 These are the key persons in the City Council in Oslo, and Oslo is the environmental capital of Europe 2019. Specific goals are to reduce greenhouse gases by 50 % within 2023 (compared to 1991-level), a 95 % cut and fossil free city within 2030, and 60 % reduction in NOx-emissions within 2022 (2013-level). To achieve this, measures are car free city Centre, no fossil energy used for heating purposes, and last but not least; CCS from energy recovery of waste. CCS from waste recovery is one of the lighthouse projects in Oslo’s energy- and climate strategy, called «The Green Shift«. The strategy also states that buildings in Oslo should mainly be heated by recovered heat from sewage, waste, bioenergy, heat pumps and solar energy, to enable that electricity can be utilized for other purposes such as transport.

This slide shows the vision of the project. The storage site will have excess capacity, and CO2 can be shipped in from other countries. All the partners in the project are trying to identify coming projects. Equinor and its partners have a special responsibility in identifying new volumes of CO2 that can be fed into the CCS chain. European support and cooperation is very important to Norwegian authorities. The Government’s long term goal is to “contribute to the development of CCS, in order to reach long term climate goals in Norway and EU, cost effectively.”

• Today almost 2,2 bill. tons of waste is produced every year, and the amounts are doubling towards 2025

• Dumps and landfills cause large, diffuse methane emissions

• WtE is the best solution for residual waste that cannot or should not be recycled

• WtE is not a contradiction to sorting and recycling, but a necessary addition - a part of the solution in a circular economy

• WtE with CCS can help avoid massive emissions from landfills, and help solve ocean plastics

Når vi energigjenvinner sortert restavfall kutter vi 75 % av klimautslippene sammenliknet med deponering. Med karbonfangst på energigjenvinningen kutter vi ikke bare de resterende 25 %, men nesten 60 % av disse (25 %) utslippene er biogene! Det gir bioCCS og karbonnegativitet, da kan vi fange store mengder biogent CO2 fra avfallsforbrenningen.

Utviklingen vil gi økende avfallsmengder og flere energigjenvinningsanlegg. Avfallshåndtering i verden vil utvikle seg mot Nord-Europa. Antar vi at 50 % av restavfallet energigjenvinnes i 2050, tilsvarer dette 2 milliarder tonn avfall og omtrent 2.2 mrd tonn CO2-utslipp. Mer enn 50 % av CO2-utslippene fra avfallsforbrenning er biologisk CO2 – del av det naturlige CO2-kretsløpet. Gir karbonnegativitet, viktig for å nå klimamålene.

Cost and development – what can we expect?

• CO2 capture at Klemetsrud will be the most expensive and the biggest - because it’s the first! • Today CCS is a climate measure and a choice of value/CSR – need for funding or regulations • Klemetsrud as a starting point for learning, technology development and cost cuts

• IPCC and Paris agreement states CCS as a crucial technology in order to reach 1,5o target

• IEA; at least 6 bill. tonn CO2 must be captured and stored within 2050 (20 000 new capture projects)

• CO2 storage below seabed is a safe, proven and effective solution to mitigate climate change

• CCS on WtE will give negative CO2-emissions (BECCS/BIOCCS), and can neutralize other emissions that are difficult to reduce/remove

• The Fortum project shows how cities can cut emissions, utilize local resources and mitigate climate change from waste handling as part of sustainable city solutions
