Seniors in Douglas County have an advantage in emergency response thanks to the implementation of Smart911, a national safety database that provides 9-1-1 and response teams with enhanced data in emergency situations. Smart911 allows citizens to create a free Safety Profile of the critical data on their household that they want 9-1-1 to have in the event of an emergency. Once created, when a citizen places an emergency call, their profile is immediately made available to 9-1-1 and responders. This data is far more detailed than what is currently available and allows response teams to have a better understanding of an emergency situation before they arrive on scene.
A Safety Profile can be created and maintained online by visiting the Smart911 website at www.smart911.com. Douglas County Senior Services is also offering assistance with completing a safety profile for seniors who need it. DCSS staff will schedule a home visit anywhere in the county to assist you with the completion and maintenance of your Safety Profile. This service is available to all seniors regardless of income.
For more information, or to schedule an appointment, please call the Community Services Department at
785-842-0543, or toll-free at 1-877-295-3277.

Happy campers! DCSS Leisure and Learning Manager Rebecca Clancy took a group of local seniors to Hidden Valley
hotdogs and s’mores. Purchased in 1956, Hidden Valley Camp is one of the few privately owned wilderness areas in Lawrence. Primarily used for Girl Scout events, it has shelters, a cabin, beautiful trails, and year-round campsites.

While many of us may wish we could buy a new car and skip the potential headaches of purchasing a used car, the truth of the matter is, many of us simply do not have the budget or the stomach to part with the money to purchase a new car. So if purchasing a used car is in your future, there are many things you can do to help ensure it is as painless a transaction as possible.
For starters, nothing is going to take the place of doing your homework. Go online or go to the library and do research about the reliability of the various car makes and models. You will want to consider both the professionals’ opinions and the owners’ opinions. If you start to see a pattern, believe it.
When you are ready to go to a dealership, be armed with a pre-approval for a loan and try to get the dealer to beat it. Another way to save yourself money is to plan to sell your old car yourself. While it is very convenient to trade your car in, more than likely, you will get a much better price selling it yourself. When you
go to the dealer, make certain to have a good idea of the approximate value of your vehicle, both trade-in and private party. An easy website to get this information from is Kelley Blue Book or www.kbb.com.
When you have picked out a vehicle, ask for a title history such as Carfax. Also, make certain it is run the day you make your purchase. I had an employee learn this lesson the hard way. She purchased a SUV from a major dealership in Kansas City. While she had the Carfax on the SUV, it was run the day before she purchased it. Several years later when she went to trade it in, she learned the day of the purchase and without her knowledge, unibody damage was entered on the title history.
Demand a pre-purchase inspection of the vehicle you plan to buy. Have the inspection completed by
automotive technician that is knowledgeable in the make and model of the vehicle you are considering. The intent of the inspection is to reveal any shortcomings
of the vehicle before you purchase it so they can either become a point of negotiation or to ward you off from purchasing a lemon. Some dealers may object an inspection of their vehicle. You will have to decide if you still want to purchase from them. If a private party objects to an inspection of their vehicle, do not even consider purchasing it.
water has been in a car, there will be problems. It may be electrical, sensors, the transmission or a combination of everything. The point is, you do not want those problems to become your problems. There are some tell-tale signs you can look for such as that funky smell in the vehicle’s cabin, silt under the carpeting and/or a waterline in the trunk, headlamps or engine compartment. You can go to this Web page for more information: Avoid Buying a Flood Damaged Car or www.cars.com/go/advice
While some people may think a “granny” car with its low miles may be a good bet, think again. Vehicles that are
only used for very short trips, again and again, experience the most brutal use. While this type of car looks good,
will better serve you.
Take a test drive. There is no substitute for getting the car out on the highway and getting it up to speed. See how it performs on city streets too. See how it accelerates up a hill. Be aware of vibrations, shakes, rattles and squeals. Is the transmission shifting smoothly? Be watching for steam, smoke and odd odors.
When you get the car back to the dealer or individual, do not let your emotions over take your good judgment. Look up the vehicle’s book value and be ready to negotiate. Never be afraid to walk away from a vehicle if you are being pressured or pushed. There are 100’s or 1,000’s of other vehicles for you to choose from.
The list of options and potential pitfalls when purchasing a used car is nearly as endless as the number of used cars available for purchase.
If you would like to do more research on the topic, the Federal Trade Commission has a great deal of information available on their web site or see here: www.consumer.ftc.gov. Additionally, the Kansas Attorney General has a list of used car purchasing tips or www.ag.ks.gov/consumer-protection.
I hope this basic used car information was helpful to you and as always, for general consumer protection information, please contact my consumer
330-2849. We are always ready to serve the citizens of Douglas County.

LEISURE AND LEARNING CATALOGUE
An explosive movie
musical bursts onto the
stage with exhilarating
results. When Ren and
his mother move from
Chicago to a small farming
town, Ren is prepared for
the inevitable adjustment
period at his new high
school. What he isnít
prepared for are the local
edicts, including a ban
on dancing instituted by
the local preacher. The
heartfelt story that emerges
is of a father longing for the
son he lost and of a young
man aching for the father
who walked out on him.
The rockin’ rhythm of its
Oscar and Tony-nominated
top 40 score is augmented
with new songs. Note:
Due to limited number of
dress rehearsal tickets, only
2 tickets will be allowed
per request and tickets
will be distributed after a
random drawing.

Q: I already have a Will, but
I keep hearing about Living
Trusts for estate planning. I
understand that a Trust avoids
probate so that my heirs get
all my property immediately
after my death, but it seems
to be more expensive than a
traditional Will. Is a Trust
worth the additional cost?
A: The popularity of
revocable trusts, or living
trusts, has tapered off a
little since the craze in the
early 1990s, and a Trust
has a couple of advantages
over a traditional Will. For
example, a Trust is an estate
distribution tool that provides
management of a person’s
assets during lifetime - even if
the person becomes disabled
- as well as upon death. A
person establishing a Trust
may serve as his or her own
Trustee and maintain control
of Trust assets, even though
those assets are “owned” by
the Trust. If properly done, a
Trust can eliminate the need
for probate or can set up a
practical structure to solve
special management problems
- or both. But a Trust is not
an inherently superior estate
planning strategy. Trusts are
not for everyone, and there
are other estate planning tools
that you should consider in
the context of your question.
Many people are
unreasonably fearful of
probate and its attendant
attorney fees, but Kansas
lawyers may charge only
reasonable fees for necessary
services, not percentage fees.
The vast majority of probate
proceedings in Kansas
are routine and, therefore,
not costly. Although fees
may increase in the event
of unforeseen tax issues,
disputed creditor claims,
other litigation, these same
a Trust is no more protection
against the possibility that
someone will kick up a
fuss. Liquidation of assets
in probate is required only if
necessary to pay expenses,
creditors, taxes, or to make
And a Trust is no guarantee
against such liquidation for
the same purposes. Finally,
estate tax planning can be
done with both Wills and
Trusts to reduce or eliminate
tax consequences.
Another misconception
about probate is the

causes an unnecessarily long

formal probate procedures can

4 months after the probate

claims, and the personal
representative may, but need

the end of the creditors’ claim

also have to delay distribution
to pay taxes or liquidate
assets so as to divide property.
Moreover, an improperly
prepared or funded trust may
require money and time to
correct before distribution can
be carried out.
Using a Trust isn’t the
only way to avoid probate,

have been able to use a

estate at the time of death.
This is an automatic transfer
triggered by the owner’s
death that does not need the
probate process to make it
effective. And the only cost
involved in a TODD is the
preparation and recording of
the deed. For a simple estate

one’s distribution scheme.

Q: I already have a Will, but
I keep hearing about Living
Trusts for estate planning. I
understand that a Trust avoids
probate so that my heirs get
all my property immediately
after my death, but it seems
to be more expensive than a
traditional Will. Is a Trust
worth the additional cost?
A: The popularity of
revocable trusts, or living
trusts, has tapered off a
little since the craze in the
early 1990s, and a Trust
has a couple of advantages
over a traditional Will. For
example, a Trust is an estate
distribution tool that provides
management of a person’s
assets during lifetime - even if
the person becomes disabled
- as well as upon death. A
person establishing a Trust
may serve as his or her own
Trustee and maintain control
of Trust assets, even though
those assets are “owned” by
the Trust. If properly done, a
Trust can eliminate the need
for probate or can set up a
practical structure to solve
special management problems
- or both. But a Trust is not
an inherently superior estate
planning strategy. Trusts are
not for everyone, and there
are other estate planning tools
that you should consider in
the context of your question.
Many people are
unreasonably fearful of
probate and its attendant
attorney fees, but Kansas
lawyers may charge only
reasonable fees for necessary
services, not percentage fees.
The vast majority of probate
proceedings in Kansas
are routine and, therefore,
not costly. Although fees
may increase in the event
of unforeseen tax issues,
disputed creditor claims,
other litigation, these same
a Trust is no more protection
against the possibility that
someone will kick up a
fuss. Liquidation of assets
in probate is required only if
necessary to pay expenses,
creditors, taxes, or to make
And a Trust is no guarantee
against such liquidation for
the same purposes. Finally,
estate tax planning can be
done with both Wills and
Trusts to reduce or eliminate
tax consequences.
Another misconception
about probate is the
expectation that probate
causes an unnecessarily long
waiting period for distribution
of assets. In Kansas, however,
formal probate procedures can
start as early as a few days
after death, and distribution
can occur as soon as it is clear
pay expenses, creditors, and

An explosive movie
musical bursts onto the
stage with exhilarating
results. When Ren and
his mother move from
Chicago to a small farming
town, Ren is prepared for
the inevitable adjustment
period at his new high
school. What he isnít
prepared for are the local
edicts, including a ban
on dancing instituted by
the local preacher. The
heartfelt story that emerges
is of a father longing for the
son he lost and of a young
man aching for the father
who walked out on him.
The rockin’ rhythm of its
Oscar and Tony-nominated
top 40 score is augmented
with new songs. Note:
Due to limited number of
dress rehearsal tickets, only
2 tickets will be allowed
per request and tickets
will be distributed after a
random drawing.

LEISURE AND LEARNING CATALOGUE
An explosive movie
musical bursts onto the
stage with exhilarating
results. When Ren and
his mother move from
Chicago to a small farming
town, Ren is prepared for
the inevitable adjustment
period at his new high
school. What he isnít
prepared for are the local
edicts, including a ban
on dancing instituted by
the local preacher. The
heartfelt story that emerges
is of a father longing for the
son he lost and of a young
man aching for the father
who walked out on him.
The rockin’ rhythm of its
Oscar and Tony-nominated
top 40 score is augmented
with new songs. Note:
Due to limited number of
dress rehearsal tickets, only
2 tickets will be allowed
per request and tickets
will be distributed after a
random drawing.
