Paradox of increasing expectations and budgetary constraints: do better
with existing resources. Large scope for improving governance. Two approaches to better performance: traditional methods based on better
control and on the promotion of traditional public sector values or the use of
private sector methods.
New Public Management (NPM) since the 1990s: incentives to managers to
make decisions and allocate resources to produce better outcomes.
Management by objectives (MBO): establishing long-term objectives andmore concrete outputs (goods and services) and outcomes (impacts).

Business communication consists of two aspects, internal andexternal communications. Internal communications take placewhen people within the same company communicate and interact
with each other. Large workforces in the biggest companies makethis an essential aspect of running any business, and this involvesthe passing of orders, the reporting of results, the reporting ofcomplaints, the discussion of new ideas.
The other form of communication that is necessary is externalcommunication, and this involves interacting with vendors, clients,customers, press representatives and legal representatives. All ofthese channels require great tact and showmanship, and no
company can survive without following the proper lines ofcommunication.

As the wise philosopher Confucius once said, "Those who are
born with knowledge are the highest. Next come those who
attain knowledge through study. Next again come those who turn
to study after having been vexed by difficulties. The common
people, insofar as they make no effort to study even after having
been vexed by difficulties, are the lowest."
In other words, ineffective meetings can be eliminated, as long as
you have people who are committed to learning new tricks!
