1. INJONGO YOMGAQO WEELWIMI
Umgaqo weelwimi weYunivesithi yaseFort Hare unenjongo yokuphumeza izibonelelo
zomgaqo-siseko (Icandelo 6 loMthetho weeLwimi zasebuRhulumeteni 2012 (Umthetho
we-12 wama 2012) ngokuphathelele kusetyenziso lweelwimi ezininzi kangangoko
kwiilwimi ezili-11 zasemthethweni nokuthatyathwa kwamanyathelo angawo
nachanekileyo ukuphakamisa umgangatho nokuqhubela phambili imiba elungelelene
nezo lwimi zifudula zingasiwe so / zibekelwe bucala. Unenjongo zokuqinisekisa ukuba:
(a) ulwimi alungomqobo kuphuhliso lomntu ngokwasemfundweni (ukufundisa
nokuqhuba uphando); kwaye
(b) nokuba kuthi kuqinisekiswe ngolawulo olungqongqo oluza kuqinisekisa ukuba
umgaqo wolwimi uthi uhlonitshwe kwaye usetyenziswe.
2. IKOMITI YEELWIMI ESEKWE LIBHUNGA ELILAWULAYO LEYUNIVESITHI.
Ikomiti yeelwimi yeBhunga eliLawulayo leYunivesithi iya kuthi ibe yikomiti yeBhunga
eliLawulayo leYunivesithi. Ikomiti le ithi ilawulwe liBhunga elithe lona lalatha iofisi
yeNqununu/ yeNgqonyela yeYunivesithi ukuba ibe lijelo kwaye iya kuthi yakhiwe
ngamalungu athi abe nezakhono ezivunyiweyo/ okanye umdla kwimiba ephathelele
kumgaqo weelwimi.

- Umphathi weSebe loFundo-Nzulu ngeNtlalo neZifundo ngoLuntu

Inkqubo yokusebenza kweKomiti yeeLwimi yeBhunga eliLawulayo leYunivesithi ithi
ilawulwe yimigaqo emi imi yeYunivesithi.
3. INTSHAYELELO
IYunivesithi inqwenela ukuhlwayela kuwo onke amalungu ayo umqaphela, imvakalelo
kunye nentlonipho yemo elwimi-zininzi zoluntu lwayo. IYunivesithi kwakhona inqwenela
ukuqinisekisa ukuba iilwimi zithi zibonelele ngebhulorho ethi ikhokelele ekubeni
kuzuzwe ulwazi, iinkonzo kunye nezibonelelo. IYunivesithi ivuma iilwimi ezintathu,
ezizezi: IsiNgesi, IsiXhosa nesiBhulu (Afrikansi) njengeelwimi ezisemthethweni zale
Yunivesithi.

Ezi lwimi zintathu, IsiNgesi, IsiXhosa nesiBhulu (Afrikansi) zimele iilwimi ezithethwayo
kwingingqi iYunivesithi yethu ekuyo nakummandla ekuwo. IYunivesithi ngoko ithi
idakance kulo mgaqo weelwimi izibonelelo ezithile ezijolise ekwamkeleni kuqukwa
kunye nesiNgesi nesiBhulu (Afrikansi) ukuphuhliswa ngokukhulayo
nangokwamanqanaba ngamanqanaba kwesiXhosa, ukuze ekugqibeleni sisebenze
ngamandla agqibeleleyo ngokufanayo nesiNgesi, elixa kusithi kwangaxesha nye
kuphuhliswe ingcamango yothetho lweelwimi ngeelwimi. Uchongo lwezi lwimi
zikhankanywe apha ngasentla lulawulwa ikakhulu ngabemi bengingqi, imeko yemfundo
nemeko yezemali, kwaye iYunivesithi iya kuthi, ngalo mgaqo weelwimi, iqinisekise
ukuba amalungelo ezinye iilwimi ezisemthethweni kwilizwe loMzantsi Afrika nawo athi
aqwalaselwe kangangoko, noko oku kuxhomekeke kwiimeko.
IsiXhosa lulwimi lokuqala lenkoliso yabasebenzi kunye nabafundi, kwaye silulwimi
olongameleyo lweMpuma Kapa. IYunivesithi iyakuvuma ukuba izame kangangoko
ukuba iphuhlise amaseko ayo ukuze ibe nako ukusebenzisa isiXhosa njengolwimi
lokufundisa kuzo zonke izifundo. IYunivesithi iyiqaphele into yokuba isiXhosa sikowuphi
na umgangatho njengoko ilulwimi obelufudula lunganikwa ingqwalaselo kwaye
inomnqweno wokwenza igalelo elijolise kuphuhliso lwaso sibe lulwimi
olunokusetyenziswa ngokupheleleyo kwezemfundo.
4. IMIGQALISELO
Umgaqo weelwimi: IsiNgesi, IsiXhosa nesiBhulu (Afrikansi).
4.1 Uthi uvume njengeelwimi zolawulo / iilwimi zokufunda nokufundisa zeYunivesithi
yaseFort Hare.
4.2 Uthi uphakamise ukusetyenziswa kweelwimi eziliqela kangangoko.
4.3 Uthi ukhusele amalungelo azo zonke iilwimi zeYunivesithi ezamkelekileyo
ngokwasemthethweni.
4.4 Uthi uvume ukuba impumelelo nokusebenziseka komgaqo weelwimi kuxhomekeke
kubonelelo ngeenkonzo zeelwimi ezifezekileyo nezamkelekileyo,
4.5 Uthi udale ulwazi, ubangele ulwazi lweelwimi kwaye udale intlonipho nonyamezelo
lwamalungelo eelwimi nemeko yaseMzantsi Afrika yeelwimi eziluwanga, ezithi
zidandalaziswe, nabafundi bale Yunivesithi abuzintlanga ngeentlanga nabathetha
iilwimi ngeelwimi;
4.6 Uthi uvume ukusebenzisana nabathabathi nxaxheba abafana neBhodi yeeLwimi
yabo bonke abemi boMzantsi Afrika (PanSALB) kunye neeNkonzo zeeLwimi
zeSizwe zeSebe lobuGcisa neNkcubeko;
4.7 Uthi uvume inxaxheba yoMgaqo weeLwimi weMfundo ePhakamileyo;
4.8 Wenze uthethathethwano olujolise kwizivumelwano ezakhayo zawo onke amaqela
achaphazelekayo.

4.9 Uthi uvume ukuba lo mgaqo yimpendulo kwimicelimngeni ethi ivele kumsebenzi
weli ziko lemfundo nakwilizwe ngokubanzi.
4.10 Uthi uvume ukuba lo mgaqo uyakhula, uyalungiseka kwaye unokuhlaziywa
rhoqo ngamaxesha ekuvunyelwene ngawo;
4.11 Uthi uvume ukuba injongo yalo mgaqo kukuba ube nolutho othi uluzuzise iziko
eli ukuze ubukho bawo bube nokuthetheleleka, uquke wonke ubani, ungacalu-caluli
kwaye ube neziphakamiso ezinokwenzeka.
5. IINJONGO NAMANQANABA OMGAQO WEELWIMI WEYUNIVESITHI YASE-
FORT HARE
Lo mgaqo uthi wamkele le miqathango ithe yakhankanywa apha ngasentla kwaye uthi
ngaphezu koko ungqamane kunye nenkqubo, umbono, imigomo kunye neenjongo
ezibalulekileyo zale Yunivesithi, njengoko zisithi zibonakaliswe kwisiCwangciso
esingundoqo 2016, lo mgaqo uthi ubonelele ngokusetyenziswa kweenjongo nemigomo
njengoko kucacisiwe apha ngasezantsi:
5.1 Ukuphakamisa nokuqhubela phambili umgangatho weelwimi ebezifudula zingasiwe
so ngokuthi kwenziwe imigudu yophuhliso ethi ikhuthaze ukuba abantu bathethe
ngenkcubeko yabo ngeelwimi zabo zemveli.
5.2 Ukuqinisekisa ukuba isiNgesi, isiXhosa nesiBhulu zithi zihlonitshwe njengeelwimi
zonxibelelwano / uqhagamshelwano apha ngaphakathi eYunivesithi kangangoko
kunokuthi kwenzeke;
5.3 Ukucebisa ukuba kusekwe iZiko leeLwimi eliya kuthi lizakuzele imigudu yophuhliso
lweelwimi neentshukumo eziphathelele ekuphakanyisweni komgaqo weelwimi
weYunivesithi le.
5.4 Ukwenza ukuba ufundo nophando kwisifundo ngasinye lube nokuphangalala
nobunzulu, ukwenzela ukuba isifundo ngasinye sidakance sidandalazise ubume
bethu benkcubeko neelwimi zaseAfrika ezizodwa nezinomahluko ukwenzela
ukuhlumisa nokusebenzisa nokutyebisa ulwazi lwehlabathi.
6. ISICWANGCISO SOMGAQO WEELWIMI
UMgaqo weeLwimi weYunivesithi yase Fort Hare uthi uhloniphe iilwimi ezintathu
njengeelwimi zokufundisa ezizezi: IsiNgesi, IsiXhosa nesiBhulu (Afrikansi). Umgaqo
weelwimi uthi ucacise ngokuthe gca inguqulelo ebangelwe kukuhlanganiswa
kweelwimi ethi izinziswe ekufundiseni nasekufundeni, kulawulo, uphando
nonxibelelwano ngosetyenziso lwesiNgesi, IsiXhosa nesiBhulu (Afrikansi).

7. USETYENZISO LOLWIMI
Usetyenziswa komgaqo weelwini kuya kuthi kugxile kwezi nkalo zilandelayo
zeentshukumo zalapha eYunivesithi.
7.1 Iilwimi zokufundisa, kufunda nokuvavanya
Lo mgaqo weelwimi wale Yunivesithi unenjongo yokwenza igalelo eliya kuthi
likhokelele kowona mgangatho uphakamileyo kufundiso, ufundo novavanyo kwezi
nkalo zilandelayo:
- IsiNgesi siya kuqhuba silulwimi lokufundisa kumanqanaba abo bangekazuzi
mfundo enomsila nakwabo sele beyizuzile imfundo enomsila, phantsi
kwamalungiselelo athi IsiXhosa okanye isiBhulu siya kuthi sisetyenziswe xa
kuthe kwakho uthethathethwano nesivumelwano kwantlandlolo phakathi
komfundi kunye nomfundisi. IsiXhosa kunye nesiBhulu ziya kuthi ziye
zisetyenziswa ngokusetyenziswa njengeelwimi zokufundisa izifundo
ezibhaliweyo kunye noludwe lwamagama kunye nenkcazelo yentsingiselo
ngesiXhosa nesiBhulu ziya kuthi ziqulunqwe, kwaye kwenziwe ukuba
zifumaneke kulowo uzifunayo. Ngeli xa kuphuhliswa isigama sesixhosa,
usetyenziso lwesiXhosa kumagumbi okufunda kufuneka kungemi kuqhube.
- Amasebe ezifundo anako ukuwusebenzisa kwakamsinya lo mgaqo weelwimi
ayakhuthazwa ukuba akwenze oko. Ulwimi athe umfundi walukhetha akufuneki
lumbeke kwimeko embi angakwazi kufikelela kulwazi kwaye angakwazi
kugqwesa ezifundweni.
- Apho kunokwenzeka, uguqulo lokubhaliweyo kunye notolikelo esiXhoseni
ngexesha lezifundo kufuneka lukhuthazwe.
- Iziko Leelwimi liya kuthi lenze amalungiselelo obonelelo ngolwimi lweziJekulo
kunye neengcali zeBreyile kwaye liya kuthi kwakhona libonelele ngoqoqosho
apho kufuneka khona ubugcisa obuthile obuphathelele kwezi ndlela.
7.2 Iilwimi zophando
- Abaphandi-nzulu banokuthi basebenzise naluphi na ulwimi oluvunyiweyo kwelo
ziko lemfundo ukuqhuba uphando lwabo.
- IsiXhosa siya kuthi sinikwe ingqwalasela emandla njengolwimi lophando - nzulu
kunye nopapasho lophando.

7.3 Iilwimi zolawulo
IsiNgesi, isiXhosa nesiBhulu ziya kuthi zisetyenziswe njengeelwimi zolawulo apha kweli
ziko lemfundo. Iinkonzo zotoliko lwesiXhosa nesiBhulu ezicwangcisiweyo
nezingacwangciswaga kuya kuthi kwenziwe ukuba zibe khona ngokuphathelele:
- Kwiimeko zonxibelelwano lwangaphakathi ngentetho, ezifana neentlanganiso
zamasebe ezifundo. Imibuzo ephathelele kulawulo okanye izicelo ezivela kubafundi
zinokuthi zilandelwe / phendulwe nangaluphi ulwimi ekuthi umfundi lowo okanye
igosa lolawulo elo abathi bazive bekhululekile xa belusebenzisa.
- Lonke unxibelelwano lwasemthethweni olubhaliweyo luya kuthi luqhutywe ngolwimi
lwesiNgesi, isiBhulu kunye / okanye ngesiXhosa. Apho imbalelwano ithi iqhutywe
ngolwimi olungesosiNgesi, inguqulelo yesiNgesi yoloXwebhu iya kuthi yenziwe
liziko leeLwimi ukulungiselela ukuba kubekho irekhodi egciniweyo.
- Lonke unxibelelwano lwangaphandle ngokuthetha, luya kuthi luxhomekeke kulwimi
lwabo bangabaphulaphuli ekujoliswe kubo. IYunivesithi iya kuthi ibonelele
ngenkonzo yefowuni ezisebenzelayo eya kuthi yenziwe ukuba ikwazi
ukunxibelelana nabafowuni ngesingesi, isiXhosa nangesiBhulu
- Lonke unxibelelwano lwangaphandle olubhaliweyo olunje ngembalelwano noluntu
ngokubanzi, luya kuthi luqhutywe ngesiNgesi, okanye ngolwimi lweYunivesithi
oluvunyiweyo, njengoko kuthi kufunwe njalo. unxibelelwano lwangaphakathi luya

7.4 Ubudlelwane nabasebenzi
Ulwimi lwesiNgesi luya kuthi lusetyenziswe ngokuphathelele kuyo yonke imicimbi
enxulumene nabasebenzi ngaphandle kwezi meko zilandelayo:
- Amaxwebhu aphathelele kwimeko zengqesho aya kuthi abhalwe ngesiNgesi,
isiXhosa nesiBhulu. Oku kuya kuthi kubandakanye ingcaciso ngeenkcukacha
zomsebenzi, iikhontrakthi / izivumelwano, izivumelwano ngenkqubo yokusebenza,

kuXhomekeke uba zijoliswe kubantu abathetha oluphi na ulwimi.

- Udliwanondlebe ngomsebenzi luya kuthi luqhutywe ngalo naluphi na olunye ulwimi
kwezi zisemthethweni eYunivesithi ngokuxhomekeka kuluvo lwalowo kudliwana
naye indlebe (phantsi kwento ethi oloLwimi lulwimi oluvunyiweyo yiYunivesithi),
ngaphezu koko izibonelelo zotoliko noguqulo-lwimi kuya kuthi kwenziwe ukuba zibe
khona.
- Iingxelo zovavanyo ziya kuthi zibhalwe ngesingesi zize ziguqulelwe (ukuba
kuyimfuneko) kulwimi olukhethwe nguloo msebenzi / mqeshwa uchaphazelekayo.
- Iimviwo ezichophele isimo sokuziphatha komsebenzi ziya kuthi ziqhutywe
ngesiNgesi / IsiXhosa/ IsiBhulu, kuxhomekeke kulwimi olukhethwe ngumsebenzi /
umqeshwa lowo okanye umfundi lowo kuchotshelwe ityala lakhe.
7.5 Imisitho yeYunivesithi.

7.6 Ufundo lweelwimi ngabafundi nangabafundisi.
- Icebo lophuhliso lwabasebenzi liya kuthi licetywe eliya kwenza ukuba kubekho
izifundo zexesha elifutshane zokufunda ukuthetha isiXhosa nesiBhulu ngabo
banomnqweno woko.
- Izifundo zokukhuthaza ulwazi oluphangaleleyo kuzo zonke iilwimi ezisemthethweni
zeYunivesithi kufuneka ziqulunqwe zenziwe zifumaneke liZiko leeLwimi, amaSebe
eziFundo, neZiko loFundiso noFundo.

7.7 Intsebenziswano noluntu
Intsebenziswano noluntu ithi iveze amathuba okuqhubela phambili umqathango
wophuhliso lweelwimi ezininzi / eziliqela. Usetyenziso lweelwimi kwimisebenzi
yentsebenziswano noluntu neentshukumo ezinjongo ikukufikelela eluntwini kufuneka
luhloniphe ulwimi nenkcubeko yoluntu olo luthabatha inxaxheba. Iziphumo zawo
nawuphi na umsebenzi okanze uphando-nzulu kufuneka zibhengezwe kubathabathi
nxaxheba ngolwimi lwabo lwemveli/ lwasekhaya
8. IZIKO LEELWIMI
Liya kuthi libe noxanduva lokuqinisekisa ukusetyenziswa komgaqo weelwimi.
Inkcazelo yomsebenzi wentloko yeziko eli, kunye nabasebenzi beli ziko iya kuthi
iqulunqwe kucetyiswana noMlawuli weSetyana loLawulo lwabasebenzi kunye neKomiti
yeeLwimi yeBunga eliLawulayo. Iziko leeLwimi liya kuthi libe noxanduva lokusombulula
zonke iinkxalabo eziphathelele kusetyenziso lomgaqo weeLwimi lilo naliphi na ilungu
loluntu leYunivesithi.
9. UKUBEKA ILISO, UKUHLOLA NOKUHLAZIYWA KOMGAQO
Umgaqo weelwimi kufuneka usoloko ubekwe iliso, uhlolwa kwaye uhlaziywa rhoqo
ngamaxesha aqingqiweyo. Umgaqo uthi ukhankanye ukusekwa kweKomiti yeeLwimi
yeBhunga eliLawulayo ethi ibe nale mimiselo ilandelayo:
- Ukubeka iso usetyenziso lomgaqo weelwimi, oya kuthi ube phantsi kolawulo
lweKomiti yeeLwimi yeBhunga elilawulayo kwaye wenziwe ukuba usebenze
liziko leeLwimi.
- Ukuhlola amanani abathethi zilwimi abangamalungu eYunivesithi rhoqo emva
kweminyaka emihlanu ukuba kwenziwe iingcebiso ngokuphathelele ekulungeni /
ukubaluleka / ukuchaneka komgaqo weelwimi ezisemthethweni nezolawulo:
- Ukubeka iliso kwiinguqulelo zezimvo ngeelwimi neendlela zosetyenziso lwimi
apho kwiphondo nakwilizwe ngokubanzi
- Ukubhala umgaqo ohlaziyiweyo osekwe phezu kwiziphumo zenkqubo

Die Grondwet van die Republiek van Suid-Afrika. In die Suid-Afrikaanse konteks is histories benadeelde tale die tale waaraan ’n lae status toegeken was deur voormalige magsgroepe en wat as gevolg daarvan nie benut of ontwikkel is vir gebruik in die media, in die onderwys (ná die vroeë laerskoolfase), of in beduidende openbare of ekonomiese domeine nie.
Die taal van klaskameronderrig soos aangedui deur die kurrikulum en taalbeleid.
Veeltaligheid Die gebruik van drie of meer tale deur ’n individu of deur ’n groep sprekers soos die inwoners van ’n bepaalde streek of ’n nasie.
Funksionele veeltaligheid Die keuse van ’n bepaalde taal of tale in ’n besondere situasie, bepaal deur die konteks waarin die taal gebruik word, d.w.s. die funksie, die gehoor en boodskap waarvoor dit gebruik word.

1 BELEIDSVOORNEME Die Taalbeleid van die Universiteit van Fort Hare poog om uitvoering te gee aan die bepalings van die Grondwet (Artikel 6 van Wet No 108 van 1996), die Nasionale Plan vir Hoër Onderwys (2001) en die Suid-Afrikaanse Talewet met betrekking tot die billike gebruik van soveel as moontlik van die 11 amptelike tale en die implementering van praktiese en positiewe maatreëls om die status te verhoog en die belange van die voorheen gemarginaliseerde tale te bevorder. Dit poog om te verseker dat (a) ’n taal nie ’n hindernis is vir akademiese ontwikkeling (leer, onderrig en navorsing) nie; en (b) dat doeltreffende institusionele bestuur met betrekking tot taalbeleid in werking gestel word.
2. UNIVERSITEITSRAAD TAALKOMITEE Die Universiteitsraad Taalkomitee sal ’n komitee wees van Universiteitsraad. Die komitee rapporteer aan die Universiteitsraad via die kantoor van die Visekanselier en sal bestaan uit lede met ’n bewese kundigheid en/of belangstelling in taalbeleidsaangeleenthede. Dit sluit in:
- Visekanselier: Voorsitter (ex officio) - Dekaan van Sosiale- en Geesteswetenskappe
- Hoof van die Taalsentrum - Senaatsverteenwoordiger van die Universiteitsraad - Verteenwoordigers van elke akademiese taaldepartement - SR-lid vir Akademiese Sake - Institusionele Forum-verteenwoordiger
Die funksionering van die Taalkomitee van die Universiteitsraad word gelei deur die Staande Orde van die Universiteit.
3 INLEIDING Die Universiteit van Fort Hare wil ’n bewussyn van, sensitiwiteit teenoor en respek vir die veeltalige aard van sy gemeenskap onder al sy lede kweek. Die Universiteit wil verder verseker dat tale ’n brug vorm met betrekking tot die toeganklikheid van inligting, dienste en hulpbronne. Die Universiteit erken drie tale, naamlik Engels, isiXhosa en Afrikaans as die amptelike tale van die Universiteit. Die drie tale, Engels, isiXhosa en Afrikaans is
verteenwoordigend van die taaldemografie van ons instelling sowel as van die streek. Die Universiteit spesifiseer derhalwe sekere bepalings in hierdie beleid wat gemik is op die akkommodasie van ’n progressiewe ontwikkeling van isiXhosa naas Engels en Afrikaans, sodat isiXhosa uiteindelik in ’n soortgelyke hoedanigheid as Engels kan funksioneer, terwyl dit terselfdertyd die konsep van veeltaligheid bevorder. Die keuse van die bogenoemde tale is grootliks gerig deur demografiese, opvoedkundige en finansiële oorwegings en die Universiteit sal deur middel van hierdie beleid verseker dat die regte van die oorblywende nasionale amptelike tale sover as uitvoerbaar moontlik is, in ag geneem word.

lsiXhosa is die eerste taal van die meerderheid van die personeel en studente en dit is ook die dominante taal van die Oos-Kaap. Die Universiteit erken die feit dat die instansie in die proses is om sy kapasiteit te ontwikkel om isiXhosa as fokus van onderrrig oor alle dissiplines heen te gebruik. Die Universiteit erken die status van isiXhosa as ’n histories benadeelde taal en hoop om by te dra tot die ontwikkeling daarvan as ’n volwaardige akademiese taal.
4 BEGINSELS
Die Taalbeleid: 4.1 Erken die amptelike tale I tale van administrasie / Taal van Leer en Onderrig
van die Universiteit van Fort Hare as Engels, isiXhosa en Afrikaans;
4.2 Bevorder funksionele veeltaligheid sover dit uitvoerbaar is;
4.3 Beskerm die regte van alle amptelik erkende universiteitstale;
4.4 Erken die feit dat die sukses en uitvoerbaarheid van die Taalbeleid afhang van die voorsiening van aanvaarbare en voldoende taaldienste;
4.5 Kweek kennis, vaardigheid, respek en verdraagsaamheid vir taalregte en taalkundige diversiteit van Suid-Afrika, soos dit weerspieël word deur die heterogene samestelling van die personeel en studenteliggame by die Universiteit;
4.6 Erken institusionele rolspelers soos die Pan Suid-Afrikaanse Taalraad en die Nasionale Taaldienste van die Departement van Kuns en Kultuur;
4.7 Erken die rol van die Taalbeleid vir hoër onderwys;
4.8 Onderhandel konstruktiewe ooreenkomste tussen alle betrokke partye;
4.9 Erken dat hierdie beleid ’n reaksie op die veranderende dinamika binne die instansie en op nasionale vlak is;
4.10 Erken dat hierdie beleid ontwikkellend van aard, buigsaam en onderhewig aan gereelde hersiening is;
4.11 Erken dat die oogmerk van hierdie beleid is om akademies regverdigbaar, inklusief, niediskriminerend en prakties uitvoerbaar te wees.

5 DOELSTELLINGS EN DOELWITTE VAN DIE UFH TAALBELEID Die Taalbeleid verkry sy stukrag van die beginsels soos hierbo uiteengesit in ooreenstemming met die etos, visie, missie en strategiese doelwitte van die Universiteit soos weerspieël in die Strategiese Plan van 2016. Die beleid maak voorsiening vir die implementering van die
doelstellings en doelwitte soos hieronder uiteengesit:
5.1 Om die status van die histories benadeelde tale deur ontwikkelingsinisiatiewe te bevorder en sodoende kulturele uitdrukking in die inheemse tale teweeg te bring;
5..2 Om te verseker dat Engels, isiXhosa en Afrikaans as kommunikasiemediums aan die
Universiteit erken word sover dit uitvoerbaar is;
5.3 Om die daarstelling van ʼn Taalsentrum asook alle taalontwikkelings- en promosie-aktiwiteite wat verband hou met die Taalbeleid van die Universiteit te koördineer;
5.4 Om die epistemologiese konteks en inhoud van elke dissipline te verdiep, elke
dissipline meer verteenwoordigend van ons unieke Afrikakultuur en linguistiese landskap te maak ten einde die globale kennis te verryk.
6 TAALBELEIDSRAAMWERK
Die Taalbeleid van die Universiteit van Fort Hare erken drie tale as onderrigmedia naamlik Engels, isiXhosa en Afrikaans.
Die Taalbeleid bied ’n definitiewe uitdrukking van taalakkulturasie ingebed in onderrig en leer, administrasie, navorsing en kommunikasie deur die gebruik van Engels, isiXhosa en Afrikaans.
7 TAALGEBRUIK
Die implementering van die Taalbeleid sal fokus op die volgende areas van die universiteit se aktiwiteite: 7.1 Tale van Onderrig, Leer en Assessering
Die Taalbeleid van die Universiteit stel ten doel om op die volgende wyse by te dra tot
uitnemendheid in onderrig, leer en assessering: - Engels sal die medium van onderrig op voorgraadse en nagraadse vlak bly, met dien
verstande dat isiXhosa of Afrikaans gebruik word op grond van voorafgaande onderhandeling en ooreenkoms tussen die student en die betrokke dosent. lsiXhosa en Afrikaans sal geleidelik as addisionele medium van onderrig ingestel word. Geskrewe kursusmateriaal en terminologielyste kan in Afrikaans en isiXhosa ontwikkel word. Terwyl isiXhosa terminologielyste ontwikkel word, moet die gebruik van isiXhosa in 'n instruksionele omgewing voortgaan.

- Akademiese eenhede wat in 'n posisie is om die taalbeleid vroeër as ander te implementeer word aangemoedig om dit te doen. Die keuse van taal moenie 'n negatiewe impak op die toegang of akademiese sukses van ander taalgroepe hê nie.
- Waar moontlik word informele vertaling en interpretasie in isiXhosa tydens lesings aangemoedig.
- Die Taaleenheid sal voorsiening maak vir Gebaretaal en Braillepraktisyns en sal ook opleiding verskaf waar spesifieke vaardighede met betrekking tot laasgenoemde nodig is.
7.2 Tale van navorsing
- Navorsers kan enige van die institusionele tale gebruik om hul navorsing uit te voer.
- lsiXhosa sal op 'n deurlopende basis voorkeur geniet as 'n taal vir navorsing en
navorsingspublikasies. 7.3 Tale van administrasie
Engels, isiXhosa en Afrikaans sal erken en gebruik word as tale vir administrasie. Formele en informele isiXhosa en Afrikaans tolkdienste sal beskikbaar gestel word ten opsigte van:
- Alle interne, gesproke kommunikasiesituasies soos vergaderings, debatte, akademiese departementele vergaderings, administratiewe navrae of versoeke van studente kan in Engels of in enige ander taal wat beide die student sowel as die spesifieke administratiewe beampte magtig is, gebruik word.
- Alle amptelike geskrewe kommunikasie sal gevoer word deur middel van Engels, Afrikaans en/of isiXhosa. Waar korrespondensie in 'n ander taal as Engels geskied, sal ’n Engelse vertaling van die dokument deur die Taalsentrum vir rekordhoudingsdoeleindes verskaf word.
- Alle eksterne, gesproke kommunikasie sal bepaal word volgens die taal van die teikengehoor. Die universiteit sal voorsiening maak vir 'n outomatiese telefoon antwoorddiens wat geprogrammeer sal word om met inbellers in Engels, isiXhosa of Afrikaans te kommunikeer.
- Alle eksterne, geskrewe kommunikasie, soos korrespondensie met lede van die publiek, sal onderneem word in Engels, of in 'n amptelik erkende universiteitstaal, soos benodig. Internasionale korrespondensie sal in Engels geskied.

7.4 Arbeidsverhoudinge Engels sal gebruik word ten opsigte van alle arbeidsverwante aangeleenthede met die uitsondering van die volgende:
- Dokumente wat verband hou met diensvoorwaardes sal beskikbaar gestel word in Engels, isiXhosa en Afrikaans. Dit sal insluit werksbeskrywings, kontrakte, prestasie-ooreenkomste, evalueringskriteria, werksetiek, voordele, reëls en regulasies, gesondheid en veiligheid, die Wet op Gelyke Indiensneming, die Wet op Arbeidsverhoudinge en die Gedragskode.
- Vakante betrekkings sal in Engels, Afrikaans en isiXhosa, geadverteer word afhangende van die teikenmark.
- Werksonderhoude sal gevoer word in enige van die amptelike tale van die Universiteit soos verkies deur die aansoeker (met dien verstande dat dit ’n amptelike taal van die Universiteit is), en vertaling en interpretasiefasiliteite sal beskikbaar gestel word .
- Evalueringsverslae sal in Engels opgestel en vertaal word (indien nodig) in die taal van voorkeur van die betrokke personeellid.
- Dissiplinêre verhore sal in Engels / isiXhosa / Afrikaans geskied afhangend van die taalvoorkeur van die personeellid of student wie se saak aangehoor word.
7.5 Universiteitsaangeleenthede
Die volgende maatreëls sal van toepassing wees:
- Amptelike Universiteitseremonies of herdenkings soos onder andere die gradeplegtigheid moet die gebruik van die drie amptelike tale van die Universiteit weerspieël. Dit beteken dat al drie die amptelike tale van die Universiteit erken sal word in sowel die gedrukte dokumente as gesproke items wat deel vorm van die seremonie of program.
- Kulturele gebeure sal in enige toepaslike taal aangebied word om die taalkundige
diversiteit van die Universiteit te weerspieël.
- Alle vorme van vermaak en sport sal in enige van die amptelike universiteitstale
aangebied word.
- Voorsiening sal gemaak word vir vertaal- en tolkgeriewe vir al die bogenoemde gebeure.

7.6 Taalverwerwing vir studente en personeel ’n Personeelontwikkelingstrategie sal geïnisieer word waardeur kort kursusse op vrywillige basis vir die aanleer van gespreks-isiXhosa en –Afrikaans beskikbaar gestel sal word. Programme om bevoegdheid in al die amptelike tale van die Universiteit te bevorder moet deur die Taalsentrum, akademiese departemente, en die Onderrig en Leersentrum ontwerp en beskikbaar gestel word. 7.7 Gemeenskapsbetrokkenheid
Gemeenskapsbetrokkenheid bied die geleentheid om die beginsel van veeltaligheid te bevorder. Taalgebruik in gemeenskapsbetrokkenheidsprojekte en gemeenskapsuitreik aktiwiteite moet die taal en kultuur van 'n bepaalde deelnemende gemeenskap respekteer. Die resultate van enige projek of studie moet aan deelnemers in hul huistaal gekommunikeer word. 8 DIE TAALSENTRUM
Die Taalsentrum sal verantwoordelik vir die toesig oor en implementering van die Taalbeleid wees. Die posbeskrywing van die Hoof van die Sentrum asook die personeelaanvulling sal in oorleg met die Direkteur van Menslike Hulpbronne en die Taalraadkomitee bepaal word. Die Staande Orde vir die sentrum sal deur die Taalraadkomitee bepaal word. Die Taalsentrum sal daarvoor verantwoordelik wees om enige onsekerheid in verband met die implementering van die Taalbeleid deur enige lid van die Universiteitsgemeenskap aan te spreek.
9 MONITERING, EVALUERING EN HERSIENING VAN DIE BELEID Die Taalbeleid moet gereeld gemonitor, evalueer en hersien word. Die beleid spesifiseer die aanstelling van ’n Taalraadkomitee met die volgende verwysingsraamwerk:
- Om die implementering van die Taalbeleid, wat onder die toesig van die Taalraadkomitee sal wees, noukeurig te monitor. Die implementering van die Taalbeleid sal deur die Taalsentrum in werking gestel word.
- Om die taaldemografie van die Universiteit op ’n vyfjaarlikse basis te monitor ten
einde aanbevelings ten opsigte van die geskiktheid van die taalbeleid rakende die amptelike en administratiewe tale te maak.
- Om verskuiwings in Taalhoudings en gebruikspatrone op provinsiale en nasionale vlakke te monitor.
- Om hersiening van die beleid wat op terugvoer van die moniteringsproses verkry is, op te stel.

10 FINANSIERING VAN DIE TAALBELEID
Een van die belangrikste funksies van die Universiteitsraad Taalraadkomitee is om jaarliks te begroot vir die implementering van die Taalbeleid dienooreenstemming met die algemene norm van 0.5% van die jaarlikse Universiteitsbegroting. Die begroting sal deur die Hoof van die Taalsentrum in oorleg met die Hoof Finansiële Beampte bepaal word. Die Universiteit sal sover moontlik die nodige befondsing beskikbaar stel. 11 AANSPREEKLIKHEID
Die Universiteit sal voldoen aan die voorskrifte vir die gebruik van amptelike tale soos uiteengesit in Wet op die gebruik van amptelike tale (Wet 12 van 2012): Die Universiteit kan gepenaliseer word indien die voorskrifte nie nagekom word nie. Die Universiteit moet aan die implementeringsplan voldoen.
- Die eienaar van die beleid is die Visekanselier. - Finale aanspreeklikheid vir en gesag oor die implementering van die Taalbeleid
berus by die Hoof van die Taalsentrum. - Die Taalsentrumhoof sal verantwoordelik wees vir die opstel en voorlegging van die
gedetailleerde plan van beleidsimplementering aan die Universiteitsraad Taalraadkomitee.
12 AFSLUITING
Die implementering van hierdie Taalbeleid bied aan die Universiteit ’n unieke geleentheid
vir die skep van ’n omgewing wat onderrig en leer binne ’n meertalige konteks moontlik
maak. Dit skep ook geleenthede vir die ontwikkeling en bevordering van isiXhosa tot ’n
volwaardige akademiese taal, asook die verdere ontwikkeling van die ander amptelike tale.
Die effektiewe implementering van die beleid sal afhang van die ondersteuning van die lede
van die universiteitsgemeenskap. Die nakoming van die bekragtigde Nasionale Taalbeleid en die Taalbeleid vir Hoër
Onderwys is noodsaaklik vir die aanvaarbare funksionering van die Universiteit. Dit is die die verantwoordelikheid van die Taalsentrum om te verseker dat die Universiteit se Taalbeleid effektief geïmplementeer word.

The Constitution of the Republic of South Africa. In the South African context, these are the languages that were assigned low status by former powerful groups and which were, as a result, not used or developed for use in the media, education (after early primary school), or in public or economically significant domains. 1. POLICY INTENT The Language Policy of the University of Fort Hare seeks to give effect to the provisions of the Constitution (Section 6 of Act No 108 of 1996), the National Plan for Higher Education (2001) and the South African Languages Act with regard to the equitable use of as many as possible of the 11 official languages and the implementation of practical and positive measures to elevate the status and advance the interests of the previously marginalized languages. It seeks to ensure that (a) language is not an obstacle to academic development (learning, teaching and research); and (b) that effective institutional management with regard to language policy is effected.
2. COUNCIL LANGUAGE COMMITTEE The Council Language Committee will be a committee of University Council. The Committee reports to the Council via the office of the Vice- Chancellor and it will be composed of members who have proven expertise and/or interest in language policy matters. These include:
- Vice Chancellor: Chairperson (ex officio) - Dean of Social Sciences and Humanities - Head of Language Centre - Council Representative - Senate Representative - Representatives from each academic language department - SRC Member for Academic Affairs - Institutional Forum representative
The functioning of the Council Language Committee is guided by the Standing Orders of the University.
3. PREAMBLE The University wishes to inculcate amongst all its members an awareness of, sensitivity towards and respect for the multilingual nature of its community. The University further wishes to ensure that languages provide a bridge with regard to the accessibility of information, services and resources. The University recognises three languages, namely English, isiXhosa and Afrikaans as the official languages of the University. The three languages, English, isiXhosa and Afrikaans are representative of the language demography of our institution as well the region. The University therefore specifies in this policy certain provisions aimed at accommodating, alongside
English and Afrikaans, the progressive development of isiXhosa to eventually function in a similar capacity as English, whilst at the same time promoting the concept of multilingualism. The choice of the abovementioned languages is largely directed by demographic, educational and financial considerations and the University will, through this Policy, ensure that the rights of the remaining nationally official languages are taken into consideration, as far as is practicable.
lsiXhosa is the first language of the majority of the staff and students, and it is also the dominant language of the Eastern Cape. The University acknowledges the fact that it is developing its capacity to use isiXhosa as a focus of instruction across all disciplines. The

University recognises the status of isiXhosa as a historically disadvantaged language and wishes to contribute towards its development as a fully-fledged academic language.
4. PRINCIPLES The Language Policy:
4.1 Recognises the official languages I languages of administration I LoLT of the University of Fort Hare as English, lsiXhosa and Afrikaans;
4.2 Promotes functional multilingualism as far as is practicable;
4.3 Protects the rights of all officially recognized University languages;
4.4 Recognises the fact that the success and practicability of the Language Policy depends upon the provision of acceptable and sufficient language services;
4.5 Cultivates knowledge of, proficiency in and respect and tolerance for language rights and South Africa's linguistic diversity, as reflected by the heterogeneous composition of the staff and student bodies at the University;
4.6 Recognises institutional roleplayers such as PanSALB and the National Language Services of the Department of Arts and Culture;
4.7 Recognises the role of the Language Policy for Higher Education;
4.8 Negotiates constructive agreement amongst all parties involved;
4.9 Recognises that this Policy is a response to the dynamics at work within the institution and the nation;
4.10 Recognises that this Policy is evolving, flexible and subject to regular review; 4.11 Recognises that the intent of this Policy is to be academically justifiable, inclusive, non-
discriminatory and practicable.
5. AIMS AND OBJECTIVES OF THE UFH LANGUAGE POLICY Taking its impetus from the principles stated above and furthermore being consistent with the ethos, vision, mission and strategic goals of the University, as reflected in the Strategic Plan
2016 document, this policy provides for the implementation of the aims and objectives as
specified below:
5.1. To elevate and advance the status of the historically disadvantaged languages through development initiatives that promote cultural expression in the indigenous languages;

5.2 To ensure that English, isiXhosa and Afrikaans be recognized as media of communication at the University as far as this is practicable;
5.3 To recommend the establishment of a Language Centre to coordinate all language development and promotional activities relating to the Language Policy of the University.
5.4 To deepen the epistemological contexts and contents of each discipline, to make each discipline more reflective of our uniquely African cultural and linguistic landscape in order to enrich global knowledge.
6. LANGUAGE POLICY OUTLINE The language policy of the University of Fort Hare recognises three languages as media of instruction, namely: English, isiXhosa and Afrikaans. The Language Policy offers a definitive expression of language acculturation embedded in teaching and learning, administration, research and communication through the use of English, isiXhosa and Afrikaans.
7. LANGUAGE USE The implementation of the Language Policy will focus on the following areas of University activity:
7.1 Languages of Teaching, Learning and Assessment
The Language Policy of the University wishes to contribute towards excellence in teaching, learning and assessment in the following ways:
- English will remain the medium of instruction at undergraduate and postgraduate levels, provided that isiXhosa or Afrikaans is used on the basis of prior negotiation and agreement between the student and the relevant lecturer. lsiXhosa and Afrikaans shall be introduced progressively as additional media of instruction. Written course material and terminology lists may be developed and supplied in isiXhosa or Afrikaans. Whilst developing isiXhosa terminology, the use of isiXhosa in an instructional setting, should continue.
- Academic units which are in a position to implement the policy sooner than others, are encouraged to do so. The choice of language must not have a negative impact on the access or academic success of other language groups.
- Where possible, informal translation and interpretation into isiXhosa during lectures should be encouraged.

- The Language Unit will make provision for Sign Language and Braille Practitioners and will also provide training where specific skills with regard to these are needed.
7.2 Languages of Research
- Researchers may use any of the institutional languages to conduct their research.
- lsiXhosa will be given preference as a language for research and research publications on an ongoing basis.
7.3 Languages of Administration English, isiXhosa and Afrikaans will be used as languages of administration. Formal and informal isiXhosa and Afrikaans interpretation services will be made available in respect of:
- All internal, spoken communication situations such as meetings, debates and academic departmental meetings. Administrative enquiries or requests from students may be attended to in English or in any other language which both the student as well as the particular administrative officer may feel comfortable to use.
- All official written communication will be conducted through the medium of English, Afrikaans and/or isiXhosa. Where correspondence is conducted in a language other than English, an English translation of the document will be provided by the Language Centre for record- keeping purposes.
- All external, spoken communication will be determined by the language of the target
audience. The University will provide an automatic telephone answering machine service which will be programmed to communicate with callers in English, isiXhosa or Afrikaans.
- All external, written communication, such as correspondence with members of the public, will be undertaken in English, or in an officially recognized University language, as required. International correspondence will be in English.
7.4 Labour relations English will be used with regard to all labour-related matters with the exception of the following:
- Documents relating to conditions of service will be produced in English, isiXhosa and Afrikaans. These will include job descriptions, contracts, performance agreements, evaluation criteria, work ethics, benefits, rules and regulations, health and safety, the Employment Equity Act, the Labour Relations Act and the Code of Conduct.
- Job advertisements will be published in English, Afrikaans and isiXhosa, depending on the target market.

- Job interviews will be conducted in any of the official languages of the University as preferred by the interviewee (provided that it is an official language of the University), and translation and interpreting facilities will be made available.
- Evaluation reports will be drawn up in English and translated (if necessary) into the language of preference of the staff member involved.
- Disciplinary hearings will be conducted in English/isiXhosa/Afrikaans, depending upon the language preference of the staff member or student whose case is being heard.
7.5 University events
The following measures will apply:
- Official University ceremonial or commemorative events such as Graduation should
reflect the use of the three institutional languages of the University. This means that all three official languages of the University will be recognized in the printed documents as well as the spoken items which form part of the ceremony or programme.
- Cultural events will be presented in any applicable language to reflect the linguistic diversity of the University.
- All forms of entertainment and sport will be conducted in any of the official University languages.
Provision will be made for translation and interpreting facilities for all the above mentioned events.
7.6 Language acquisition for students and staff A staff development strategy will be initiated whereby short courses will be made available for the learning of conversational isiXhosa and Afrikaans on a voluntary basis. Programmes to promote competency in all the official languages of the University should be designed and made available by the Language Centre, academic departments, and the Teaching and Learning Centre. 7.7 Community engagement
Community Engagement provides the opportunity to promote the principle of multilingualism. Language usage in Community Engagement projects and community outreach activities should respect the language and culture of a particular participating community. Results of any project or study should be communicated to participants in their home language.
8. THE LANGUAGE CENTRE
The Language Centre will be responsible for monitoring the implementation of the Language Policy. The job description of the Head of Centre and the staffing complement of the centre will be determined in consultation with the Director of Human Resources and the Council Language Committee. The Standing Orders for the Centre will be determined by the Council Language Committee. The Language Centre will be responsible for addressing any concerns related to the implementation of the Language Policy by any member of the

9. MONITORING, EVALUATION AND REVISION OF THE POLICY
The Language Policy is to be monitored, evaluated and revised on a regular basis. The Policy specifies the appointment of a Council Language Committee with the following terms of reference:
- To closely monitor the implementation of the Language Policy, which will be under the auspices of the Council Language Committee and be effected by the Language Centre;
- To survey the language demographics of the University on a continuous basis every five years in order to make recommendations regarding the suitability I continued relevance I appropriateness of the language policy of the official and administration language(s);
- To monitor shifts in language attitudes and usage patterns provincially and nationally;
- To draft revisions of the policy based on feedback obtained through the monitoring process.
10. FINANCING OF THE LANGUAGE POLICY
One of the main functions of the Council Language Committee will be to budget annually for the implementation of the Language Policy in accordance with the general norm of 0.5% of the annual University budget. The budget will be determined by the Head of the Language Centre in consultation with the Chief Financial Officer. The University will make the necessary funding available as far as possible
11. ACCOUNTABILITY
The University will obviously adhere to the stipulations of the Use of Official Languages Act (Act 12 of 2012): The University could be penalized: we need to adhere to its implementation plan.
- The policy owner is the Vice-Chancellor.
- Final accountability for and authority over the implementation of the Language Policy rests with the Head of the Language Centre.
- The Language Centre Head will be responsible for the drafting and presentation to Council Language Committee of the detailed plan of policy implementation.
12. CONCLUSION
The implementation of this Language Policy offers the University a unique opportunity for the creation of an environment which is conducive to teaching and learning within a multilingual context. It also creates opportunities for the development and promotion of isiXhosa to a fully- fledged academic language, as well as the further development of the other official languages. The effective implementation of the Policy will depend upon the support received from the members of the university community.

The adherence to the ratified National Language Policy and the Language Policy of Higher Education is imperative to the acceptable functioning of the University and it is the responsibility of the Language Centre to ensure that the University Language Policy is effectively implemented.
