชอบ จนสามารถเกดเสถยรภาพและความมนคงในพ นท และพรอมทจะด าเนนการตามกระบวนการสนตภาพ ของ UNAMID ในข นตอไป ๒. กรอบภำรกจของ กกล.ฉก.๙๘๐ ไทย/ดำรฟร : ตามแผนยทธการของ ฝยก.กกล.ฉก.๙๘๐ฯ แบงเปน ๒ สวน คอ ๒.๑ การสรางสภาวะทปลอดภยสนบสนนขอตกลงสนตภาพดารฟร ปองกนการกระท าของกลมใดๆ ในลกษณะขดขวางตอการปฏบตตามขอตกลงสนตภาพ ๒.๒ การสนบสนนใหความชวยเหลอรวมกบองคกรระหวางประเทศ ในการชวยเหลอดานสาธารณปโภคข นพ นฐาน ท งน ไดนอมน าปรชญาเศรษฐกจพอเพยง และแนวทางพระราชทานเกษตรทฤษฎใหม มาเผยแพรใหประชาชนในพ นท มความรทเพยงพอตอการด ารงอย ซงไดพสจนแลววาสามารถปฏบตไดและประสบผลส าเรจอยางแทจรง ๓. ประโยชนทไดจำกกำรปฏบตภำรกจ เปนการสงเสรมภาพลกษณ และเกยรตภมของไทย ไดรบค าชมท งในระดบของสหประชาชาต และในพ นทปฏบตการ / เปนชองทางขยายโอกาสในการพฒนาความสมพนธระหวางประเทศไทย กบประเทศในภมภาคแอฟรกา ท งในเรองการเมอง เศรษฐกจ การคา และความมนคง / การเปนสวนหนงของกองทพ ในการกาวไปสความเปนสากล และการพฒนากองทพไปสความทนสมย ๔. ภำรกจดำนยทธกำร : ๑) การจดก าลง ลว. คมครอง พทกษ ก าลงพล ทรพยสน เจาหนาทของ UNAMID ๒) การจดก าลง ปฏบตภารกจนอกเหนอจากแผนทก าหนด โดยการสงการจากหนวยเหนอ ๓) การ รปภ. ทต ง, สนามบน และคณะบคคลส าคญของหนวย ๔) การฝก/อบรม ตามทหนวยเหนอสงการ และตามความคดรเรมของหนวย ๕) การปฏบตอนๆ ตามสงการ ๕. ควำมมงหมำยของกำรปฏบตภำรกจดำนยทธกำร ๑) การลาดตระเวนแสดงก าลงตองการเขาถงทกทหมายในพ นทปฏบตการ เพอเปนการแสดงก าลงในการ ลาดตระเวน ๒) การสรางความปลอดภยในพ นท เพอสรางความมนใจในดานความปลอดภยในชวต และทรพยสน ๓) การแสดงออกถงความพรอมและศกยภาพของทหารไทย ใหเปนทยอมรบของหนวยเหนอ (UNAMID , Sector West) และหนวยขางเคยงในพ นท

๔) การสนบสนนหนวยงานดานสทธมนษยชนใหมเสรในการปฏบตภารกจและสามารถเขาถงในทกทหมาย ๕) การพฒนารปแบบการปฏบตงานรวมกบหนวยงานอน ๖) การส ารวจพ นท และการปรบปรงขอมล (แผนท, เสนทาง, ประชากร) ๗) การปฏบตภารกจการลาดตระเวนทส าคญ เชน เมองชายแดน, พ นทลอแหลม ๘) การพบปะกลมกองก าลงตอตานรฐบาลในพ นท (JEM) เพอพฒนาสมพนธ โดยยงคงเนนสถานะความเปนกลางอยางสงสด ๖. กำรปฏบตภำรกจดำนกำรยทธ: ปฏบตภารกจการลาดตระเวนแสดงก าลง เพอ คมครอง พทกษ ก าลงพล ทรพยสน เจาหนาทของ UNAMID และสรางสภาวะแวดลอมทปลอดภยในพ นท (CBP : Confidence Building Patrol) รวมท งรวบรวมขาวสารท งปวง โดยหนวยปฏบตภารกจตามนโยบายของ ผบ.Sector West สรปไดดงน ๖.๑ ประเภทของการลาดตระเวนมจ านวน ๕ ประเภท ๑) การลาดตระเวนรอบฐาน (Routine Patrol) ๒) การลาดตระเวนรอบฐานในเวลากลางคน (Night Patrol) ๓) การลาดตระเวนระยะใกล (Short Range Patrol) ๔) การลาดตระเวนระยะไกล (Long Range Patrol) ๕) การลาดตระเวนระยะไกลและพกแรม (Over Night Range Patrol) ๖.๒ การจดก าลง ลว. ในแตละประเภท ๑) ระยะและจ านวนคร งของการลาดตระเวนในแตละประเภท ๑.๑) Routine Patrol ระยะทางไมเกน ๒๐ กม. ลว. ๒๔ คร ง/สปดาห ๑.๒) Night Patrol ระยะทางไมเกน ๒๐ กม. ลว. ๘ คร ง/สปดาห ๑.๓) Short Range Patrol ระยะทางระหวาง ๒๐ - ๔๐ กม. ลว. ๖ คร ง/สปดาห ๑.๔) Long Range Patrol ระยะทางระหวาง ๔๐-๘๐ กม. ลว. ๔ คร ง/สปดาห ๑.๕) Over Night Patrol ระยะทางระหวางต งแต ๔๐ กม. ข นไป ลว. ๒ คร ง/เดอน ๒) วงรอบการปฏบตภารกจการลาดตระเวน มวงรอบเปนสปดาห ๒.๑) เรมปฏบตภารกจในวนอาทตยถงวนเสารของสปดาห ๒.๒) วนอาทตยจะใหหนวยรอง ฝายอ านวยการ MILOB ,UNPOL และ NGOs ทรวม ลว. เสนอทหมายทตองการไป ลว. ๒.๓) วนจนทรฝายยทธการ , จนท.MILOB และ จนท.UNPOL รวมกนวางแผนการปฏบตภารกจของสปดาหตอไป ๒.๔) วนองคาร เสนอแผนการ ลว. ให ผบ.กกล.ฉก.๙๘๐ฯ อนมตแผน เมออนมตแลวจะด าเนนการแจงใหหนวยรองทราบ เพอปฏบตตามระเบยบการน าหนวยตอไป ๒.๕) วนองคารกอน ๑๒๐๐ สงแผน ลว. ใหกบ G๕, G๓ ของ Sector West ทราบ ๒.๖) วนพธหรอวนพฤหสบด G๕ ของ Sector West จะอนมตแผนการปฏบต หากไมม Comment กแสดงวา Sector West อนมตแผนตามน น และจะด าเนนการสงแผนทส าคญ ใหกบ National Intelligence and Security Service , Police ของเมอง Mukjar ทราบ เพอแจงใหหนวยในพ นททราบวา กกล.ฯ จะไปลาดตระเวน ๒.๗) วนศกรจะเปนวนปรนนบตบ ารงยทโธปกรณ และ ยานพาหนะ ซงจะไมมการ ลว. (MAINTENANCE DAY) ๒.๘) วนเสารประชมช แจงแผนใหกบหนวยรอง โดย ฝอ.๒ จะมอบ หขส. และ ตขอ. ใหกบ หนวยรอง, ฝอ.๓ จะช แจงแผน ลว. และ หนวยรองช แจงแผนการจดก าลงและเตรยมการ ลว. ตามภารกจทหนวยไดรบ รวมท ง การจดก าลงและยทโธปกรณทขอสนบสนนจาก กกล.ฯ และ หนวยขางเคยง

ผนวก ถ กฎ ขอบงคบทควรรในกำรปฏบตภำรกจรกษำสนตภำพ

ถ – ๑. กฎกำรปะทะ (Rule Of Engagement : ROE) หลกกำร ๑. การปฏบตการทางทหารใดๆ พจารณาใหเปนไปตาม กฎหมายระหวางประเทศ โดยเฉพาะอยางยงกฎหมายวา ดวยการขดกนดวยอาวธ(Law of Armed Conflict) ๒. ก าลงทหารตองปฏบตการทางทหารตามหลกกฎหมายระหวางประเทศโดยกระท าเทาทจ าเปนและใหมผลกระทบนอยทสด ๓. การปองกนตนเอง ๓.๑ ก าลงพลทกนายมสทธในการปองกนตนเอง ๓.๒ ไมมขอก าหนดใดใน ROE ทขดตอสทธและพนธะหนาทของ ผบ.หนวยในการปฏบตการทจ าเปน สมเหตสมผล และเหมาะสม ส าหรบการปองกนตนเอง ๓.๓ การปฏบตการปองกนตนเองกอนการถกโจมตจากภยคกคามทคาดวาจะท าอนตรายตอ ฝายเรา จะตองมหลกฐานชดเจนวากลมคนหรอหนวยทคกคามจะท าการโจมตฝายเราอยางฉบพลน ๓.๔ การปองกนตนเองจากก าลงหรอกองก าลงทเปนภยคกคามอาจกระท าโดย - ก าลงพลแตละนายหรอแตละหนวยท าการปองกน ตนเองจากการโจมตหรอก าลงจะถกโจมต - ก าลงพลแตละนายหรอแตละหนวยท าการชวยเหลอ บคคลหรอหนวยทถกโจมตหรอก าลงจะถกโจมต - หนวยใน กกล.UNAMIDจะท าการเขาโจมต กกล.ทเปนภยคกคามซงมทต งฝายเราไกลกวาระยะยงของอาวธของ กกล.น นๆ จะตองไดรบอนมตจาก ผบช. ช นสงกวา ๓.๕ ความจ าเปนดานการทหาร : หลกการเรองความจ าเปนดานการททหารอนมตใหใชก าลง ในจ านวนเทาทตองการเพอใหบรรลวตถประสงคทไดรบมอบเทาน นโดยไมอนมตใหใหกระท าการใดๆทหามมใหกระท าดงทระบไวในกฎหมายระหวางประเทศ ๓.๖ หนทางเลอกอนนอกจากการใชก าลง : เมอไรกตามทสถานการณเอ ออ านวย ฝายเราจะตองใชความพยายามทกวถทางในการแกปญหาการเผชญหนากบก าลงฝายทเปนภยคกคามโดยจะใชก าลงทหารเขาแกปญหาไดกตอเมอวถทางอนใชไมไดผลในการท าใหบรรลวตถประสงคทางทหารหรอไมมวธแกปญหาอนทสมเหตสมผลในการท าใหบรรลวตถประสงค ๓.๗ หนาทในการปองปรามและเตอน : กอนการใชก าลงทหารเขาปฏบตการใดๆจะตองใชวธการทสมเหตสมผลทกอยางเพอยบย งกลม คนหรอบคคลทจะกระท าการใดๆทเปนอนตราย ฝายเรา สามารถกระท าไดโดยการยงเพอปองปรามหรอยงเตอน ๓.๘ หนาทในการสงเกตการณเมอมการยงเกดข น: กอนจะท าการยงไปยงเปาหมายใดๆจะตองมการระบใหไดวาเปาหมายดงกลาวเปนบคคลหรอกลมบคคลทเปนภยคกคาม การยงทกประเภทตองมการเลง และควบคม โดยใชจ านวนกระสนเทาทจ าเปนและนอยทสด ๓.๙ หนาทในการใชขนาดของก าลงทไดสดสวนกบภยคกคามเทาทจ าเปนและนอยทสด - ก าลงทจะใชเขาปฏบตการตองมขนาดจ ากดท งระดบของก าลงและระยะเวลาทจะปฏบตการ โดยใหมขนาดทสมเหตสมผล และจ าเปนตอการบรรลวตถประสงค - การใชก าลงเขาปฏบตการจะตองสอดคลองกบระดบของภยคกคาม อยางไรกตามระดบของการใชก าลงตอบโตตอภยคกคามอาจจะมระดบทสงกวา เพอท าใหความเสยหายทจะเกดข นตอ AU , UN และพลเรอนมนอยทสด

- เมอใดกตามทสถานการณเอ ออ านวย ผบ.หนวยตองใชวถทางอนเขาแกปญหาแทนการใชก าลง ซงไดแก การ เจรจาตอรอง วธการทางจตวทยาอนๆ การลวง หรอวธอนทไมท าใหถงแกความตาย รวมท งการเคลอนยายก าลงหรอการด าเนนกลยทธโดยก าลงขนาดใหญเพอเปนการแสดงใหเหนถงเจตนาของฝายเราในการแกปญหา ๓.๑๐ การหลกเลยงความเสยหายขางเคยง: เมอมการใชก าลงจะตองใชมาตรการทจ าเปนทกอยางในการหลกเลยงความเสยหายทจะเกด ตามมา หรอท าใหเกดนอยทสด ๓.๑๑ หนาทในการรายงาน - เมอมการใชก าลงเขาปฏบตการ จะตองรายงานตามสายการบงคบบญชาโดยเรวทสดเทาทจะกระท า ไดไมวาการใชก าลงในการการปฏบตการน นจะท าใหเกดความเสยหายตอชวตและทรพยสนหรอไม - การยงอาวธทกชนด จะตองรายงานตามสายการบงคบบญชาโดยทนท - สภาวะแวดลอมทกอยางและผลจากการปฏบตจากการตรวจคนจะตองรายงานอยางทนท - การกกขงหรอควบคมตวบคคลใดๆ จะตองรายงานตามสายการบงคบบญชาโดยทนท ๓.๑๒ การใชก าลงนอกเหนอจากการปองกนตนเอง : ภายใตเงอนไขทระบไวใน ROE ก าลงพลสามารถปฏบตการนอกเหนอจากการปองกนตนเอง เพอใหบรรลวตถประสงคในการชวยเหลอในการปองกนก าลงพลของ UNAMID ยทโธปกรณ สงปลกสรางและทรพยสน รวมถงการชวยเหลอในการปองกนพลเรอนมใหไดรบอนตรายจากภยคกคามตางๆดวยความ เปนกลาง ๓.๑๓ การใชก าลงนอกเหนอจากการปองกนตนเอง: ผบญชาการกองก าลง UNAMID (Force Commander) หรอ ผบ.หนวย ทไดรบการแตงต ง มอ านาจในการควบคมโดยตรงตอการใชก าลงในสภาวการณ เชนน ๓.๑๔ ความรบผดชอบของ ผบ.กองก าลง (Force Commander) และ ผบ.หนวยรอง - การน า ROE ไปใชใหเกดผลเปนรปธรรม เปนความรบผดชอบตามสายการบงคบบญชา ซง ผบ.กองก าลงจะตองรบผดชอบในการออกค าสงหรอด าเนนการเกยวกบ ROE ไปยง ผบ.หนวยรองและเปนผรบผดชอบสงสดในการบงคบใช ROE - ผบ.กองก าลง และ ผบ.หนวยรอง ไมไดรบอนญาตใหกระท าการใดๆเกนขอบเขตทระบ ใน ROE อยางไรก ตามการปฏบตทมขอจ ากดมากข นจะมขอบเขตของการปฏบต กลาวคอ ในสถานการณทเหมาะสม - ผบ.กองก าลง และ ผบ.หนวยรอง สามารถก าหนดใหมขอจ ากดเพมข น ในการปฏบต การใดๆ โดยแยกเปน ๒ กรณ ๑) กรณ ผบ.กองก าลง ตองไดรบการอนมตจาก UN และตองหารอกบ AU ๒) กรณ ผบ.หนวยรอง ตองไดรบการอนมตจาก ผบ.กองก าลง โดยอาจจะเพมเตมแนวทางหรอขยายความตางๆทเกยวกบ ROE กได หรอน า ROE ไปไวในค าสงทจะสงหนวยรองของตน ผบ.หนวยทหารน นตองแจงให ผบ.กองก าลงทราบถง แนวทางหรอการขยายความดงกลาว ๓.๑๕ การละเมด ROE เมอมการละเมด ROE จะตองมการด าเนนการ ดงน - รายงานไปยง DPKO และ AU Peace and Security Department (PSD) ตามสายการบงคบบญชา โดยเรวทสด - หนวยขางเคยงหรอหนวยใตบงคบบญชาทไดรบผลกระทบจากการละเมด ROE จะตองไดรบแจงขาวสารการละเมด ROE น น - มาตรการปองกน เชน การฝก ตองถกน ามาปฏบตเพอปองกนการเกดข นซ าอก - การละเมด ROE ทกประเภทตองมการสอบสวนอยางเปนทางการดงทระบไวในคมอการปฏบตของ เจาหนาท UN ในเรองระเบยบวนย ๓.๑๖ ช นความลบ : ROE มช นความลบ UN/AU ปกปด

๓.๑๗ การแกไข ROE : ROE สามารถแกไขหรอเปลยนแปลงไดโดยตองไดรบการอนมตเปนลายลกษณอกษรจาก Commissioner for Peace and Security ของ AU และ USG for PKO ของ UN อ ำนำจในกำรใชก ำลงของเจำหนำทฝำยทหำรของ UNAMID : เพอใหเปนไปตามทบญญตไวในกฎการใชก าลง จนท. ฝายทหารของ UNAMID มสทธใชก าลงเพอปองกนตนเอง ๑. เพอปองกน จนท.ฝายเดยวกน หรอ พวกทเดนทางไปดวยกน ๒. เพอตอตานการใชก าลงขดขวางการปฏบตงานของ จนท. กฎกำรใชก ำลงดงตอไปน ใชบงคบกบ จนท.ฝำยทหำรตดอำวธทประจ ำกำรในดำรฟร ขอ ๑ ระดบของกำรใชก ำลง ๑.๑ สามารถใชก าลงจนถงระดบทท าใหถงแกชวต เพอปองกนตนเอง จนท.AU และ/หรอ จนท.UN ตอการกระท าทเปนปฏปกษ/เจตนาเปนปฏปกษ ๑.๒ สามารถใชก าลงจนถงระดบทท าใหถงแกชวต เพอปองกนเจาหนาทตางชาต ตอการกระท าทเปนปฏปกษ/เจตนาเปนปฏปกษ ๑.๓ สามารถใชก าลงจนถงระดบทท าใหถงแกชวต เพอตอตานการพยายามลกพาตว หรอกกขง หนวงเหนยวตนเอง จนท.AU/UN ๑.๔ สามารถใชก าลงจนถงระดบทท าใหถงแกชวต เพอตอตานการพยายามลกพาตว หรอกกขง หนวงเหนยวเจาหนาทชาวตางชาต ๑.๕ สามารถใชก าลงจนถงระดบทท าใหถงแกชวต เพอปกปองสงอ านวยความสะดวก อปกรณ พ นท หรอสงของตางๆทก าหนดไว โดย JSR และ ผบ.กกล.UNAMID ๑.๖ สามารถใชก าลงจนถงระดบทท าใหถงแกชวต เพอปกปองสงอ านวยความสะดวก อปกรณ พ นท หรอสงของส าคญตางๆทก าหนดไวโดย ผบ.กกล.UNAMID ตอการกระท าทเปนปฏปกษ ทเปนการขมขวาจะท าใหเกด อนตรายตอชวตหรอรางกายใหไดรบอนตรายสาหส ๑.๗ สามารถใชก าลง ยกเวนท าใหถงแกชวต เพอปองกนการหลบหนของผถกจบกม หรอผถกกกตว ในขณะสงตวใหกบ จนท.ฝายพลเรอนผมอ านาจ ๑.๘ สามารถใชก าลงจนถงระดบทท าใหถงแกชวต เพอ ตอตานบคคล หรอกลมบคคลทขมข หรอใชอาวธเพอก าจด หรอแสดงใหเหนวามเจตนาทจะจ ากดการเคลอนทของ UNAMID ๑.๙ สามารถใชก าลง ยกเวนท าใหถงแกชวตเพอตอตานบคคลหรอกลมบคคลใชก าลง หรอขวาจะใชก าลงโดยปราศจากอาวธ เพอขดขวางหรอแสดงเจตนาขดขวางไมให จนท.ปฏบตตามค าสงของผบงคบบญชา ขอ ๒ วธกำรใชอำวธ กำรเตอน ๒.๑ สามารถใชระเบด เพอท าลายอาวธตางๆ กระสนปน ทนระเบดสงหาร อาวธยทโธปกรณทไมสามารถระเบดได ในการปฏบตการปลดอาวธ ๒.๒ หามหนปากกระบอกปนไปทางผใดโดยไมเจาะจง ๒.๓ หามท าการยง นอกเหนอจากการฝก หรอตามทระบไวในกฎการใชก าลง ๒.๔ สามารถท าการยงเตอนได ๒.๕ สามารถใชบคคล และอาวธทใชในการปราบการจลาจลโดยเฉพาะได ๒.๖ สามารถใชเลเซอร ในการส ารวจ การหาระยะ การก าหนดเปาหมายได ๒.๗ สามารถใชเครองโตตอบอตโนมตได ๒.๘ หามวางทนระเบดสงหาร ขอ ๓ อ ำนำจในกำรพกพำอำวธ ๓.๑ สามารถพกอาวธประจ ากายพรอมบรรจกระสนได

๖.ล าดบข นตอนในการปฏบต - การเจรจาดวยวาจา เพอท าการเตอนผรกรานกอนท จนท.ทหารจะท าการตอบโตดวยก าลง จดประสงคกเพอปองกนหรอหยดการกระท าอนเปนปฏปกษ - การใชก าลงโดยปราศจากอาวธ หากมาตรการขางตนไมประสบความส าเรจจะตองน าการใช ก าลงโดยปราศจากอาวธข นเบาทสดมาใช - อาวธทใชในระยะประชด หากมาตรการขางตนยงไมไดผลหรอไมสอเคาวาจะประสบผลส าเรจ จะตองใชอาวธในระยะประชดทมผลตอการมองเหนและการไดยน - การยงเพอท าการเตอน หากมาตรการขางตนยงไมไดผลใหยงเพอท าการเตอนทละนด โดย เลงไปทจดปลอดภยในอากาศ - การใชก าลงโดยท าใหถงแกชวต หากมาตรการขางตน รวมถงการใชก าลงโดยปราศจากอาวธ ยงไมไดผล และไมมทางเลอกอนทสามารถใชได (เปนทางเลอกสดทาย) โดยจะตองท าการเตอนอยางชดเจนเปน คร งสดทาย โดยแสดงใหเหนวาก าลงจะใชอาวธตอไป และจะตองเวนระยะเวลาส าหรบการเตอนน น ๗. ล าดบข นตอนในการยง การท าการเตอนคร งสดทาย จะตองกระท าตามล าดบข นตอนตอไปน ๗.๑ การเตอนจะตอง - ท าดวยวาจา - สามารถมองเหนได โดยจะตองใชสญลกษณอยางใดอยางหนงหรอการสองสวาง เชน สญญาณ ไฟมอสแดง ไฟฉาย ๗.๒ เมอมการเตอนดวยวาจา จะตองพดดวยประโยคดงตอไปน - “UNAMID, KEF WAELA RAMAITOKA” (อำรบค) - “UNAMID, HALT OR I WILL FIRE” (ภำษำองกฤษ) - การเตอนดวยวาจา หรอ การมองเหนจะตองท ำซ ำอยำงนอย ๓ ครง และเทาทจ าเปน เพอใหแนใจวาอกฝายสามารถเขาใจหรอยอมปฏบตตาม ๘. ข นตอนการปฏบตระหวางท าการยง จะตองปฏบตตามข นตอนดงตอไปน ๘.๑ การใชอาวธปนจะตองเลง และมการควบคมอยเสมอ หามท าการยงโดยอ าเภอใจโดยเดดขาด ๘.๒ การยงแบบอตโนมตเปนทางเลอกสดทาย ๘.๓ ท าการยงใหนอยทสด ในการบรรลจดประสงคทระบไวในกฎการใชก าลงน ๘.๔ การปองกนลวงหนาทจ าเปนจะตองถกน ามาใช เพอปองกนความเสยหายขางเคยงทอาจเกดข น ๙. ข นตอนการปฏบตหลงจากการยง ๙.๑ การชวยเหลอทางการแพทย ผไดรบบาดเจบท งหมดจะตองไดรบการปฐมพยาบาลเบ องตนโดยเรวทสด ๙.๒ การบนทก รายละเอยดในเหตการณทเกดข นจะตองถกบนทกในทนท โดยมรายละเอยดดงตอไปน - วน เวลา และสถานททการยงเกดข น - หนวยและ จนท.ทเกยวของในการยง - เหตการณทท าใหการยงเกดข น - สาเหตท จนท.ทหารเปดฉากการยง - บคคล หรอวตถทเปนเปาหมายในการยง - อาวธทใชท าการยง จ านวนกระสนทใชและแผนภาพทเกดเหต ๑๐. ล าดบข นตอนในการตรวจคนและการควบคมตว อ านาจในการหยดและตรวจคน - บคคลใดทตองการจะเขามาในสงปลกสรางของ UNAMID จะตองรบการตรวจคนและสงของโดยสมครใจ - บคคลทพยายามเขาโดยผดกฎหมาย จะตองถกสงใหหยดและตรวจคนเพอวตถประสงคในดานความปลอดภย โดยสามารถใชก าลงอยางนอยทสดไดเมอมเหตจ าเปน และ สามารถยดอาวธได แตจะตองสงมอบใหกบ

เจาหนาทของประเทศน นๆโดยเรวทสด ๑๑. ข นตอนการตรวจคน - ในระหวางการตรวจคนจะตองไมท าใหผถกตรวจคน อบอายและเสอมเสยเกยรต - ข นตอนการตรวจคน จะตองพจารณาถงความเหมาะสมในเรองของ เพศ เช อชาต ศาสนา และ ประเพณปฏบต - จะตองแจงวตถประสงคของการตรวจคนตอผถกตรวจคนอยางชดเจน - ผท าการตรวจคนจะตองม จนท.ตดอาวธจากหนวยของตนคอยคมกนอยเสมอ - ผท าการตรวจคนจะตองรายงานตอ ผบช.โดยไมชกชา ๑๒. อ านาจในการควบคมตว - บคคลจะไมถกควบคมตว นอกเหนอไปจากทกฎการใชก าลงไดใหอ านาจไว - บคคลทถกควบคมตวท งหมดจะตองถกสงตวใหกบ จนท.ทองถนผมหนาทรบผดชอบโดยเรวทสด - อาวธท งหมดทยดได จะตองสงมอบใหกบ จนท.ทองถนผมหนาทรบผดชอบ - สามารถใชก าลงเพอปองกนผถกกกตวหรอผถกควบคมตวหลบหนตามทระบไวในกฎการใชก าลง ๑๓. การควบคมดแลผถกกกตว ผถกกกตวจะตองไมถกขกรรโชก ถกทอดท ง ถกท าใหเสอมเสยเกยรต หรอความเปนมนษย ผถกกกตวจะตองไดรบการแบงปนทพกพงและเขาถงการรกษาพยาบาล เมอมหนวยเขามารบหนาทแทน จนท.ทหารทควบคมการกกตวจะตองรบผดชอบในเรองความปลอดภย และสวสดภาพความเปนอยของผถกกกตวตามกฎหมายระหวางประเทศ ๑๔. การรายงาน รายละเอยดในการกกตวจะตองถกบนทกในทนท โดยมรายละเอยดดงตอไปน - รายละเอยดเกยวกบผถกกกตว ชอ นามสกล และทอย - วน เวลา สถานทกกตว - เหตทถกกกตว รวมถงเหตการณทท าใหตองถกกกตว - ขอมลสวนบคคลของพยานในเหตการณ - รายละเอยดค าใหการของผถกกกตว - เหตผลในการตรวจคนผถกกกตว หากมการตรวจคน - ผลการตรวจสภาพรางกายของผถกกกตว - บนทกการรกษาทางการแพทย ฯลฯ ถ – ๒. กำรคมครองและเอกสทธตำมขอตกลงสถำนภำพของกองก ำลง ( STATUS OF FORCE AGREEMENT : SOFA ) ๑. ในกรณทสมาชก UNAMID ถกจบกม กกตว ถกจบเปนตวประกนเนองจากการปฏบตหนาททไดรบมอบหมายเมอระบไดวาเปนสมาชกUNAMID แลว สมาชกผน นมสทธทจะไดรบการปลอยตวกลบไปยง UN หรอหนวยตนสงกดทนทโดยไมตองมการสอบสวน ซงสทธตาม 48(ii) น จะยงคงใชบงคบอยจนกวาสมาชก UNAMID จะไดรบการปลอยตวกลบไปยง UN หรอหนวยตนสงกด ๒. เมอรฐบาลซดานมการพจารณาวาสมาชก UNAMID ผใดกระท าความผดอาญาหรอไม รฐบาลซดานจะตองแจงใหผแทนพเศษรวมของ UNAMID (Joint Special Representative : JSR) ทราบโดยทนท พรอมท งน าหลกฐานทมท งหมดมาแสดง ๓. ในกรณทสมาชก UNAMID ตกเปนผกลาวหาหรอจ าเลยในคดอาญา JSR จะตองด าเนนการสอบสวนหาขอเทจจรงเบ องตนและรวมพจารณากบรฐบาลซดานวาจะด าเนนคดอาญาตอไปหรอไม หากท งสองฝายตกลงกนไมได ใหใชอนญาโตตลาการ ๓ คน ตามทระบในขอ ๕๗

๔. หากตกลงกนไดวา จะตองมการด าเนนคดอาญาตอไป ศาลและหนวยงานทเกยวของของซดานจะตองรบรองวา สมาชกของ UNAMID จะถกด าเนนคดตามกระบวนการพจารณาท เปนธรรมตามมาตรฐานของกระบวนการยตธรรมสากล ๕. เจาหนาทฝายทหารของ UNAMID จะข นกบเขตอ านาจการพจารณาพเศษของประเทศทเขารวมปฏบตการหากเจาหนาทฝายทหารผน นกระท าความผดอาญา ๖. หากมการด าเนนคดในความผดทางแพงตอสมาชกของ UNAMID กอนทจะด าเนนการพจารณาคดในศาลซดาน JSR จะตองไดรบแจงโดยทนทและตองพจารณาวาการกระท าดงกลาวของสมาชก UNAMID เปนการกระท าภายในกรอบหนาททไดรบมอบหมายหรอไม ๗. ถา JSR มความเหนวาการกระท าดงกลาวเปนการกระท าภายในกรอบหนาททไดรบมอบหมาย ข นตอนการด าเนนการตามกฎหมายตางๆจะตองถกยกเลก และใชมาตรการตามขอ ๕๕ ๘. หาก JSR มความเหนวาการกระท าดงกลาว ไมเปนการกระท าภายในกรอบหนาททไดรบมอบหมาย ข นตอนการด าเนนการตามกฎหมายกตองด าเนนตอไป แตศาลของซดานและหนวยงานทเกยวของจะตองใหความเปนธรรมในการด าเนนกระบวนการพจารณาคด หาก JSR เหนวาสมาชก UNAMID ไมสามารถปกปองผลประโยชนทางคดไดอยางเตมทเนองจากการท าหนาทของตน เมอบคคลน นรองขอศาลจะตองเลอนการพจารณาออกไป จนกวาเหตจ าเปนน นจะหมดไป แตท งน ตองไมเกน ๙๐ วน ๙. ทรพยสนท JSR พจารณาแลววา จ าเปนตองใชในการปฏบตงานในหนาท จะไมถกยดตามกระบวนการของกฎหมาย สทธเสรภาพของสมาชก UNAMID จะไมถกจ ากดในกระบวนการพจารณาคดแพงท งปวง ๑๐. สมาชกของ UNAMID รวมถงลกจางในพ นท จะไดรบการยกเวนจากการด าเนนการตามกฎหมายท งปวงในการพด การเขยน และการกระท าตางๆ ภายในขอบเขตหนาททก าหนดของ UNAMID และยงคมครองการกระท าน นตอไป ถงแมบคคลน นจะไมไดเปนสมาชกหรอลกจางของ UNAMID แลวกตาม
