Community Update
A new program aimed at addressing some of the street safety issues that have been identified as top priorities for businesses and residents in China-town was launched on July 2.
The Community Stewardship Pilot program is modelled after a similar initiative which has shown to be ef-fective in creating a safe and inclusive environment in various parks through-out the east side of Vancouver.
Under the six-month pilot, Downtown Eastside residents have been recruit-ed, trained and employed as stewards working throughout the week in two shifts in Chinatown. Their duties include: needle removal, keeping doorways of businesses clear and ready for operation, liaising with local merchants and non-profits around community concerns, reaching out to individuals living in the community who require other supports. The work

Pride in Chinatown
Congratulations to Kimberly Wong and Michael Tan who were elected as the co-chairs of the Legacy Stewardship Group at the June 27 meeting.
As co-chairs, their roles include working with the Chinatown Transformation Team to develop the agenda for LSG meetings, facilitating the meetings to build a shared vision and acting as spokespeople on behalf of LSG.
Meanwhile, the LSG has established 6 working groups on key topics concerning Chinatown. The group will meet regularly over the next several months to discuss the topics and make recommendations. Members of the public who feel they can contribute their expertise and time please sign up by completing this form and submit before August 2 2019. The working groups will contact those who are interested to confirm participation.
The six topics of the working groups are:
• Small Business & Economy• Low Income Residents and LivingConditions / Gentrification• Tangible & Intangible Heritage• Relationship Building with otherCommunities, Public Education &Capacity Building• Arts & Cultural Development• Streets, Safety and Health / PublicSpaces and Activation
is undertaken with the goal of creat-ing a more harmonious environment for all.
The program is managed by Eastside Works, a low barrier income genera-tion hub with a long history of provid-ing opportunities for employment and other supports for residents living in DTES and the eastern part of the city.
Prior to the launch of the initiative, a meeting of various stakeholders in the Chinatown community together with Eastside Works was convened by the Chinatown Transformation Team to discuss the feasibility and the scope of such work in Chinatown. It is also recommended that a com-munity advisory group be set up to meet regularly to provide guidance and feedback to the program.

One of the largest fundraising walk in British Columbia, the 2019 Walk with the Dragon will take place at 88 Pacific Boulevard, Vancouver on Sunday, July 21 at 8:30 a.m.
For the first time, the Walk will start at Concord Pacific Place where the iconic S.U.C.C.E.S.S. dragon will lead participants along a new 3 km route winding through False Creek.
Proceeds raised provide vital funding for programs and services to address community needs.

Community Update
“Journeys of Hope” book project among winners of the 2019 Heritage AwardThe book “Journeys of Hope – Challenging Discrimination and Building on Vancouver Chinatown’s Legacies” has been selected as one of the winners of the City of Vancouver’s 2019 Heritage Award for its contribution to education and awareness, including a deeper understanding of struggle, resilience and hope of early immigrants from China.
Authored by UBC History Professor Henry Yu and edited by Baldwin Wong and Sarah Ling, the bilingual publication captures the story of how early Chinese immigrants helped transform societies around the world, and how Vancouver’s Chinatown, together with other Chinatowns in Canada and the Pacific region, have become the living legacies of that transformation.
Chinatown BBQ, also a recipient of this year’s Heritage Award, was recognized for translating intangible cultural values into a physical setting with economic benefits and contributing to local community
revitalization.
Another Award winner, the Lim Sai Hor Kow Mock Benevolent Association Building, was recognized for the sensitive rehabilitation of
character-defining elements and its contribution to heritage conservation.
There were a total 21 winners in the three categories of Awards of Honour, Merit and Recognition.
The Chinatown Mural Artist Call seeks to celebrate artists who have a rela-tionship with Chinatown and aims to celebrate its living heritage.
In February 2019, the City invited pro-posals for temporary painted murals and digital printed artwork in Chi-natown. The Chinatown Mural Artist Call received 28 submissions, with 8
proposals shortlisted by a panel of art experts from Chinatown, who have knowledge of the neighbourhood’s living heritage and engage with the community.
Four projects have been recommend-ed for commission by the panel, and are expected to be completed by the end of the summer.

DTES Plan Community Fair held on June 20, 2019
The free public event also marked the fifth anniversary of the Downtown Eastside Plan, which provides a vision, policies, and strategies that focus on ways to improve the lives of low-income residents and community members.
Participants met with members of local organizations and took part in themed discussions on topics including housing, healing, local economy and grants in Downtown Eastside.
Vancouver City Council has appointed 10 community volunteers as mem-bers of the Chinatown Historic Area Planning Committee (CHAPC) to help preserve and protect the heritage and character of Chinatown.

In addition to offering advice to the Director of Planning on all matters relating to planning in Chinatown, CHAPC also works with other City de-partments to develop and implement policies and programs that affect Chinatown.

Columbia and Keefer
On August 10, some 50,000 partic-ipants are expected to converge on Columbia and Keefer to experience one of the city’s largest multicultural summer celebrations – the Vancouver Chinatown Festival.
Hosted by the Vancouver Chinatown BIA Society, this year’s festive activ-ities will feature a day market, Chi-natown walking tours, a kid’s corner, multicultural stage performances, a cultural corner, martial arts demonstra-tions, and an evening Streetfest block party!

Recipients of the 2019 Heritage Awards.
Two Chinatown-based community groups were the proud winners of the 2019 City of Vancouver’s Awards of Excellence at a special ceremony held at the Roundhouse Community Centre on July 12.
The awards recognize the outstand-ing achievements by individuals and organizations that benefit people by making Vancouver more green, healthy, diverse, and accessible.
Local non-profit organization Hua Foundation received from Vancouver Mayor Kennedy Stewart the Award of Excellence in the Greenest City Leadership category for undertaking projects that advance green solutions for cultural communities, promoting social change and building resilient communities by empowering youth in the Asian diaspora.
Yarrow Intergenerational Society for Justice was the award recipient in the Healthy City for All category. The vibrant group of young volunteers were recognised for their efforts in reaching out to the often-marginal-ized seniors in Chinatown, offering them support in accessing healthcare and other important services, and creating community connections for the elders.

唐 人 街 經 濟 文 化 發 展 專 案 小 組於 本 月 初 展 開 了 一 項 新 的 試 驗計 劃 ﹐ 期 望 能 夠 協 助 解 決 一 些唐 人 街 商 戶 及 居 民 組 織 認 為 需要 優 先 處 理 有 關 街 頭 治 安 的 議題 。
這 個 為 期 6 個 月 的 「 社 區 輔 導試 驗 計 劃 」 ﹐ 其 運 作 模 式 是 仿傚 一 個 較 早 時 在 溫 市 東 部 一 帶的 公 園 內 成 功 推 行 的 計 劃 ﹐ 該計 劃 證 明 能 夠 有 效 地 令 社 區 的環 境 更 為 安 全 及 具 包 容 性 。
新 計 劃 招 募 了 一 批 居 住 在 市 中心 東 端 的 社 區 人 士 ﹐ 他 們 在 接受 了 一 些 技 巧 培 訓 之 後 獲 得 僱用 成 為 在 唐 人 街 內 工 作 的 社 區輔 導 員 。 他 們 無 周 工 作 7 天 ﹐分 兩 班 負 責 執 行 檢 拾 針 筒 ﹑ 保持 商 戶 的 門 口 暢 通 無 阻 ﹑ 與 商戶 及 非 牟 利 機 構 在 社 區 關 注 議

唐 人 街 文 化 督 導 組 成 員 在 6 月份 的 會 議 上 舉 行 了 共 同 主 席 選舉 ﹐ 結 果 由 黃 壯 慈 及 譚 聖 佑 兩位 成 功 當 選 ﹐ 我 們 向 兩 位 共 同主 席 致 賀 。
作 為 共 同 主 席 ﹐ 他 們 的 任 務 包括 與 市 府 職 員 合 作 制 定 會 議 議程 ﹑ 協 助 會 議 順 利 進 行 以 達 到一 個 有 共 識 的 願 景 ﹐ 以 及 作 為督 導 組 的 發 言 人 。
此 外 ﹐ 督 導 組 亦 成 立 6 個 與 唐
人 街 議 題 相 關 的 工 作 小 組 。 他們 將 會 在 未 來 數 月 內 定 期 舉 行會 議 ﹐ 討 論 有 關 議 題 並 作 出 建議 。 社 區 志 願 人 士 如 果 有 意 加入 工 作 小 組 貢 獻 他 們 的 時 間 及專 才 的 話 ﹐ 請 填 寫 此 表 格 並 在8 月 2 日 前 提 交 。

『 希 望 之 旅 』 榮 獲 溫 市 2 0 1 9 歷 史 文 化 大 獎『 希 望 之 旅 – 挑 戰 歧 視 及 傳承 溫 哥 華 唐 人 街 的 歷 史 文 化 遺產 』 - 一 本 講 述 早 期 華 裔 移 民如 何 幫 助 世 界 各 地 社 會 演 變 的書 籍 ﹐ 獲 選 為 2 0 1 9 年 溫 哥 華市 政 府 歷 史 文 化 大 獎 的 其 中一 個 得 獎 項 目 ﹐ 以 表 揚 其 在 教育 和 增 進 有 關 移 民 面 對 生 活 困境 ﹑ 適 應 能 力 和 希 望 方 面 的 認識 。
這 書 的 作 者 是 卑 詩 大 學 歷 史 系教 授 余 全 毅 ﹐ 並 由 黃 永 安 及 凌慧 意 編 輯 而 成 。 內 容 記 錄 了 溫哥 華 唐 人 街 及 加 拿 大 和 其 他 位於 太 平 洋 地 區 的 唐 人 街 在 當 地社 會 轉 型 中 所 扮 演 的 角 色 ﹐ 以及 如 何 成 為 了 重 要 的 歷 史 遺產 。
華 埠 燒 腊 是 本 屆 另 一 個 獲 獎 的項 目 。 獲 獎 原 因 是 這 間 食 肆 能夠 將 非 物 質 文 化 價 值 轉 化 成 為一 個 實 質 及 有 經 濟 價 值 的 項目 ﹐ 有 助 振 興 本 地 社 區 。
位 於 唐 人 街 的 林 西 河 總 堂 九 牧公 所 大 樓 亦 是 獲 獎 的 其 中 一 個項 目 。 這 大 樓 在 翻 新 及 修 葺 工程 中 特 別 注 重 保 留 了 原 有 的 特色 ﹐ 為 傳 統 歷 史 保 育 作 出 了 貢
獻 。
今 年 的 溫 哥 華 歷 史 文 化 大 獎 分為 榮 譽 ﹑ 價 值 及 讚 譽 三 個 類別 ﹐ 得 獎 項 目 共 有 2 1 個 。
唐 人 街 壁 畫 藝 術 徵 集 計 劃 ﹐ 是要 表 揚 那 些 與 唐 人 街 有 連 係 的藝 術 工 作 者 及 社 區 內 的 生 活 文化 遺 產 。
市 府 在 本 年 2 月 邀 請 了 藝 術 工作 者 提 交 臨 時 性 彩 繪 壁 畫 及 數碼 印 制 藝 術 作 品 建 議 書 。 所 收到 的 建 議 書 總 共 2 8 份 ﹐ 其 中 8份 獲 選 入 圍 。 建 議 書 是 由 一 個
評 審 小 組 挑 選 審 核 ， 小 組 的 專家 都 曾 在 唐 人 街 創 作 藝 術 品 、或 對 唐 人 街 的 生 活 文 化 遺 產 有深 入 認 識 ， 並 與 唐 人 街 社 區 有緊 密 聯 繫 。
入 圍 的 其 中 4 項 作 品 已 獲 小 組建 議 委 託 進 行 製 作 ﹐ 並 預 計 將會 在 夏 季 終 完 成 。

市 中 心 東 端 社 區 規 劃 公 眾 活 動 – 6 月 2 0 日
這 項 免 費 公 眾 活 動 標 誌 著 市 中心 東 端 規 劃 程 序 開 展 5 週 年 的紀 念 ﹐ 計 劃 為 改 善 該 區 低 收 入居 民 和 社 區 人 士 的 生 活 提 供 了願 景 ﹑ 政 策 和 策 略 。
出 席 人 士 與 各 個 本 地 機 構 的 成員 進 行 了 廣 泛 交 流 ﹐ 並 就 房屋 ﹑ 醫 療 及 本 地 經 濟 和 撥 款 等議 題 進 行 討 論 。
溫 哥 華 市 議 會 最 近 委 任 了 十 位社 區 志 願 人 士 成 為 唐 人 街 歷 史區 規 劃 委 員 會 委 員 ﹐ 以 協 助 保護 唐 人 街 的 歷 史 文 化 及 特 色 。

另 一 個 主 要 是 由 年 青 人 組 成 的團 體 「 世 代 同 行 會 」 亦 榮 獲 頒發 「 健 康 城 市 獎 」 。 這 批 充 滿活 力 的 志 願 者 向 那 些 居 住 在 唐人 街 而 很 多 時 被 遺 忘 的 長 者 提供 援 助 ﹐ 例 如 協 助 他 們 接 受 醫療 及 其 他 重 要 的 服 務 ﹐ 以 及 讓他 們 與 社 區 保 持 聯 繫 。

由 溫 哥 華 華 埠 商 業 促 進 會 主 辦的 華 埠 節 ﹐ 將 在 今 年 8 月 1 0 日舉 行 ， 預 計 可 吸 引 超 過 5 萬 人參 加 這 個 本 市 規 模 最 大 之 一 的夏 日 多 元 文 化 慶 祝 活 動 。
華 埠 節 的 地 點 位 於 奇 花 街 與 哥倫 比 亞 街 交 界 。 當 日 將 會 設 有大 型 戶 外 舞 台 ， 提 供 全 日 精 彩表 演 ﹐ 其 中 包 括 武 術 功 夫 表演 ﹑ 露 天 市 集 ﹑ 唐 人 街 步 行 導賞 團 ﹑ 兒 童 遊 樂 區 ﹑ 多 元 文 化舞 台 表 演 及 晚 上 的 街 頭 派 對等 。
