To the Members of WABA,
As summer is upon us and the busy construction season is in full swing, I just wanted to take a moment to Thank all of you for a successful first half of 2016. We had 5 educational, informative & fun General Membership Meetings, a successful Home Show, and we have also attended 2 State meetings. The most recent was on June 15th where we had the opportunity to mix & mingle with over 20 state legislators and representatives in Fargo. We are also work-ing on 185 Amendments to the IBC and are actively taking a stance against a few in particular, at the State level And will be in Bismarck July 7 and 8 at the public hearings to fight against a few items. As we take a short break from our regular monthly meetings, I wanted to remind you we have 2 great events this summer. The 1st Annual Clay Shoot & Member Picnic will be held on August 18th. Please bring out the entire fami-ly after the tournament for our member picnic and the raffle drawing. If you have not bought your raffle tickets yet or
would like to help sell tickets please contact the office. The 2nd Annual Golf Scramble will be held on August 29th. This event is being held the day before Williston Economic Developments Annual “WEST” Event. This will be an extraordinary opportunity to meet with legislators and other special guests that will be in Williston that week. We will then pick up with our General Membership Meetings on September 15th and the Fall Parade of Homes the weekend of Sept 23rd.
In July we will say farewell to Janna and Jackie. Janna is taking another position in town and Jackie is returning home to Utah. Please join me in thanking them for their dedication to the Association and it’s Members during their time with us!
We also want to thank Luke Rasmussen for all of his time, effort and dedication to the association for the past 4 yrs.! Luke is stepping down as the NDAB Pac Trustee and the Alternate Associate National Director. He too is moving back to Utah.
Please congratulate Bill Murphy as he accepts the position of NDAB Pac Trustee.
We have started the search for the open position of Executive Officer. See Job Summary on page 9.
We look forward to a prosperous second half of 2016.

WABA Builder Day of Caring-2016
The morning started out a bit rainy and cool but the afternoon brought sunshine and the
incredible feeling of community at Upper Missouri Ministies in Epping. The Williston Area
Builders Association volunteered for New Hope Church & Saving Grace Community
Church’s “faith in ACTION”. WABA volunteers were: Mike Kelly-Simonson Lumber, Doug
Linge-Ahern, Joan Mainwaring-American State Bank & Husband Chuck-, Tim McCauley-
ACME Tools, Kevin Stobb-Ahern, Jackie Weig-WABA & daughter Katrina. The day started
at 8 am and ended for some at 12 noon. The morning was spent cleaning out & building
racks in the boat house, building a canoe shelter, splitting wood, trimming trees, landscap-
ing walkways & raking leaves. Those working on the canoe shelter stayed to finish the
shelter. In volunteering for “faith in ACTION” the Williston Area Builders Association was
able to give back to the community. Thank you to all who participated!

NDAB Mid-Year Board of Directors Meeting was held on June 14 & 15 in Fargo
The meeting included a Summer Legislative Social held at the Fargo Air Museum. The event was well attended by many association members as well as over 20 Senators, Representatives and Fargo City Officials. Some of the NDAB board, committee mem-bers, WABA executives and two NAHB representatives (Amy Harris with Build PAC and Alex Martindale our Field Rep.) had the opportunity to continue networking at dinner after the Air Museum Social.
Williston Area Builders Association Executive Officer Job Description
PURPOSE OF THE POSITION: The purpose of the Executive Officer position of the Williston Area Builders Association (WABA) is to lead WABA in meeting its purposes:
To unite the builders within its jurisdiction for the purpose of mutual advantage and cooperation To collaborate with all fields related to the building industry within the Association's jurisdiction for the benefit of the industry as a whole To assist in the accomplishment of the mutual objectives of the National Association of Home Builders of the United States and the
North Dakota Association of Builders
OVERVIEW OF THE POSITION: The Executive Officer is responsible for the implementation and achievement of the objectives approved by the board of directors; main-taining and improving WABA’s financial stability; increasing membership and representing WABA to various other organizations.
The Executive Officer is responsible for administration of the day-to-day operations of the association and for maintaining communication with all appropriate stakeholders including the board of directors, members, North Dakota Association of Builders, and the National Association of Home Builders. QUALIFICATIONS:
Minimum of 3 years in a leadership or managerial role; Proficiency in computers and applications to include: Word, Excel, PowerPoint, Outlook and QuickBooks;
Must have organizational skills and be able to coordinate efforts of multiple groups of people; Must have the ability to work well independently and as part of a team; ability to exercise flexibility, initiative, good judgment
and discretion;
Must have strong written and verbal communication and interpersonal skills;
Must have good organizational, time management, customer service and problem-solving skills.

As the National Association of Home Builders (NAHB) celebrates National Homeownership Month
in June, builders continue to demand affordable housing for all Americans, calling for sensible reforms to burdensome regula-
tions that increase the cost of housing.
“The aggressive over-regulation of the housing industry is putting the American Dream of safe and affordable housing at risk,” said
NAHB Chairman Ed Brady, a home builder and developer from Bloomington, Ill.
In May, NAHB released a study, Government Regulation in the Price of a New Home, which showed that on
average, government regulations account for 24.3% of the final price of a new single-family home. In fact, the
regulatory costs for an average single-family home went from $65,224 in 2011 to $84,671 in 2016 – a 29.8%
increase in five years.
“Regulators at all levels of government – local, state and federal – must understand that their actions have real
consequences,” said NAHB Chief Executive Officer Jerry Howard. “The cost of regulation in the price of a new
home is rising more than twice as fast as the average American’s ability to pay for it. That is simply not sus-
tainable.”
NAHB has been fighting back against costly regulations that fail to meet their intended goals, including the Department of Labor’s new
overtime rule that was implemented without considering its impact on small businesses, consumers, workers and the economy.
The 100% increase to the salary threshold for overtime eligibility will hit the home building industry particularly hard and harm housing
affordability. It will reduce job-advancement opportunities and the hours of full-time construction supervisors, leading to construction
delays, increased costs and less affordable housing options for consumers.
“Common sense reforms to the regulatory approval process would open the doors of homeownership to more Americans across the
country,” Brady said.
During National Homeownership Month in June, and throughout the year, NAHB and its 700 state and local affiliates work hard to
make affordable housing a reality and a priority to our nation’s leadership.
“Homeownership remains a core American value to consumers across the country,” Brady said. “In addition to building stronger com-
munities, homeownership provides a solid foundation for family and personal achievement. It is critical that we keep this dream within
reach, and not price out buyers with needless overregulation.” June1, 2016 NAHB
Builders Call for End to Regulatory Overreach During National Homeownership Month
When making decisions about the future, having access to affordable housing is a key consider-ation for everyone from community and business leaders to workers and consumers. “Without affordable housing, it is challenging for businesses to recruit and retain employees,” says Jolene Kline, North Dakota Housing Finance Agency executive director. “And, seniors and disabled individuals need safe, suitable options to be able to remain in a community.” Through the support of state taxpayers, NDHFA’s Housing Incentive Fund has proven to be an excellent resource in addressing the state’s most critical housing needs. The program provides
low-cost financing to developers of affordable housing. “Since HIF’s inception, we have allocated over $89.6 million to 78 projects,” said Kline. “These dollars have leveraged more than $425 million in construction financing to support the development of 2,450 new housing units statewide.” NDHFA is currently focused on fully capitalizing the program so it can honor commitments made to projects in Bismarck, Bowman, Devils Lake, Dickinson, Fargo, Gwinner, Minot, Valley City and Williston. The agency has until Dec. 31, 2016, to raise the $3 million needed. HIF contributors receive a dollar-for-dollar state income tax credit and can target contributions to a specific project or community.

Affordable Housing a Key Consideration
The House today approved the Small Business Healthcare Relief Act (H.R. 5447), legislation championed by the National Asso-ciation of Home Builders (NAHB) that would allow small business owners to help their employees pay for health insurance.
“The nation’s home builders commend the tireless efforts of Reps. Charles Boustany (R-La.) and Mike Thompson (D-Calif.) for advancing this bipartisan, common-sense bill that will help small business owners across the land to ease the prohibitive cost of health care insurance for their workers,” said NAHB Chairman Ed Brady, a home builder and developer from Bloomington, Ill. “We urge the Senate to act promptly to pass companion legislation S. 3060.”
The Small Business Healthcare Relief Act would allow home building firms and other small businesses to provide Health Reim-bursement Arrangements (HRAs), which let employers contribute something to their employee health costs. Specifically, HRAs allow small businesses to offer pre-tax dollars to insured employees to help pay premiums and/or other out-of-pocket costs as-sociated with medical care and services.
