    University building projects acrossthe country could be delayed ordropped olloing the govern-ments decision to slash undingby more than 500 million.

    In a letter to the HigherEducation Funding Council orEngland, business secretary PeterMandelson said capital budgetas to plunge rom 938 millionto 404 million in 2010/11.

    Architects have responded tothe nes ith dismay. JonathanMorgan, southern regionalchairman o Archial Architects,said: Te government shouldbe taing steps to protect thehard-earned status [o the Ukshigher education sector].

    Where have you come from?

    Geoff, James and Craig met whworking at SW Foulkes Archite

    in Manchester. Geoff was anequity director of the rm, whichworked principally on largeresidential and mixed-usedevelopments. James headed uthe Georgia ofce until war broout in August 2008 and theGeorgian economy collapsed.Craig was predominantly involvewith the rms multiple housingsites, key worker schemes andmasterplanning projects.

    Leader Even in hard times, there are opportunities thatarchitects should pursue, says Paul Finch

    It is a decade since I wrote an editorial orTe Architects Journal; I return or a brieperiod as acting editor while we nd areplacement or Kieran Long, who has letus to pursue (among other things) a careerin television. For the next ew weeks, thiscolumn will be lled with diferent voices,all with an AJ connection.

    Until 18 months ago, the proession had

    enjoyed 12 years o stability an unprecedent-ed experience in recent decades. Underwrittenas it was by the Private Finance Initiative,prospects or the next ew years are notimmediately promising, since this governmenthas already spelled out the consequences o itsown management o the economy: a 50 percent cut in capital spending over the next ve

    years. Note that capital spending is not thesame as public spending, since the latter, alas,includes debt repayment.

    As previous recessions have shown,architects are resilient, and good at adapting tochanged circumstances. Te question is, whatnew elds o work might become available, orwhat existing elds might represent richerpasture or creative proessionals, working in

    territory that continues to be o signicantpublic concern? Te big picture is notchanging much: a relatively rich and stablecountry with a prosperous economy (despitethe debt); an increasing population (note thedemographics on age disposition); a hugehousing requirement; governments committedto major environmental programmes; plans or

    major inrastructure investment; and so onTis is a time or the proession in general(including schools o architecture), andpractices in particular, to think about what they could be providing over the next deca

    Underlying this is the prospect o theproession establishing a new relationshipwith a public that is interested in its valuesand aspirations, provided they are relevant

    to the prevailing social and economiccircumstances. Tat relationship might bebased on the trust that bankers, the nanccommunity and their accountancy and audhangers-ons have utterly lost.Paul Finch is acting editor o the AJ, and ieditorial director. He edited the magazinerom 1994-99

    In Colliers Gardens in Bristol, a shelteredhousing project by Penoyre & Prasad, double-

    loaded corridors open out into sunny, top-lit

    shared spaces overlooking gardens. At thePostiljonen private nursing home in Sweden,rooms look over the surrounding neighbour-hood and circulation, in the orm o a broadambulatory, urnished with old urniture andeasy chairs, contributes to an atmosphere likethat o a country house hotel.

    We are amiliar with the concept olietime homes, less so with lietime neigh-bourhoods, in which accommodation or theelderly is embedded in the lie o locality. At

    Darwin Court, designed by Jestico + Whilor Peabody in Southwark, London, 76 ren

    apartments share a swimming pool and cawith the local community, creating a livelylocal centre.

    At Groningen in the Netherlands, the Rokade apartment tower provides 74 privaapartments in a complex that includes 200day care and nursing beds. Built over a loccentre in the orm o a double-height, covtown square, the apartments have direct acto a restaurant, library and market.

    This extension uses a lightweight

    steel frame to form a facetedsurface for the glass and zincroof. The setting-out of the steelframe was immensely complex,given the angles and twists ofevery beam. By digitising a simpleplywood model we produceddetailed setting-out drawings forFamella, the main contractor.

    The secondary timber structureallows for the roof and walls to besuper-insulated, offsetting the

    large area of glazing. All double-

    glazed units have low e-coating,to provide an element of solarshading. Internally, a tertiarytimber structure was used to setout internal plasterboard ceilings.

    With Roles Broderick Roongand Famella, we modiedtraditional zinc details to allowstanding seams to track up thewalls and across the pitch andfall of the roof. Careful detailingat the heads and sills of the

    doors enabled us to incorporat

    drip details within the face of thcladding, allowing doors to sitush with the external walls.

    Specifying VM Zinc removedthe need for a ventilation zone the zinc tucks over the aluminiuglazing support angles. Thematt-black spacer within theglazing unit was then linedthrough with the internal nisheJames Lowe, director, Studio

    This projects very limited budgetcalled for a structure that wassimple to manufacture and quickto assemble, despite itsasymmetric shape.

    The design was rened andsimplied until only 12 differenttypes of timber component wererequired. All these ribs, bracingpanels, benches and ring beams were cut from large sheets of33 or 45mm-thick Kerto-Q (alaminated veneered lumber) bya ve-axis CNC router. Thetwo-part tapering ribs were

    joined together with concealedresin-bonded M10 steel rods.The benches were thenfabricated and all componentsfactory nished with a totallyclear, yet UV-stable water-basedwood stain.

    The fabric covering wasdesigned as a series of separatesegments, with four differenttypes spanning between the ribsin order to simplify installationand the replacement of damagedpanels. These segments weresupported by Keder rails, xed

    along the edge of each rib andtensioned at each base byturnbuckles. Purpose-madegalvanised steel base plates anda clear acrylic skylight completedthe kit of parts.

    After the small concrete padfoundations had been cast, thebase plates, frame and canopywere all installed within threedays, and watched with muchinterest by the children and staffof Heronsgate Primary School.Buddy Haward, partner, Burd

    The staircase is a dogleg withwinding treads on the turn. It sitsover an existing straight staircasethat provides access to the atfrom the common hall, andconnects the main living areaon the third oor with the newroof extension.

    The existing staircase, whichwas part of the common hall andwas partitioned off, has beenabsorbed into the at byrelocating the entrance to thebottom of the ight at second-oor level, and replacing the

    partition with a balustrade wall.This has allowed the returns ofthe existing L-shaped living areato be visually linked, with the newstaircase as its focus.

    The staircase is effectivelyhung from the steel trimmer onthe top landing, with a bearing onthe steel trimmer at the bottom.It is formed from 12mm steeltreads, welded to curved 250 x25mm steel stringers. Steeluprights of 25 x 25mm weldedto the stringers form theframework for the slim, painted

    balustrade walls.The original detail shows
