Early Warning System for Forest Fire or Wildland Fire (EWS-Fire) is a system that will allow forest fire managers and related people to mitigate fire-related problems, to reduce fire suppression costs and to enhance more efficient fire control. Forest and land management agencies, as well as land owners and communities, require early warning of extreme fire danger conditions that lead to uncontrolled wildfires.

“Early warning of fire fuel conditions allows fire managers to implement fire prevention, detection, and pre-suppression action plans before fire problems begin. Fire danger rating is commonly used to provide early warning of the potential for serious wildfires based on daily weather data”.

“Fire danger information is often enhanced with satellite data, such as active fire hotspots for early fire detection, and with spectral data on land cover and fuel conditions. Normally, fire danger rating systems provide a 4- to 6-hour early warning of the highest fire danger for any particular day that the weather data is supplied. However, by using forecasted weather data from advanced numerical weather models, extended early warning (i.e., 1-2 weeks) can be provided. This extra time allows for greater coordination of resource-sharing and mobilization within and between countries”.

Fire danger rating (FDR) is a mature science and has long been used as a tool to indicate the potential for serious wildfires. Fire danger rating is the systematic assessment of fire risk and potential impact, and it is the cornerstone of contemporary fire management programs.

FDR is used for many operational reasons:
1. to determine suppression resource levels (fire fighters, equipment, helicopters, fixed wing air tankers), mobilization, and strategic prepositioning;
2. to define safe and acceptable prescribed burn prescription criteria;
3. to establish fire management budgets based on long-term fire danger statistics; and
4. to justify increased funding during times of wildfire disaster.

1. Long-term early warning products (or seasonal forecasts) provide an indication of anticipated global trends in fire danger over the course of the upcoming fire season.
2. Short-term early warning products (1-2 weeks) provide information for large-scale tactical decision-making that requires 'spool-up' time to implement fire management action plans such as arranging the transfer of helicopters, fixed-wing air tankers, or fire fighters and equipment across international borders. 3. Early warning of 1-7 days provides information for strategic decision-making,such as pre-positioning suppression resources in the most critical areas to most effectively control new fires and contain on-going fires.

Forecasted fire danger provides early warning of future trends in fire potential, allowing fire managers to plan and implement fire management strategies in advance.
Combining forecasted fire danger maps with current fire hotspots will indicate critical areas where serious fire problem will occur if current fire activity persists.

GFED TPM 2003-2009• GFED TPM shows regular fire season starting in February,
peaking in March/April.
• 2004 and 2007 were much more severe, with ~3x the peak emissions compared to the next highest year (2005)
• Our first, basic goal is to determine which, if any, of the FWI indices had values that distinguish between the normal and extreme fire years
• Eg.: “Is there a BUI value above which severe fire occurred and below which severe did not occur?”

On 10 March2016Hi Veerachai,the operational NAAPS model is at 1/3 degree, but the reanalysis version we post is at 1 degree (111.12 km). At the moment we are not looking to enhance the release resolution, but it may happen in a year or so as we try and move to a new ensemble system running t 1/3 to 1/2 degree.Hope this helps,Jeff

Conclusions and Challenges Need to combine and integrate Lower and
Upper ASEAN FDRS together in order to complete the SEA regional picture
Then get fire early warning system up and running for the whole ASEAN
Need to put fire early warning (Forecast FDRS) information into a forest fire planning process and daily forest fire control activities
In the mean time, can use longer forecasted results by GFDRS to plan forest fire control activities

1) How did fires in your country this year compare to previous years?
2) This year has been described as "unprecedented" in terms of regional fire activity, where was this most observable in your view?
3) Do you agree or disagree with this list of factors contributing to the unusual fire activity: Climate change, El Niño, water management (hydropower, water diversions, irrigation), deforestation, hunting practices, negligence, slash and burn agriculture, and law enforcement. Would you add anything to this list?
4) What policies can ASEAN countries implement in the short term to address forest fires?
5) The response to this question will remain anonymous, as it will be tabulated with the sum of all the responses to determine what ASEAN experts collectively think. Accounting for the deviation from 'usual' activity and response capacity how would you rank ASEAN countries from most to least impacted by fires this past year?
