Cada um de nós encontrarámuitas razões diferentes paradesconfiar daquilo que a Econo-mia nos reserva, numa altura emque o contexto que envolve aEuropa não é particularmentefavorável. Mas o passado ensi-nou-nos muitas vezes que nãodevíamos colocar todos os ovosno mesmo cesto e a Soares daCosta desde cedo percebeu quevalia a pena alargar horizontes efitar o globo terrestre como umtabuleiro do jogo em constantemovimentação. As peças estãoefetivamente distribuídas pelasdiversas regiões e por vezes é ne-cessário acumular mais algumasnuma determinada região paramais tarde as poder mexer de no-vo, para o destino estrategica-mente mais favorável ao jogo. Háque sair de zonas de conforto earriscar, procurar novos mercados.Não foi, afinal, essa sabedoria queherdámos de outros tempos?
Há muito que assumimos quevale a pena arriscar e partir à des-coberta de novos mundos. Yes,it is worth it!
Each of us will find many differentreasons to be wary of what theEconomy has in store for us, at atime when the context in whichEurope finds itself is not particularlyauspicious. But the past has taughtus many times that we should notput all our eggs in one basket andSoares da Costa realised from earlyon that it was worth broadeninghorizons and seeing the globe asan ever-changing game board. Thepieces are actually located in diffe-rent regions and it is sometimesnecessary to accumulate a fewmore in a given region so that theycan later be moved to a strategicallymore advantageous destination forthe game. We must leave comfortzones and take risks, seek newmarkets. After all, was this not thewisdom we inherited from pasttimes?
We have long recognised that it isworth taking the risk and settingoff to discover new worlds. Giventhat Soares da Costa is not intimi-dated by the signs of unfavourableeconomic conditions, it is presentin Portugal and elsewhere in Euro-pe, but also maintains a regularpresence in Angola, Mozambique,Costa Rica and the United Statesof America. Responsive to theemergence of the Brazilian econo-my, Soares da Costa has nothesitated to move some of itspieces to South America, choosinga new strategic destination for itsinternational operations. Yes, weare convinced that it is worth it.And we will focus on a sustainableinternationalisation strategy thatwill allow us to grow with thelargest possible number of opera-tions around the world, admittingthat, at times, we will have to stepback and, on other occasions, itwill be time to step in and takeover. And, at all times, it is alsoworth having the best capital withwhich to invest in all markets:human capital! And with it we willcertainly go further!

MINI-HÍDRICAS - SMALL HYDROPOWER | CONCESSÕES - CONCESSIONS
Com 28 MW de potência adjudicados nos rios Tejo,
Mel e Zêzere, a Soares da Costa Hidroenergia des-
taca-se na implementação de centrais mini-hídricas
em Portugal. Alguns dos projetos estão já em fase
de licenciamento ambiental, outros estão prestes a
ser construídos. Os distritos de Santarém, Castelo
Branco e Viseu irão ser beneficiados com a construção
destas centrais, onde a combinação de uma turbina
hidráulica com um gerador permite transformar a
força da água em energia mecânica, que é convertida,
em energia elétrica, injetada posteriormente na rede
elétrica nacional.
As concessões para aproveitamentos hidroelétricos
são válidas por 45 anos e é intenção da Soares da
Costa concorrer já este ano a novas iniciativas públicas
de implementação e concessão de infra-estruturas
hidráulicas, para a produção de energia hidroelétrica
em várias regiões do país. Portugal tem como meta
para o horizonte de 2020, a atribuição de uma
potência total de 250 MW em pequenos aproveita-
mentos hidroelétricos.
Mas nem só em Portugal o Grupo Soares da Costa
se destaca na produção de energia elétrica em centrais
mini-hídricas. Também em São Tomé e Príncipe o
Grupo é detentor de 16 concessões de aproveita-
mentos hidroelétricos, dos quais dois estão já em
exploração e um em construção. Tendo em conta o
relevo da ilha e, as chuvas intensas que se fazem
sentir regularmente em São Tomé e Príncipe, o
território tornou-se num local muito favorável à
implementação de aproveitamentos hidroelétricos,
tendo em vista a ampliação do sector da produção
de energia elétrica, com base em energias renováveis.

With 28 MW capacity awarded on the Tagus, Mel and
Zêzere rivers, Soares da Costa Hidroenergia stands
out in the implementation of small hydropower plants
in Portugal. Some of the projects are already in the
environmental licensing stage, while others are soon
to be built. The districts of Santarém, Castelo Branco
and Viseu will benefit from the construction of these
plants, where the combination of a hydraulic turbine
and a generator makes it possible to turn the kinetic
energy of water into mechanical energy, which is
converted into electricity, subsequently fed into the
national grid.
Hydroelectric power plant concessions are for 45 years
and, this year, Soares da Costa intends to tender for
new public initiatives for the implementation and
concession of hydraulic facilities for hydroelectric
power generation in several regions of the country.
Portugal's goal for 2020 is to generate a total capacity
of 250 MW in small hydroelectric power plants.
But it is not only in Portugal that Soares da Costa
group stands out in electric power generation in small
hydropower plants. Also in Sao Tome and Principe,
the group holds 16 hydroelectric power plant
concessions, of which two are already in operation
and one under construction. Given the relief of the
island and the regular heavy rains, Sao Tome and
Principe has become a very favourable territory for the
implementation of hydroelectric power plants, with
a view to increasing electric power generation based
on renewable energy sources.

Recentemente adquirida pelo Grupo Soares da Costa, a SelfEnergy foi pioneira a prestar serviços de energia, na Ibéria,criando soluções de energias renováveis e de eficiência energé-tica para pessoas individuais e empresas.-
Casas particulares, condomínios, escritórios, hospitais, hotéis,piscinas, escolas, centros comerciais são alguns exemplos deinstalações onde a intervenção da Self Energy, empresa recente-mente adquirida pela Soares da Costa, leva poupança e racionali-zação de energia. “A fatura de energia num edifício é normalmenteelevada; como poupar?”, a pergunta é colocada por Miguel Matias,vice-presidente da Self Energy, que responde: “quem gere umedifício tem que diminuir custos; a empresa prestadora de novosserviços de energia garante essa redução de dinheiro, de energiae de preocupação ambiental”.
O conceito da Self Energy é tornar cada edifício mais sustentávelenergeticamente, desde a arquitetura potenciadora do uso derecursos naturais, até opções de construção e utilização de fontesrenováveis de energia. “Podemos dizer que é preciso estimularuma estratégia de mudança, porque as inovações permitem, hoje,soluções fantásticas e empresas de novos serviços de energia, asESCOs, como a Self Energy, aliam essa vantagem tecnológica comuma componente financeira”, continua Miguel Matias.
Contrato de Poupança de EnergiaA Self Energy começa por realizar uma auditoria energética aoedifício do cliente. “Não há um modelo único de funcionamentonem uma solução standard; cada edifício tem um consumo deenergia próprio e o plano de intervenção pode incluir ações corretivase/ou implementação de equipamentos de energias renováveis”,explica Miguel Matias.
A novidade das empresas de novos serviços de energia, como é aSelf Energy Esco, é a de se comprometerem com os resultadosque preconizam na sua intervenção energética e co-investiremcom o próprio cliente para alcançar as poupanças previstas.“Celebramos um contrato de garantia de performance, em quenos responsabilizamos por entregar determinada poupança e esseenvolvimento é crucial”, confirma Miguel Matias.
Nestes projetos, a Self Energy inclui propostas de produção localde energia, para que sejam os edifícios a gerar, neles próprios,parte da energia de que necessitam para funcionar, com destaquepara sistemas fotovoltaicos e CHP.

Recently acquired by Grupo Soares da Costa, Self Energy pioneeredenergy services in Iberia, creating solutions for renewable energyand energy efficiency for individuals and companies-
Private houses, condominiums, offices, hospitals, hotels, swimmingpools, schools and shopping centres are some examples of facilitieswhere the intervention of Self Energy, a company recently acquiredby Soares da Costa, makes savings and efficient use of energy. "Theenergy bill is usually high in a building, how to save?" is the questionasked by Miguel Matias, vice president of Self-Energy, who says,"the person who manages a building has to reduce costs; thecompany providing new energy services ensures the reduction ofcosts, energy and environmental concern".
The concept of Self Energy is to make each building more sustainablefrom an energy perspective, from the potential architecture to theuse of natural resources through construction options, and the useof renewable energy. "We can say it is necessary to stimulate astrategy of change, because today's innovations allow for fantasticsolutions as well as businesses for new energy services, ESCOs, suchas Self Energy, combining this technological advantage with afinancial component", Miguel Matias added.
Energy Saving ContractSelf Energy begins by performing an energy audit on the client'sbuilding. "There is no single working model or standard solution;each building has its own power consumption and the interventionplan may include corrective actions and / or the implementation ofrenewable energy equipment", Miguel Matias explains.
The novelty of new energy business services, such as Self EnergyEsco, is to engage with the results advocated in the energy policyand co-invest along with the client to achieve the envisaged savings."We sign contracts that guarantee performance, in which we takeresponsibility for delivering determined savings, and that involvementis crucial", confirms Miguel Matias.
In these projects, Self Energy includes proposals for local energyproduction, so that the actual buildings generate part of the energythey need to function, with particular focus on photovoltaics andCHP (combined heat and power) systems.

Geografia de intervençãoCom projetos em curso não só em Portugal, mastambém em Espanha, Inglaterra e Moçambique, aSelf Energy pondera explorar novas oportunidadesde negócio em Angola e no Brasil, acompanhandoos projetos de internacionlização do Grupo Soaresda Costa.
No trabalho com Moçambique, tem sido privilegiadoo objetivo de criar instalações com autonomia emenergia, porque há irregularidades na prestação doserviço da rede. Em Portugal, a Self Energy tematuado no mercado doméstico, de acordo com asoportunidades que o Governo estabeleceu para amicrogeração de energia instalada em laresparticulares, onde as famílias beneficiam de tarifasbonificadas durante 15 anos.
A atividade no Reino Unido tem estado focada emserviços de consultoria e eficiência energética paracampus universitários e edifícios públicos.
No Médio Oriente (Jordânia, Egito, Arábia Saudita,Argélia), a Self Energy tem prestado assessoriaenergética a unidades industriais, no sentido de criaruma gestão dos edifícios mais eficiente, económicae alinhada com políticas de redução do CO2.
Em clara expansão no portfólio da Self Energy estáa construção de centrais fotovoltaicas (EPC-enginneering, procurement & construction). Depoisde projetos implementados em Madrid, Múrcia eGran Canaria (Espanha), a Self Energy prepara-separa dar início, em maio, à construção de uma centralsolar de 8 MW em Ferreira do Alentejo. “Dará paraabastecer o equivalente a uma cidade com 10.000habitantes”, revela Rogério da Ponte, administradorna empresa.
Para 2012, estão programados projetos similarespara os mercados francês, inglês e polaco.

In the work being done with Mozambique, privilegehas been given to the creation of facilities withindependent energy, because there are irregularitiesin the provision of the network service. In Portugal,Self Energy has operated in the domestic market forover 15 years, in accordance with the opportunitiesthat the Government has set for energy microgeneration installed in private homes, where familiesenjoy subsidized rates.
In the UK the activity has focused on consultingservices and energy efficiency for public buildings anduniversity campuses.
In the Middle East (Jordan, Egypt, Saudi Arabia,Algeria), Self Energy has provided energy assistanceto industrial units in order to create more efficientmanagement of buildings in line with economicpolicies to reduce CO2.

O novo Posto Médico da Soares da Costa em Angola está disponível

para a realização de exames no âmbito da Medicina do Trabalho.
O novo posto fica localizado na Estrada do Cacuaco, em Mulemba,
e dispõe de dois consultórios médicos, um espaço para colheitas
de amostras, sala de tratamentos e salas de observações. A sala
de espera tem capacidade para 30 lugares sentados.
O posto pode ser utilizado por todos os trabalhadores do grupo,
mulher e filhos menores de 18 anos. Ali estarão disponíveis
consultas de clínica geral, análises de laboratório e medicamentos
para tratar doenças correntes naquela região, como o paludismo,
as doenças diarreicas agudas e as doenças respiratórias agudas.
Aos trabalhadores da empresa, a Soares da Costa disponibiliza
ainda uma comparticipação de 60% para o valor dos
medicamentos necessários.
The new Medical Centre Soares da Costa in Angola is available to
company employees and their families and also for examinations
under Occupational Medicine. The new office is located at Estrada
do Cacuaco, in Mulemba, and has two doctors, a space for sample
collection, a treatment and observation rooms. The waiting room
has a seating capacity of 30.
All employees of the group can use the facility/post, with priority to
women and children under the age of 18. Clinical consultations,
laboratory tests and medication for treating common diseases in
that region such as malaria, acute diarrheal diseases and acute
respiratory illnesses will be available. Soares da Costa company workers
get 60% reimbursement on the cost of the medication needed.

vão poder desfrutar. O projeto da torre que irá acolher
a sede do Banco Espírito Santo Angola promete
proporcionar uma vista ímpar sobre a cidade de
Luanda: a Avenida do 1º Congresso do MPLA, o Largo
do Lumej, ali bem próximo, e ao fundo toda a baía
da cidade, convidando a uma pausa nos ponteiros
do relógio enquanto o olhar deambula por todos os
pormenores do horizonte.
A torre de 25 pisos promete rasgar os céus de Luanda
e confrontar as diferentes escalas dos edifícios que
a rodeiam, intensificando a diversidade ali predo-
minante. Ao optar por uma solução de embasa-
mento, o edifício cria uma espécie de grande praça
coberta, que não só protege as várias entradas da
torre, como ao mesmo tempo se articula com os
edifícios vizinhos de menor dimensão. É nesse
primeiro nível que funcionará a agência bancária,
uma galeria de arte, um restaurante e bar e ainda
um auditório com capacidade para 248 pessoas,
além de áreas técnicas.
Em cima funcionarão 16 pisos de escritórios, inter-
calados por quatro pisos técnicos. O topo tem três
pisos reservados para a administração, incluindo
um espaço de refeições, suites habitacionais e um
espaço fitness. O 25º e último piso está reservado
para o acesso ao heliporto, com uma plataforma
de 32m x 32m.
A torre conta ainda com cinco caves para estaciona-
mento, com capacidade para 193 viaturas.

Building of BESA will enjoy. The design of the tower
that will house the headquarters of Banco Espirito
Santo Angola promises to provide a unique view
over the city of Luanda: Avenida do 1º Congresso do
MPLA, Largo Lumej, located nearby, and in the
background, the whole bay of the city, inviting us
to stop the clock while our eyes scan the horizon.
The 25-storey tower promises to scrape the skies
of Luanda and confront the different scales of the
buildings around it, enhancing the diversity that
prevails there. By choosing a basement solution,
the building forms a kind of large covered square,
which not only shelters the various entrances to
the tower, but also combines with the smaller
neighbouring buildings. This first level will house
the bank branch, an art gallery, a bar and restaurant
and an auditorium with capacity for 248 people,
as well as technical areas.
Above it there will be 16 office floors, interspersed
with four technical floors. The top will have three
floors reserved for the administrative offices,
including a dining area, residential suites and a
fitness area. The 25th and last floor will only serve
to access the heliport, with a 32m x 32m platform.
The tower will also have five underground parking
levels with capacity for 193 cars.

Soares da Costa está a construir um novo edifício
de 8 pisos, que vai acolher a sede do Instituto
Nacional de Estatística em Luanda.

As linhas arredondadas e as paredes envidraçadas
confirmam a modernidade do edifício de 8 pisos que
acolherá a nova sede do Instituto Nacional de Esta-
tística (INE) em Angola. Localizado no cruzamento da
Avenida Revolução de Outubro com a Rua Ho Chi Min,

modernity of an 8-story building that will host the

está a ser construído na vila olímpica um edifício de

A few months from the 10th All-Africa Games to be
held in the capital of Mozambique, Maputo, from 3
to 18 september, 2011, Soares da Costa and Mota Engil
accelerate the pace to complete the construction of
the whole village that will support the sporting event.
To accommodate all the athletes and their support
teams, a four-storey building with 848 3-bedroom
apartments is being built in the Olympic village. In
addition to the dwellings, the project envisages their
pedestrian and road accesses, car parks, landscaping
and the various support facilities for the residents
of the new village. The construction of a training
arena and a car park to accommodate 130 buses is
also planned.
The project also includes the construction of a 10-lane
olympic-sized swimming pool for the top-level
competitions and an 8-lane training and warm-up
pool, with their respective changing rooms and benches.

Cerca de duas centenas de trabalhadores têm sido mobilizados para
edificar o futuro Tribunal Administrativo de Maputo. O edifício está
a ser construído na Praça do Município desde Agosto de 2009 e a
Soares da Costa prevê que a conclusão da obra possa acontecer
alguns meses antes do previsto.
O projeto do Tribunal Administrativo de Maputo, concebido pelo
arquiteto José Forjaz e pelo engenheiro Jorge Silva, prevê a construção
de um edifício de sete pisos elevados, sendo os primeiros seis pisos
com a forma de “U” e o último piso com a forma de “O”. Abaixo do
solo, estão a ser construídos dois pisos para estacionamento. O
projeto está avaliado em perto de 9,5 milhões de euros.
Around two hundred workers have been deployed to build the future
Administrative Court of Maputo. The building is being erected on
Praça do Município square since August 2009 and Soares da Costa
expects that the work will be completed a few months ahead of
schedule.
The project of the Administrative Court of Maputo, designed by
architect José Forjaz and engineer Jorge Silva, envisages the
construction of a seven-storey building, the first six floors being U-
shaped and the last O-shaped. Two underground floors are being
built for parking. The project is estimated at about EUR 9.5 million.

With a deep knowledge of Africa and its needs, José Forjaz has
always made a point of integrating architecture with the urban
planning of the towns and cities in which he operates. He was a
lecturer and director of the Faculty of Architecture and Physical
Planning at Eduardo Mondlane University in Maputo, and came
to be appointed Advisor to the Minister of Public Works and Hou-
sing and Secretary of State for Physical Planning. He was also
invited by Kofi Annan, Secretary-General of the United Nations,
to undertake the project of his private house in Accra, Ghana.

The 58,000 inhabitants of the whole administrative area,which includes the districts of Mabalane and Chicualacuala,are looking forward to the repair of the road that runs parallelto the railway line. This project is funded 85% by thePortuguese government and 15% by the Mozambicangovernment. The National Road Administration awardedthe consortium formed by Soares da Costa and Gabriel Coutothe Rehabilitation Works on the N221 Road betweenCombumune and Chicualacuala, divided into two sections.One will link Combomune (16,000 Inh.) to Mapai (22,500Inh.), along a 100 km stretch, and the other will completethe 87 km between Mapai and Chicualacuala (19,500 Inh.).
Equally or more important than the rehabilitation of theN221 Road, including the adjustment of the layout and itsbituminous surfacing, will be the urgent increase in elevationof the existing platform, which is 1-2 metres below therailway line. This measure will contribute to improving thestorm water drainage system, ensuring a smooth trafficflow on the road throughout the year.

O NOVO GIGANTEDO ZAMBEZE
THE NEW GIANT OF THE ZAMBEZI
Está em curso o projeto de execução da Nova Ponte de Tete sobre
o Rio Zambeze e Acessos Imediatos, onde os preparativos para
uma grande obra já começam a dinamizar a economia da região.

Uma travessia de 1.586,80 metros vai unir as margens do Rio
Zambeze (cerca de 5 km a Sul de Tete), no centro-interior de
Moçambique. O rio que nasce na Zâmbia e atravessa Moçambique
de Oeste a Este era já atravessado pela Ponte Samora Machel, mas
as anomalias detetadas na inspeção realizada à infraestrutura, em
2007, levaram o Estado moçambicano a optar pela decisão de
construir uma nova ponte sobre este rio.
A população de Tete aguarda ansiosa pela conclusão do tabuleiro
(construído pelo sistema de carros de avanço sucessivos) com 717,20
metros de comprimento e 14,80 metros de largura. A travessia inclui
ainda a construção de dois Viadutos de Acesso (construídos pelo
sistema de viga de lançamento), com 434,80 metros cada um, bem
como cerca de 13.398 metros de novas estradas (acessos imediatos)
e ainda a reabilitação de cerca de 260 km de estradas de Cuchamano
> Tete > Zóbué. Além da Soares da Costa, que participa no Consórcio
Construtor em 43,5%, estão envolvidas neste projeto a Mota-Engil
(também com 43,5%) e a Opway Engenharia (com 13%). Na vertente
operadora, o Consórcio Concessionário é composto pela Soares da
Costa Concessões (40%), pela Ascendi (40%) e pela moçambicana
Infra Engineering (20%). O projeto está avaliado em 105 milhões de
euros, dos quais 75 milhões se destinam exclusivamente para a
nova ponte e seus acessos rodoviários.
Com perto de meio milhar de trabalhadores diretos a afetar a obra
proximamente, o projeto da Nova Ponte de Tete está já a agitar a
economia regional, prevendo-se também a mobilização de uma
centena de postos de trabalho indiretos.
O Contrato de Concessão da nova ponte tem a duração de 30 anos
e prevê que o Consórcio obtenha receitas durante a fase de construção
da ponte através das taxas rodoviárias e portagens cobradas na
Ponte Samora Machel. Após a abertura da nova ponte passarão a
ser cobradas portagens em vários pontos do eixo Cuchamano - Tete
- Zóbuè, cujas receitas reverterão a favor do Consórcio Concessionário.
A project is underway to build the New Bridge of Tete on the
Zambezi River and Immediate Approaches, where preparations
for a large-scale work have already started to boost the region's
economy.

A 1586.80-metre-long bridge will connect the banks of the Zambezi
River (about 5 km south of Tete), in the central inland region of
Mozambique. The river that starts in Zambia and flows through
Mozambique from West to East was already crossed by the Samora
Machel Bridge, but the flaws detected in the survey conducted on the
infrastructure in 2007 led the Mozambican state to make the decision
to build a new bridge over the river.
The inhabitants of Tete anxiously await the completion of the 717.20-
metre-long and 14.80-metre-wide deck (using the consecutive form-
traveller system). The bridge also includes the construction of two
434.80-metre Approach Viaducts (using the launching girder system)
and approximately 13,398 metres of new roads (immediate
approaches) and also the rehabilitation of about 260 km of roads

which has a 43.5% stake in the Construction Consortium, Mota-Engil

É na primavera de 2012 que a Prince espera concluir o
seu primeiro projeto fora da Flórida. A Fall Line
Freeway, no estado da Geórgia é já um marco no
currículo da empresa do Grupo Soares da Costa e
promete abrir portas para a captação de novos projetos.

Começou a ser construída em finais de março a ponte
que integra o projeto Fall Line Freeway em Gordon,
no estado norte-americano da Geórgia. A obra está
a cargo da Prince, empresa do Grupo Soares da Costa,
que depois de ter ganho prestígio pelas obras
realizadas no mercado tradicional, a Flórida, se aven-
tura agora fora de portas, estreando-se com o projeto
encomendado pelo Departamento de Transportes da
Geórgia. Na primavera de 2012 deverão estar con-
cluídos todos os 12 km da nova estrada. A ponte deve-
rá estar pronta ainda em dezembro de 2011.
O projeto de Fall Line Freeway está avaliado em 30
milhões de dólares (21,5 milhões de euros) e obrigou
a intensas horas de escavações e terraplanagens. Para
evitar possíveis impactos causados pela chuva, as auto-
ridades georgianas apenas autorizam a intervenção
em 17 hectares de terra de cada vez, mas os cuidados
revelados pela Prince durante os meses precedentes
valeram à empresa uma autorização especial para
realizar intervenções em 25 hectares de terreno de
cada vez, o que permitiu acelerar o ritmo de trabalho.
Prince expects to complete its first project outside of
Florida in the spring of 2012. The Fall Line Freeway
in the state of Georgia is already a milestone in the
curriculum of this company of Soares da Costa group
and promises to open doors to new projects.

The construction of the bridge included in the Fall Line
Freeway project in Gordon, in the U.S. state of Georgia,

Freeway valeu também à Prince um segundo contrato
adjudicado pelo mesmo departamento estadual. Até
2013, a Prince vai estar envolvida na construção de 7
pontes e no alargamento de quase 6 km de rodovia
na estrada I-75, em Macon, a cerca de 40 km de
distância do projeto Fall Line Freeway. A obra tem
um prazo de execução de 30 meses e está avaliada
em 54 milhões de dólares (38,8 milhões de euros).
Por se tratar de um projeto de intervenção numa
rodovia com tráfego intenso, foi já construída uma
parede temporária que servirá de barreira entre a zona
de trabalhos e as vias que continuam abertas ao
trânsito. A empresa previu também a colocação de
asfalto temporário junto a alguns troços, possibili-
tando a realização de desvios temporários do tráfego
para conclusão dos trabalhos.
Além de cumprir com os objetivos de expansão
geográfica em território norte-americano, traçados
pelo Grupo Soares da Costa, a Prince consegue dois
projetos emblemáticos para figurar no seu currículo,
tornando-se numa referência no mercado de cons-
trutoras de pontes e estradas, onde o seu portefólio
tem permitido acumular um know-how considerável.
Prince's good performance in the Fall Line Freeway
project has also earned this company a second contract,
awarded by the same state department. Until 2013,
Prince will be engaged in the construction of seven
bridges and the widening of nearly 6 km of road on
the I-75 highway in Macon, about 40 km away from
the Fall Line Freeway project. The work has a
completion period of 30 months and is estimated at
US$ 54 million (EUR 38.8 million). Given that it is an
intervention project on a heavily trafficked highway,
a temporary wall has already been built to serve as a
barrier between the working area and the roads that
remain open to traffic. The company has also planned
the laying of temporary asphalt along several stretches,
allowing the implementation of temporary traffic
detours for the completion of works.
In addition to achieving the goals of geographic
expansion on U.S. soil, set by Soares da Costa group,
Prince has won two flagship projects to include in its
curriculum, making it a benchmark company in the
bridge and road construction market, where its portfolio
has contributed to accumulate considerable know-how.

Em janeiro de 2011 o Presidente norte-americano Barack Obama,
lançou um ambicioso plano que irá duplicar o nível atual de inves-
timento em infraestruturas rodoviárias e ferroviárias nos EUA.
A Administração Obama irá também contemplar parcerias público-
-privadas para concretizar os projetos, e pretende capitalizar um
“Banco Nacional de Infraestruturas” com 50 mil milhões de dólares
para alavancar o investimento do governo federal com capital privado.
A Flórida e Geórgia são os estados onde o Grupo Soares da Costa
está presente no mercado norte-americano com as suas participadas
Prince e Soares da Costa Concessions:

In january 2011, U.S. President Barack Obama launched an ambitious
plan to double the current level of investment in road and railway
infrastructure in the USA.
The Obama Administration will also encourage public-private
partnerships to implement projects, and intends to capitalise a
"National Infrastructure Bank" with US$ 50 billion to leverage federal
government investment with private capital.
Florida and Georgia are the states where Soares da Costa Group
operates in the U.S. market, through its subsidiaries Prince and
Soares da Costa Concessions:
. In Florida, Prince is currently building bridges and motorways and
is well positioned to participate in the infrastructure investment
plan proposed by the present Administration.
. In Georgia, Soares da Costa Concessions and Prince are part of
the Georgia Mobility Partners group, which is involved in the West
by Northwest project, a public-private partnership estimated at
US$ 1.2 billion for the implementation of "Managed Lanes" in
northwest Atlanta. Georgia has plans for the next 10 years to
implement a "Managed Lanes" system in the Atlanta metropolitan
area, amounting to US$ 16 billion.
Texas is the third state on which Soares da Costa Group keeps a
watchful eye. The Texas governor has already announced that he
intends to use public-private partnerships to refurbish the state's
infrastructure, particularly in the Dallas and Houston areas. A formal
legislative decision is expected in the first half of 2011. Whether it
be in construction projects or concessions, Soares da Costa Con-
cessions and Prince have plans to achieve geographic expansion
into the state of Texas in 2012.
In 2010, these three south-eastern states - Florida, Georgia and

The project to expand the capacity of Alqueva Dam
has been carried out since august 2008 by the
Hidroalqueva consortium, owned by Soares da Costa.
The work should be completed next year.

Level 152.00. This figure represents the maximum
water storage level in the Alqueva dam and was first
reached in january 2010. It was then necessary to open
the sluice gates to discharge the bottom half of the
dam. At the time, the Hidroalqueva consortium, owned
50% by Soares da Costa, was already in its second
year of operations and took up the challenge of
expanding the dam's capacity. This project was
designed to be carried out in four years, requiring a complex, large-
scale intervention in what is today a project aimed at structuring the
development of the Alentejo region.
Expanding the capacity of the Alqueva dam involves the construction
of a second hydroelectric power plant, equipped with two reversible
sets with technical characteristics similar to those of the existing
plant on the right bank of the Pedrógão dam. The plant consists of
a 40m X 79m main block, with the axles 24 metres apart.
The work should be completed in the summer of 2012 and has deployed
hundreds of workers to the Alentejo region. The maximum number
of workers hired is expected to be reached by the spring of 2011, when
an estimated 380 workers are to be deployed for this project, between
direct and indirect jobs.
In order to ensure the highest level of efficiency and the best
working conditions at the site, Hidroalqueva has invested EUR 600
thousand in implementing the Occupational Health and Safety
system, which includes an on-site sick bay, a permanent nurse and
the presence of a general practitioner 4 hours a week, in addition
to occupational medicine.
Reforçar a potência da Barragem do Alqueva é o projeto que o
consórcio Hidroalqueva, participado pela Soares da Costa, está a
desenvolver desde agosto de 2008. A obra deverá estar concluída
no próximo ano.

Cota 152,00. O número corresponde ao nível máximo de arma-
zenamento de água na albufeira de Alqueva e foi pela primeira vez
atingido em janeiro de 2010. Nessa altura, foi necessário abrir as
comportas de descarga de meio fundo da barragem. Por essa altura
decorria já o segundo ano de intervenção do consórcio Hidroalqueva,
detido em 50% pela Soares da Costa, que ali assumiu o desafio de
reforçar a potência da barragem. Um projeto desenhado para ser
desenvolvido em quatro anos, obrigando a uma intervenção complexa
e de grandes dimensões naquele que é hoje um projeto estruturante
do desenvolvimento do Alentejo.
O reforço de potência da barragem do Alqueva implica a construção
de uma segunda central hidroelétrica, equipada com dois grupos
reversíveis de características técnicas similares às da central existente
na margem direita da albufeira de Pedrógão. A central é constituída
por um bloco principal de 40m X 79m, estando os eixos a 24 metros
de distância.
A obra deverá estar concluída no verão de 2012 e tem mobilizado
centenas de trabalhadores para aquela região do Alentejo. Prevê-
se que o número máximo de trabalhadores afetos seja atingido já
na primavera de 2011, altura em que é estimada a mobilização de
380 trabalhadores para este projeto, entre postos de trabalho diretos
e indiretos.
Para garantir o maior nível de eficiência e assegurar as melhores
condições de trabalho no local, a Hidroalqueva investiu 600 mil euros
na implementação do sistema de Higiene e Segurança no Trabalho,
que inclui uma enfermaria junto à obra, um enfermeiro em
permanência e acompanhamento médico de clínica geral durante
4 horas semanais, além da medicina no trabalho.

Um estudo minucioso sobre as melhores técnicas de
tratamento de resíduos permitiu à Soares da Costa
projetar, conceber e construir a central de valorização
orgânica no Pinhal Conde da Cunha, próximo de
Belverde. A nova central é capaz de processar
anualmente 40.000 toneladas de resíduos urbanos
biodegradáveis a partir de resíduos sólidos urbanos
e 20.000 toneladas de resíduos urbanos biodegra-
dáveis provenientes de recolha seletiva.
O novo centro integra cinco áreas de tratamento de
resíduos que permitem garantir, no seu conjunto, um
processamento eficiente dos resíduos recebidos, numa
altura em que a eficiência do destino desses mesmos
resíduos se tornou num dos mais complexos proble-
mas a que a sociedade tem de dar resposta.
A comprehensive study on the best waste treatment
techniques allowed Soares da Costa to design, develop
and build the organic recovery centre at Pinhal Conde
da Cunha, near Belverde. The new centre is capable of
processing 40,000 tons annually of biodegradable
municipal waste from municipal solid waste and
20,000 tonnes of biodegradable municipal waste from
separate collection.
The new centre has five waste treatment areas that,
as a whole, ensure an efficient processing of the waste
received, at a time when the efficiency of the des-
tination of such waste has become one of the most
complex problems that society has to overcome.

Pousada no cimo da SerraInn at the top of the mountainEm tempos foi espaço de recuperação da saúde e
bem-estar, reservado para os trabalhadores ferroviá-
rios e seus familiares. O edifício do antigo sanatório
das Penhas da Saúde deixou de exercer as funções
de outros tempos e está prestes a ser convertido na
futura Pousada Serra da Estrela. Um desafio aceite
pela Soares da Costa, que assume o projeto de adapta-
ção do edifício às suas novas funções, o que implica
recuperar e reabilitar o imóvel já existente, mas
também construir uma edificação nova nas traseiras
do edifício original, para proporcionar o alargamento
da área coberta e a inclusão de novos serviços. Serão
precisos 14 meses para proceder a todos os trabalhos
previstos no projeto.
O desafio será ainda mais relevante por se tratar de
uma obra de grande dimensão que decorre a 1250
metros de altitude. Está prevista a mobilização de
duas dezenas de trabalhadores para o local, onde
estarão apoiados por máquinas de pequeno e médio
porte para demolições, máquinas giratórias e camiões,
uma retro-escavadora e duas gruas-torre.
Os 93 quartos da futura Pousada Serra da Estrela
estarão distribuídos por cinco dos sete pisos que o
edifício passará a integrar. Entre eles está um piso
subterrâneo, para as galerias técnicas, e um piso
térreo para as áreas sociais, técnicas, serviços e dois
quartos. A receção estará disponível no primeiro piso
do edifício, onde os futuros hóspedes da pensão
poderão apreciar os salões preparados para os diversos
eventos que a pousada poderá acolher. Também
nesse piso estarão 12 quartos disponíveis. Os três
pisos seguintes destinam-se exclusivamente a
quartos e o último piso, no 5º andar, estará reservado
para a localização de uma suite.
It was once a health and well-being centre reserved
for railway workers and their families. The building
of the former sanatorium of Penhas da Saúde ceased
to perform its original functions and is about to be
converted into the future Pousada Serra da Estrela
inn. This challenge has been accepted by Soares da
Costa, which takes on the project to adapt the
building to its new functions, involving the
refurbishment and rehabilitation of the existing
building, but also the construction of a new building
behind the original one, in order to enlarge the
covered area and include new services. It will take
14 months to complete the works under the project.
The challenge will be even greater since it is a large-
scale work carried out at an altitude of 1250 metres.
Up to 170 workers are expected to be deployed to
the site, where they will be assisted by small and
medium-sized machines, rotary machines and trucks,
backhoe loaders and two tower cranes for demolition
operations, earthworks, structures and finishes.
The 93 bedrooms of the future Pousada Serra da
Estrela inn will be spread over five floors that the
building will offer. Among them is a ground floor
for the common areas, technical services and two
bedrooms. The reception will be located on the first
floor of the building, where the future guests of the
inn may enjoy the rooms prepared for the various
events that will be held at the inn. This floor will
also have 12 bedrooms. The next three floors will
only have bedrooms and on the top floor, i.e. the
5th floor, there will be a suite.

Sendo o Alentejo uma das regiões de
Portugal mais sedentas de água, especial-
mente durante os meses mais quentes do
ano, o projeto de desenvolvimento de blocos
de rega em Aljustrel e Pedrógão assume
particular relevância para a prossecução de
projetos de exploração agrária.
A rede secundária de rega que a EDIA en-
comendou ao consórcio liderado pela Soares
da Costa para Aljustrel beneficia uma área
de 1318 hectares, em média/alta pressão,
numa extensão de 21,3 km. Inclui 55 hidran-
tes e 107 bocas de rega e está avaliado em
quase 10 milhões de euros.
Ainda mais extensa é a área beneficiada pela
rede secundária de rega construída em Pedró-
gão, no concelho da Vidigueira. São 1425
hectares de terreno que terão acesso mais
facilitado a água, através de 29 hidrantes e
63 bocas de rega. A rede de rega tem uma
extensão de 15 km e está avaliada em mais
de 8 milhões de euros.
Given that the Alentejo is one of Portugal's
driest regions, especially during the warmer
months of the year, the project to develop
irrigation blocks in Aljustrel and Pedrógão is
of particular importance for the implemen-
tation of agricultural projects.
The secondary irrigation network that EDIA
awarded to the consortium led by Soares da
Costa for Aljustrel supplies an area of 1318
hectares, with medium/high pressure,
covering 21.3 km. It includes 55 hydrants and
107 quick-coupling valves and is estimated
at nearly EUR 10 million.

Apesar de a Roménia ter sido particularmente afetada
pela crise económica internacional, que conduziu a uma
retração significativa do investimento público, com
impacto relevante no setor da construção, a experiência
do Grupo Soares da Costa tem motivado um acolhi-
mento positivo dos seus projetos naquele território.
Foi nos últimos dias de 2010 que o Grupo deu por
concluído o projeto de reabilitação e extensão das
Redes de Esgotos e de Abastecimento de Água de
Pitesti, desenvolvido em consórcio. O projeto começou
a ser desenvolvido no verão de 2008 e incluiu a
construção de estações elevatórias de água, novas
estações elevatórias de esgotos, a construção de um
centro de controlo, um coletor de águas pluviais execu-
tado em túnel e a colocação de equipamento e sistemas
SCADA. No total, o projeto foi avaliado em mais de 21
milhões de euros. Só os trabalhos de desenvolvimento
da rede de água potável custaram mais de 3 milhões
de euros, incluindo terraplanagens, blocos de ancora-
gem, válvulas e conexões, entre outros. Já o projeto da
rede de saneamento, que incluiu também terraplana-
gens, a colocação de tubos de esgoto e coletores, está
avaliado em mais de 5 milhões de euros.
Perto de 500 mil euros ficaram reservados para a
construção das estações elevatórias, num orçamento
que incluía não só os trabalhos de construção civil,
mas também as intervenções mecânicas e elétricas.
O mesmo aconteceu para as novas estações eleva-
tórias de saneamento, mas neste caso com um
orçamento superior a 1 milhão de euros.
Mais de 5 milhões de euros ficaram afetos nesta obra
ao coletor de águas pluviais, que incluiu a execução de
um microtúnel com 1400 ml e 3000 mm de diâmetro.
Although Romania has been particularly affected by
the international economic crisis, which led to a marked
decline in public investment with notable impact on
the construction sector, the experience of Soares da
Costa Group has encouraged positive reception of its
projects in that territory. Developed in consortium, it
was at the end of 2010 that the Group completed the
rehabilitation project and extension of sewerage
networks and water saupply in Pitesti. The project was
first developed in the summer of 2008 and included
the construction of water pumping stations, new
sewage pumping stations, the construction of a control
centre, a rainwater receptacle running into a tunnel
and the placement of SCADA equipment and systems.
In total, the project was valued at more than 21 million
Euros. The work on developing the network of drinking
water alone cost more than 3 million Euros, including
earthworks, anchor blocks, valves and connections,
amongst others. The design of the sewerage network
alone, which also included earthworks and the laying
of sewer pipes and collectors, is valued at more than
5 million Euros.
Close to 500 thousand Euros were earmarked for the
construction of pumping stations, a budget that
included not only the civil construction, but also the
mechanical and electrical interventions. The same
happened for the new sewerage pumping stations,
but in this case, with a budget of over 1 million Euros.
More than 5 million Euros were used in this project for
the collection of rainwater, which included the execution
of a micro tunnel 1400 ml and 3000 mm in diameter.

Quando o calendário marcava o ano de 2010 já todas as obras
desenvolvidas pela Soares da Costa e pela Contacto estavam a ser
monitorizadas do ponto de vista da sua sustentabilidade. Nesse
ano, o Grupo Soares da Costa estava já a alargar a implementação
do seu Índice de Sustentabilidade em Obra (ISO), o modelo que
avalia o grau de sustentabilidade das atividades de construção e
que começou a ser implementado no Grupo ainda em 2007. Além
das obras da Soares da Costa e da Contacto, também as instalações
eletromecânicas implementadas pela Clear passaram a ser
monitorizadas sob a perspetiva da sua sustentabilidade.
Longe de seguir a postura habitual no mercado empresarial de
medição da sustentabilidade corporativa do Grupo, a Soares da
Costa cedo percebeu que os eventuais impactos positivos e negativos
da sua atividade se refletem essencialmente no cenário onde
decorrem as verdadeiras intervenções da empresa: em cada obra.
E foi precisamente aí que a avaliação passou a ser feita. Seguindo
essa lógica, a Soares da Costa também não quis focar o seu Índice
de Sustentabilidade em Obra no desempenho mais ou menos
eficiente que cada infraestrutura construída poderá vir a ter. O centro
da análise é efetivamente a atividade de construção em si, enquanto
“core business” do Grupo e gerador dos principais impactos.
O modelo foi aperfeiçoado nos dois primeiros anos de implementação
e à entrada da nova década permitia já ao Grupo avaliar os impactos
ambientais, sociais e económicos de cada uma das obras em curso,
permitindo, prioritariamente, identificar as vertentes em que será
possível melhorar as práticas operativas, em nome de uma atividade
sustentável. Consoante a dimensão e duração da obra, é possível
efetuar diferentes medições à medida que o projeto vai progredindo,
o que naturalmente permite efetuar intervenções que entretanto
se tenham revelado necessárias no decurso dos trabalhos.
Nenhum indicador é avaliado de forma isolada. O tratamento da
informação recolhida é sempre cruzado, comparando os vários
indicadores nas diferentes obras, sobre os quais incidem alguns
fatores de ponderação que permitirão retirar uma conclusão mais
ampla sobre o desempenho sustentável do Grupo. Porque é das
melhores práticas que o Grupo se quer munir para apresentar ao
mercado uma política empresarial eficiente e com alicerces
suficientemente sólidos para enfrentar o futuro.

When the calendar marked the year 2010 all the works already
undertaken by Soares da Costa and Contact were monitored in
terms of their sustainability. That year Soares da Costa Group was
already extending the implementation of its Sustainability Index
at Work (ISO), the model that assesses the degree of sustainability
of construction activities and which was implemented within the
Group in the year 2007. Besides the works of Soares da Costa and
Contacto, electromechanical installations implemented by Clear
have also been monitored under a perspective of sustainability.
Far from following the usual position in the enterprise market for
measuring Group corporate sustainability, Soares da Costa soon
realized that the potential positive and negative impacts of their
activities are reflected mainly in the scenario where the real action
arising from the company takes place: in each construction. It was
precisely there that the evaluation began to take place. Following
this logic, again, Soares da Costa didn't want to focus their
Sustainability Index at Work in more or less efficient performances
that each infrastructure could possibly build. The unit of analysis
is effectively the construction activity itself, as the “core business”
of the Group and generator of the main impacts.
The model was perfected in the first two years of implementation
and the arrival of a new decade has allowed the Group to assess
the environmental, social and cultural needs of each one of the
projects in progress, allowing primarily for the identification of
operating practices that can be improved in the name of sustainable
activity. Depending on the size and duration of work, different
measurements can be made as the project progresses, which
naturally allows for interventions that have been proven necessary
in the course of the work.
No indicator is assessed in isolation. The treatment of the collected
information is always crosschecked, comparing the various indicators
in different works, which focus on some deciding factors that draw
a broader conclusion about the sustainability performance of the
Group. Best practice is what the Group wants to present to the
market, an efficient corporate policy with foundations strong enough
to face the future.

This article thus seeks to exalt the creative approaches
to problems as well as the process of finding technical
solutions to them, following the premise that the
solutions are varied and, at the outset, are all good
solutions. Unfortunately this is a matter that is not
taught in any college. Indeed our schools choose to
follow paths that do not stimulate the imagination
or ambition. We are left with the experience of the
"school of learning by doing" and its calibration with
literature research, with the resulting theoretical basis,
never forgetting the wise teachings of the errors and
failures achieved.
Reinforced embankmentat Hotel Promenadein Funchal
The following is a case to illustrate how conceptual
difficulties were overcome through the implementation
of a solution resulting from the adaptation of known
solutions, solutions generally not used for this purpose.
In other words, it exemplifies the way a creative
approach to a problem allowed for the effective
resolution of a concrete problem.
The situation in question corresponds to the design of
a reinforced embankment at Hotel Promenade in
Funchal.
Hotel Promenade in Funchal forms an "L" shape with
the longest side about 135m in length with a width of
16m. The smaller side corresponds to a length of
approximately 50m and a width of 27m. The longer side
is implanted in a hillside about 27m deep. The longest
side of the wall adjacent to the hillside is concreted into
the ground and the opposite side is entirely above the
elevation of natural ground surface. Thus the building
is subject to the impulses arising from the land in its
existing masonry so the structural design should provide
mechanisms to properly absorb them. Furthermore,
given the great depth of excavation, the impulses of
the land constitute the conditioning action of the scaling
of the wall of the masonry of the building. Moreover,
as the building is supported on the ground only on one
side, the actions on the foundations would also be
strongly influenced by the imbalance of the building
resulting from that momentum.
Este artigo procura assim enaltecer as abordagens
criativas dos problemas, bem como o processo de
procura de soluções técnicas para os mesmos,
seguindo a premissa de que as soluções são várias e
de que, à partida, todas elas são boas soluções.
Lamentavelmente esta é uma matéria que não se
ensina em nenhuma faculdade. Efetivamente as
nossas Escolas preferem seguir vias dedutivas que
não estimulam nem a imaginação nem a ambição.
Resta-nos assim a experiência acumulada da “escola
do saber fazendo” e a sua calibração com uma
pesquisa bibliográfica, com a consequente fundamen-
tação teórica, sem nunca esquecer os sábios ensina-
mentos dos erros e dos insucessos alcançados.
Aterro reforçado do Hotel Promenade no Funchal
Seguidamente apresenta-se um caso para ilustrar a
forma como foram ultrapassadas dificuldades
conceptuais através da implementação de uma
solução resultante da adaptação de soluções
conhecidas e, geralmente, não utilizadas para este
fim. Ou seja, exemplifica-se como a abordagem
criativa do problema permitiu a resolução eficaz de
um problema concreto.
A situação em causa corresponde à conceção do aterro
reforçado do Hotel Promenade no Funchal.
O Hotel Promenade no Funchal apresenta uma forma
em planta de “L” possuindo o maior lado um compri-
mento de cerca de 135m e uma largura de 16m. Ao
menor lado corresponde um comprimento aproximado
de 50m e uma largura de 27m. O lado maior encontra-
-se implantado numa encosta com cerca de 27m
profundidade. A parede do maior lado contíguo à
encosta é betonada contra o terreno e a do lado oposto
está integralmente acima da cota da superfície do
terreno natural. Desta forma o edifício seria sujeito
aos impulsos resultantes das terras existentes no
seu tardoz pelo que na conceção estrutural deveriam
ser previstos mecanismos capazes de convenien-
temente os absorverem. Assim sendo, e atendendo
à elevada profundidade da escavação, os impulsos
das terras constituíam a ação condicionante de
dimensionamento da parede do tardoz do edifício.
Por outro lado, como o edifício se encontra apoiado
no terreno somente de um dos lados, as ações atuan-
tes nas fundações também seriam fortemente
condicionadas pelo desequilíbrio do edifício resultante
daquele impulso.
Mais do que umaestória este artigopartilha um lema

Chegados a este ponto várias abordagens para resolução do problemase colocaram:
. a clássica: dimensionar o edifício para as ações de cálculo;
. a estrutural: incluir elementos de rigidez em betão armado (ou
em outros materiais) que contribuam para a resistência globalda estrutura;
. a geotécnica: apoiar integralmente a parede do lado da encostaem ancoragens definitivas.
Todas elas, tecnicamente possíveis, podem ser caracterizadas por
“brute-force-approach” em que quer os custos quer os prazos da
empreitada saem, de uma forma ou de outra, mais ou menos
penalizados. A otimização destes fatores só foi possível a partir do
ensaio de abordagens distintas do problema. A quarta solução que
se concebeu, e implementou, permitiu, de uma forma muito simples,
anular o efeito dos impulsos do terreno numa determinada extensão
da parede, o que se traduziu numa otimização da solução de projeto.
Para anulação dos impulsos concebeu-se uma estrutura de solos
reforçados com geogrelhas que, além da anulação dos impulsos
horizontais sobre a parte superior das paredes enterradas do edifício,
constitui suporte à plataforma do arruamento que se implanta no
tardoz da parede do edifício.
A solução de solo reforçado adotada passou pela conceção de uma
estrutura de face vertical executada a cerca de 0,2m da parede do
edifício, executada previamente. Os reforços selecionados foram as
geogrelhas uniaxiais associadas a um painel de face flexível em
malha metálica electrossoldada. A opção pelos reforços
geossintéticos prendeu-se com a maior garantia que estes
apresentam na resistência à corrosão a longo prazo numa estrutura
definitiva, bem como com a maior facilidade de instalação num local
onde existem algumas condicionantes de espaço como é o caso da
presente obra. Após a estabilização das deformações da estrutura
o espaço entre a parede do edifício e a face do aterro reforçado
(aproximadamente 0,20m) foi preenchido com material granular
instalando-se na base da mesma um dreno e na parte superior uma
valeta em betão.
O aterro reforçado proposto tem um desenvolvimento de aproxi-
madamente 100m variando a sua altura entre cerca de 0,60m e
6,0m. Na Figura 1 ilustra-se a solução proposta.
At this point several approaches to solving the problem are putforward:
. the classic one: scale the building to the actions of calculation;
. the structural: include elements of rigidness in reinforced concrete
(or other materials) that contribute to the overall resistanceof the structure;
. the geo-technical: fully support the wall on the side of the slope
in permanent anchors.
All of them, technically feasible, may be characterized by "brute-
force-approach" in which either the costs or the time of the
undertaking, in one way or another, were more or less penalized. The
optimization of these factors was only possible after analysis of
different approaches to the problem. The fourth solution which was
devised and implemented, allowed in a very simple way, to negate
the effect of the impulses of the land on a given length of the wall,
which resulted in an optimal design solution. In order to annul the
impulses, a structure of soil reinforced with geogrids was conceived,
in addition to the cancellation of impulses on the horizontal upper
walls of the underground building, constituting platform support
that becomes embedded in the masonry of the wall of the building.
The adopted reinforced soil solution passed from the conception of
a vertical structure running about 0,2m from the wall of the building,
previously executed. The reinforcements selected were uniaxial
geogrids associated with a flexible panel with electro welded metal
mesh. The option for geo-synthetic reinforcements was made with
the greatest assurance that they are resistant to corrosion in the
long term, as well as the ease of installation in a place with some
space limitations, as is the case with this project. After stabilization
of the deformations of the structure, the space between the building
wall and the reinforced embankment (approximately 0,20m) was
filled with granular material, also installing in this space a drain and
a concrete ditch on the upper part.
The reinforced embankment has a proposed development of
approximately 100m, varying in height between about 0,60m and
6,0m. Figure 1 illustrates the proposed solution.

Final considerations
Presented is a design and development case study of
construction methodologies considered "innovative"
in the universe of Soares da Costa. The mentioned
"innovation" that was implemented consists mainly
in defining a new function (for one or more known
combined solutions) for the effective resolution of a
solid problem.
One of the lessons taken from the case presented is
that every problem has many solutions and that, "a
priori", none of them should be given preference over
other equally possible options. First, and in light of the
existing data and knowledge at the time, all solutions
must be technically and economically "tested", and
only then should one begin a process of elimination.
However, this process should always be based on the
particularities and constraints of each problem as well
as the merits of each proposed solution.
From the foregoing it is equally clear that even in a
traditional "building" it is possible to "think outside
the Building". The challenges ahead are numerous. To
know this will serve to detect Opportunities, have
Determination and Willingness, and have the capacity
to leverage the resources available. Put another way,
this process can be synthesized according to the
following:
. looking for trends and identifying opportunities;
. access to information and learning orientation;
. internal and external interaction;
. use of accumulated experience;
. acceptance of risk.
Considerações finais
Apresentou-se um caso prático de conceção e
desenvolvimento de metodologias construtivas
consideradas “inovadoras” no universo produtivo da
Soares da Costa. Conforme referido a “inovação” que
se implementou consistiu essencialmente na definição
de uma nova função (para uma ou mais soluções
conhecidas agrupadas) com vista à resolução eficaz
de um problema concreto.
Uma das lições que se retira do caso apresentado é
que cada problema tem inúmeras soluções e que, “a
priori”, nenhuma delas deve ser preferida relativa-
mente a outras igualmente possíveis. Primeiro, e à
luz dos dados e do conhecimento existente no
momento, todas as soluções devem ser “testadas”
tecnicamente e economicamente e só depois se
deverá iniciar um processo de eliminação. Contudo,
esse processo deve sempre ser baseado nas
particularidades e condicionantes de cada problema
bem como nas características intrínsecas de cada
solução preconizada.
Do exposto fica igualmente claro que, mesmo num
“edifício” tradicional é possível “think outside the
building”. Os desafios que nos esperam são inúmeros.
Para tal bastará saber detetar as Oportunidades, ter
Determinação e Vontade e possuir a Capacidade de
aproveitar os Recursos disponíveis. Dito de uma outra
forma este processo pode ser sintetizado de acordo
com o seguinte:
. procura de tendências e identificação
de oportunidades;
. acesso a informação e orientação para
a aprendizagem;
. interação interna e externa;
. recurso à experiência acumulada;
. aceitação do risco.

The Secretary of State for Energy, Carlos Zorrinho, recently said
that “the crisis will serve to clarify the future of energy.” Do you
agree?
Portugal has a very heavy foreign debt burden and any measure to
reduce this debt is welcome. By generating electricity from renewable
sources, we are avoiding the need to import fossil fuels and preventing
the emission of greenhouse gases. In 2010, with electricity generated
from renewable energy sources (excluding large hydro), Portugal
managed to save EUR 520 million worth of natural gas and coal
imports. In addition to this figure, the country recorded EUR 110
million in savings from avoided greenhouse gas emissions. If we add
to these EUR 630 million the part corresponding to large hydro, the
amount rises to EUR 1.3 billion. The crisis will indeed be important to
strengthen the focus on renewable energy sources.
In which areas does Portugal have more potential for growth?
The area where there is currently much to be done is the harnessing
of solar energy. There is an announced and largely unexplored potential.
How has the awareness of Portuguese nationals
about harnessing solar energy in their homes developed?
It has been developing well, although the financial crisis has reduced
the capacity of Portuguese nationals to access equipment specifically
designed for this purpose. And households can harness the sun's
energy in two ways. They can generate their own electricity and heat
sanitary water. The latter has an efficiency of around 40%, while the
photovoltaic panels used to generate their own electricity has an
efficiency of 15%. Moreover, investment in water heating is cheaper,
has more immediate benefits and is recoverable in two or three years.

que pudermos fazer para reduzir essa dívida é bem-vindo. Quando
conseguimos produzir eletricidade a partir de fontes renováveis
estamos a evitar a importação de combustíveis fósseis e a evitar a
emissão de gases com efeito de estufa. Em 2010, com a eletricidade
produzida a partir de energias renováveis, excluindo as grandes
hídricas, Portugal conseguiu poupar 520 milhões de euros com a
importação de gás natural e de carvão. A este valor juntam-se os
110 milhões de euros de poupança com a não emissão de gases com
efeito de estufa. Se a estes 630 milhões juntarmos a parte
equivalente às grandes hídricas, o montante sobe para 1,3 mil milhões
de euros. A crise será, de facto, importante para intensificar a aposta
nas energias renováveis.
Em que áreas Portugal tem mais potencial de crescimento?A área onde há nesta altura muito para fazer diz respeito ao aprovei-
tamento da energia solar. Há um potencial anunciado e pouco
explorado.
Como tem evoluído a sensibilidade dos portugueses
para o aproveitamento da energia solar nas próprias casas?
Tem evoluído bem, embora a crise financeira tenha diminuído o
acesso dos portugueses aos equipamentos para esse fim. E as
famílias podem fazer um duplo aproveitamento do sol. Podem
produzir a sua própria eletricidade e podem assegurar o aquecimento
das águas sanitárias. Este último tem um grau de eficiência que
ronda os 40%, enquanto os painéis fotovoltaicos para produção
própria de energia tem uma eficiência de 15%. Além disso, o
investimento no aquecimento de águas sanitárias é mais barato e
tem efeitos mais imediatos, sendo recuperável em dois ou três anos.

seu alcance. Ainda há muita falta de informação nesta matéria.
E ao nível empresarial, a eficiência energética assumejá um papel preponderante na gestão?Sim, as empresas industriais já fazem um controlo muito apertado
de todos os desperdícios de energia, mas as empresas de serviços
desperdiçam muito, sobretudo em iluminação e ares condicionados.
Não podemos esquecer que 60% da energia gasta nos edifícios,
incluindo os residenciais, é desperdício.

Quais são as prioridades da APREN para 2011?Trabalhar na clarificação das regras de licenciamento, torná-los
expeditos e tentar prever com alguma antecedência o que se vai
passar. No final do ano passado foi publicado o Plano Nacional de
Ação das Energias Renováveis que nos traça um horizonte para os
próximos 10 anos e nos leva a cumprir objetivos mínimos e a
implementar medidas para cumprir esses objetivos. Até agora,
Portugal tem-se limitado a cumprir os objectivos mínimos, mas
podia ir mais longe, sobretudo no setor solar. Ainda falta ambição.
How can the Portuguese be persuaded to make better use of the
sun that warms their homes?
Unfortunately, most people do not bother to do the math and do
not realise the type of investment that is within their reach. There is
still a great lack of information on this matter.
And at the corporate level, does energy efficiency already play
a leading role in management?
Yes, industrial companies are already closely monitoring energy waste,
but service companies waste a lot, especially in lighting and air
conditioning. We must not forget that 60% of energy expended in
buildings, including residential properties, is wasteful.
Are cost savings a more powerful argument than green savings?
At the moment, yes. We are still very selfish from this point of view.
What are APREN's priorities for 2011?
Working on the clarification of licensing rules, making them faster
and attempting to anticipate what will happen. The National Action
Plan for Renewable Energy Sources, published at the end of last year,
provides projected scenarios for the next 10 years and leads us to
meet minimum targets and to implement measures to achieve those
targets. Until now, Portugal has limited itself to meeting the minimum
targets, but it could go further, especially in the solar energy sector.
There is still a lack of ambition.
