    Background Information & LocationCommunity Background

    Ember Pur, is an indigenous community located upstream of Pequeni River, an affluentof the Alajuela Lake in the Coln Province about 2 hours from Panama City. Travel to thecommunity requires a 45 minute to 1 hour boat ride from Puerto Viga.

    This community is made of Panamas indigenous Ember people. Originally from Dariennear the border with Colombia, they migrated to this area looking for better quality oflife. According to the Ministery of Finance, the community is poor and their members livewith less than $100 a month.

    Ember Pur leaders are interested in working with Global Law Brigades on the processof establishing personera jurdica for their education fund. The community is alsointerested in legal capacity building workshops including alternative dispute resolution

    Warrara Krincha is a local NGO with themission to increase access to education.

    Zuleika Mepaquito is the current leader of theNGO and she is fully engaged in getting thecommunity mobilized to improve theirparticipation in the formal legal sector, accessto education, and overall quality of life. TheNGO must establish personera jurdica as partof the process needed to function in the

    Tourism has been the main income generation activity for the past 10 years. Recently thenumber of visitors to the community has been decreasing.

    Personera Jurdica

    Project Area

    Help establish Personera Jurdica for education fund NGO

    named Warrara Krincha

    Needs/Problems

    Warrara Krincha, needs to establish personera jurdica inorder to function in the formal legal sector. Once

    established, they will be able to open multiple bankaccounts, and more easily receive and manage donationsand other income.

    Goals

    Explain process and prepare legal documents needed to

    establish personera jurdica for Warrara Krincha.

    Previous drafts of documents, community commitment,

    Spanish translation, and local legal expertise.

    Needed ResourcesFunds for legal project expenses, research, writing ,analytical, and presentation skills.

    Proposed Method

    Full transparency and collaboration with community

    members, local legal experts, community contacts, and

    other stakeholders. Meet with local attorney forworkshop about legal process of establishing personera

    jurdica. Lead presentation to explain legal process to

    community including information about the importance

    and advantages of legalizing the NGO.

    Potential for

    Sustainability

    Follow-up for personera jurdica process will be

    maintained by local legal expert and community contacts.

    Alternative Dispute Resolution

    Project Area Alternative Dispute Resolution workshops

    Need/Problem

    Community needs capacity building workshops to improvecommunication skills including active listening, conflict de-

    escalation, analysis, creativity, and collaboration.

    Goal

    Inspire creative, analytical approaches to prevent and/orresolve conflicts peacefully. Carry out one workshop withGLB volunteers before going to community, and carry outtwo workshops together with community.

    GLB volunteers will learn and conduct Alternative Dispute

    Interactive role-play exercises will be utilized to encourageconflict de-escalation and transformation to achieve win-

    win solutions.

    Sustainability

    Capacity building efforts will be sustained by teaching

    new skills and training future trainers who can lead

    similar workshops as needed in the future.

    Legal Empowerment

    Project Area

    Access to Justice: Inform about laws and regulations that

    govern villages within national parks and environmental

    reserves.

    Need/Problem

    The community is confused about land use regulations, andneeds accessible information about issues including collectiveand private land ownership, and land use regulations by thePanama government for communities that live within nationalparks and environmental reserves.
