香港專業進修學校香港專業進修學校(港專)，創辦於1957年，為一所

慈善性質獨立專上教育機構。前身為旺角工人夜校

的港專，在過去51年積極投入香港的教育事業，時

至今日，已成為本港非主流教育的先導者，在高等

教育、延續教育課程各個領域，為學生提供一系列多

元化、多層次和多種晉升階梯的專業課程；每年提

供數百項課程供不同年齡、不同階層的人士報讀。

除教育外，港專亦致力發展社會服務，回饋社會，

服務包括再培訓課程、深入就業援助計劃等。港專一

直貫徹「專業辦學，希望所在」的辦學理念，致力培

養學生的品格、並提高其學術水平，使其成為社會

上可造之才。

Hong Kong College of TechnologyHong Kong College of Technology (HKCT) was established in 1957 as a

charitable post secondary education institution. Formerly known as the

Mong Kok Workers’Night School, HKCT has actively contributed itself to

the local education development, and today, as a leader of local

non-mainstream education for a nearly half a century, we provide a

diversity of professional courses with full bridging and advancement

options in fields including higher education and further education. Each

year, we provide hundreds of courses for students and trainees of different

age and strata. Other than providing our own programmes, HKCT is also

devoted to social services and has provided ardent support to Employee

Re-training courses, and Intensive Employment Assistance Schemes.

HKCT has firm belief in our vision“Driven by Aspiration Committed to

Excellence”, and is dedicated to developing both the moral and

professional integrity of our students in the hopes that they will emerge

from our College respectable social individuals.

VisionWe aspire to be a preferred, promising institution for tertiary and continuing

education, contributing to the country and the community with its base in

Hong Kong while embracing the world.

香港專業進修學校香港專業進修學校(港專)，創辦於1957年，為一所

慈善性質獨立專上教育機構。前身為旺角工人夜校

作為一所具抱歉的教育機構，港專多年來一直投入香

港的教育事業，推動學生發展所長，貫徹「專業辦學‧

希望所在」的辦學理念。去年，本校透過舉辦多項不同

類型的校際活動及比賽，讓學生釋放潛能，發揮自我，

並得到老師、家長及學生的熱烈反應。

拍自己錄像訓練工作坊為鼓勵年青人正確使用多媒體及培養他們創意思維發

展，港專首次舉辦「拍．自己」錄像訓練工作坊，希

望藉著由經驗豐富的影視界、傳播界人士介紹錄像拍

education development. To promote students’

development, HKCT brings its vision“Driven by

Aspiration, Committed to Excellence”into life.

Last year, HKCT organized different activities

and competitions to unleash students’potentials,

which were well received by teachers, parents

and students.

Video WorkshopsTo cultivate the development of youths’

creativity, HKCT first organized the video

workshops delivered by veteran practitioners in

movie and television industry, introducing

participants the basic shooting and production

techniques on documentary films. The workshops

also served the purpose of arousing students’

interests and facilitating their discussions on

social issues by pieces of films and motions.

More than 130 students from 13 secondary

schools have participated in the workshops.

Inter-Secondary Schools Singing ContestSinging stage is a good and viable platform to

trigger off one’s talent and confidence. To assist

students unleash their singing talents, HKCT

once again organizes Inter Secondary Schools

Contest. The contest is in its third year this year

and runs under the theme of“Singing for

Future”. Responses from participants were

overwhelming during its application, with more

than 300 students filing their applications forms

in the contest. At last, Ng Sui-ming from HKICC

Lee Shau Kee School of Creativity won the

championships. Mr Tai Keen-man, Acting

Deputy Director of Broadcasting; Mr Peter Kwan

Wai, Senior Vice President (News & Public Affairs)

were invited as the officiating guests at the final

of the contest. Its highlight was broadcast on

ATV Digital Channel.

HKCEE IT Workshops To assist form five students to better grasp useful

techniques and analyze the trends in computer

and information technology examination in HKCEE,

the HKCT Centre of Computer and Information

Technology specially organized“HKCEE IT

Workshops”during February and April.

Responses from students were very positive,

with more than 800 students participating in

the workshops.

攝基本概念和技巧，透過學生對個人、家庭及社會的討

論，培養參加者的思考分析、發掘創意及建立觀點。

活動共130名來自全港13間中學的學生報名參加，分

別參與由不同導師主持的工作坊，讓所有參與工作坊

的同學、導師提供交流平台，分享他們學習錄像拍攝

的經驗及創作的心得。

全港中學校際歌唱大賽港專深信歌唱舞台是引發學生潛能，建立自信的好地方。

一如往年，繼續主辦「全港中學校際歌唱大賽」。比賽主

題為「唱好未來」，反應熱烈，超過三百位同學報名

參加。而決賽於08年3月15日假香港理工大學賽馬會

綜藝館隆重舉行。當晚更獲得香港電台署理副廣播處

長戴健文先生、亞洲電視有限公司高級副總裁(新聞

及公共事務)關偉先生及副總裁(綜藝及資訊)葉家寶先

生及港專校長陳卓禧博士擔任活動的主禮嘉賓。活動

的精華片段，亦於亞洲電視「數碼頻道14/魅力資訊頻道」

向公眾播放，可見活動已成為學界及演藝界的盛事。

會考（電腦與資訊科技）應試技巧工作坊除籌劃精彩校外活動外，港專亦特別照顧學生學習需

要。為協助應屆中學會考生應付電腦及資訊科技科會

考考試，港專轄下的電腦及資訊科技學部於2月至4月

期間，特別舉辦「會考（電腦與資訊科技）應試技巧

工作坊」，讓會考生掌握考試重點，試題趨勢及答題

技巧，使他們增強應試技巧及信心。逾八百多位同學

參加活動，反應理想。

As a committed education institute, HKCT

dedicates itself in promoting Hong Kong

education development. To promote students’

development, HKCT brings its vision“Driven by

Aspiration, Committed to Excellence”into life.

Last year, HKCT organized different activities

and competitions to unleash students’potentials,

which were well received by teachers, parents

and students.

Video WorkshopsTo cultivate the development of youths’

creativity, HKCT first organized the video

workshops delivered by veteran practitioners in

movie and television industry, introducing

participants the basic shooting and production

techniques on documentary films. The workshops

also served the purpose of arousing students’

interests and facilitating their discussions on

social issues by pieces of films and motions.

More than 130 students from 13 secondary

schools have participated in the workshops.

Inter-Secondary Schools Singing ContestSinging stage is a good and viable platform to

trigger off one’s talent and confidence. To assist

students unleash their singing talents, HKCT

once again organizes Inter Secondary Schools

Contest. The contest is in its third year this year

and runs under the theme of“Singing for

Future”. Responses from participants were

overwhelming during its application, with more

than 300 students filing their applications forms

in the contest. At last, Ng Sui-ming from HKICC

Lee Shau Kee School of Creativity won the

championships. Mr Tai Keen-man, Acting

Deputy Director of Broadcasting; Mr Peter Kwan

Wai, Senior Vice President (News & Public Affairs)

were invited as the officiating guests at the final

of the contest. Its highlight was broadcast on

ATV Digital Channel.

HKCEE IT Workshops To assist form five students to better grasp useful

techniques and analyze the trends in computer

and information technology examination in HKCEE,

the HKCT Centre of Computer and Information

Technology specially organized“HKCEE IT

Workshops”during February and April.

Responses from students were very positive,

with more than 800 students participating in

the workshops.

攝基本概念和技巧，透過學生對個人、家庭及社會的討

論，培養參加者的思考分析、發掘創意及建立觀點。

活動共130名來自全港13間中學的學生報名參加，分

別參與由不同導師主持的工作坊，讓所有參與工作坊

的同學、導師提供交流平台，分享他們學習錄像拍攝

的經驗及創作的心得。

全港中學校際歌唱大賽港專深信歌唱舞台是引發學生潛能，建立自信的好地方。

一如往年，繼續主辦「全港中學校際歌唱大賽」。比賽主

題為「唱好未來」，反應熱烈，超過三百位同學報名

參加。而決賽於08年3月15日假香港理工大學賽馬會

綜藝館隆重舉行。當晚更獲得香港電台署理副廣播處

長戴健文先生、亞洲電視有限公司高級副總裁(新聞

及公共事務)關偉先生及副總裁(綜藝及資訊)葉家寶先

生及港專校長陳卓禧博士擔任活動的主禮嘉賓。活動

的精華片段，亦於亞洲電視「數碼頻道14/魅力資訊頻道」

向公眾播放，可見活動已成為學界及演藝界的盛事。

會考（電腦與資訊科技）應試技巧工作坊除籌劃精彩校外活動外，港專亦特別照顧學生學習需

要。為協助應屆中學會考生應付電腦及資訊科技科會

考考試，港專轄下的電腦及資訊科技學部於2月至4月

期間，特別舉辦「會考（電腦與資訊科技）應試技巧

工作坊」，讓會考生掌握考試重點，試題趨勢及答題

技巧，使他們增強應試技巧及信心。逾八百多位同學

參加活動，反應理想。

2008年3月27日組織一個傳媒與校長陳卓禧博

士的茶聚，藉此與傳媒分享及交流對副學士檢討

報告之意見。當日，共有10名來自不同傳媒的記者

出席。翌日，大部分傳媒都有刊登校長講話，正面

報導。校長於2008年4月13日接受港台邀請出席城

市論壇討論副學士認受性問題。

港專亦與電子媒體成功建立合作夥伴關係。本校

與亞洲電視數碼台成功達成協議，並由港專提供

節目內容，節目名稱為「潮Teen360」，並於10月11

日起在亞洲電視數碼頻道15文化資訊頻道首播。

節目內容主要以年青人和中學生觀眾為對象，帶

出年青人努力嘗試，不斷求進的正面信息。同時，

以輕鬆角度，深入了解時下青少年的心態及流行

玩意。

西貢就業連網 2007年9月，與西貢區議會合辦在將軍澳東港城

舉行的就業招聘會，配合將軍澳及西貢區內就業

連線計劃。港專政府及社會事務部一直關注就業

交通津貼，當天安排了再培訓學員分享跨區工作困

難，並安排多個電台及多個文字媒體訪問。

家事小百科展覽及快樂家庭好煮意活動展覽於2007年9月23日在新都城三期商場舉行，宣傳

港專職業訓練學院的再培訓課程。而「快樂家庭好

煮意」則為本校50周年校慶的其中一個活動項目，

2007年11月25日在將軍澳廣場舉行，藉以介紹港

專在區內的服務，宣揚家庭和諧訊息。

將軍澳綜合服務中心開幕禮中心於2008年6月7日舉行開幕儀式，並邀請校

董會主席譚耀宗及校董梁振英先生擔任主禮嘉

賓。當日主禮嘉賓裝飾西餅拍賣，另設有攤位義

賣，為四川地震災民籌款，與區內居民共獻愛心

及關懷。

relationships with the media to promote its

unique school image and mission to the targeted

audiences. HKCT also makes new attempt in

organizing different activities and promotional

channels to introduce school’s new business

and courses, responses are overwhelming.

Media RelationsTo promote media practitioners the better

understanding towards HKCT’s latest develop-

ment, HKCT regularly dispatches newly-released

prospectus and annual reports to the media and

pro-actively arranges interviews and prepares

media releases. Our efforts have been fully paid

off with more than 200 news reports covering

HKCT and its students activities over the past

academic year. In addition, our Department of

Marketing and Communications also arranged

school’s teaching staff to provide their profes-

sional comments and insights towards the hot

social issues such as the Chief Executive’s

Policy Address and the Report on Phase 2

Review of the Post-Secondary Education Sector.

Media’s responses were overwhelming.

The College also organized a media luncheon for

the President and Principal of HKCT, Dr Chan

Cheuk-hay on 27 March 2008. A total of 10

reporters from different media participated in this

special event. Many of the media have covered

the President and Principal’s key messages on

their newspapers on the next day after the event.

Dr Chan also attended the City Forum organized

by Radio Television Hong Kong on 13 April to

reveal his personal views on the recognition of

sub-degree programmes in the territory.

HKCT also established its collaboration with

electronic media. It has successfully reached an

agreement with ATV digital channel to feature its

tailor-made TV programmes for the youths on its

television station from October 08 onwards. The

programme is called“Chill Teen 360”(CT 360),

which took its premier on ATV Plus TV (Digital

Channel 15) on 11 October 08. The programme

mainly targets local youths, bringing out the

positive message that only by hard work and

breakthroughs can help make progresses. It

also examines today’s youths life attitude and

their popular culture.

Employment Services Promotion

The Sai Kung Employment NetworkIn line with Tseung Kwan O and Sai Kung

Districts Employment Services Campaign, HKCT

teamed up with Sai Kung District Council to

organize recruitment seminars at East Point City.

The Department of Government & Community

Affairs of HKCT always concerns about the

transport allowances for employees in the

districts. During the event, it specially arranged

media interview to reveal retraining employees’

difficulties in working afar.

Domestic Works Exhibition and Happy Families Cooking CompetitionThe exhibition was held at Metro City Plaza

Phase III on 23 September 2007 to promote

HKCT School of Vocational Training retraining

programmes. The Happy Families Cooking

Competition which was one of the highlights for

50th Anniversary Celebration was organized at

Tseung Kwan O Plaza on 25 November 2007.

The activity was to promote HKCT services in the

district and well-being of family messages.

4-sheet燈箱廣告，張貼地點遍及東鐵、西鐵、馬

多地點，如灣仔旺點柯布連道天橋、灣仔eTech門

外圍板及港鐵旺角站出口奶路臣街懸掛大型宣傳廣

告板，成效顯著。

升學及就業展覽港專亦全力支持各媒體及升學機構主辦的大小規模升

學及就業博覽。一如往年，積極參與「中學生出路資

訊Show 2008」、「毅進課程展覽暨聯合招生」等大

型展覽活動。亦於8月2至5日資訊show舉行期間，特

別設置的「全城撐您！」加油站，向到訪者介紹港專

課程及提供升學諮詢服務。此外，在8月4日會考放榜

當日，到全港20間中學擺放課程宣傳攤位及提供諮詢

Opening Ceremony of Tseung Kwan O CentreThe centre was officially opened on 7 June 2008

with the participation of Chairman of Management

Board, Hon Tam Yiu Chung, GBS, JP and the

Board Member Hon Leung Chun Ying, GBS, JP

as officiating guests. During the activity, the

officiating guests also undertook a cake auction

to raise proceeds for the victims of Sichuan

Earthquake. Various booths were also staged at

the venue to promote caring and concern

towards the victims in the casualties.

2008-09 Full-time Studies Programme Recruitment and Promotional CampaignHigher Education is one of the main businesses of

HKCT. To help students, parents and teachers

better grasp the school’s unique school culture

and new programmes, HKCT kicked-off its students

recruitment campaign in May 2008 with the use of

newspapers, magazines, television advertisements

and online media as promotional channels. The

School also specially developed a special channel

called“HKCT Time”on Youtube to promote HKCT

new television advertisement, video clips and the

encouraging messages delivered by various

celebrities under the“All Support You”Campaign

for HKCEE students. It also developed HKCT

Student Blog to promote the school image.

In the meantime, HKCT website has been taken

shape and has the new design in June. The new

website has been added with more interactive

functions for visitors to select their choice of

studies and register for the programmes at their

convenience.

Thematic Promotional CampaignHKCT Causeway Bay Campus was launched at

E-Tech Centre in Causeway Bay during this

summer. To greet the school’s development

marching in a new milestone, HKCT specially

organized“All Support You”Campaign this year

with the aims of encouraging all walks of life to

dedicate their encouragement messages to the

F.5 graduates. The Campaign embraced a series

of activities, including broadcasting five-mintue

encouragment messages delivered by celebrities

for F.5 graduates and HKCT new television

advertisement on the large television at E-tech

Centre. On 3 August, an opening ceremony for

the campaign was specially arranged at the lobby

of the E-tech Centre. During the ceremony, pop

singers, Jason Chan and Fiona Fung were invited

to be the guests of honor to dedicate their support

to the participants.

Outdoor Advertisements / PromotionsMore than 100 4-sheet light box advertisements

were placed at the concourses and platforms at

stations of East Rail Line, West Rail Line, Ma On

Shan Line and Light Rail and billboards were

also placed at areas with higher pedestrians

flows such as the flyovers at O’Brien Road,

E-Tech Centre in Wanchai and Mongkok MTR

Station to Nelson Street at MongKong to capture

pedestrians’attention.

Social Work SalonThis year, the Centre has held a new activity - Social Work Salon to provide an open

forum for students in discussing and exchanging new ideas on popular social issues.

The Centre held discussion forums on the Government’s 2008-09 Budget and the Lum

Sum Grant of the Social Welfare Sector in March. Students’ responses were

overwhelming and some students fully participated in the activities to share their

opinions towards the issues.

Fourth Student Conference On 5 July 208, about 250 social work students participated in the 4th Social Work

Student Conference. It was a joint activity organized by the Hong Kong College of

Technology, Social Work Society of HKCT and Hong Kong Federation of Social Work

Students. The theme was“Trends of Social Welfare in the Era of Lump Sum Grant”.

Develop Initiatives for Students’Development The Centre allocated resources to support student learning activities for wider industry

exposure and putting their knowledge into real practice. Students have actively

participated in external competitions and achieved encouraging outcomes such as

the Winner and the Most Innovative Award of EMax Entrepreneur Competition; the

Merit and Best Budgeting award of ACCA Business Competition.

Around 40 students of Higher Diploma in Business have joined the student

membership of Hong Kong Institute of Marketing (HKIM). Additionally, the

Center has liaised with HKIM to provide relevant internship opportunity for

those participants. Five students joined the internship programmes in

Beijing and worked in university or advertising agency for two months.

Several seminars were organized for business students to provide

them information about the market scene, pathways for further

study and career planning.

靈及馬嘉敏更囊括了全球首兩名成績，分

別獲取World and Country Gold Medallion

Higher Flyers in Professional ExaminatonsAccounting students at HKCT performed better than university students in profes-

sional examinations. Students sat for the recent paper F9 exam, achieving 50%

passing rate, which was higher than 40% achieved by ACCA students who are

mainly working adults with degrees and other university graduates.

Fenton Chan, who is the graduate in our HD Accounting programme in 2007, has

achieved the highest score in F8 in Hong Kong and passed/exempted 9 papers

from ACCA and completed the Fundamental level. This is the same public recogni-

tion as a university student who majored in Accounting.

In the London Chamber of Commerce International (LCCI) Qualification Book-

keeping Level 1, Chau Yin Ling and Gwenic Ma Ka Man, the year one students at

higher diploma accounting studies were awarded the World and Country Gold

Medallion; and World Country Silver Medallion respectively. This represents the

highest and second highest marks in Hong Kong and the global region. This year

the centre also experiences a significant increase in the number of students

embarking on higher education pathway, the articulation rate is significantly higher

than in the history of CAL.

Steal the limelight in Inter-Schools CompetitionA team of four HKCT students participated in the ACCA Business Competition in

2007 and brought back not only the Merit Award for being one of the Top 6 teams

participating in the finals but also the Best Budget Award.

Centre of Health and Social Sciences

Promising Graduate ProspectsA total of 64 graduates from full time and part time modules are recorded in 2007-08

academic year. Some of them have successfully entered the social service sector

with offerings of social work posts from social welfare organizations as their full-time

employment. It is heartening to note that the good performance of our placement

students is recognized as they have been offered with employments by their

placement units.

Mainland Exchange ProgrammeThe centre has launched three-day“Guangzhou Exchange Tour”to visit different

welfare agencies in the mainland and Sun Yat- Sen University during 8th to 10th May

2008. The aims of this tour were scrutinizing the social services development and

the recent development of Social Work Professional Training in the mainland China.

During the tour, students visited different service centers including elderly center,

shelter workshop for mentally retarded, youths service center and family resources

center of mentally illness.

學生發展部獲得青年事務委員會之撥款，

舉辦國內交流計劃，為16名表現優秀學生，

前往青海之西寧，與青海師範大學學生進行

交流。

此外，為讓同學能將課堂內所學到知識學

以致用，擴闊個人視野，並且對國家之經濟

發展有進一步認識，本校首獲青年事務委員

會撥款前往北京進行工作實習。各學生被派

駐其所修讀之專業範疇內之企業、單位，進行

為期57天之實習工作。參與學生無論其學習

態度及專業知識，更獲所屬工作之主管及同

事、承辦單位等之稱許。

響應往年參加過與內地交流同學的建議，

學生發展部協助同學成立了一個『識中』小

組，將所有對了解祖國歷史文化、國情民生等

Nurturing Students’ Whole-Person Development

National EducationTo enhance students’knowledge towards their motherland, the Student Develop-

ment Centre (SDC) organized exchange programmes to the mainland funded by

Youth Affairs Committee. Sixteen distinguished students went on a trip to Xining of

Qinghai to undertake exchange with students of Qinghai Normal University.

Besides, in order to put students’learnt knowledge into practice and broaden their

personal horizons towards the mainland China, HKCT has been, for the first time,

granted fund from Youth Affairs Committee to organize a field work tour to Beijing.

Students were assigned field work positions in enterprises and units relevant to their

studies for a period of 57 days. Participants were praised by their supervisors and

colleagues at work for their learning attitude and professional knowledge.

In response to the suggestions put forward by participants of the mainland

exchange tour of the previous years, the SDC assisted the students to form

an“Understanding China”group. The group helped gather those who would like to

understand the history and culture of the motherland as well as those who are

interested in the political and social aspects of China.

Students’All-rounded DevelopmentThe first and utmost important goal of the SDC is to advocate all rounded

development among students, help them grow and cultivate good conduct and

personality. Through the work of various groups and student associations, students

are encouraged to participate actively in activities within and outside campus. It is

hoped that they would develop a positive attitude in life and acquire better

interpersonal skills.

培訓及就業資源中心在二零零七年十月的施政報告中，特首提出試行先

導性的一站式就業支援服務，按市民需要提多元化

的培訓、就業以及在職培訓服務，期望能更有效支

援社會上有不同就業需要的人士。為配合進行這先

導計劃，僱員再培訓局選取了由港專協助營運的長

沙灣再培訓資源中心作為試點，並於本年八月，由

深水埗麗閣商場搬往順寧道日輝商場，開設「培訓

及就業資源中心」。

中心新址面積約 11,000 平方呎，主要為 15 歲或以

上、副學位程度或以下的人士提供就業及培訓支援

服務，當中包括職涯規劃服務、市場及職業技能培

訓資訊、培訓及就業諮詢、自學資源、技能工作坊

及研習小組、就業展覽及招聘活動等。而港專亦特

別為職涯規劃服務研發一套評估工具，協助界定接

受服務人士的培訓及就業需要，以制訂介入計劃及

配對適切的服務。

深入就業援助計劃本計劃已於08年9月終止。過往一年，在油尖旺區

服務了超過一百個個案，當中不少參加者除了就

業問題外，還受不同類別的問題影響著。本計劃

嘗試採用較多社會工作手法的元素，先行處理他

們「社會斷裂」的障礙，讓他們重建自信及網絡，

從而再處理就業上的問題。

將軍澳綜合服務中心中心過往一直致力結合培訓及社會服務，協助區

內居民解決與就業相關的困難。由二零零七年十

月開始，中心提供社會署欣曉(優化)深入就業援助

計劃的服務，為區內的合資格的單親綜援家庭提

供就業支援，以協助她們為重投勞動市場作出準

備。此外，為推動家庭和諧，中心於去年十一月

底與中華電力西貢區客戶諮詢中心合辦「快樂家

庭好『煮』意──家庭無火烹飪比賽」，吸引不

少家庭組隊參與。

另外，為配合業務發展，中心於本年四月遷往將

軍澳廣場，加上坑口中心，繼續為區內居民具特

色的培訓及就業服務。

無障礙社區認知研究承接去年的觀塘區無障礙社區研究，本部於2007

年年底至2008年年初，聯同香港傷殘青年協會再

協助觀塘區議會進行無障礙社區認知研究，採用量

性研究及質性訪問的方法，訪問了觀塘區的居民及

主要持份者。調查結果顯示，區內居民對無障礙社

區的認識有待提升，同時亦發現社區無障礙化行政

割裂，影響無障礙化的規劃、推行及改善。

此外，研究團隊亦跟進了去年社區巡查中有待改

善的項目，發現只有個別公共服務及商場設施有

改善，情況仍未如理想。

Training cum Employment Resource

CentreThe Chief Executive proposed in his Policy

Address released in October of 2007 to carry out

pilot scheme of one-stop employment support

service, providing diversified training, employment

and on-job vocational training services to citizens

according to their needs. The aim is to support

employment needs of various social groups more

effectively. To accommodate the implementation

of such a scheme, the Employees Retraining

Board chose Cheung Sha Wan Retraining

Resource Centre run by HKCT as a pilot. The

Centre had been moved from Shamshuipo Lai

Kok Shopping Centre to Shun Ning Road

Sunlight Building to start the pilot service in

August this year.

The Centre occupies an area of 11,000 square

feet and serves people aged 15 or above holding

Associate Degrees or lower qualifications with

training and employment services. Services include

career planning service, the provision of market

and vocational skills training information, training

and employment consultation, self-learning

resources, skill-enhancing workshops and mutual

help groups as well as job fairs and recruitment

activities, etc. A set of assessment tools have also

been designed for career planning service to help

define the training and employment needs of

service users and help formulate intervention

plans and the matching of relevant services.

Intensive Employment Assistance

ProjectServices provided by this project ended in

September 08. Over 100 cases were handled for

the areas of Yaumatei, Tsimshatsui and Mongkok

by this scheme in the past year. It is found that

quite a number of the participants of this scheme

were troubled not only by employment issues,

they were also affected by various problems.

This scheme attempted to adopt more elements

of social work approach to eradicate obstacles

of“social isolation”, then rebuilding their

confidence and social network to boost

employment opportunities.

社會服務Social Services

Tseung Kwan O Integrated

Services CentreThe Centre has been working on the integration of

training and social service, assisting the residents

of the area in their employment-related obstacles

in the past. From October 2007 onwards, the

Centre released Social Welfare Department

“New Dawn (Enhanced) Intensive Employment

Assistant Project ”This was to provide employ-

ment support to eligible single-parent family in the

area, aiming to help them to get ready for

re-entrance to the labour market. Moreover, to

promote family harmony, the Centre co-hosted

“Happy Family Cooking Competition”with the

CLP in November last year. A lot of families were

attracted to form teams to take part in the

competition.

In April this year, the Centre moved to Tseung Kwan

O Plaza to further the development of services. This

centre, together with the Hang Hau Centre,

continued to provide the residents of the area with

unique training and employment services.

Study on Community Awareness of

Barrier-free and Universal Design Continued from the study conducted in Kwun Tong

area in the past year, the Department, together

with the Hong Kong Federation of Handicapped

Youth to assit Kwun Tong District Council in

conducting the study during the period between

the end of 2007 and early 2008. Telephone &

face-to face interviews had been conducted with

Kwun Tong citizens and stakeholders. Study

results showed that there was room for improve-

ment in people’s awareness of barrier-free

community. It was also found that administrative

demarcation of making a barrier-free community

existed. Planning, implementing and improving of

such a community were thus affected.

The Research team also followed up with the items

need to be improved during a community auditing

exercise done in the past year. Only some of the

public services and shopping malls were improved.

The condition was not as ideal as expected.

導計劃，僱員再培訓局選取了由港專協助營運的長

沙灣再培訓資源中心作為試點，並於本年八月，由

深水埗麗閣商場搬往順寧道日輝商場，開設「培訓

及就業資源中心」。

中心新址面積約 11,000 平方呎，主要為 15 歲或以

上、副學位程度或以下的人士提供就業及培訓支援

服務，當中包括職涯規劃服務、市場及職業技能培

訓資訊、培訓及就業諮詢、自學資源、技能工作坊

及研習小組、就業展覽及招聘活動等。而港專亦特

別為職涯規劃服務研發一套評估工具，協助界定接

受服務人士的培訓及就業需要，以制訂介入計劃及

配對適切的服務。

深入就業援助計劃本計劃已於08年9月終止。過往一年，在油尖旺區

服務了超過一百個個案，當中不少參加者除了就

業問題外，還受不同類別的問題影響著。本計劃

嘗試採用較多社會工作手法的元素，先行處理他

們「社會斷裂」的障礙，讓他們重建自信及網絡，

從而再處理就業上的問題。

將軍澳綜合服務中心中心過往一直致力結合培訓及社會服務，協助區

內居民解決與就業相關的困難。由二零零七年十

月開始，中心提供社會署欣曉(優化)深入就業援助

計劃的服務，為區內的合資格的單親綜援家庭提

供就業支援，以協助她們為重投勞動市場作出準

備。此外，為推動家庭和諧，中心於去年十一月

底與中華電力西貢區客戶諮詢中心合辦「快樂家

庭好『煮』意──家庭無火烹飪比賽」，吸引不

少家庭組隊參與。

另外，為配合業務發展，中心於本年四月遷往將

軍澳廣場，加上坑口中心，繼續為區內居民具特

色的培訓及就業服務。

無障礙社區認知研究承接去年的觀塘區無障礙社區研究，本部於2007

年年底至2008年年初，聯同香港傷殘青年協會再

協助觀塘區議會進行無障礙社區認知研究，採用量

性研究及質性訪問的方法，訪問了觀塘區的居民及

主要持份者。調查結果顯示，區內居民對無障礙社

區的認識有待提升，同時亦發現社區無障礙化行政

割裂，影響無障礙化的規劃、推行及改善。

此外，研究團隊亦跟進了去年社區巡查中有待改

善的項目，發現只有個別公共服務及商場設施有

改善，情況仍未如理想。

Training cum Employment Resource

CentreThe Chief Executive proposed in his Policy

Address released in October of 2007 to carry out

pilot scheme of one-stop employment support

service, providing diversified training, employment

and on-job vocational training services to citizens

according to their needs. The aim is to support

employment needs of various social groups more

effectively. To accommodate the implementation

of such a scheme, the Employees Retraining

Board chose Cheung Sha Wan Retraining

Resource Centre run by HKCT as a pilot. The

Centre had been moved from Shamshuipo Lai

Kok Shopping Centre to Shun Ning Road

Sunlight Building to start the pilot service in

August this year.

The Centre occupies an area of 11,000 square

feet and serves people aged 15 or above holding

Associate Degrees or lower qualifications with

training and employment services. Services include

career planning service, the provision of market

and vocational skills training information, training

and employment consultation, self-learning

resources, skill-enhancing workshops and mutual

help groups as well as job fairs and recruitment

activities, etc. A set of assessment tools have also

been designed for career planning service to help

define the training and employment needs of

service users and help formulate intervention

plans and the matching of relevant services.

Intensive Employment Assistance

ProjectServices provided by this project ended in

September 08. Over 100 cases were handled for

the areas of Yaumatei, Tsimshatsui and Mongkok

by this scheme in the past year. It is found that

quite a number of the participants of this scheme

were troubled not only by employment issues,

they were also affected by various problems.

This scheme attempted to adopt more elements

of social work approach to eradicate obstacles

of“social isolation”, then rebuilding their

confidence and social network to boost

employment opportunities.

Tseung Kwan O Integrated

Services CentreThe Centre has been working on the integration of

training and social service, assisting the residents

of the area in their employment-related obstacles

in the past. From October 2007 onwards, the

Centre released Social Welfare Department

“New Dawn (Enhanced) Intensive Employment

Assistant Project ”This was to provide employ-

ment support to eligible single-parent family in the

area, aiming to help them to get ready for

re-entrance to the labour market. Moreover, to

promote family harmony, the Centre co-hosted

“Happy Family Cooking Competition”with the

CLP in November last year. A lot of families were

attracted to form teams to take part in the

competition.

In April this year, the Centre moved to Tseung Kwan

O Plaza to further the development of services. This

centre, together with the Hang Hau Centre,

continued to provide the residents of the area with

unique training and employment services.

Study on Community Awareness of

Barrier-free and Universal Design Continued from the study conducted in Kwun Tong

area in the past year, the Department, together

with the Hong Kong Federation of Handicapped

Youth to assit Kwun Tong District Council in

conducting the study during the period between

the end of 2007 and early 2008. Telephone &

face-to face interviews had been conducted with

Kwun Tong citizens and stakeholders. Study

results showed that there was room for improve-

ment in people’s awareness of barrier-free

community. It was also found that administrative

demarcation of making a barrier-free community

existed. Planning, implementing and improving of

such a community were thus affected.

The Research team also followed up with the items

need to be improved during a community auditing

exercise done in the past year. Only some of the

public services and shopping malls were improved.

The condition was not as ideal as expected.
