Last month, the Governor announced his Florida Families First budget, which provides $36 million in much needed funding to people on the Agency for Persons with Disabilities (APD) waiver waiting list. More than 22,000 people are on the APD waiting list and the $36 million increase will allow individuals on the waiting list to enroll in the APD Home and Community-Based Services (HCBS) Medicaid waiver so they will receive services in their local communities. Those with the most critical needs will benefit from this new funding. This new funding is part of the $1.1 billion budget being proposed for APD in the coming year. Governor Scott’s budget proposal

also includes $2.5 million to assist people on the waiver waiting list who have indicated that they want to go to work. The funding will pay for job internships and supported employment job coaches for about 1,000 people with developmental disabilities. This funding will help ensure that all Floridians can find a job.

Desde el 2009, Pérez ha trabajado como Fiscal General Adjunto de la División de Derechos Civiles del Departamento de Justicia estadounidense. Antes de su trabajo en el Departamento de Justicia, se desempeñó en el área de Licencias y Regulaciones del Secretario del Departamento del Trabajo en Maryland, donde se centró en la protección de los derechos de los consumidores y de los trabajadores, la seguridad laboral y el salario y las leyes de horario.

an instructional leader both at her school and across the district by giving numerous workshops for fellow educators on technology integration in the classroom. As a result, the Osceola School District has seen an increase in the number of teachers using a variety of technologies. She teaches a weekly class on her campus to help teachers create a Moodle course in

their respective content areas, and has presented her knowledge of instructional technology at both state and national conferences.In addition, Ms. Middleton helps

her students look well beyond their immediate surroundings to become aware of national and international issues. Her World History classes raise money for the Bead for Life organization that creates sustainable opportunities for women to lift their families out of extreme poverty. Her Glocal Club members meet regularly to research world problems and see viable solutions as a way to “be the change” in the world.

“Stephanie is a highly-motivated instructor, and she is an important reason for the success of our school,” said Pete Hodges, Principal of PATHS. “Her tireless efforts have produced success with all of her students, and she continues to work with them to ensure that they reach their academic potential. Osceola County, FL - Commissioner John ‘Q’ Quiñones held his State of the District report last Wednesday, March 13 at Robert Guevara Community Center in Buenaventura Lakes.Along with Commissioner

Quiñones were representatives from the following Osceola County Divisions: Animal Control, Crime Watch, Public Works, Solid Waste, Community Development and Extension Services. Everyone give a short presentation about their services and projects.

The activity was attended by a large group of residents interested in the welfare, development and future of the district.

Comissioner Quiñones is inviting all residents to join him for a garbage collection on the streets of Buenaventura comunity on

Saturday, April 20th from 8 a.m. to 12 noon. The group is going to meet at the 65th Infantry, 301 Buenaventura Blvd., Kissimmee FL 34743.

al Editor:Los secretarios y auditores de

las cortes de la Florida han estado operando bajo déficit presupuestarios extremos por los pasados años, dando lugar a un menor número de empleados, líneas más largas, procesos de transacción más lentos y la acumulación de documentos a ser sometidos. Si bien hemos hecho todo lo posible para garantizar el acceso fácil y eficiente a nuestros servicios, se ha convertido en un tema que debe ser abordado.En esta sesión de la Legislatura, los

secretarios y auditores de las cortes de la Florida están proponiendo cambios que, de aprobarse, podrían proporcionar financiamiento sostenible, estable y adecuado dentro de nuestras oficinas.Por más de 150 años, hemos sido

financiados por las multas, cuotas y cargos por servicio que se imponen y se recogen. Un cambio constitucional - aprobado en el 1998 e implementado en el 2004 - requiere que el Estado financie el sistema estatal de tribunales. Y en 2009, la Legislatura requiere que los secretarios de la corte sean financiados a través del proceso general de créditos y al mismo tiempo desvía (para fines estatales) los ingresos previamente utilizados para financiar los secretarios de la corte.

Ahora, los secretarios y los auditores están pidiendo a los legisladores cambiar a un presupuesto de asignación continua que limitaría los presupuestos empleados a un nivel establecido por la Legislatura y permitiría un ajuste al alza o la baja de un 3 por ciento sin aprobación de la legislativa. Un aumento del presupuesto se justifica si, por ejemplo, hubo jueces nuevos que requieren emplear personal adicional, los costos de los seguros médicos aumentan significativamente o la carga de trabajo de la oficina del secretario aumenta debido a circunstancias incontrolables.

Como solución, los secretarios están proponiendo que los primeros $80 de la cuota del registro civil de primera instancia y las apelaciones vayan al Fondo de Fideicomiso de los Secretarios de la Corte en vez de al Fondo de Ingresos Generales del Estado como lo hace ahora. Los secretarios también quieren que la Legislatura elimine el 8 por ciento de cuota de servicio que el estado impuso en el 2009 para administrar este mismo fondo de fideicomiso.

Los secretarios también devolverían los excedentes de ingresos que se generarían en el lado de la administración de la corte del estado.

Los secretarios y los auditores también quieren que la Legislatura establezca una fórmula para financiar anualmente un crédito para ayudar a lidiar con la acumulación de casos de ejecución hipotecaria. To the Editor:Florida court clerks and comptrollers

have operated under extreme budget deficits for the last several years, leading to fewer employees, longer lines, slower transaction times and backlogs of court filings. While we have made every effort to ensure easy and efficient access to our services, it has become an issue that must be addressed. In this session of the Legislature,

Florida’s court clerks and comptrollers are proposing changes that, if adopted, would provide sustainable, stable and adequate funding within our offices.For more than 150 years, we were

funded by the fines, fees and service charges we imposed and collected. A constitutional change -- adopted in 1998 and implemented in 2004 -- required the state to fund the

state courts system. And in 2009, the Legislature required court clerks to be funded through the general appropriations process and at the same time diverted (for other state purposes) the revenues previously used to fund court clerks.Now, clerks and comptrollers are

asking lawmakers to switch to a continuing appropriation budget that would cap clerks’ budgets at a level set by the Legislature and allow for an upward or downward adjustment of 3 percent without legislative approval. A budget increase would be warranted if, for example, there were new judges requiring additional clerk staff, health care costs rose significantly or the clerk’s office workload increased due to uncontrollable circumstances.As a solution, the clerks are proposing

that the first $80 of the civil filing fee for trial and appellate proceedings

go to the Clerks of the Court Trust Fund instead of to the state’s General Revenue Fund as it does now. Clerks also want the Legislature to eliminate the 8 percent service fee the state imposed in 2009 to administer this same trust fund.Clerks now send revenue they collect

from court operations to the court trust fund and then the state sends the money back to the clerks to fund their operations, charging a service fee to handle the money. This restructuring of funding is

the best way to create stable and sustainable budgets for court clerks’ and comptrollers’ offices across the state, while still allowing these offices to be accountable to the Legislature. Clerks also would return any excess revenue they would generate on the court administration side to the state.

Clerks and comptrollers also want the Legislature to establish a formula to annually fund an appropriation to help deal with the backlog of foreclosure cases. Additional funding was made available to the clerks in only two of the last three fiscal years.In summary, clerks and comptrollers

want the following: an exemption from the 8 percent service fee on the trust fund; to keep the first $80 in civil trial and appellate filing fees; additional funding annually to handle foreclosures; and a budget based on a continuing appropriation.Call your state legislator on this issue

Osceola County elected officials and community leaders were invited to deliver meals and promote the silent auction.

March for Meals is a national campaign held during the month of March, initiated and sponsored by the Meals On

Wheels Association of America (MOWAA), to raise awareness of senior hunger and to encourage action on the part of local communities.

About the Council’s Osceola Meals on Wheels Program: The Osceola Council on Aging began providing nutrition assistance programs to the Osceola County community 42 years ago as a home delivered meal service with the capacity to serve 25 homebound elderly and disabled adults. Over the 2012 program year, the Council’s Meals on Wheels Program delivered 95,672 meals to homebound elderly and disabled adults and

the Congregate Dining Program served 49,099 hot meals at five congregate dining sites for low-income seniors and disabled adults. more games and suffered five more losses. With the only thirteen games left till the season’s end and play offs not in reach, some are wondering what the Magic intend to do. The Magic started their five game road trip last Friday in the 117 to 104 loss against Oklahoma City. Magic starters played the majority of the game. Bench players were rarely utilized; when they were, it was never for more than a few minutes. All five of Orlando’s starters scored in the double digits. Nik Vucevic had another double double while Moe Harkless managed six steals. These young, developing players are quickly becoming leaders. Tobias Harris showed no mercy with his 19 points, six rebounds and three steals. Veteran starters, Jameer Nelson and Aaron Afflalo, combined for 46 points. It would be these same five guys to carry the team

against the Milwaukee Bucks. The box score read very similar to the previous game and again, the Orlando Magic would come up short. The 109 to 115 loss would add to the new losing streak they’re on. The Magic faced the relentless Pacers, who are

ranked second in the Eastern Conference. The Magic beat themselves in this game by shooting only 31.8 percent. In a rare scene, Coach Jacque Vaughn received double technical fouls and was ejected from the game. Vaughn, known for being the “Prince of Positivity”, became irate after double technical fouls were called on Indiana’s Roy Hibbert

and Orlando’s Kyle O’Quinn. This was a much needed win for Indiana, who had lost their previous two games. Wednesday night, the Magic played at Madison

Square Garden against the Knicks. The Magic were only down by five at the half and playing decent basketball. That all ended in the third quarter when the Knicks came alive. The 94 to 106 loss was the final game on their road trip before flying home. Notably absent this game was Nik Vucevic, who

is suffering from an illness. This was Vucevic’s first missed game this season. While his absence did give rookie Kyle O’Quinn a chance to grab his first

double double, the Magic certainly need him on defense. Al Harrington did not play these last five games. Coach Vaughn stated he might not play him the rest of the season so the younger guys can get more time. This is definitely great for developing the Magic’s future, but did Harrington receive enough playing time this season to spark other team’s interest in him. It’s no question that many Magic veterans will

likely be shopped for trades this summer and next season. It’s now the countdown to the last game and the Orlando Magic are just two wins above the Charlotte Bobcats, who are ranked last in the league.

Rookie Kyle O’Quinn stepped in and enjoyed one of his best games of the season.

year-long celebration today to honor its founder, President Franklin Delano Roosevelt, who was born on January 30th 131 years ago. Affected by polio himself, FDR established the Foundation in 1938 to “lead, direct and unify” the fight against polio. when comedian Eddie Cantor asked Americans to send their dimes to FDR at the White House to help defeat polio. Credit cards accepted under the new contract are Visa, MasterCard and Discover.Those customers who are currently

Power Association’s13th annual Public Power Lineworkers Rodeo is the ultimate venue for public power lineworkers to demonstrate their skills and knowledge. Working atop 40-foot wooden utility poles, participants will be judged on safety, work practices, neatness, ability, equipment handling and timely event completion.There are two levels of competition

within the rodeo: journeyman teams and apprentice. The journeyman teams consist of three members –

two climbers and a ground worker. A qualified journeyman has more than four years of experience within the electric utility trade. An apprentice lineworker competes as an individual and has four or fewer years of experience. Both levels of competition will participate in five timed events.This year’s competition will feature
