    . 1 Flood-management means ensuring__Jlroller flow (through rivers andtloodways) and providing sufficient storage (further develop "Kam Ling")

    There is a need to regulate land use to ensure its consistency with the watermanagement plan. - When flood occurs, the goal is to mitigate the impactsand damages. -This could also serve as an opportunity to increase incomeand improve social security- for grassroots.
