    ANNOUNCEMENT

    BRUNEI DARUSSALAM GOVERNMENT SCHOLARSHIPS TO FOREIGN STUDENTS

    TENABLE IN BRUNEI DARUSSALAM FOR THE 2012/2013 ACADEMIC SESSION

    With His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam's consent, the

    Government of Brunei Darussalam is offering annual scholarships under a special scholarshipaward scheme, for the 2012/2013 academic session.

    Tenable in Brunei Darussalam, the aim of the scholarship awards is to provide applicants,with the opportunity to study at Universiti Brunei Darussalam [UBDl, Universiti Islam SultanSharif Ali [UNISSA]and Institut Teknologi Brunei [ITB].

    The academic year for UBD, UNISSAand ITBcommences in July / August 2012.

    1. ELIGIBILITY

    1.1 Applicants must be citizens of ASEAN, OIC, Commonwealth Member Countriesand others and must be between the ages of 18 - 25 fo r undergraduteprogrammes and not exceed 3S for postgraduate programmes at thecommencement of the academic session for which they are applying foradmission.

    2.1 The award is NOT eligible to Brunei Permanent Residents and foreigners residingin Brunei Darussalam for more than three months.

    2. TENURE OF SCHOLARSHIP

    2.1 The Scholarship award is normally tenable for the minimum period required toobtain th e specific degree which is four years fo r a First Degree with Honours,one to two years for a Master's Degree, three years for a Doctoral Degree atUBD, UNISSA and ITBJ tw o and a half years for HND at ITB, three years forDiploma of Health Sciences at UBD, all on full-time basis.

    2.2 TheScholarship award is subject to the scholar maintaining satisfactory conductand satisfactory progress in the scholar's studies (this requires the scholar to

    maintain an active registration status by passing the prescribed semesterexaminations and obtaining the minimum course credit units).

    2.3 The duration of the scholarship granted will NOT be extended in any case, and nochanges of institution or programme is permitted.

    3. THE BENEFITSOF THE SCHOLARSHIP

    3.1 The scholars are exempted from paying tuition fees and other appropriatecompulsory fees determined by the university for the duration of the course.

    3.2 An economy class air-ticket for the most economically viable route to BruneiDarussalam from the scholar's country of origin prior to the commencement ofthe course. Upon completion of the course may apply fo r an economy class airticket from Brunei Darussalam to the scholar's country of origin. No additionalassistance will be provided towards other travel expenses.

    3.3 Allowances payable will include:

    i) Monthly personal allowance of BNDSOO.OO;

    ii) Annual Book Allowance of BND600.00;

    iii} Monthly food allowance of BND1S0.00;

    iv) Baggage allowance maximum of BND2S0.00 to ASEAN region andBNDSOO.OO to non ASEAN region.

    3.4 An accomodation at respective institution residential college. If the scholar optsnot to live in the accomodation provided, no additional allowance will be given inlieu of board and transport.

    3.S Medical and dental treatment received at any Brunei Government hospitals arecomplimentary. An administritive charge will however be payable for everyconsultation with the government general practitioner or specialist. Should thescholar seek further medical or dental treatments at any private hospital or clinic,all expenses are to be borne by themselves.

    3.6 The scholar is NOT eligible to claim any other facilities apart from those

    aforementioned under item 3.

    4. PROGRAMMES OFFERRED AND ENTRY QUALIFICATIONS

    S. OTHER TERMS AND CONDITIONS OF THE SCHOLARSHIP

    5.1 No marriage nor child allowance is payable to the scholar as well as no

    accommodation will be provided to an accompanying spouse, child or children.

    5.2 This scholarship may not be held concurrently with any other scholarship,fellowship, grant or loan without the prior approval of the Government of BruneiDarussalam.

    5.3 Under no circumstances are the scholars allowed to leave the country for morethan 30 days per academic year without prior permisSion from the Ministry ofEducation of Brunei Darussalam. Failure to comply with this condition may leadto the forte/ture of payments of your monthly allowance.

    5.4 The scholar may not undertake paid employment or serve on the staff of theircountry's representative in Brunei Darussalam during the award.

    5.5 The Government of Brunei Darussalam wit! not be responsible for securingemployment for the scholar after graduation.

    5.6 An applicant may be required to appear for an interview at such place(s) as maybe determined by the institutions offering the programmes, and to sit a writtenexamination to asses his I her proficiency in the English Language I Malay

    Language I Arabic Language (where applicable).

    5.7 The scholar must abide by the rules and regulations of the institution of study.

    5.8 The scholarship is granted fo r studies in Brunei Darussalam only. The scholar maytherefore not be allowed t o participate in any activities under the Study AbroadProgrammes offered by individual institutions.

    5.9 The Government of Brunei Darussalam reserves the right to terminate thescholarship awarded to the scholar as recommended by their respectiveinstitution or i f deemed to be justifiable.

    5.10 Upon completion of th e course, the scholar Is required to return to their countryof origin with immediate effect.

    5.11 If a scholar wishes to withdraw from the Brunei Darussalam Scholarship duringthe course of study. th e scholar has to give one month of advance notice and

    refund the full costs that have been paid to him/her to th e Ministry of Educationof Brunei Darussalam. The scholar will also have to pay the airfare to returnhome.

    5.12 It is a prerequisite for th e scholar to insure themselves with 24 hours travel andhealth insurance fo r th e whole duration of their stay in Brunei Darussalam attheir own expense.

    5.13 Applicants are required to get a security clearance statement from thei r NationalSecurity Agency / Police Station (i.e. clear from any civil and criminal records).

    6. HEALTH

    6.1 The offer is subject to the attainment of a certificate stating that scholars aremedically f i t to undertake the scholarship to study in Brunei Darussalam, to beissued by a qualified medical practitioner which is registered with localGovernment Authorities. All charges for the medical expenses are to be borne bythe scholar.

    6.2 Successful applicants need to undergo health screening in Brunei Darussalam if

    deemed necessary by the Government of Brunei Darussalam. In cases where theapplicant does not pass the screening, he/she will have to return to his/her homecountry at his/her own expenses.

    7. VISA AND TRAVEL ARRANGEMENTS

    The successful applicant is required to be in a possession of a passport valid for thewhole duration of their study in Brunei Darussalam. Air ticket and travel-visa will bearranged at Brunei Darussalam's Mission in the scholar's country of Origin or th e closestBrunei Darussalam Mission to the country of Origin. A Student Visa will only be issuedupon arrival in Brunei Darussalam.

    8.2 The application form must be duly completed and endorsed by th e relevantauthorities of the applicants' country or origin. Eg. Ministry of Foreign Affairs orth e relevant agency responsible for th e Brunei Darussalam Scholarship offers.

    9. APPUCATION AND CLOSING DATE

    9.1 Completed application forms, together with certified copies of relevantcertificates and documents, must be reached th e Technical Assistance Division

    not later than 14 January 2012. No extension will be granted. Incompleteapplication form during submission will no t be considered.

    9.2 The awarding body reserves th e right to reject any applicant. No award will bemade if there is no applicant of sufficient merit. The decision on selection of anycandidate is final. Enquiries or disputes regarding its decisions will not beentertained.

    APPENDIX '8 '

    MINIMUM ENTRYQUALIFICATIONS

    To be considered fo r the award of Brunei Darussalam Government Scholarships, applicants must satisfythe entry requirements set by the following institutions:

    1. ADMISSION TO UNIVERSITIBRUNEIDARUSSALAM (UBO)

    Applicants must satisfy the general entry requirements and specific entry requirements as set fo reach programme.

    Applicants must also note that fulfilling the general entry requirements and specific entry

    requirements does no t guarantee entry into UBD's programmes as admission to all programme iscompetitive and limited subject to availability of space.

    1.1 Entry Requirements fo r Ph.D. Programmes.

    i). General entry requirements.

    The minimum requirement fo r Ph.D programmes is normally a relevant Master's Degreeor an Upper Second Class Bachelor's Degree with Honours or its equivalent frominstitutions recognized by the University Senate. Applicants are also required to submit adetailed research proposal which is normally expected to include the following topics:proposed title; rationale; aims and methodology; literature review; preliminary

    bibliography; provisional timetable; provisional tableof

    contents; and an indicationof

    anyspecial requirements fo r the study. The minimum duration of a Ph.D. programme isnormally 3 years full-time.

    1.2 Entry Requirements fo r Master Oegree Programmes.

    i. General entry requirements.

    The minimum requirement fo r Master Degree programmes is normally a relevantBachelor's Degree with Honours (Second Class and above) or its equivalent frominstitutions recognised by the University Senate unless otherwise stated.

    Applicants who do no t posses a Second Class Honours Degree may be conSidered,provided they have relevant working experience and passes other academic orprofessional qualifications deemed suitable and equivalent fo r the purpose ofadmission to the programme.

    For entry to English medium masters degree programme, applicants must be ableto show English Language Proficiency and those who do no t have an Englishmedium undergraduate degree qualification must have at least a credit 6 in EnglishLanguage at GCE '0 ' Level Examination or a grade C in IGCSE English (as a SecondLanguage) or an IELTS score of 6.0 or TOEFL minimum overall score of at least 550.

    Please take note that other specific entry requirements will be provided under theseparate programmes.

    ii). Specific entry requiremen ts:

    To enroll in a Master of Business Administration (MBA) by Coursework, applicantsmust also have minimum 3 years relevant managerial working experience.

    To enroll in a Master of Public Health, First degree in medicine (MBBS or MD) orother healthcare-related fields such as first degree in Nursing, Nutrition and otherAllied Health Sciences (consideration may also be given to candidates with publichealth field experience and relevant professional qualifications on a case to casebasis).

    Master of Teaching programme requires an IElTS score of 6.S OR TOEFL minimumoverall score of at least 600 OR completion of an English medium undergraduatedegree.

    For Secondary and Vocational and Technical Education streams, the applicant'sundergraduate studies must be relevant to the choice of subject specialisation(s).
