The bidder should have satisfactorily completed the similar works comprising as mentioned below during the last seven years ending previous day of last date of submission of bids.

i. तीन सभान कामा, प्रत्मेक की रागत ` 2.95 राख से कभ नहीॊ होना चादहए मानन अनुभाननत रागत के 40%।

i. स्थाऩना कामा अनुबि से सॊफॊधधत प्राधधकायी द्िाया जायी कामा आदेशों तथा ऩूणाता प्रभाणऩि की प्रभाखणत प्रनत। Certified copy of work ordersand completion certificates for work issued by the authority concerned to establish work experience.

ii. ननजी कॊ ऩननमों द्िाया कामों हेतु ऩूणाता प्रभाणऩि के साथ टी.डी.एस. (स्रोत ऩय कटौती ककमा गमा कय) प्रभाणऩि बी देना होगा।

Completion certificates for works issued by private parties shall be supported by TDS (Tax deducted at source) certificates.

नोट: Note: सभान कामय का आशम “ भानक अतंिेशन ऩयीऺण (एसऩीटी) भें बू-तकनीकी अन्िेषण शाभभर है ” Similar work shall mean works of :

“ Geotechnical investigation involving Standard Penetration Test (SPT) ” ककए गए कामों का भूल्म, कामय के िाथतविक भूल्म भें 7% प्रनत िषय की साधायण दय से फढ़ोत्तयी कयने ऩय ितयभान रागत थतय तक हो जाना चादहए, स्जसकी गणना कामय सभाप्त होने की नतथथ से फोरी प्रथतुनत के अंनतभ ददन तक है। The value of executed works shall be brought to current costing level by enhancing the actual value of work at simple rate of 7% per annum, calculated from the date of completion to last date of submission of bids. उऩ संविदा औय संमुक्त कामय के रूऩ भें ककए गए कामय ऩात्रता/आकरन के मोग्म नही ंहोंगे। Work executed as sub-contract & joint venture will not merit for

eligibility/evaluation.

31 भाचा (मानन 31-03.2019) को सभाप्त वऩछरे तीन िषों भें औसत िावषाक वित्तीम कायोफाय के कामा की अनुभाननत रागत के 30 % से कभ नही होना चादहए (मानन ` 2.21 राख )।

e. आिेदक की फोरी रगाने की ऺभता ननविदा भें ददए गए कामा की अनुभाननत रागत ` 7.37 Lakhs से अधधक होनी चादहए। आिेदक/फोरीकताा को पॉभूारा् (AxNx2)-B के आधाय ऩय अऩनी फोरी रगाने की ऺभता की गणना कयके उसे घोवषत कयना होगा औय दस्तािेज के लरए ननिेदन के साथ सॊरग्न कयना होगा। The bidding capacity of the applicant should be

more than the estimated cost ( ` 7.37 Lakhs) of

the work put to Tender. The bidding capacity

shall be worked out and declared by the

applicant/ bidder and enclosed with the request

for document based on the formula:

A- वऩछरे 5 िषा के दौयान एक िषा भें कामााजवित कामा का िताभान भूल्म स्तय ऩय अधधक भूल्म, जजसभें ऩूये हो चुके तथा चर यहे कामा दोनों शालभर हैं। Maximum value of work executed in one

भाि ननविदा दस्तािेज डाऊनरोड कयने से ही ननविदाकाय फोरी रगाने के लरए हकदाय नहीॊ हो जाता। ननविदाकाय द्िाया अऩरोड ककमे गमे दस्तािेज फाद भें विबाग द्िाया सत्मावऩत ककमे जाएॊगे । मदद िे अऩेऺानुसाय नहीॊ ऩाए गए तो उवहें अस्िीकाय कय ददमा जाएगा । Downloading of tender documents alone will not make a tenderer eligible for participating in the bidding. The documents uploaded by the tenderers will be subjected to verification subsequently by Department. If found not meeting the requirement, such offers will be rejected.

4. (अ) “ननविदाओॊ के साथ “रेिा अधधकायी, सैक, अहभदाफाद” के ऩऺ भें जायी ककसी अनुसूधचत फैंक के भाॊग यसीद भें जभा / लभमादी जभा यसीद के रूऩ भें (मा) अनुसूधचत फैंक द्िाया जायी फैंक प्रत्माबूनत के रूऩ भें उऩयोक्त ऩैया 01 भें ननधाारयत भूल्म की फमाना यालश जभा सॊरग्न होनी चादहए। फमाना यालश जभा ननविदाओॊ के प्राजप्त की ननमत नतधथ से 180 ददनों तक िैद्म होनी चादहए। मदद ईएभडी को डीडी के रूऩ भें प्रस्ततु की जाती है, तो ननविदाओॊ के िोरने के तुयॊत फाद इवहें बुना लरमा जाएगा औय असपर ननविदाकयों को ईएभडी विबाग द्िाया चेक/इरेक्रननक भाध्मभ से िाऩस की जाएगी” । (a) “Tenders should be accompanied with Earnest Money Deposit for value specified in Para 1 above, in the form of Deposit at Call receipt/ Term Deposit Receipt of any Scheduled Bank issued in favour of “Accounts Officer, SAC, Ahmedabad” (or) in the form of Bank guarantee issued by a scheduled bank. Earnest Money Deposit shall be valid for 180 days from the due date of receipt of tenders. In case EMD in the form of DD is furnished, the same will be encashed immediately on opening of tenders and refund of EMD for unsuccessful tenderers will be made through Cheque / electronically by the Department”.

(b) ननविदा रागत/ ईएभडी भें छूट का दािा कयने िारी एभएसएभई इकाई जजरा उद्मोग कें द्र (डीआईसी) िादी एिॊ ग्राभोद्मोग फोडा (केिीआईफी) / कॉमय फोडा / याष्ट्रीम रघु उद्मोग आमोग (एनएसआईसी)/ हस्तलशल्ऩ एिॊ हथकयघा ननदेशारम अथिा एभएसएभई भॊिारम द्िाया विननददाष्ट्ट ककसी अवम ननकाम द्िाया जायी ऩॊजीमन प्रभाण-ऩि मा एभएसएभई उद्मोग आधाय ऻाऩन प्रस्ततु कयें। ऻाऩन/ प्रभाण-ऩि ननविदा की अॊनतभ नतधथ/ विस्तारयत अॊनतभ नतधथ तक िधै होना चादहए।

“The MSME units claiming exemption of Tender cost/EMD should submit MSME UDYOG ADHAR MEMORANDUM or registration certificate issued by District Industries Centre (DIC) / Khadi & Industries board (KVIB)/Coir board/National Small Industries Commission (NSIC)/Directorate of Handicrafts and handlooms or any other body specified by Ministry of MSME. The memorandum / certificate shall be valid as on due date / extended due date of the tender.

5. ननविदाएॊ उऩयोक्त ऩैया 1 भें उल्रेि की गईं ननधाारयत नतधथ एिॊ सभम ऩय सभूह प्रधान, ननभायण एि ंअनुयऺण सभूह, सैक, अहभदाफाद” के कामाारम भें िोरे जाएॊगे। Tenders will be opened at the Office of the “Group Head, Construction and Maintenance Group, SAC, Ahmedabad” on the stipulated date and time specified in Para 1 above.

6. (a) फमाना यालश जभा की भूर प्रनत को ननविदा िोरने के लरए ननमत ददन औय सभम ऩय मा उसके ऩहरे “सभूह प्रधान, ननभााण एिॊ अनुयऺण सभूह, सैक, अहभदाफाद” को प्रस्ततु ककए जाए| मदद ननविदा िोरने के लरए ननमत ददन औय सभम ऩय मा इसके ऩहरे िैध फमाना यालश जभा प्राप्त नहीॊ होता है तो प्राप्त ननविदा अस्िीकाय कय दी जामगी ।

(b) ननविदा कीभत/ईएभडी से छूट का दािा कयने िारी एभएसएभई इकाइमाॊ उऩमुाक्त ऩैया 4 (फी) भें उजल्रखित ऩॊजीकयण प्रभाणऩि मा एभएसएभई उद्मोग आधाय ऻाऩन की सत्मावऩत हाडा प्रनत प्रस्तुत कयें। उऩमुाक्त ऻाऩन/प्रभाणऩि की हाडा कॉऩी सभूह प्रधान, ननभााण एिॊ अनुयऺण सभूह/प्रबाग सैक, अहभदाफाद के कामाारम भें देम नतधथ तथा ननविदा िोरे जाने के सभम से ऩूिा प्रस्ततु की जाए। मदद हाडा कॉऩी देम नतधथ तथा ननविदा िोरे जाने के सभम से ऩिूा प्राप्त नहीॊ होती है तो ननविदा प्रस्ताि यद्द कय ददमा जाएगा।


(a) Original instrument of EMD shall be submitted to the Office of the “Group Head, Construction

and Maintenance Group, SAC, Ahmedabad” on or before due date and time of opening of

tender. If valid EMD is not received on or before due date and time of opening of tender, the

tender offer shall be summarily rejected.

(b) The MSME units claiming exemption of Tender cost/EMD should submit attested hard

copy of MSME UDYOG ADHAR MEMORANDUM or registration certificate as indicated in

para 4 (b) above.

The hard copy of above memorandum/ certificate shall be submitted to the Office of the

Group Head, Construction and Maintenance Group, SAC, Ahmedabad on or before due

date and time of opening of tender. If hard copy is not received on or before due date

and time of opening of tender, the tender offer shall be summarily rejected.

7. ननविदा िरुने की अॊनतभ नतधथ को जजन ननविदाकायो ने िैध फमाना यालश जभा प्रस्ततु की है केिर उवही

की तकनीकी एिॊ िाखणजयमक फोरी िोरी जाएगी । तकनीकी एिॊ िाखणजयमक फोरी िरुने के फाद आगे की विस्ततृ सॊिीऺा/भूल्माॊकन ककमा जाएगा। तकनीकी-िाखणजयमक फोरी के भूल्माॊकन के दौयान, ननविदाकायो द्िाया प्रस्ततु ककए गए दस्तािेजों की विस्ताय से जाॉच की जाएगी। मदद कोई ननविदा जो ऩािता भानदण्ड ऩूया नहीॊ कयती है तो उसे इस चयण ऩय अस्िीकाय कय ददमा जाएगा औय ऐसे प्रस्तािों ऩय आगे विचाय नहीॊ ककमा जाएगा। इस चयण तकनीकी भूल्माॊकन सलभनत (टी.ई.सी.) द्िाया ननविदाकाय के ककए गए चनुनॊदा कामों का ननयीऺण कयते हुए ननविदाकाय की कामा ऺभता का ऩनु् भूल्माॊकन ककमा जाएगा । भूल्माॊकन भानदण्ड सदहत तकनीकी भूल्माॊकन प्रारूऩ ननविदा दस्तािेज के साथ सॊरग्न है। उवहीॊ ननविदाकायों की भूल्म फोरी एक ननददाष्ट्ट नतधथ को (अहा ननविदाकायों को ननमत सूचना के साथ) िोरी जाएगी जो जाॉच औय तकनीकी भूल्माॊकन के दौयान अहा ऩाई गईं है औय अनफुॊधों के अनुसाय आगे की प्रकिमा की जाएगी। On the due date of opening, the Technical & commercial bid of those tenderers who furnished valid EMD only will be opened. On opening of Technical & commercial bid, further detailed scrutiny / evaluation will be carried out. During the evaluation of techno-commercial bids, the documents furnished by the tenderers will be scrutinized in detail. Any tender, found as not fulfilling the eligibility criteria will be rejected at this stage and such offers will not be considered for further processing. At this stage, the competency of the tenderers will be further evaluated by a Technical Evaluation Committee (TEC), including inspection of selected works carried out by tenderers. The Technical Evaluation format including the evaluation criteria is enclosed in the tender document. The price bid of only those tenderers who have been qualified during the scrutiny and technical evaluation will be opened separately on a specified date (with due intimation to the qualified bidders) and further processed, as per tender procedure/ stipulations.

नोट् मदद कोई विशेष ननविदाकाय जजसे इसी प्रकाय के औय भहत्ि के ककसी कामा औय भूल्माॊकन के सभान भानदण्ड हेतु गत एक िषा भें ककसी बी इसयो कें द्र द्िाया तकनीकी रूऩ से भूल्माॊककत ककमा गमा है तो ऐसे फोरी रगाने िारे को ऩुन:भूाल्माॊककत नहीॊ ककमा जाएगा औय वऩछरे भूल्माॊकन के अॊक िताभान ननविदा के लरए ऩािता निधायण हेतु लरए जाएगे । Note: Any particular tenderer who has been technically evaluated by any of ISRO Centres in the past one year for any work of similar nature and magnitude and for same criteria of evaluation, such bidders will not be re-evaluated and the scores of the previous evaluation will be taken for the assessment of the eligibility for the present tender.

8. ठेकेदाय जजसका प्रस्ताि स्िीकाय ककमा गमा है को, उसे आशम-ऩि/ कामा आदेश जायी कयने की नतधथ से 15 ददनों के अॊदय प्रस्तावित यालश का 5% (ऩाॉच प्रनतशत) ननष्ट्ऩादन गायॊटी के रूऩ भें प्रस्ततु कयना होगा | प्रनतबूनत, “रेखा अथधकायी, सैक, अहभदाफाद” के ऩऺ भें जभा ककसी अनुसूधचत फैंक द्िाया भाॊग यसीद/लभमादी जभा यसीद के रूऩ भें मा ननधाारयत प्रऩि के अनुसाय अनुसूधचत फैंक द्िाया जायी फैंक प्रनतबूनत के रूऩ भें होगी । मदद कोई ठेकेदाय, फढ़ाई गई अिधध, मदद कोई हो, सदहत ननधाारयत अिधध के


अॊदय कधथत ननष्ट्ऩादन प्रनतबूनत जभा नहीॊ कयता है तो ठेकेदाय द्िाया जभा की गई फमाना यालश जब्त कय री जाएगी औय ठेकेदाय को त्रफना कोई सूचना ददए आशम-ऩि/कामा आदेश यद्द कय ददमा जाएगा | ननविदा के साथ जभा की गई फमाना यालश उऩयोक्त कधथत ननष्ट्ऩादन प्रनतबूनत प्राप्त कयने के फाद ही िाऩस की जाएगी |

The contractor, whose offer is accepted, will be required to furnish performance guarantee of 5% (Five Percent) of the tendered amount within 15 days from the date of issue of letter of intent/ work order. This guarantee shall be in the form of Deposit at Call receipt/ Term Deposit Receipt of any Scheduled Bank issued in favour of “Accounts Officer, SAC, Ahmedabad” (or) in the form of Bank guarantee issued by a scheduled bank in accordance with the prescribed form. In case the contractor fails to deposit the said performance guarantee within the period specified including the extended period if any, the Earnest Money deposited by the contractor will be forfeited and letter of intent/ work order cancelled automatically without any notice to the contractor. The Earnest Money deposited along with tender shall be refunded only after receiving the aforesaid performance guarantee.

9. इच्छुक ननविदाकाय सभूह प्रधान, सी.एभ.जी./ अभबमतंा-एस.जी./ अभबमतंा-एस.एप./ अभबमंता-एस.ई./ अभबमतंा-एस.डी. की ऩिूा अनुभनत से ननविदाए प्रस्ततु कयने के ऩिूा कामास्थर का ननयीऺण कय सकते हैं।

10. बायत के याष्ट्रऩनत की ओय से ननविदा स्िीकायकताा प्राधधकायी वमनूतभ मा कोई अवम ननविदा स्िीकाय कयने के लरए फाध्म नहीॊ है औय त्रफना कोई कायण फताए प्राप्त ककसी मा सबी ननविदाओॊ को अस्िीकाय कयने का अधधकाय यिता है। सबी ननविदाएॊ जजसभें कोई ननधाारयत शता ऩूयी नहीॊ की जाती है मा ननविदाकाय औऩफॊधधक छूट की कोई शता यिता है तो उवहें त्रफना विचाय ककए अस्िीकाय कय ददमा जाएगा ।

The tender accepting authority on behalf of President of India is not bound to accept the lowest or any other tender and reserves the authority to reject any or all the tenders received without assigning any reason. All tenders in which any of the prescribed condition is not fulfilled or any condition including that of conditional rebate is put forth by the tenderer shall be summarily rejected.

11. बायत के याष्ट्रऩनत की ओय से ननविदा स्िीकायकताा प्राधधकायी कामा आदेश जायी कयने से ऩूिा कामा ऺेि भें ऩरयितान/ कामा की भािा को कभ कयने का अधधकाय बी यिता है औय ननविदाकाय इस ऩय ककसी बी प्रकाय दािा नहीॊ कय सकता । The tender accepting authority on behalf of President of India also reserves the right to alter the

scope/ or reduce quantum of work before issue of work order and the tenderer shall not have any claim what so ever on this account.

12. बायत के याष्ट्रऩनत की ओय से ननविदा स्िीकायकताा प्राधधकायी सम्ऩूणा ननविदा मा ककसी बाग को स्िीकाय कयने का अधधकाय यिता है औय ननविदाकाय प्रस्तावित दय ऩय कामा ननष्ट्ऩादन कयने के लरए फाध्म होगा । The tender accepting authority on behalf of President of India reserves the right of accepting the

whole or any part of the tender and the tenderer shall be bound to perform the same at the rate quoted.

13. ननविदा के सॊफॊध भें प्रत्मऺ मा अप्रत्मऺ लसपारयश कयने ऩय सख्त प्रनतफॊध है औय ठेकेदायों द्िाया लसपारयश का सहाया रेते हुए प्रस्ततु की गई ननविदाएॊ अस्िीकाय कय दी जा सकती हैं ।

Canvassing directly or indirectly, in connection with tender is strictly prohibited and the tenders submitted by the contractors who resort to canvassing will be liable for rejection.

14. ननविदा स्िीकायकताा प्राधधकायी सभम-सभम ऩय सयकाय की नीनतमों के अनुसाय प्रस्तािों के लरए प्राथलभकता देने का विकल्ऩ यिता है।

The tender accepting authority reserves the option to give preferences to the offers in accordance with the policies of the Government from time to time.

15. ठेकेदाय को विबाग के उस केवद्र विशेष, जो ठेके को प्रदान कयने औय ननष्ट्ऩाददत कयने के लरए उत्तयदामी है, के प्रबाग भें कामा कयने हेतु ननविदा देने की अनुभनत नहीॊ दी जाएगी, जहाॉ उसका ननकट सॊफॊधी


कामायत हो । उसे उन व्मजक्तमों के नाभ फताने होंगे जो उसके साथ ककसी बी रूऩ भें कामा कय यहें हैं मा तदऩुयाॊत उसके द्िाया ननमकु्त ककए जाए औय अॊतरयऺ विबाग भें ककसी याजऩत्रित अधधकायी के ननकट सॊफॊधी है। ठेकेदाय द्िाया इस शता के ककसी उल्रॊघन ऩय ननविदा को अस्िीकाय मा सॊविदा को यद कय ददमा जाएगा । The contractor shall not be permitted to tender for works in the Group / Division of that particular

Centre of the Department responsible for award and execution of contracts for which his/her near relative is working. He/she shall also intimate the names of persons who are working with him in any capacity or are subsequently employed by him and who are near relatives to any Gazetted Officer in the Department of Space. Any breach of this condition by the contractor would render him liable for rejection of tender or cancellation of contract.

16. ननविदा, उऩयोक्त ऩैया 1 भें ननददाष्ट्ट ननविदा प्राजप्त की ननमत नतधथ से न्मनूतभ 120 ददनों की अिथध तक िैध होगी। मदद कोई ननविदाकाय िधैता अिधध के अॊदय प्रस्ताि िाऩस रेता है मा ननविदा के ककसी बी ननमभ एिॊ शता भें सॊशोधन कयता है जो विबाग द्िाया स्िीकामा नहीॊ हैं तो सयकाय को ककसी अवम अधधकाय मा ननिायण के ऩिूााग्रह के त्रफना फमाना यालश जभा का 50% (ऩचास प्रनतशत) ऩूणातमा जब्त कयने की छूट है। साथ ही, ननविदाकाय को कामा की ऩनु:ननविदा प्रकिमा भें बाग रेने की अनुभनत नहीॊ दी जाएगी।

The tender should be valid for minimum period of 120 days from the due date of receipt of the tender specified in Para 1 above. If any tenderer withdraws the offer within the validity period or makes any modifications in the terms and conditions of the tender which are not acceptable to the Department, the Government shall without prejudice to any other right or remedy, be at liberty to forfeit 50% (Fifty Percent) of the Earnest Money Deposit absolutely. Further, the tenderer shall not be allowed to participate in the re-tendering process of the work.

17. ननविदा तम होने ऩय, सपर ननविदाकाय के साथ एक कयाय ककमा जाएगा। On concluding the tender, an agreement shall be drawn with the successful tenderer.
