Un negocio editorial muy lucrativo
The total size of the global STM market in 2017 (including journals, books, technical information and standards, databases and tools, and medical communications and some related areas) was estimated by Outsell (2018a) at $25.7 billionGlobal spending on academic and scientific content by academic libraries alone at just over €7 billion (c.$8.1 billion) in 2016 (cited in Springer Nature 2018).

An informal definition of Open Science
• Open science is the idea that scientific knowledge of all kinds should be openly shared as early as is practical in the discovery process.
• …when the journal system was developed in the 17th and 18th centuries it was an excellent example of open science. The journals are perhaps the most open system for the dissemination of knowledge that can be constructed — if you’re working with 17th century technology. But, of course, today we can do a lot better.

La estrategia nacional de Ciencia Abierta en España
• Extractos de la comparecencia del 12 de julio 2018, del Ministro de Ciencia, Innovación y Universidades, Pedro Duque, ante el Congreso de los Diputados citando la estrategia de Open Science:
• “Por último, como parte de la política de ciencia abierta, tenemos que garantizar que la ciencia financiada con fondos públicos sea accesible. En este sentido, y siguiendo lo aprobado en el último punto de la moción, vamos a trabajar para mejorar la implementación de la política nacional de acceso abierto, desarrollando el artículo 37 de la Ley de la Ciencia. Para ello se fortalecerán los repositorios de acceso abierto de publicaciones y de datos de investigación, y su interoperabilidad. Adicionalmente se trabajará en el diseño de la Estrategia Nacional de Ciencia en Abierto coherente con la política europea de Open Science”

• In the last decade, CSIC published close to 115,000 research articles across all disciplines, and subscription-based journals have been clearly the preferred route. In total, nearly 60,000 CSIC research articles dated between 2008 and 2018 are already available in Open Access, either through publisher platform or through an Open Access repository.
• Close to half of those 60,000 CSIC research articles from last decade that are already in Open Access are made so through authors manuscripts in Open Access repositories. In fact, a high volume of CSIC research articles can be accessed freely and permanently via a wide range of repositories types, institutional repository DIGITAL.CSIC being the one with the highest amount of such copies.

Métricas para la Ciencia Abierta
#1 An open science system should be grounded in a mix of expert judgement, quantitative and qualitative measures.
#2 Transparency and accuracy are crucial
#3 Make better use of existing metrics for open science. Many available indicators can be used to measure the progress of open science. These include usage metrics (e.g., counting views or downloads; and publications saved to reference managers); collaboration (via co-authorship); and societal impact (e.g., tweets, likes, shares and followers).
#4 Next generation metrics should be underpinned by an open, transparent and linked data infrastructure.
#5 Measure what matters: the next generation of metrics should begin with those qualities and impacts that European societies most value and need indices for,
