    The Netherlands, blue area is below sea level

    Approximately 40 % of the Dutch land is located below

    sea level, therefore coping with the water has alwaysbeen an issue in the Netherlands.

    Water is one of the main urban planning elements in

    Dutch society.

    I) current si tuation in the Netherlands,it will give a selection of ongoing and finished

    projects where the Dutch are protecting them

    selves from and living together with the water.

    II) directed towards Hamburg...The Masterplan for HafenCity gives us a guideline for

    the developments which will be going on the coming25 years. Within this Masterplan it is often said that

    the area should be developed in close relation withthe water and the city center. Therefore it would be

    very well possible to implement some Dutch ideas ornew technologies.

    III) an example of how HafenCitymight look like if the possibilities mentioned above

    would be applied there. This part describes the viewof the author and therefore has to be read as a

    suggestion of possibilities and not as a final design. It

    contains some rather radical options, which might

    also be expensive. But it gives a brief view how a realamphibic HafenCity could look like.

    The Dutch political structure

    The central government has its own ministry

    for roads and water, who control the largescale flood protection programs and the

    watermanagement in general.

    But besides the central government and the

    local community administrations there are 57

    so called Waterschappen in the Netherlands.

    These democratically chosen administrationsare responsible for the flood protection, the

    water level in the polders as well as the water

    quality in their region.

    This political background should be kept in

    mind when discussing the technical

    possibilities of building at and on the water.Because of local regulations and

    organization structures it might not

    always be possible to implement a

    technically well designed option into

    the existing political structure

    looking out over the water andpeople coming from their ships

    everywhere. Terraces arelocated at the water side, but

    also on piles in the water or

    even floating terraces can be

    found.The main attraction of a terraceat the water can be the relaxing

    atmosphere in a natural area or

    the activity within a city area. Inthis case the same applies as

    described with the promenades.

    Therefore the placing of aterrace its self is not sufficient

    to make it an attraction point,the surrounding area will need

    its ow n atmosphere, after which

    people will come to the seterraces and thereby giving the

    Almost as important as the areaits self are the things which arehappening there. The harbor of

    Amsterdam is better know withthe general public from the sail

    events happening every year, asit is for its daily purpose in world

    transport. In Rotterdam the fair is

    held at an old harbor pier,providing the visitors with a view

    over the harbor while visiting the

    attractions. Numerous sailingevents have made the lakes in

    Friesland know, and there aremany more. Most important is

    that locations at and on thewater, because of its relaxing andsportive image, form perfect

    festival and event sites. Thereby

    attracting the general public tothis area and making the area

    known through event promotion

    and reports in the media. Thisespecially applies for areas in

    development. Keeping a waterrelated festival here will

    emphasize the presence of the

    water and bring attention thearea.

    Private boxes near home, Naarderbos, the NetherlandsAt the ri vers marinas mostly are of a total ly different character . The rivers are not sui table for sai l ing

    ships, because of the narrow waters and their use by freight ships. Therefore the marinas at the rivers

    are mostly dominated by motor vessel s, using the r ivers as a connection to travel to other cities ornatura l areas. People w ill come to these marinas, bringing their suppli es from home and having al

    facilities like a toilet and cooking equipment on board, therefore not needing any facilities from theharbor. On the other hand the small towns with a harbor along the river will often be visited by these

    motor vessels when they are on their way. People will be wanting to relax , and go to a cafe or arestaurant over here. With longer trips these harbors are also u sed to sleep in .

    2.2. Flood protection 2.3. Housing/OfficesWith floating houses the closest way of living to

    the water there is could be realized. The city of

    Hamburg offers many possibilities for this option.But Hamburg is not Amsterdam, it is important to

    keep in mind that all of this should be integratedinto the existing city with its own atmosphere and

    style and therefore possib il ities are numerous.

    Floating homes do need some special secondary

    facilities to be able to function properly. The mainthing is that an i nfrastructure over the water shouldbe built. This does not only mean that it is

    necessary to build piers so that people can walkhome, but it also involves creating a power, water

    and sewer system which can be attached to all the

    houses. The electrical and the water system caneasily be implemented into the pier structure,

    whereby the attachment point to the wall should be

    well designed for movement, and care should betaken for the water to prevent it from freezing. But

    the sewer system is a little more complicated. Thepipes can be placed inside the piers like the water

    and electricity. But the land sewer system is often

    located above the waterlevel, which makes itimpossible to connect a houseboat to the system

    by means of gravity. Therefore a pump or suction

    system will have to be installed and also the sewerpipelines wi ll have to prevented from freezing.
