At CPCT, customers can enjoy extended cut-off times, expedited import collection and faster transhipment connections, advancing the service standard and creating new benchmarks for the industry. For example, inbound cargo can be collected within three hours for passenger flights and five hours for freighters after its arrival. The Terminal also enhances Hong Kong’s competitiveness and its status as the leading cargo hub in Asia. Compared to a traditional transit time of eight hours, operations at CPCT significantly reduces the processing and waiting time to just five hours, or even three hours with prior arrangement.

Uplift Industry Benchmarks

Sustainability is one of the core management philosophies at CPSL. The best practices are embedded into every aspect of the operations, from the design of the Terminal to daily operational procedures, to achieving high environmental standards. It is the first air cargo terminal in Hong Kong which has installed the chilled-ceiling air-conditioning system, reducing up to 40 per cent of energy consumption compared with a tradit ional system. On the operations front, environmentally-friendly ground support equipment, such as zero-emission solar-powered passenger steps have been deployed to support green operations.

Nurture Nature

“We see employees as our most valuable asset. We invest in our team members’ careers, support them to explore their interests and expand their horizons across different roles in the company.” As an equal opportunities employer, CPSL supports its female workforce and believes in creating a level playing field in a traditionally male-dominated sector. We have to stay innovative and ahead of the curve in such a dynamic industry”, said Mr Kelvin Ko, Chief Executive Officer of CPSL. The launch of a new mobile application with value added and personalised functions is a good example of CPSL enriching customer experience. The app enhances the transparency of terminal operations by introducing industry-first shipment tracking features, such as clear real-time cargo status updates and push notifications. CPSL was also the first air cargo terminal in Hong Kong to develop a virtual help desk to guide customers through the process, step-by-step. This breakthrough app resulted in CPSL receiving the Silver Award - Best Mobile Apps Award at the Hong Kong ICT Awards 2016 - recognising IT excellence and innovation across industries. CPSL invests in sophisticated training facilities and innovation to elevate training to the next level. In partnership with the University of Hong Kong, CPSL developed a virtual reality learning environment to simulate freighter ramp handling. This ground-breaking training concept is aimed at improving ramp safety, providing real-life scenarios and offering users a fully immersive experience in a virtual terminal environment. Trainees can familiarise themselves with ramp handling operations in a practical, safe and flexible way.

CPSL provides a wide spectrum of traning programmes, including the virtual reality training environment to simulate freighter ramp handling.

The Institute has all along been in support of the launch of a pilot scheme on ERP as one of the measures to combat against traffic congestion and would urge the government to start the preparatory work as soon as practicable. The below views was submitted to the Secretary for Transport and Housing on 10 March 2016.

In response to the Report on Study of Road Traffic Congestion in Hong Kong submitted by the Transport Advisory Committee (TAC) to the Secretary for Transport and Housing (STH) in December 2014, the CILTHK made a submission on 20 March 2015 and stated specifically that 'the CILTHK supports the "user pays principle" in charging motorists for entering some strategic locations during traffic peak hours. The pilot scheme in Central should be implemented as early as possible to test the effectiveness of the scheme.’

The CILTHK considers that the charging period should be set with reference to the traffic flow in the area. Flexibility should be maintained to review and adjust the charging period according to changes in traffic pattern.

The view of CILTHK is that the EPR charge should reflect the economic use of road space. As the purpose of ERP is to curb traffic congestion, it should be charged on a per pass basis during the charging period. The charging level may vary with due regard to the variations in the traffic situation.

Charging Period

We support the use of "Dedicated Short-range Radio Communication" ("DSRC") as

it is simpler to administerit is more dynamic to cater for variations in the charging period and charging levelthe requirement to install an IVU may also serve as a means to deter vehicles from entering into the charging area unnecessarily.

Technology

The CILTHK considers that the boundary of the Central District ERP Pilot Scheme should be set with reference to - the traffic condition, i.e. traffic volume, journey speed, traffic mix, etc.the availability of alternative route for passing through trafficthe avoidance of creating bottlenecks at adjacent areas of the charging areathe ease of setting up the infrastructural support

Basic Elements for Planning the Central District ERP Pilot SchemeCharging Area

Charging MechanismWe are in support of a cordon-based charging mechanism for the Central District ERP Pilot Scheme as

it serves better to control the traffic flow in and out of the charging area and is more flexible in catering for different traffic situations for different directions and times of the day.

We note the government considers now to be the right time to launch a pilot scheme on ERP in view of (a) the serious traffic congestion in Central and its adjacent area; (b) the maturity in ERP technology; and (c) the availability of alternative route and mode of transport due to the near commissioning of the Central-Wanchai Bypass and the new railways. The CILTHK supports in principle the government's initiatives of launching an ERP pilot scheme in Central District and its adjacent areas. We urge the government to start the preparatory work for the launching of the pilot scheme as soon as practicable.

Other than emergency vehicles, the CILTHK considers that buses, GMBs and carriers for disabled passengers should be granted exemptions. Fixed route public transport vehicles are regulated and controlled by the government. They are economic users of road space. They are complementary measures / alternatives to cater for people movement in response to the ERP schemes. The number of passes is well regulated and the operators are normally not allowed to vary the routeing or headway at free will. Taxis may warrant some special considerations and further study as though they are public transport modes, they are personalised transport which the "user pays" principle should apply.

Consideration may be given to grant concessions to vehicles of residents in the charging area under certain conditions, such as the number of vehicles, the number of passes through the charging area, etc.

Complementary measuresPublic transport services should be strengthened as necessary to provide good alternatives to passengers.

Provision of park and ride facilities and concessions at suitable locations outside the congested areas for interchange to public transport services are supported.

Good pedestrian walkway systems should also be provided to facilitate movements inside the charging areas as well as linkage with adjacent public transport interchanges.

Consideration may also be given to introduce pedestrianisation schemes in the charging areas with due reference to traffic situation.

Strict traffic enforcement should be exercised within the charging areas, in particular against parking offences.

There should not be any privacy concern in particular if we adopt the DSRC.

Other Pertinent Issues Privacy Concern

The CILTHK considers that there should be periodic monitoring reports to compare the "before" and "after" situation of the implementation of the ERP scheme, and the coverage should also include the vicinity of the charging area to see if the ERP scheme would lead to any bottlenecks or diversion effects outside the charging area. In addition, impact on the retail business in the charging areas should also be studied. This may be of concern if the ERP scheme is to be pursued further.

In response to Government’s major proposals of Lantau Development Advisory Committee (“LanDAC”) on Lantau development, the Institute advocates the allocation of about 36 hectares of space for modern logistics facilities at Northern Lantau. The below paper was submitted to LanDAC on 26 April 2016.

Proposed Development Strategy for Lantau (LanDAC)

A caveat on “A New Platform for the Pillars” The planned Three Runway Systems (3RS) and the Hong Kong–Zhuhai-Macao Bridge (HKZMB) under construction coupled with the future railway and road links to the Northern Western New Territories (NWNT) and western Hong Kong Island will become the essential part of the quick dispatch logistics network for Hong Kong. The resulting service deliverables will contribute significantly to the long term competitiveness of Hong Kong as a regional logistics hub, and potently to the concept of “A New Platform for the Pillars” as advocated in LanDAC. However, a caveat on its realisation is the availability of sufficient space for modern logistics on Lantau with proximity to the planned infrastructural developments.

It is estimated that for the long term logistics development in Hong Kong, the required land use will amount to 69.83 hectares. Lantau will be a potential site contributing 36.28 hectares (52%), with the balance coming from the sites under the North West and North East New Territories development plans.

For our advocated allocation of space for Hong Kong’s long term logistics development, we propose the site to be at the northern part of Lantau, preferably on the Siu Ho Wan reclamation land or the existing North Lantau Corridor, both of which are close to the airport and the HKZMB.

Insufficiency of the existing warehousing facilities to meet the increasing logistical demands

Allocation of space for e-commerce and high value products logistics

We have witnessed the phenomenal rise of e-commerce (B2B2C) in recent years, with sales value of internet retailing (excl. tax) registering about USD840 bln of the total retail sales in 2014, which is forecast to increase to about USD1,670 bln in 2019. At the same time, we are witnessing increasing movements of high value goods such as pharmaceuticals and health care products through Hong Kong, which require specialist logistics, generating as a result, business opportunities for practitioners having the capabilities.

By virtue of its geographical location and connectivity, free port status, human resource with knowledge and skillsets, among other attributes, Hong Kong can competitively perform the function of “overseas warehouse” for China in the context of B2C inbound cross-border e-commerce, as well as distribution center for pharmaceuticals and health care products. Yet, Hong Kong is hamstrung by its persistently short supply of warehouse space.

Utilisation of the allocated space for logistics use at Northern Lantau The allocated space will be for the construction of multi-story warehouses with sufficiently large ground floor area for cargo loading and unloading, as well as cross-docking. The operation will be steered by sophisticated warehousing management system (WMS) and the distribution by agile transportation management system (TMS). In close proximity to the warehouses will be office buildings for housing not only the warehouse administration staff, but also the IT personnel.

The proposed space allocation and facilities for modern logistics will be able to attract investments by “express” companies and operators of high value-adding logistics, fortifying Hong Kong’s position as a regional hub, and generating additional economic opportunities for the local community.

Inclusion of domestic logistics need in the planning With the envisaged long term population growth on Lantau, and the accompanying economic activities generated, the demand for warehousing and distribution facilities to cater for the consumer needs of the local community will be massive, which needs to be taken into account in the LanDAC. The relevancy of this cause can only be invalidated if the requirement will be taken care of by the planned development of Hung Shui Kiu/Tuen Mun Areas 40 and 46 and the Adjoining Areas, itself a co-ordinated approach to the development of Lantau and NWNT.

In summaryFor the envisioned development of Lantau into “A New Platform for the Pillars” (one of which is trading and logistics) of Hong Kong, we have advocated the allocation of land at Northern Lantau for logistics facilities to support the differentiating businesses of e-commerce and high value products, with the construction of multi-story warehouses as its main feature accompanied by office buildings, and the adjunct of providing facilities to cater for local logistics needs.

And in the related spatial planning, we propose the inclusion of a public cargo working area (PCWA) for handling the cross-border e-commerce cargo movements via barge/river feeder vessels to and from Nansha and potentially Qinhai, which is set to become the confluence of inbound cross-border e-commerce cargo movements to southern China. The barge/river feeder transport mode will powerfully complement the connectivity of the HKZMB and the planned road network.

CILTHK Student Day 2016In recent years, the Government has actively built many infrastructure projects which bring new opportunities and challenges for the transport and logistics industry in Hong Kong. To encourage students to pay more attention to the development of our transport and logistics, the Institute has been organising the CILTHK Student Day since 1997. This year's event was recently held in collaboration with The Hong Kong University of Science and Technology on 19 March 2016. As always, it attracted participations from 9 local and Macao universities/colleges. The Champion went to The University of Hong Kong with their presentation topic on “Hong Kong’s high-speed rail head towards ‘one country, two systems’ maze”.

Mr Sunny Ho, President of CILTHK and Chief Judge of the competition said, “this year the competition topics are closely related to social development, including the construction of high-speed rail, the 3rd Runway and the One Belt One Road, etc. The topics are controversial, but interesting and challenging. The Institute hopes that students are able to learn, exchange ideas, enhance their level, as well as bring in new ideas to the industry through this competition.” He also commented that each team of students showed excellent team work that had given a hard job for judges.

In conjunction with the Student Day, the award presentation ceremony of the 14th CILTHK Essay Competition was held. The aim of the essay competition is to encourage secondary school students paying more attention to the development of the industry and the society. Two topics were set for the Junior and Senior Groups respectively.

The competition received over hundred copies of entries from schools. Students showed off their creativity and analytical skills, as well as writing skills and presentation skills.

Dr Peter Wong, the Chief Judge expressed, "the participating students are in general having good writing skills. Maybe, the limitation of words will be relieved next year so that students will have more room in their writing. For the Junior Group, most students can point out the focus of traffic problems, and bring out their argument from viewpoints of ‘Road’, ‘Car’ and ‘People’. In the works of the Senior Group, although some were very imaginary ideas on the concept of transport, students did take into account the actual operation and environmental awareness”.

In brushing up writing skill, Dr Wong advised, “Chinese and English writings are very different. English writing requires organisation and presentation skill in bringing out the ideas. On the other hand, Chinese is a broad and profound language which enables creative writing. Unfortunately, the students generally did not show enough imagination and also lack of depth especially in those Chinese entries. Some expressions were in English style that made their essays stiff and unnatural, it is recommended students should do more reading in order to enhance their creativity and imagination."

Continuing Professional Development (CPD) Audit 2016A new round of CPD Audit is scheduled to commence between April and August 2016. All Chartered Members have the opportunity to be selected for the Audit. A briefing session of the CPD Audit will be held on 16 June 2016 and all members are welcome to know more about the CPD Audit and its requirements.

CPD is defined as “the systematic maintenance, improvement and broadening of knowledge, skills and competence throughout a professional’s working life”. As a professional and a member of the CILT, you need to make a commitment to ensure that the knowledge and skills you gained when qualifying for membership are systematically maintained at a suitable level. Members are required to maintain sufficient records and documentary evidence to support their attendance or completion of CPD activities for a minimum of two years, and to provide such records and documentary evidence when they are selected for a random audit to be conducted by the Institute.

There are two categories of CPD activities, the “Structured” (formal learning) and the “Unstructured” (informal learning). Structured CPD can be achieved through interaction with other individuals like attendance at CILTHK recognised technical meetings, seminars, lectures, and courses. Unstructured CPD is normally achieved through members’ private reading and studying. CPD points are awarded to members taking part in the CPD activities. To pass an audit, the minimum CPD points required for a CMILT are 200 CPD points in every two calendar years.

With the increasing threat of terrorist attack activities spread over the globe, ‘Knowing the Threats and Managing Risk’ has become an important issue for travellers. The security specialist, Mr Lane Aldred, Security Director of Hong Kong, International SOS & Control Risks was invited to share with members different ways to manage and reduce security risks during their travel. In the seminar, Mr Aldred explained that managing risk as a matter of consciousness and awareness and introduced to us 6 principles of personal safety to reduce the travel risk, including preparation, consciousness, low key, changes of conventional practice, communications and layers in protection. In addition, ‘Travel Tracker’, a self-developed integrated traveler tracking system was also presented at the seminar.

The seminar was started up with a sharing of few fake wine cases by the seminar Chair, Ir Thomas Tam. Retail Industry is considered as one of the economic pillars in Hong Kong nowadays, travellers concerned about products authenticity especially high valued items when they shop in Hong Kong. In response to the market need, LSCM R&D Centre developed a new product authentication technology to ensure the product integrity in the supply chain from the point of certified manufacturing to the point of retail. Mr Dennis Chu, Project Manager of LSCM R&D Centre, explained to the participants how the RFID and PKI technologies overcome the challenge of authenticating a product label which is read by a third-party operated reader and the data transmitted in the open Internet. Mr Chu elaborated some cases of application and exemplified a local Chinese patent medicine brand and a bottle of red wine to demonstrate the application of the technology and to explain how it work with UHF RFID tags.

The pilot scheme of ‘cross border e-commerce’ has been in full swing since 2014 and which is going along with the “One Belt One Road” strategy proposed by the Chinese Government. Following the announcement of the guideline by the State Council of Central Government on the promotion of the healthy and rapid development on “Cross Border e-commerce” activities (ref.:國務院的《關于促進跨境電子商務健康快速發展的指導意見》) last year, plus the recent development of ‘Internet +’ and ‘Internet + Foreign Trade’ in mainland, the development of Cross Border e-commerce shall foster an array of new public accessible platform and foreign trade enterprises of comprehensive services. Moreover, it will encourage alliance between Chinese enterprise and foreign e-commerce service provider. Kingdee International Software Group (HK) Ltd. is one of a leading provider of enterprise management software and cloud services in China and Asia Pacific region. Mr Bevan Xu, their Department Manager and Senior Presales Consultant, and his team were invited to share their views on the challenges and business opportunity in Cross Border e-commerce of individual Free Trade Zone in China, its characteristics, and elaborate the solution of Kingdee and their strategies applied with real cases sharing in the seminar.

CILTHK seminar: New era of China Free Trade Zone Cross Border e-Commerce, 10 March 2016

To benchmark good occupational safety and health practices of different corporations in Guangzhou and to share good practices and experience to improve the health and safety standard in the regions, a technical visit to Guangzhou was jointly organised by CILTHK and the Institution of Occupational Safety and Health Hong Kong (IOSH Hong Kong) for members in March. During this 2-day visit, participants visited two local logistics enterprises, Guangzhou Gen Sho Logistics Co. Ltd., Guangzhou Guanghri Logistics Co. Ltd. and also a state-owned enterprise, Guangzhou Zhuhiang Brewery Group Co. Ltd., which mainly deals in beer and related products such as labels, cartons, crates, etc. Participants were also able to enter into their operations and production areas to experience the implementation and operations of safety working system in mainland China.

The Institutes would like convey their special thanks to the Guangzhou Production Safety Administration Association for coordinating the visits and the warm hospitality of the three enterprises.

Mark Whitehead, FCILTMark Whitehead was appointed Chief Executive of Hactl in September 2010. He has nearly 30 years’ experience in managing various major businesses for the Jardine Matheson Group, Hactl’s largest shareholder. Mark joined Jardine Matheson in 1987 as an in-house legal counsel, and entered to general management in 1990. He has since held senior managerial positions in the Group’s logistics, construction and real estate businesses both in Hong Kong and Vietnam. Immediately prior to joining Hactl, Mark was an Executive Director of Hongkong Land. With extensive experience in change management and sustainable business development, Mark is a strong leader with a distinguished track record. He is adept at motivating staff at all levels, and from differing cultural backgrounds, to achieve business goals. At Hactl, Mark successfully led Hactl through a period of ownership change and increased competition, ever-changing market conditions and has prepared Hactl to face the future challenges.

Billy Wong, FCILTAs Managing Director of Crown Worldwide Group, Greater China, Billy Wong is responsible for Crown’s operations for five of the company’s brands: Crown Relocations, Crown World Mobility, Crown Records Management, Crown Logistics and Crown Wine Cellars, within the Greater China region and Mongolia. Mr Wong first arrived on the worldwide transportation scene to work for a shipping company in 1972. During his long tenure with the Crown Worldwide Group starting in 1979, Mr Wong has held a variety of positions including General Manager and Director of COSA Crown Pacific, a Chinese joint venture company in China. Mr Wong is currently a Chartered Fellow for the Chartered Institute of Logistics and Transport, and also serving as Vice Chairman for the Chamber of Hong Kong Logistics Industry and actively contributes to various advisory bodies including the Hong Kong LOGSCOUNCIL, Salvation Army, HKMA and LSCM.

Before moving to Hong Kong in 2012, Emmanuel had been working for HKT’s parent companies Transdev and RATP, most recently in Seoul where he was in charge of Strategy for Asia, Business Development in Korea and Southeast Asia as well as a Director of the Seoul Metro Line 9 Operation Company. He previously worked or studied in China, India, Spain and the US. Emmanuel is also a French Foreign Trade Advisor. He graduated from Ecole Polytechnique and Ecole des Ponts et Chaussees in France.
