    Assignment of functions among PCCF (HoFF), PCCF (Wildlife), PCCF (P&M), APCCFs and working in the office of PCCF (HoFF)

    (Wide GoM, R &FD GR No. AFO-2012/CR-34/F-7, Dated the 24th September, 2012)

    1) PRINCIPAL CHIEF CONSERVATOR OF FORESTS (HEAD OF FOREST FORCE), MAHARASHTRA STATE, NAGPUR (Apex Scale Rs. 80,000/- fixed)

    To advise the Government on all policy matters related to forests and other related matters.

    Matters pertaining to Committees of Legislature.

    Ensuring timely submission of various compliance with respect to Assembly references.

    Ensuring timely submission of various budgetary proposals to the Government

    Matters pertaining to Forest Development Corporation of Maharashtra Ltd.

    Overall control and supervision of all territorial and functional circles.

    General administration of Forest Department.

    Establishment matters pertaining to officers under his administrative control.

    Assignment of specific duties/functions among the subordinate officers.

    Ensuring timely submission of Plan/Non-Plan Proposals to the Government

    To exercise control, supervision, monitoring and to ensure coordination among PCCFs, APCCFs and CCFs in charge of various matters.

    Being Head of Forest Force, the PCCF (HoFF) shall have complete administrative control over other officers in Forest Department. At the same time he shall be accountable to the Government regarding the overall functioning of the Forest Department.

    2) Principal Chief Conservator of Forests (wildlife), MS, Nagpur (Pay Scale Rs. 75,500- 80,000/-) To exercise all powers and functions of Chief Wildlife Warden as per provisions of the Wild Life (Protection) Act, 1972 Ensuring timely submission of various compliances with respect to Assembly references. Ensuring timely submission of various budgetary proposals to the Government.

    PCCF (WL) shall be under the administrative control and supervision of the PCCF (HoFF). He shall therefore keep the PCCF (HoFF) update about the matters related to the overall wildlife management in the State.

    Ensuring timely submission of various reports during Assembly Session.

    Matters pertaining to management of wildlife within and outside Protected Areas.

    Matters pertaining to Project Tiger and Project Elephant. Ecotourism and Bildiversity Conservations.

    Ensuring timely submission of budgetary proposals under Plan / Non Plan schemes to the Government.

    Enforcement of Wildlife (Protection) Act, 1972 and Rules framed thereunder and matters arising therefrom.

    General Administration of Wildlife Wing.

    Overall Control and supervision of all wildlife circles.

    Overall control of functions assigned to APCCF (Ecotourism and Wildlife Administration) and CCF (Planning Management Wildlife).

    Provide final report to Government of Maharashtra on all matter related to wildlife conservation and administration.

    3) PRINCIPAL CHIEF CONSERVATOR OF FORESTS (PRODUCTION AND MANAGEMENT), MAHARASHTRA STATE, NAGPUR (Pay Scale Rs. 75,500 -80,000)

    Matters related to preparation, monitoring and control of Forest Working Plans, Working Schemes.

    Matters related to Annual Plans of Operation as per Working Plan prescriptions.

    Area handed over to the FDCM and area surrendered by FDCM.

    Forest Resource Survey.

    Policy matters related to sale of forest produce.

    All policy matters related to nistar, grazing, forest based industries.

    Policy matters related to Forest Labour Cooperative Societies and allotment of coupes.

    Matters related to vehicles including procurement and disposal, uniform to field staff, stores and purchases (Head quarters). Overall control of functions assigned to APCCF (Resource Utilization) Field and office inspections of the Circle allotted by the Principal Chief Conservator of Forests (HoFF). Supervision and monitoring of all Non-Plan schemes including CAMPA, 13th Finance Commission, NREGS, SFDA, Rehabilitation works etc and grievances related to establishment, payment of wages etc in the circles allotted by the Principal Chief Conservator of Forests (HoFF). Ensuring timely submission of various reports regarding the legislative matters pertaining to subjects assigned to him as above. PCCF (P & M) shall be under the administrative control of the PCCF (HoFF) and shall keep the later update about all the maters assigned to him as above.

    All reports to Government of Maharashtra will be submitted through PCCF (HoFF).

    4) ADDITIONAL PRINCIPAL CHIEF CONSERVATOR OF FORESTS (PERSONNEL), MS, NAGPUR (Pay Scale Rs. 67,000 -3%- 79,000/-)

    He shall report to the PCCF (HoFF) Establishment matters including disciplinary matters pertaining to Maharashtra Forest Service Class I.

    Assist PCCF (HoFF) in establishment matters including displinary matters of IFS. Assist PCCF(HoFF) in matters related to Inland/ Foreign training assignments pertaining to IFS/ MFS(Class-I) personnel. Provide final recommendation regarding assignment of ACF/ DFO in consultation with PCCF (HoFF). Participation in seminars / conferences / workshop by IFS/ MFS Class I personnel.

    Court cases pertaining to IFS/ MFS (Class-I) personnel. Sanction leave / Leave Travel Concession to IFS officers other than PCCF and APCCF.

    Sanction of GPF Advances up to APCCFs.

    Matters related to Forestry Research, Foundation and Training.

    Matters related to carbon sequestration/CDM etc.

    Field and office inspections of the Circles allotted by the Principal Chief Conservator of Forests (HoFF). Final authority to make proposals to Government of Maharashtra regarding posting of ACF.

    Final authority on communication of CR classification of all ACF/DFOs in consultation with PCCF(HoFF). Final report / comments on reports called for by the Government of Maharashtra on DE cases of ACFs/ DFOs / IFS officers in consultation with PCCF(HoFF). Ensuring timely submission of various reports relating to the legislative matters with respect to subjects assigned to him as above. To keep update the PCCF(HoFF) about all the matters and overall functioning of the circle allotted to him by the PCCF(HoFF).

    5) ADDITIONAL PRICIPAL CHIEF CONSERVATOR OF FORESTS (ECOTOURISM & WILDLIFE ADMINISTRATION ), MS, NAGPUR (Pay scale Rs. 67000/- 3% - 79,000) He shall report to the PCCF(WL) Monitoring research related to Wildlife.

    Eco-tourism and related issues.

    Biodiversity conservation.

    Licenses under the Wild Life (Protection) Act 1972. Compliance/ Monitoring with respect to international Conservations/ treaties.

    Matters related to Central / State Plan schemes pertaining to eco tourism.

    Any other matters assigned by PCCF(WL). Ensuring timely submission of various reports relating to the legislative matters with respect to subjects assigned to him as above. To keep update the PCCF(HoFF) about the matters overall functioning of the circle allotted to him by the PCCF(HoFF).

    6) ADDITIONAL PRINCIPAL CHIEF CONSERVATOR OF FORESTS (RESOURCE UTILIZATION), MS, NAGPUR (Pay scale Rs. 67,000 -3% - 79,000)

    He shall report to the PCCF(P&M) Matters pertaining to utilization of forest produce.

    Forest based industries, expert that of Minor Forest Produce.

    Control over Forest Laborers Co-operative Societies.

    Matters pertaining to supply of timber, bamboo, and such other produce to industries/ individual etc, including supply of forest produce under Nistar conditions.

    Matters pertaining to enforcement of Maharashtra Supply of Forest Produce by Government (Revision of Agreement) Act, 1982, and the Rules, framed there under. Monitoring of Revenue, Timber Accounts and Depots.

    Matters related to major maintenance and repairs to office building of PCCF. Matters related to Grazing including grazing settlement.

    Stores and Vehicle.

    Field and office inspections of the Circles allotted by the Principle Chief Conservator of Forests (HoFF). Ensuring timely submission of various reports relating to the legislative matters with respect to subjects assigned to him as above. To keep update the PCCF(HoFF) about all the matters and overall functioning of the circle allotted to him by the PCCF(HoFF).

    7) ADDITIONAL PRINCIPAL CHIEF CONSERVATOR OF FORESTS(ADMINISTRATION-SUBORDINATE CADRE), MS,NAGPUR(Pay scale Rs. 67,000 3% - 79,000)

    He shall report to the PCCF(HoFF). Establishment matters including Disciplinary Proceedings matters in respect of the following Subordinate Forest/ Ministerial cadres/ Isolated Cadre/ Deputations from other Departments.

    i) Maharashtra Forests Services Class II ii) General State Service - - Class-I iii) General State Service Class II Policy matters related to administration of subordinate/ ministerial cadres / Isolated Cadres / Deputationists from other Departments.

    Provide final comments on all DE cases to Government of Maharashtra on all queries related to subordinate cadres.

    He shall have final authority to make reports to Government of Maharashtra on all queries related to subordinate cadres.

    Approve inter circles transfers of Forest Guards/ Foresters / Office Staff.

    Policy matters related to casual laborers / Van Mazoors.

    Matters pertaining to forestry education and induction training of MFS Class II.

    Final authority to assign training institutes to newly recruited Forest Guards/ Foresters.

    Overall control over functions assigned to CCF(HRM) and CCF(Vigilance and Employees Welfare.) Ensuring timely submission of various reports relating to the legislative matters with respect to subjects assign to him as above. To keep update the PCCF(HoFF) about all the matters and overall functioning of the circle allotted to him by the PCCF(HoFF).

    8) ADDITIONAL PRINCIPAL CHIEF CONSERVATOR OF FORESTS (BUDGET, PLANNING AND DEVELOPMENT),MS,NAGPUR(Pay scale RS. 67,000 -3% - 79,000)

    He shall report to the PCCF(HoFF). All policy related issues of SFDA,JFM, 13th Finance Commission, Budget, Planning, and Development etc.

    Monitoring of all Centrally Assisted and State Plan Schemes and Programmes.

    Final approval of distribution, appropriation, re-appropriation of grants to controlling officers for plan/ non plan activities.

    Matters related to Forest Engineering and maintaining and repairs to office building of PCCF.

    Overall control of functions assigned to CCF(Budget and Audit) and CCF(JFM Planning and Development) Field and office inspections of all Circles for the purpose of monitoring Plan utilization, physical progress.

    Supervision and monitoring of all Non-Plan / Plan schemes including CAMPA, 13th Finance Commission, NREGS,SFDA, Rehabilitation works, etc and grievances related to establishment, payment of wages etc in circles allotted by the Principal Chief Conservator of Forests(HoFF). Ensuring timely submission of various reports relating to the legislative matters with respect to subjects assigned to him as above. To keep update the PCCF(HoFF) about all the matters and overall functioning of the circle allotted to him by the PCCF (HoFF)

    9) ADDITIONAL PRINCIPAL CHIEF CONSERVATOR OF FORESTS(NON TIMBER FOREST PRODUCE, MONITORING & EVALUATION) (Pay scale Rs. 67,000 3% - 79,000)

    He shall report to the PCCF(HoFF). Nationalization of forest produce and matters pertaining to the Maharashtra Forest Produce (Regulation of Trade) Act, 1969 as amended in 1997 and Rules made thereunder. Matters pertaining to Minor Forest Produce and NTFP (Excepting Industrial Supplies) including disposal of Tendu and Apta leaves

    Monitoring and Evaluation of developmental schemes, including plantations. SMC works,

    JFM, and other similar evaluations.

    Policy matters related to PESA 1996, Maharashtra Transfer of Ownership of Minor Forest Produce in Scheduled Areas Act. 1997 and rules made thereunder.

    Matters related to medicinal plants.

    Policy matters pertaining to implementation of FRA 2006 with respect to MFP.

    Overall control of functions assigned to CCF (NTFP) and CCF (Evaluation). Ensuring timely submission of various reports relating to the legislative matters with respect to subjects assigned to his as above. To keep update the PCCF (HoFF) about all the matters and overall functioning of the circle allotted to him by the PCCF (HoFF).

    10) ADDITIONAL PRINCIPAL CHIEF CONSERVATOR OF FORESTS (INFORMATION TECHNOLOGY AND POLICY), NAGPUR (Pay Scale Rs. 67,000-3%-79,000)

    He shall report to the PCCF (HoFF). Final authority for setting up of infrastructure and administration of Information Technology in the Department including MIS, within budget allocation assigned for I.T. and M.I.S..

    Matters related to Forest Policy, climate change, etc.

    Formulation and Monitoring of Forestry Projects including Externally Aided Projects. Matters related to Forest Statistics including preparation and finalization of Annual Administrative Reports.

    Matters related to publicity and extension.

    Maharashtra Forest Manual.

    Citizen Charater.

    Ensuring timely submission of various reports relating to the legislative matters with respect to subjects assigned to him as above. To keep update the PCCF (HoFF) about all the matters and overall functioning of the circle allotted to him by the PCCF (HoFF).

    11) ADDITIONAL PRINCIPAL CHIEF CONSERVATOR OF FORESTS (PROTECTION), NAGPUR (Pay Scale Rs. 67000 3% - 79,000)

    He shall report to the PCCF (HoFF). Policy matters pertaining to forest protection in the state, including Mangroves.

    All matters related to forest protection and offences, transit of forest produce under IFA 1927, Maharashtra Felling of Trees (Regulation) Act, 1964, Maharashtra Sale of Trees of Occupants belonging to Scheduled Tribes Act, 1969 and rules framed thereunder.

    Policy matters related to saw mills and related industries.

    Overall control of functions assigned to CCF (Forest Regulation). Field and office inspects of the circles allotted by the PCCF (HoFF). Ensuring timely submission of various reports relating to the legislative matters with respect to subjects assigned to him as above.

    To keep update the PCCF (HoFF) about all the matters and overall functioning of the circle allotted to him by the PCCF (HoFF). 12) ADDITIONAL PRINCIPAL CHIEF CONSERVATOR OF FORESTS (CONSRVATION), NAGPUR (Pay Scale Rs. 67,000 -3% - 79,000)

    He shall report to the PCCF (HoFF). All issues related to legal status of forest lands.

    Matters related to Maharashtra Private Forests (Acquisition) Act, 1975 Transfer of forest land with Revenue Department to Forest Department.

    Matters related with Identified Forests. Matters related to Mangroves and wetlands (except protection, which shall be supervised by the APCCF (Protection)). Matters related to FRA, 2006.

    Supervision and monitoring of all Non-Plan / Plan schemes including CAMPA, 13th Finance Commission, NREGS, SFDA, Rehabilitation works, etc. and grievances related to establishment, payment of wages etc in the circles allotted by the Principal Chief Conservator of Forests (HoFF). Overall control on the following subjects.

    a) Demarcation of forest boundaries and land records, b) Forest settlements, c) Declaration of transferred land as RF/PF, etc. Matter related to encroachments on forest lands.

    Overall control of functions assigned to CCF (Land Record Cell). Ensuring timely submission of various reports relating to the legislative matters with respect to subjects assigned to him as above. To keep update the PCCF (HoFF) about all the matters and overall functioning of the circle allotted to him by the PCCF (HoFF).

    13) ADDITIONAL PRINCIPAL CHIEF CONSERVATOR OF FORESTS & NODAL OFFICER NAGPUR (Pay Scale Rs. 67,000-3% 79,000/)

    He shall report to the PCCF (HoFF). All matters connected with enforcement of Forest (Conservation) Act, 1980. Standardization of Plantations / Afforestation models under Compensatory Afforestation Schemes.

    Preparation/ processing of proposals for regularization of Dali and Eksali Plots under FC Act 1980.

    Matters related to Zudpi Jungle.

    Field and Office inspection of the Circles allotted by the Principal Chief Conservator of Forests (HoFF).

    Ensuring timely submission of various reports relating to the legislative matters with respect to subjects assigned to him as above. To keep update the PCCF (HoFF) about all the matters and overall functioning of the circle allotted to him by the PCCF (HoFF).

    14) ADDITIONAL PRINCIPAL CHIEF CONSERVATOR OF FORESTS (CAMPA), MS, NAGPUR (Pay Scale-Rs. 67,000 -3%-79,000)

    He shall report to the PCCF (HOFF). Policy matters related to CAMPA.

    Management & Monitoring of funds and works under CAMPA.

    Liasoning with GOI/GOM and other agencies regarding CAMPA.

    Handling the works of Governing/ Steering/ Executive Committees under CAMPA.

    Field And Office Inspection Of The Circles Allotted by the Principal Chief Conservator of Forests(HoFF). Field and Office inspection of the Circles related to CAMPA works.

    Supervision and monitoring of all Non-Plan/ Plan schemes including CAMPA, 13 th Finance Commission, NREGS,SFDA, Rehabilitation works, etc and grievances related to establishment, payment of wages etc in the circles allotted by the Principal Chief Conservator of Forests(HoFF). Final authority to implement decisions of steering and Executive committee and make reappropriation within approved plan to the extent authorized by the Steering Committee.

    Finalization of matters concerning GIS.

    Ensuring timely submission of various reports relating to the legislative matters with respect to subjects assigned to him as above. To Keep update the PCCF(HoFF) about all the matters and overall functioning of the circle allotted to him by the PCCF(HoFF).

    15) CHIEF CONSERVATOR OF FORESTS (PLANNING & MANAGEMENT WILDLIFE),MS, NAGPUR (Pay scale Rs. 37,400- 67,000 /- G.P.Rs. 10,000/-) He shall report to the PCCF(WL) directly and not through APCCF(ECO-TOURISM & Wildlife Administration). Matters pertaining to implementation of Wild Life(Protection) Act, 1972. Matters pertaining to preparation, revision and monitoring and evaluation Wildlife management plans reporting to PCCF(WL). Matters related to Non Plan, Central / State Plan schemes pertaining to wildlife including release and distribution of funds.

    Use of Forests lands for non forestry activities from National Parks, Sanctuaries, Conservation Reserves, within 10 Km from boundaries of NP/ Sanctuaries.

    Declaration of new areas as National Parks, Sanctuaries, Tiger Reserves, Eco sensitive zone, buffer zone etc.

    Wildlife research including permissions. He is hereby Delegated final authority for all Research permissions for Government of India / Government of Maharashtra institutions having beneficial policy impact on wildlife conservation.

    Enlisting peoples support for wildlife conservation.

    All Reports/ Agenda/ Compliance meetings of State Board for Wildlife / National Board of Wildlife / NTCA.

    Matters related to Zoological Parks / Rescue Centers.

    Matters Related To Conservation Of Protected Flora And Fauna.

    Legislative Matters and Court Cases related to their subjects. Function as Drawing and Disbursing Officer to PCCF(WL). Any other matter assigned by PCCF(WL). Will work as superior guide, mentor to all Field Directors, Project Directors on policy guidelines of Tiger Conservation Plan.

    16) CHIEF CONSERVATOR OF FORESTS (HUMAN RESOURCE MANAGEMENT), MS, NAGPUR (PAY SCALE Rs. 37,400 - 67,000/- G.P.Rs. 10,000/-) He shall report to the APCCF(Administration subordinate cadre.) Assist APCCF(Administration Subordinate Cadres) in matters pertaining to subjects allotted to him.

    Establishment matters in respect of following subordinate cadres/ ministerial cadres/ other isolated cadres and deputations from other departments.

    i) Non Gazetted executive Establishment of the Forest Deptt. ii) Non- Gazetted Ministerial Establishment of the Forest Deptt.

    Matters related to short term skill up-gradations/ training programmes for forest/ ministerial staff.

    Departmental Examination.

    Establishment matters related to labourers including Van Mazoors.

    Any other Official Work assigned by the APCCF(Administration-Subordinate Cadres).

    17) CHIEF CONSERVATOR OF FORESTS (VIGILANCE & EMPLOYEES WELFARE), MS, NAGPUR ( Pay scale 37,400 Rs. 67,000/- G.P. Rs. 10,000/-)

    He shall report to the APCCF(Administration subordinate cadre).

    Assist APCCF(Administration Subordinate cadres) in matters pertaining to subjects allotted to him.

    Disciplinary matters and Departmental Enquiries in respect of Forest Officers and Forest subordinates belonging to:

    i) Non-Gazetted Executive Establishment of the Forest Deptt. ii) Non- Gazetted Ministerial Establishment of the Forest Deptt.

    General Administration of the office of the Principal Chief Conservator of Forests.

    All Association / Union related matters.

    Matters related to complaints against employees.

    Establishment related Court cases (legal disputes) pertaining to subordinate forest/ ministerial cadres/ van mazoors.

    Matters related to Employees Welfare Fund.

    Matters related to Right To Information Act, 2005.

    Any other Official Work assigned by the APCCF( Administration - Subordinate Cadres.)

    18) CHIEF CONSERVATOR OF FORESTS( BUDGET & AUDIT ), MS, NAGPUR ( Pay scale 37,400-47,000 /- G.P. Rs. 10,000/-) He shall report to the APCCF(BPD). Matters related to Centrally Sponsored Schemes/ State Plan Schemes including release and distribution of funds and monitoring.

    Formulation of supplementary demand/ Section I / Section II item, new item proposals and Contingency Fund Advance in respect of various Plan Schemes and Programmes.

    Formulation of continuance proposals for programmes under various Plan / Non Plan schemes.

    Formulation of Annual as well as Five Year Plan proposal and Monitoring of all State level, District level and State Pool Schemes And Programmes.

    Standardization of Plantations/ Afforestations modules.

    State Forestry Action Plan.

    Matters related to Finance Commission.

    Settlement of the audit paragraphs, appearing in the Inspection Reports of the Account General ( Audit). Internal Audit.

    Internal Coordination

    Any other Official Work assigned by the APCCF(BPD).
