壹 「加速推動公共建設方案」列管公共建設
計畫
為加速推動公共建設,提高預算執行率,行政院於
九十二年二月十二日函准本會研擬之九十二年度
「加速推動公共建設方案」修正備查據以實施,按月
列管追蹤一億元以上公共建設計畫之執行情形。具
體推動措施及執行成效說明如下:
一、具體推動措施
(一)加強列管推動中之公共建設計畫
1. 建置「公共工程管理資訊系統」,供各工程主辦
機關上網填報計畫執行情形,並按月檢討執行績
效。
2. 「加速推動公共建設方案」列管一億元以上公共
建設計畫共256項,九十二年度可支用預算數
3,595億元。
(二)加速定案計畫之發包作業
建置「公共工程發包標案商情系統」,按月追蹤發包
作業辦理情形,並於行政院「公共建設督導小組」
會議中,提出檢討報告。
(三)建立推動機制
1. 各部會成立「公共建設推動會報」,每月檢討計
畫執行情形,及時解決執行困難問題。
2. 行政院成立「公共建設督導小組」,每月召開督
導小組委員會議,檢討列管計畫執行績效。
(四)成立專案小組
1. 針對用地、土方、砂石、管線及環保等困難問
題,分別由內政部成立用地及土方專案小組;
經濟部成立砂石及管線專案小組;環保署成立
環保專案小組,協助協調解決相關困難問題。
2. 在處理的程序上,先由各部會「公共建設推動
會報」及時協調處理困難問題,以掌握時效。
若仍無法解決,視問題性質由負責協調之部會
專案小組處理,並將辦理情形提督導小組,由
本會及研考會追蹤管制,以確實解決。
(五)加強辦理品質查核
1. 各部會公共建設推動會報持續要求其所屬「工
程施工查核小組」,辦理品質查核。
2. 工程會成立中央查核小組,訪查各部會「工程
施工查核小組」運作狀況或實地查核工程辦理
情形。
二、執行成效
(一)按月彙整分析「加速推動公共建設方案」執
行情形,檢討各機關之預算執行績效及品質
查核結果,提行政院「公共建設督導小組」
委員會議檢討後,陳報行政院,並按季提行
政院院會報告。
(二)有關「加速推動公共建設方案」之一億元以
上公共建設計畫,截至九十二年十二月底,
執行數為3,384億元,執行率為94.12%。
(三)累計至十二月底,各部會署工程施工查核小
組查核435件;工程會查核70件,共查核505
件。

I. Public Construction Projects MonitoredUnder the Program for the AcceleratedImplementation of Public ConstructionProjects
To accelerate the implementation of public construction and
heighten the ratio of budget execution, the PCC revised the
Program for the Accelerated Implementation of Public
Construction Projects for 2003. The program was implemented
following its approval by the Executive Yuan on Feb. 12, 2003,
with monthly follow-up of the status of implementation of
monitored projects budgeted at NT$100 million or more. Following
are explanations of the program’s concrete promotion measures
and the results of its implementation:
1. Concrete Implementation Measures
(1) Strengthened Monitoring of Public Construction Projects Under
Implementation
a. A Public Construction Management Information System was
established to facilitate the online reporting, by the agencies
in charge, of the progress of implementation, and the monthly
review of the implementation performance.
b. A total of 256 public construction projects budgeted at
NT$100 million or more each, having a total disbursable
budget of NT$359.5 billion in FY2003, were monitored under
the Program for the Accelerated Implementation of Public
Construction Projects.
(2) Bid Tendering for Accelerated-finalization Projects
A Public Construction Bid Tendering Market Information System
was set up to provide for the monthly follow-up of bid-tendering
operations and for the presentation of briefing reports at meetings
of the Executive Yuan’s Public Construction Advisory Committee.
(3) Establishment of a Promotion Mechanism
a. Central government ministries and commissions have
established Public Construction Promotion Committees to
review the status of project implementation on a monthly
basis and provide timely solutions to problems encountered in
implementation.
b. The Executive Yuan has set up a Public Construction
Supervisory Committee that meets once a month to review
the performance of the implementation of monitored projects.
(4) Organizing of Ad Hoc Committees
a. Ad hoc committees have been set up to address difficult
issues such as those regarding land, soil, gravel, conduits, and
environmental protection. The Ministry of the Interior has set
up land and soil committees, the Ministry of Economic Affairs
has established gravel and conduit committees, and the
Environmental Protection Administration has formed an
environmental protection committee, all to provide assistance
and coordination on related difficult issues.
b. In handling the issues that are addressed, the Public
Construction Promotion Committee of the relevant ministry
or commission first coordinates and disposes of the issue in
order to assure timeliness. If this fails to resolve the issue,
then the ad hoc committee of the ministry or commission
handles the problem in accordance with its nature, and
follow-up control is provided by the PCC and the Research,
Development and Evaluation Council.
(5) Strengthened Implementation of Quality Surveillance
a. The Public Construction Promotion Committees of the
ministries and commissions continued asking the
Construction Work Surveillance Units subordinate to them
to carry out quality surveillance.
b. The PCC established a Central Surveillance Committee to
investigate the operating status of the Construction Work
Surveillance Units of the ministries and commissions, or to
check the status of construction on-site.
2. Results of Implementation
(1) The status of implementation of the Program for the
Accelerated Implementation of Public Construction Projects
is collated and analyzed, and the budget execution
performance of government agencies and the results of
quality surveillance are reviewed, on a monthly basis;
reports are made to the Public Construction Supervisory
Committee of the Executive Yuan for review, after which
they are submitted to the full Executive Yuan. Quarterly
reports are submitted to a meeting of the full Executive
Yuan.
(2) As of the end of December 2003, public construction
projects of at least NT$100 million each that were covered
under the Program for the Accelerated Implementation of
Public Construction Projects had utilized total allocations of
NT$338.4 billion for an implementation ratio of 94.12%.
(3) By the end of December 2003 the Construction Work
Surveillance Units of the ministries and commissions had
carried out 435 cases of surveillance and the PCC itself had
carried out 70 cases, for a total of 505 cases.

貳 推動公共工程品質躍升方案
一、制度面
九十二年度共修訂分行「公共工程金質獎頒發作業
要點」、「公共工程品質管理人員訓練暨回訓作業規
定」、「公共工程品質管理訓練班訓練大綱」;並函
頒「監造計畫暨品質計畫製作綱要」、「工程施工查
核小組績效考核作業要點」、「工程施工查核作業參
考基準」;另修正發布「工程施工查核小組作業辦
法」,俾利執行,以全面提升工程品質。
二、執行面
(一)教育訓練
1. 品質管理人員:
(1)開辦「公共工程品質管理訓練班」101期,參訓
人數4,037人。
(2)辦理品管人員回訓119期,參訓人數4,335人。
2. 監工人員:開辦「公共工程監工人員基礎訓練
班」,調訓包括20個縣市政府暨所轄主辦工程單
位人員,共計716人參訓。
3. 非工程專責單位人員:開辦「提升公有建築物工
程品質訓練班」,調訓包括20個縣市政府暨所轄
非工程專責單位之工程業務承辦人員,共計
1,097人參訓
4. 公共工程材料試驗室人員:開辦「CNS 17025實
驗室品質管理訓練研習班」3期計87人,「鋼筋
試驗及混凝土試體抗壓技術研習班」4期計156
人,「瀝青混凝土試驗標準技術研習班」4期計
140人,合計11期,383人參訓。
(二)品質查核
1. 除本會辦理查核外,全國共54個工程施工查核
小組包括29個中央部會署及25直轄市、縣(市)
政府,依「工程施工查核小組作業辦法」辦理
查核。
2. 本會查核中央部會署所屬標案計73件,九二一
震災災後重建工程計103件,縣(市)民生工
程計30件,合計206件。
3. 委託臺灣省土木技師公會,針對重建區公共工
程設計、監造及施工品質等進行調查計186
件。
5. 第四屆公共工程金質獎複評工程30件。
6. 建立工程施工查核小組查核委員資料庫並辦理
講習,計16場次,807人參加。
7. 訪查各查核小組運作,共計辦理21場次,訪查
27個機關。
8. 建置「全民監督公共工程網路通報系統」,九十
二年度共處理1,063件民眾報案,已處理結案
977件,目前處理中案件尚有86件。
(三)推廣觀摩
1. 辦理19場次「公共工程施工品質研討會及觀摩
會」,計328單位、817人參加。
2. 製作工程品質常見缺失案例,並函請各機關參
考。
(四)考核獎懲
1. 加強品質查核管考機制,定期彙整各機關工程
施工查核小組工程查核辦理情形報院。
2. 每季公布查核結果。

II. Implementation of the Program for theEnhancement of Public ConstructionQuality
1. On the Systemic Level
Revisions of the Operating Guidelines for the Awarding of Public
Construction Golden Quality Awards, Regulations Governing the
Training and Retraining of Public Construction Quality Managers,
and Training Outline for Public Construction Quality Management
Courses were implemented in 2003; Outline for the Production of
Construction Surveillance and Quality Plans, Operating Guidelines
for Construction Surveillance Unit Performance, and Reference
Bases for Construction Surveillance Operations were promulgated;
and the Operating Regulations for Public Construction Surveillance
Units were revised and promulgated to facilitate implementation
and bring about an overall upgrading of the quality of public
construction.
2. On the Implementation Level
(1) Education and Training
a. Quality managers
(a) A total of 101 Public Construction Quality Management
courses were held, with 4,037 trainees attending.
(b) A total of 119 retraining courses for quality managers were
held, with 4,335 persons participating.
b. Construction monitors: Basic Training Courses for Construction
Monitors were held for personnel from county and city
government agencies in charge of construction, with 716
trainees attending the courses.
c. Personnel from agencies not specifically charged with
construction: Training Courses for the Enhancement of Quality
in Public Structures were held; trainees totaled 1,097,
including those sent by 20 country and city governments as
well as personnel in charge of construction for their
subordinate agencies not charged exclusively with
construction operations.
d. Public construction materials laboratory personnel: Three CNS
17025 Laboratory Quality Management Training Courses were
held, with 87 persons attending; four Steel Bar Testing and
Concrete Pressure Resistance Technology Seminars were held,
with 156 trainees; and four Asphalt Concrete Testing
Standards Technology Seminars, with 140 trainees. The grand
totals were 11 courses with 383 participants.
(2) Quality Surveillance
a. In addition to surveillance carried out by the PCC itself, 54
Construction Work Surveillance Units throughout Taiwan,
including 29 units from central government ministries and
commissions and 25 from city and country governments,
carried out surveillance in accordance with the Operating
Rules for Public Construction Work Surveillance Units.
b. The PCC carried out surveillance of 73 bidding cases under
central government ministries and commissions, 103 cases
of post-earthquake reconstruction following the Sept. 21
earthquake, and 30 cases of people’s livelihood construction
by county and city governments, for a total of 206 cases.
c. The Taiwan Provincial Civil Engineers Association was
commissioned to carry out surveys of 186 public
construction design, monitoring, and quality in the
reconstruction area.
d. Reassessment of 30 cases of construction for the 4th Public
Construction Golden Quality Awards was carried out.
e. A databank of Public Construction Surveillance Unit
personnel was established and 16 seminars were held, with
807 personnel participating.
f. A total of 21 inspections of the operations of the various
surveil lance units were carried out, with 27 units
investigated.
g. An Internet Reporting System for the Public Supervision of
Public Construction was established; a total of 1,063 reports
were submitted by the public in 2003, 977 have been
disposed of, and 86 are still under disposition.
(3) Promotion and Observation Education
a. Nineteen Public Construction Qual ity Seminars and
Emulation Meetings were held, with 817 personnel from
328 units participating.
b. Case studies of common public construction deficiencies
were compiled for the reference of government agencies.
(4) Evaluation and Sanction
a. The quality surveillance and control mechanism was
strengthened, and reports on the operations of the quality
surveillance units were compiled and submitted to the
Executive Yuan on a scheduled basis.
b. The results of surveillance were publicly announced on a
quarterly basis.
3. 查核結果品質不良工程,追究相關人員責任計31
件:
(1)契約辦理扣款之工程9件。
(2)施失嚴重部份拆除重做9件。
(3)檢討建築師師或技師責任案件4件。
(4)對主辦機關人員懲處1件。
(5)共計撤換工地主任或負責人7人、撤換品管人員
17人、撤換監造人員20人、撤換勞安人員2人。
4. 辦理第四屆公共工程金質獎頒獎活動,獎勵優良
工程團隊,共計頒發品質優良獎,特優工程2件
及優等工程5件,另頒發個人貢獻獎優等2名。
參 推動全民監督公共工程實施方案
本會依據行政院於九十一年七月十七日核定之「全
民監督公共工程實施方案」,督促各部會及縣市政府
建置全民監督公共工程通報系統;各機關均已依該
方案建立通報系統。
九十二年度民眾通報案件,計1,063件,本方案透過
網際網路將有形的23個縣市政府、台北市及高雄市
及三十餘個中央部會虛擬為單一組織的公共工程民
眾抱怨處理中心,諸如路不平、危害環境安寧等,
可以在十天內解決簡單的通報缺失;而較困難的案
件也均透過定期的追蹤,達到一定的處理成效。本
方案推動過程,也建立一套道路工程管線遷移的協
調機制,透過經濟部管線小組的居中協助,部分通
報案件對於台電、自來水、中油及中華電信公司等
管線作業均獲致快速的處理。
行政院於九十二年十月備查全民督工方案考核作業
規定,對於績效優良的機關相關人員,最高有記大
功的獎勵;對於通報人通報之熱忱,也有表揚及頒
發獎勵金最高五萬元的規定。本會將於九十三年五
月份開始辦理考核作業。相信透過考核,九十三年
度本方案將更臻成熟,也可以解決更多民眾對公共
工程的不滿,提升民眾對公共工程品質的信賴程
度。
另由相關案例顯示,以往民眾對於公共工程瑣碎事
宜通報無門的情形,甚至跨機關協調之工程問題,
在政府積極推動「全民監督公共工程實施方案」
下,多數可獲得積極正面的回應。常常有民眾來電
感謝我們在短時間內,將他們以往不知如何反映的
工程問題處理完畢。在如此高效率之運作下,本方
案確為民眾與政府間之溝通橋樑,並有效拉近了政
府與民眾間之距離,頗獲民眾好評。「全民監督公
共工程實施方案」九十三年度除持續辦理案件追
蹤、考核、頒獎及對民眾頒發獎金外,並將結合工
程施工查核小組績效考核機制,以加強本方案之落
實。

c. Follow-up was carried out for 31 cases of the persons
responsible for inferior quality uncovered by surveillance:
(a) Nine cases in which the contract price was reduced.
(b) Demolition and reconstruction in 9 cases of severely deficient
construction.
(c) Four cases in which the responsibility of engineers was
reviewed.
(d) One case of punishment of personnel from the agency in
charge.
(e) Seven cases in which the site director or responsible person
was changed, 17 cases in which the quality manager was
changed, 20 cases in which the construction monitor was
changed, and two cases in which worker safety personnel
were changed.
d. The 4th Public Construction Golden Quality Awards were held
to reward outstanding construction units; there were two
superior construction quality awards and outstanding
construction awards, five A-class construction awards, and
two awards for outstanding individual contribution.
III. Implementation of the Program for theOversight of Public Construction by Allthe People
The PCC oversees the ministries, commissions, and county and
city governments in their establishment of reporting systems for
the public oversight of public construction in accordance with
the Program for the Oversight of Public Construction by All the
People as approved by the Executive Yuan on July 17, 2002,
and all of the agencies have already set up such reporting
systems. The public reported a total of 1,063 cases in 2003;
The program operates through the formation of 23 county and
city governments, Taipei and Kaohsiung cities, and more than
30 central-government ministries and commissions into a single
virtual public complaint center organization via the Internet.
Simple reports of problems such as unfairness and threats to
environmental tranquility can be resolved within 10 days, and
more difficult cases are resolved through follow-up within a set
period of time. A coordination mechanism for the removal of
ducts for road construction was set up in the process of
implementing this program; with the Economic Ministry’s Duct
Team helping out as middleman, some reported castes involving
the Taiwan Power Co., the water company, the Chinese
Petroleum Corp., and Chunghwa Telecom receive rapid
resolution.
Evaluation rules for the Program were reported to the Executive
Yuan in October 2003; under the rules, agency personnel with
outstanding performance are awarded up to one major merit
and enthusiastic reporters are recognized and given cash
awards of up to NT$50,000. The PCC will begin the work of
evaluation in May 2004; this will bring the Program to greater
maturity, alleviate public dissatisfaction with public construction,
and raise the extent of public trust in public construction.
Related examples show that most of the public construction
matters for which the public had no means of reporting in the
past, and even construction problems involving cross-agency
coordination, can receive a positive response under the
government’s vigorous implementation of the Program for the
Oversight of Public Construction by All the People. Members of
the public frequently call the PCC to thank us for taking care,
within a short time, of problems which in the past they did not
know how to pursue. The highly efficient operation of this
Program truly makes it a bridge of communication between the
people and the government, effectively shortening the distance
between the government and the people.
The follow-up, evaluation, and granting of awards, as well as
the presentation of bonuses to the public under the Program for
the Oversight of Public Construction by All the People will
continue in 2004, and the implementation of the Program will
be strengthened through the performance evaluation
mechanism of the Construction Work Surveillance Units.
