Thankyou,MadamChairwoman.MynameisEllisJamesandasmanyofyouknow,IamaChairClubObserveratthesemeetings.Iwouldliketocallsomethingtoyourattentionthismorningforthoseofyouwhomighthavemissedit.Transportation,whichisoneofthemajorcontributorstoourairqualityissuesandproblemsthatwehaveinHamptonRoads,isgoingtotakeadoublehit,inmyopinion,inthenottoodistantfuture.Plannersrecommendcoalplantapproval.Asmostofyouaroundthistableknow,ourwind,prevailingwinddirectionisoutofthesouthwest.PeopleinWilliamsburg and other areas along the Peninsula down into Southside Hampton Roads aregoing tobe ina situation, if you connect thedots, ina situationwhereourairqualitywillbegreatlydiminishedanddegraded,inmyhumbleopinion. Iwantedtocallthistoyourattentionbecausetheconnectionshouldbeobvious.Youareconfrontedwithmakingdecisionsthatneedtobemadeasquicklyandreasonablyaspossibletohelpwithourtrafficproblems. Because ifwetakemoretrafficbackupandalloftheproblemsthatyouarefamiliarwithandaddthattotheemissions from a coalfired power plant, we are going to have in Hampton Roads seriousproblemswithrespecttoourairqualityThankyou.

Thankyou,LadyChairperson,distinguishedguests.ThisismyfirsttimeappearingbeforetheBoardandIamverymuchimpressedwithalltheactivitywehavehere. IamaddressingtheBoardasaconcernedcitizen. Iamhoping itsnot too late in the things thatweare lookingatand talkingabout,whichismymainconcernaboutallthetalkaboutanewMidtownTunnelandputtingatollonalltheothertunnels.Asaconcernedcitizen,IwantedtoaddresstheBoardandaskyoutotakeintoconsiderationwhatsthebestinterestofthecitizensoutthere.Alotofthepeoplethatusethe

tunnelareworkingclasspeopleandifyouaretalking$5.00aday,thatmightnotsoundlikemuchtoyou,butforsomebodythatisonlymaking$10.00anhouritgetssignificant.Myconcernsare,thefactthatIamaretired facilitymanagementengineer fromtheArmyandwhenI lookattheplanandtheproposalofwhattheyareproposing inputting inMidtownTunnelthere, I justseea follycominginthefactyouhavegotaniceinterstateonthePortsmouthsidetohandlethetrafficthere,butyouareturningaroundandyouaredumpingmoretrafficintoaresidentialareaonHamptonBoulevard.Soifyouhaveateninchvalveorteninchlinegoingintoathreeinchpipe,guesswhat?Youcantpushmuchmore through there thanwhat the teninchpipe is. And like I said,comingback and putting aMidtown Tunnel in there, it looks good on paper but is it really going tocontributetotherelief fortransportationproblemsyouhavethere. Thetunneltraffic,thetunnelthatwehave,thecrossingsthatwehavenow,yes,theygetbackedupbut it is forwhat? Twoorthreehoursinthemorningormaybetwoorthreehoursintheafternoon,butforthemostparttheyareabletocarrytheloadyouhavethereandIthinktheBoardwouldbebetterservedlookingatwhatisgoingtobetheoverallbetterfinancialplanornotfinancialplan,butwhatsgoingtobethesolution to the fact thatyouneed to tie it intoan interstate system. Wehavegot theGilmertonBridge,nottheGilmertonBridgebutthebridgeoverbytheshipyard,which isgoing inandthatsservingthetraffic.Itisgoingtoeventuallytieintotheinterstateandalsoittiesintotheinterstatethere. Iwouldsuggest theBoardbetter lookandsaymaybewhatweneed todo iswhenweareputtinginthesenewtunnelcrossings,putthemwhereyouhavegotreliefonbothsides.Dontsaywearegoingtoput it inthereand jam it intoaresidentialarea. Thats justcreatinga follyandthatscreatingabottleneck. SoIwould lookat itandasktheBoardtoconsiderwhat isthebestsolutioninthelongrun,longrangeplansbecauseagainwhenyouputtollsonthereyouaretaxingthepeopleandyouaremakingthempayforpubliccontractorplusgovernmentinspectors.Youarejustputtingtheburdenonthepeopleandreallynotofferingmanybenefitsotherthangivethematunnelthatwillstopworking.Iwouldliketoendwiththefactthatwhenyoulookattolls,whenIlookattolls, it isanother formand it isanotherword fortaxandthatswhatthemedievalkingsusedtodowhentheywantedtoraiserevenueforthecoffers.TheyputatollontheboatandIaskyounot to regress tomedieval timesand turnaroundand tax thepublicon something thatweshouldbemoreefficientinplanning.

It isshowing. Wehaveseen it in thenewsabout fixing theproblemofthebridgeliftsat264.Iwouldliketoseemoreofthatinthefuture.Ithinkitcanbeargued that our issues here inHamptonRoads, the largestMetro area directly on theAtlanticCoastbetweenSouthFloridaandgreaterNewYork. It isbecominga federal,FEMA,HomelandSecurityissuethatshouldwarrantfederal,FEMA,HomelandSecurityemergencyfundingtogetourarea up to speed transportationwise. Iwould say, submit and Iwould hope that it is beingconsidered that youguys,asagroup, ourdefactogovernment, ourCityCouncil,wouldgoasagroup to Congress, to the President, to FEMAwhoever andmake the case known as a grouppersonally.ObviouslyitalsoentailsbeatingdownthedoorsinRichmond,whichIknowyouhavedone,abunchofyouhavedone individually,but I think it ismoreeffectiveasagroupand then
