Recently,formerdiplomatsandexpertsbothinJapanandabroadstressedtheextremelyrisky
conditionoftheFukushimaDaiichiUnit4spentnuclearfuelpoolandthisisbeingwidely
reportedbyworldmedia.RobertAlvarez,SeniorScholarattheInstituteforPolicyStudies(IPS),
whoisoneofthebest-knownexpertsonspentnuclearfuel,statedthatinUnit4thereisspent
nuclearfuelwhichcontainsCesium-137(Cs-137)thatisequivalentto10timestheamount
thatwasreleasedatthetimeoftheChernobylnuclearaccident.Thus,ifanearthquakeor
othereventweretocausethispooltodrain,thiscouldresultinacatastrophicradiologicalfire
involvingnearly10timestheamountofCs-137releasedbytheChernobylaccident.
Nearlyallofthe10,893spentfuelassembliesattheFukushimaDaiichiplantsitinpools
vulnerabletofutureearthquakes,withroughly85timesmorelong-livedradioactivitythan
releasedatChernobyl.
NuclearexpertsfromtheUSandJapansuchasArnieGundersen,RobertAlvarez,HiroakiKoide,
MasashiGoto,andMitsuheiMurata,aformerJapaneseambassadortoSwitzerland,and,Akio
Matsumura,aformerUNdiplomat,havecontinuallywarnedagainstthehighriskofthe
FukushimaUnit4spentnuclearfuelpool.
USSenatorRoyWyden,afterhisvisittotheFukushimaDaiichinuclearpowerplanton6April,
2012,issuedapressreleaseon16April,pointingoutthecatastrophicriskofFukushimaDaiichi
Unit4,callingforurgentUSgovernmentintervention.SenatorWydenalsosentaletterto
IchiroFujisaki,JapansAmbassadortotheUnitedStates,requestingJapantoaccept
internationalassistancetotacklethecrisis.
WeJapanesecivilorganizationsexpressourdeepestconcernthatourgovernmentdoesnot
informitscitizensabouttheextentofriskoftheFukushimaDaiichiUnit4spentnuclearfuel
pool.Giventhefactthatcollapseofthispoolcouldpotentiallyleadtocatastrophic
consequenceswithworldwideimplications,whattheJapanesegovernmentshouldbedoingasaresponsiblememberoftheinternationalcommunityistoavoidanyfurtherdisasterby
mobilizingallthewisdomandthemeansavailableinordertostabilizethisspentnuclear
fuel.ItisclearlyevidentthatFukushimaDaiichiUnit4spentnuclearfuelpoolisnolongera
Japaneseissuebutaninternationalissuewithpotentiallyseriousconsequences.Therefore,it
isimperativefortheJapanesegovernmentandtheinternationalcommunitytoworktogether
onthiscrisisbeforeitbecomestoolate.WeareappealingtotheUnitedNationstohelpJapan
andtheplanetinordertopreventtheirreversibleconsequencesofacatastrophethatcould
