The following ideas are provided as potential discussion items as infoDev continues to think through the appropriate governance model. The governance structure can be understood as the fiduciary and strategic decision making group of infoDev. It can be understood as a Board of Directors or Governing Council, comprised of at least the VP, investors (previously referred to as “donors”), advisory experts and internal and external stakeholders. There could also be an external advisory group and/or an assembly but these would depend on perceived need. The Board would be guided by a Program Framework Agreement that would clarify its role and the WB’s role in decisions regarding program and the utilization of the resources.
1) The desired characteristics of members of the Board or Council would be:
• Provide a high level of confidence (legitimacy) to investors and Sr. Bank officials in governors
• Be seen as having knowledge in infoDev’s program areas.
• Be capable to dialogue with Bank with respect to appropriate institutional arrangements
• Represent the investors in infoDev
• Be supportive in obtaining appropriate level investments and resources based on strategy
• Be capable of accessing cutting edge knowledge about Innovation , technology and startup entrepreneurship
• Willingness to spend between 3-7 days a year on infoDev’s business
• Attention to performance (results) of infoDev
2) Specific structural characteristics could be
• Board of Governors—(max 12)
• VP- IFC\WB chair
• WB officials
• Major investors plus others chosen from the pool of investors
• Academics-consultants –those aware of state of art
• Country Officials and clients from WB and Countries
3) Operational considerations-The day to day management and oversight of the program will be carried out by the infoDev Program Manager who report through the Director of Innovation, Technology and Entrepreneurship to the Vice-President of Finance and Private Sector Development (FPD) Network.
The governing group could be convened on a face to face basis annually under the chairmanship of FPD’s Vice President, timed to give input and approve infoDev’s annual work programming cycle. Major issues requiring attention between meetings will be addressed electronically or, in exceptional circumstances, by calling a special meeting. Other meetings could be held using various technologies. An executive group could be formed if need be to act on strategic concerns.

1. improved our marketing strategies through InfoDev able to better present our products to
potential customers and investors
2. On Globalization of our Incubator initiative and incubators training modules/trainers
3. good practices on business incubation management
4. capacity building
5. Our organization is being more proactive and regionally oriented.
6. I was very impressed with the discussions I had with Oltac Unsal, both at Helsinki and later in
India. He has a keen sense for product positioning and product marketing that we were able to
learn from.
7. Connecting to global players around mobile entrepreneurship.
8. Through a grant received to help streamline, document, proceduralize incubation process and
services delivery. This enabled us to expand the use of ICT in increasing efficiency, transparency
and better tracing of our performance.
9. Our organization has assisted infoDev in running some training programmes.
10. design of acceleration program
11. In the course of developing a proposal for infoDev, we developed a new approach to fostering
innovation. We did not get the grant, but it was educative.
12. The financial resource award for top 50 SME's in Developing countries assisted us to pilot the
our agency business model
13. InfoDev did a case study on our Incubator and the relevant consultant provided excellent
feedback during and after the case study.

14. infoDev trainers have worked seamlessly with our trainers to share their knowledge of business
incubation. This has filled gaps in our own experience of business incubation and we have also
benefited from observing the effective way in which they conduct their training.
15. The first global forum held India (the policy round table on seed funding and resolution passed
by the forum) translated in to the local government setting up Seed Funds in Incubators As a
grantee organization (capacity building) helped us to ramp up our incubation activities The
knowledge and exposure through online resources / global forums helped us to keep us abreast
of the developments in the Incubation areana. For eg, we came to know about Soft Landing in
one of the global forums and we could start a Soft landing program in 2009 and successfully
helped a German firm to set up their manufacturing unit in our region
16. We grow to Indonesia, Malaysia, Singapore market not just Vietnam
17. One of the startup companies from my previous incubator took place in the global forum
competition in Finland and had support from infoDev for growth.
18. InfoDev support and funding was very important in the early stages of launching our incubator,
iPARK in Jordan. Also, they have been supportive and involved in our business angel Network,
Bedaya
19. The workshops during the 4° Global Forum in Helsinki were been very important to me. The
whole Forum inspired me a new vision about entrepreneurship and business incubation in my
country. When I came home, I shared with my team the networking experience and contents;
and we begin developing new actions and projects, to improve the government role into
innovation ecosystem. After that experience, was done an event: "Jalisco Emprende Innova",
a national conference whose did offer 6 modules by infoDev´s training incubators program.
Many people by different mexican cities participated in training modules; the evaluation and
comments were amazing. infoDev, and RedLAC, both contributed to improve the global vision
for incubators and its managers, consultants and stakeholders.
20. My organization has been influenced by infoDev by having been selected for participation in the
2011 Global Forum. This introduced me to a global network of people focused on
Entrepreneurship and innovation.
21. InfoDev helped me spread the story. As a local company we had zero recognition. Once we've
been recognized by InfoDev, many companies shown interest in us.
22. required report to much, I think 6months for 1 report.
23. Clarified the need to design special outreach for subsistence farmers, particularly women.
Reemphasized the difference between expert content and learning design. Underlined need to
bring women experts to the podium to share knowledge with all participants - not just women.
Reminded us that it is impassioned people who ignite and fuel change. Prompted us to
reexamine and include the variety of ways in which entrepreneurial energies can be encouraged
- in collectives, cooperatives, peer-to-peer systems, public private partnerships, etc.

24. We are supporting one project which also receives support from InfoDev
25. InfoDev's programs have expert contents and give a global reach out to look at incubation at a
global level and help companies grow.
26. No activities in my organization but I visited some centers in Africa and India which are very
fruitful technology entrepreneurs.
27. Participation in infoDev’s 4th Global Forum, held in Helsinki, Finland in May 2011, where the
Company has been selected as the winner of the top 20 innovations and granted “Access to
Markets & Finance” award was crucial for the project promotion. It opened ample opportunity
to cooperate with the leading foreign institutions as well as to seek financing resources.
28. infoDev introduced and connected our company with a global organization.
29. My organization has adopted the approach to train incubator managers in order to create a poll
of resources for rolling out 250 technology -based incubators in the country
30. InfoDev has funded our outreach activities that have enabled people in different parts of Kenya
to actively participate and contribute to the growth on technology.
31. InfoDev Innovation Program Helsinki,Finland
32. Improved and solidified by global strategy by exposure to global investors and entrepreneurs.
33. Opened up opportunities for access to venture-capital.
34. joint activities
35. The development of the Business Incubation Training Program for Business Incubator Managers
has been a major milestone for helping incubators throughout the world to adopt the best
practices in business incubation.
36. General (strategy) development of own activities
37. exchange best practices in business incubation
38. Training on Incubation
39. The thinking, strategies, and methodologies in setting up and managing incubator in our
organization.
40. Our organization has prepared itself to organize and network outside the country and to
contribute to the incubation movement in the Asia through capacity building initiatives.
41. Info Dev has influenced through the staging of the global conference on innovation /
entrepreneurship. I have attended brazil and Helsinki and both conferences provided myself /
my organization valuable training, great speakers and topics

42. With the support of InfoDev, a strong policy of Incubation process is developed in the main
sectors: ICT, Agribusiness, etc.. At the same time, a competitiveness strategy has been
developed
43. Actually it's a bit uncanny how a group of colleagues that I work with in organizing events or
forming new groups in East Africa have visualized how to build out the mobile social networking
infrastructure, ecosystem, only to discover that infoDev had already thought of it and thought it
through, as manifest by one or another call for proposals, such that we were encouraged that
we were on the right track and got additional guidance from them.
44. Our organization, Information Technology Professional Forum (ITPF), has been successful in
establishing Government Owned Business Incubator Program under Department of Cottage and
Small Industry. A lot of awareness has been created at academic institutions led by top
Universities of Nepal. It has increased the awareness in Government and Academic Institutions
that Technology Based Business Incubation is the engine for Growth of the country.
45. Through grants from the infoDev and the information provided, TBIF Rwanda incubatees have
been able to realize their dreams of initiating business at the average of 80%.
46. Working closely with the infoDev, I have been referring to its tools, achievements and
approaches most times in my similar works.
47. infoDev's experience working with incubators elsewhere around the world has positively
influenced the design and operations of our incubator. This global knowledge resource allowed
our incubator to experience much more rapid growth.
48. infoDev gave us the support with which we started our business incubator. We have since
become a regional leader in incubation and we have leveraged our experience in enhancing our
other activities like R&D; technology transfer; and overall skills/technological capacity to the
point of being recognized as a centre of excellence for the East African Community in R&D.
49. InfoDev taught me business incubation. After leading an InfoDev funded project, I decide to
create a private business incubator which is running without subsidies for the past 4 years.
InfoDev provided knowledge through the website and training

4. LOOKING AHEAD
4.1 What changes if any should infoDev make to maximize its added value in promoting the growth of innovative technology enabled enterprises to improve competitiveness, employment and sustainable, inclusive growth in the future? # Response
1. Keep a focus on the ICT sector and ICT use in enterprises.
2. InfoDev should be inclusive and not confine its projects to 3rd World Countries.
3. InfoDev must partner to sustain and scale like it did for region wise incubators network it must
also partner with sectoral leaders in the field of climate change, mobile, agriculture so that it will
be effective in delivery of service and successful. Further it must directly or indirectly facilitate
funding of new incubators/incubatees.
4. Co-incubation and internationalization of start-ups through capacity development of regional
networks Seed Funding and Angel Networks for the benefit of entrepreneurs Technical
Assistance to entrepreneurs Access to Markets programs for the benefit of entrepreneurs
Capacity development of incubation staff especially with recent trends and models including
acceleration, angel investment, etc.
5. partnerships and specific programs for the ME
6. Difficult to summarize in few lines
7. In technology areas, include key corporations in the particular area or a coalition of enterprises.
Also perhaps include NESsT as a part of the process.
8. Hand-holding (even if, for a limited period of time) the Top-20 winners to enable them to refine
their go-to-market approach in other geographies would be immensely helpful.
9. There is very little evidence based material on "the added value".
10. infoDev needs more presence on the ground. Washington led activities end up being more of
'coordinating' nature than of 'catalyzing and sustainable'. Many of the partners need holding of
hands. Most modern organizations are led 'from the ground', not from the HQ's. There is a bit
of this tendency in infoDev. But much less than in many other financing institutions/NGOs.
11. Activities should be focused for longer term rather than taking them as initiatives for few years.
12. no
13. N/A
14. It should have more critical thinkers on board and not become too complaisant and conformist
to the mainstream. How to retain innovativeness in systemic innovation.

15. I don't know other country but in Tanzania they just rely on the Government/Public institution
my opinion more consideration should be to Private Sector like NGO's, less bureaucratic and
more entrepreneurs can get access easily.
16. Sensitize its programme through electronic and print media to the general public.
17. No changes are recommended.
18. - We received access to marketing, but the access to funding has not yet matured.
19. We believe that infoDev could make the greatest contribution by supporting nascent and
ongoing business incubation initiatives rather than trying to set up new ones. The promise of
World Bank sourced funding is attractive to institutions approached by infoDev but it may not be
the way to achieve most value added or sustainability from infoDev's unique resources.
20. A two layered approach on promoting Innovation and Entrepreneurship. The knowledge
exchange program (for disseminating knowledge and best practices) at the global level (online
platforms / training managers / global forums etc..) A country level program focusing on the
specific country level needs (working with all stakeholders to design and implement programs
that are relevant to the local needs)
21. Hire young people to work for the infoDev. Old people's thinking is slow and not flexible.
22. None necessary
23. infoDev must continue developing contents related to innovation, competitiveness, employment
and sustainability; but not only like presencial training. Improving "idisc.net" and create new
support virtual centers, is very important to maximize impacts.
24. I think a additional focus on building a relationship between infoDev and some key innovation
and entrepreneurial centers around the world would allow enhanced information sharing and
possible business relationships.
25. Regarding the Global Forum: Depend less on "experts as usual" and open more space at the
planning, policy and decision-making table (and the podium) for innovators whose practices are
create new landscapes of possibility - especially youth, indigenous peoples, women and those
engaged in expanding sustainability - in the sense of enhancing ecosystems and strengthening
communities while developing economies. Coach presenters on how to create more interaction
with audiences during lectures, panel discussions, opening and closing sessions, etc.
26. It should reshuffle the support areas. There more developing areas to be addressed like Ethiopia
which has no support for technology innovation so far.
27. At this stage no suggestions.
28. infoDev should have a bigger team of professional consultants. The case managers of infoDev
should be more active.
I n d e p e n d e n t E v a l u a t i o n o f i n f o D e v

29. InfoDev should implement practical strategies in the quest to promote growth of innovative
technology enabled enterprises by promoting the applicable plans of successful enterprises
30. Reduce the bureaucracy that small and medium enterprises and organizations need to go
through to work with them.
31. The World Bank, should finance worldwide pilote projects using innovative technology
promoted by InfoDev program
32. First there needs to be a contextualized solution to introduction of new technology to ACTUALLY
enable the enterprises to understand how and why these systems work to their advantage.
From our experience in Tanzania there is a lot of disconnect among the stakeholders in terms of
how to mobilize technical and financial resources, although the InfoDev focus is a very good one
and can actually improve competitiveness in the long run
33. B2B linkage developments among the registered members as well community based projects
34. More global accelerators/incubators
35. Increasing focus on technologies that target job creation in rural settings and opening up those
markets
36. out of Washington, more local presence
37. More actively support networks and organizations that promote technology entrepreneurship in
developing countries.
38. 1- infoDev should help technology incubators in developing countries focus more on creating
stronger international market linkages. 2- infoDev should promote the utilization of local
enterprises in providing products and services in World Bank funded innovative technology
projects.
39. Widen the scope of targeted companies and enablers - not too exclusively focused on "fashion"
of "high growth / high impact" companies.
40. To take full control of regional network and run may be by having one staff fully on ground in
Africa to coordinate AIN
41. 1. infoDev shall have continuous efforts in strengthening the regional networks of infoDev.
42. Can't say - haven't engaged actively enough with InfoDev, do not have insights into its current
full scale activities.
43. provide a database source lookup of sme's looking to link with firms for business opportunities

44. I don't know that I'm familiar enough with infoDev's existing efforts in this area, however I am
seeing the evolution, maturation of our developer entrepreneur community and its ecosystem,
the maturation of the mixed bag of innovation hubs, incubators, MoMo, hackathons, advent of
revolving funds, accelerators, and would welcome initiatives that could help keep the leaders
supplied with the necessary mentoring and support.
45. 1. Direct project level intervention in Nepal. 2. Raising the awareness of future members
(politicians) of Constituent Assembly on the importance of innovative technology enabled
enterprises for economic development of the country.
46. I believe that if infoDev's wanted to achieve its' true intention to grow sustainable innovative
technology than it should spend some time with the Top 50 SME's to see how they can assist
these businesses in gaining traction on their objectives. If I speak for myself, I believe I have a
good concept which could materialize into a potential product that could be commercially
accepted. It would have been beneficial to me if infoDev held a more in-depth interview with
me to understand and consider my concept. There was no follow up support after winning the
competition. During the whole competition and forum exhibition I was led to believe that they
were serious enough to assist the Top 50 SME's in developing their business. At present, I feel
that they may have had the intent but no support was offered after the forum. In other words,
after winning the competition there was no further interaction between infoDev and myself.
47. To facilitate a global network and entrance of lower income countries’ companies.
48. Swiftness in its works
49. Working in innovation development takes time. I think infoDev would further maximize its
added value if the projects they worked on were established as longer-term programs of 4 or 5
years. This would allow an appropriate amount of time for programs to get set up to support
innovative technology enabled enterprises (given public and private partnerships involve
politics), and then to be able to show impact and positive movement towards sustainability.
50. Try harder to build on past experiences with institutions they have supported. That way both
parties would learn how best to maximize the opportunities, minimize pitfalls, and optimize
resources.
51. InfoDev should have more projet in French speaking countries in Africa and translate its
materials in French. InfoDev should better inform African countries , particularly policy makers
of the success stories
52. Comunicación constante con cada integrante de la red e incrementar el número de reuniones
y/o eventos con los asociados e interesados en intercambiar experiencias y promover el
desarrollo emprendedor.

18. - They have been unable to obtain companies in the MENA region for us to sell our products to.
So they have not actually contributed to improving the way in which we work.
19. infoDev is an immensely valuable source of information through idisc.net and from individuals.
Being able to call on knowledgeable and well trained trainers has been a tremendous asset to
our agribusiness incubation initiative.
20. - Greater exposure to various dimensions of Business Incubation - At a personal level, I was
benefited by the Master (Incubation) Trainer workshop that helped me to engage in training
aspiring Incubation professionals.
21. 1. Meeting new great people. 2. Think global way.
22. - Funding - Knowledge sharing
23. Training & access to information
24. We develop two strategies after knowing infoDev contents: 1) Sectorial Business Incubation
(incubators in specific enterprise sectors) 2) Technology entrepreneurship and social inclusion
(to resolve problemas to the base pyramid poblational)
25. 1. Visibility 2. Showed that internationalization is an important stage of growth
26. Many InfoDev Global Forum participants are more than ready for change and new ways of doing
things - this has led to greater innovation in our own designs for conferences, meetings and
training. We have gained confidence that our brain-based learning transcends boundaries
(national, social, etc.) so we are adding more leading edge innovations to our practices.
27. Capacity building program for technology incubators and SME seed capital financing.
28. After winning Global Top 50 and Top 20 awards in 2011, SolConEnergy was the first candidate
for the EBN Softlanding Pilot and was granted for the amount of $10 000. This grant is entirely
intended for internationalization of the project for bringing the experimental sample of CPV
module to the prototype level. Strategic partners were defined - Fh-ISE, Germany; AWM,
Switzerland. SolConEnergy executed MOU with Fh-ISE. Powering Agriculture USAID Project
Proposal was prepared and submitted.
29. infoDev should improve coordination and work closely with the regional ICT incubator. infoDev
can better use its networks to help the entrepreneurs access to markets and financing.
30. Training and development
31. Funding and expert support. Links to similar networks from around the world. Raising the profile
of our organization.

33. I was helping entrepreneurs to evaluate their needs but certainly one way this can assist -- is
stakeholder decision making and recognition of which products are most competitive especially
value added products like sunflower oil; shea butter etc.
34. Business development using infoDev's toolkits
35. global exposure
36. -Improved business sense -Access to different markets
37. Supporting the constitution of the Global Network of Business Incubators, as well as the regional
networks. Developing and launching the Training Program for Incubator Managers.
38. 1- Through the infoDev forum we were able to make contacts and share experiences with
entrepreneurs from other developing countries. 2- We had to make a joint venture with a larger
enterprise in order to tackle regional markets
39. Widen the basis of information and knowledge Added to the network of contacts
40. Training and awareness through exposure to how Incubators are managed in other countries
41. Training program and modules, and networking opportunity
42. 1. Knowledge on business incubation through global forums and workshops. 2. Master trainer
of infoDev BI training program provides opportunity to train new managers
43. - networking conference where it was possible to meet social entrepreneurs and promoters
from across the globe - a platform for engagement with other stakeholders
44. after attending the brazil global conference 2009, and the training on virtual incubation, I was
confident that the way we were delivering business support was on the right track gaining the
data from the women’s committee outlining research that women are being held back in
business through lack of confidence and self esteem
45. Leading Incubation process in ICT and Agribusiness Development of SME's competitiveness
strategy
46. infoDev has played a key role in supplying me with much needed mentoring, through enabling
me me to participate at OIAS, Global Forum, and other similar fora, and through those I was
encouraged as I became aware of a much greater camaraderie of like minded pioneer
adventurers in the ICT4D space than I believed existed. That awareness also gave me a greater
sense of mission, also perspective, an appreciation of the importance of our joint endeavor. This
probably also improved my ability to report, write about our experiences, experiments, to the
end that we could encourage our colleagues to continue to push the envelope. The requisite
quarterly reporting of our expenses from an infoDev grant gave a greater sense of proportion
and responsibility.

47. 1. Understanding of the importance of innovation & enterprises for growth oriented society. 2.
Created local level expertise in Business Incubation in Nepal.
48. None.
49. Provided necessary information which is the base of technological business assessment.
Provides grants where it is necessary.
50. Global knowledge sharing Engaging local practitioners/professionals in its all works
51. (1) infoDev has helped us to design, develop and implement high-impact innovation and
entrepreneur enabling programs, based on their deep experience worldwide. (2) infoDev has
actively helped us to join the global knowledge network of those working to develop innovative
technology enabled enterprises, and interacting with these thought leaders have significantly
helped our programs.
52. Financial support and networking opportunities
53. Training and networking
54. 1. Herramientas de gestión mediante las capacitaciones 2. Participación de redes e intercambio
de experiencias entre diversos agentes que participan del ecosistema de emprendedor.
4.3 How could infoDev better serve your needs? # Response
1. Cover its project scope to include Malaysia
2. Community of Practice in Agriculture must be practiced and not preached or operated for the
sake of project and publicity
3. Developing the eco-system in MENA for entrepreneurs and innovation Developing Access to
Markets and Finance in MENA region
4. we need a special program for Palestine
5. - more projects involving active members
6. To include early on the key companies in given areas of expertise to assist in evaluating
programs and technologies.
7. Communication on results for stakeholders should be better. Planning interventions together
with the stakeholders, especially recipients, and the donors. InfoDev has produced some world
class knowledge products (sourcebooks) but at the same time its internal reporting and
reporting to donors/investors is lacking far behind the WB standards.
8. By coming closer to markets

10. Expansion of the scope of work that we are currently doing as mHub Nepal.
11. finance projects
12. Less network based access (via regional networks) and more hub and spoke access, one to one
communications.
13. [In my new organization] infoDev could be more proactive in collaborating with us in developing
different training schemes for different players in the innovation ecosystems.
14. They can support our business incubator, even when you write to them they are not reply.
15. providing evaluations and deeper insights
16. By exposing more government officials to it's trainings and activities.
17. We proposed novel ideas in response to a RFP. The award was made to another entity. But our
ideas were then used for a subsequent RFP. Good that our ideas are being used. But better if
we could see some concrete benefits too.

19. - I feel that they are understaffed and don't have the capability of properly working closely with
us to help us achieve our needs; this leaves a lot of room for improvement.
20. infoDev could add even more value by promoting networking between their African agribusiness
incubators and those supported by UniBRAIN
21. - Most discussions happen / gather momentum one month before global forum and dies down
after the forum - infoDev needs to accelerate community engagement (using social media and
other apt tools) on a continuum.
22. 1. Getting more people companies into the network. 2. All the Incubators in South East Asia are
now dead or very inactive! It's bad.
23. No changes
24. Developing on line training for your contents and creating contents in different languages
(Spanish, Portuguese).
25. I can't say today that I have an ongoing relationship with infoDev. This may very well be my own
fault but for whatever reason I have not become aware of the benefits of such an ongoing
relationship for all parties. It is not that I don't want to be involved or to contribute, but the
reasons for doing so need to be made abundantly clear. There needs to be an engagement
model that keeps infoDev relevant and important to me.
26. Facilitate more people to people interaction.
27. Capacity building program for technology incubators and SME seed capital financing.
28. It is desirable to facilitate the search for project investors on the basis of our Investment

29. infoDev can use its influence to help us in marketing our products to "key" decision makers in
regional and global ministries of education. infoDev can also help in financing our clients to be
able to purchase our needed educational products (such as public schools in developing
countries).
30. Improve its communication strategy
31. Continued support of our programs and linking us to relevant funders and partners.
32. Recommendations from infoDev for United Nations institutions(UNDP, UNEP, IFAD, etc) to
promote and adopt in their projects the innovative technology products.
33. If this arm of World Bank private sector could please come over (I am now based in Burkina Faso
with SNV) and I can ARRANGE meetings with Chambers of Commerce and Maison des
Entreprises to do a demo and to explain (with video complement) how entrepreneurs have
changed the course of their future with participation in this Innovative Entrepreneurship

35. More global events and enabling global startups get more exposure to well-established startup
ecosystems like NY.
36. -Business management training to better handle logistics and finances of the company
37. out of Washington, more local presence
38. By providing information about opportunities in international markets.
39. Involve non-developing country information experiences at a wider scale Make a more diverse

ecosystem of which I am a part, and I expect that I shall find infoDev is somehow continuing to
play a behind-the-scenes role in enabling me and my colleagues in our various roles. If I could
nudge things, I'd like to help establish a training center for start-up entrepreneur developers,
modeled after the Nairobi based eMobilis.
47. 1. Provide appropriate training at local level collaborating with partners like ITPF. 2. Conduct a
study tour for national leaders to India, China, South Korea where innovating technology
enabled enterprises are happening.
48. 1. infoDev could offer their expert advice and guidance and options with which to proceed with.
2. More direct interaction with my concept and see how I could break it up into smaller
achievable goals.
49. to make a follow up
50. Being responsive to changing context of the enterprise/entrepreneur ecosystem
51. I thought hard about this question, and I think the only main comment I have on better serving
our needs would be that stated above in the answer to question 4.1 - to work within longer term
programs.
52. Support in expanding our incubator portfolio
53. More training and technical support. InfoDev could develop a network of mentors, coming from
countries that have track record on business
54. 1. Generando espacios de comunicación e intercambio de experiencias. 2. Desarrollando
capacitaciones que permita mejorar la gestión de las incubadoras de empresas y/o centros de
emprendimiento. 3. Brindar certificaciones y/o acreditaciones de gestión de incubadoras de
empresas y/o centros de emprendimiento.
4.4 Do you have any other comments or suggestions for infoDev? # Response
1. Clear vision, good leadership and open communication with walk the talk attitude is needed for
the InfoDev team.
2. I thank infoDev for their creativity and providing a space for experimentation
3. More focus on the ME

7. infoDev often succeeds in avoiding the typical 'arrogance' of financier, but still sometimes steps
on this mine. So a bit more humility would be needed. Also the team should have more
concrete emerging market experience and be more representative of its clients (culturally).
8. no
9. No
10. infoDev should be a bit less bossy in the common playing field.
11. no
12. good job!
13. InfoDev team are doing very well and I hope and pray they will continue to do so. I hope more
opportunity will be given to those participants from developing countries.
14. no
15. - We were disappointed in the A2MF part; we saw no market exposure and no access to finance.
infoDev should focus on helping us with access to markets for our products.
16. I am very grateful for the input we have received from infoDev trainers but I think there is a lot
more potential for effective collaboration that should be exploited. As our incubators take off
the potential for mutual benefits from such collaboration will become more evident.
17. Please do not stop funding creation / capacity building activities for incubators. Using infoDev's
bandwidth and reputation, a greater corpus needs to be created every year and to be deployed
continuously for creation and growth of Incubators. (2004- 2008 models) Please do not
eliminate (discriminate) country like India just because local Govt. plays an active role in the
Incubation. A sub continent (1.3 billion population) requires more players to address the needs
18. I like infoDev very much, but please do your everything faster. And in Vietnam, please pay
attention to the private sector, small-medium businesses. Thank you.
19. No
20. In my opinion, infoDev might create programs with each continental network encouraging the
networks for be more effective regional promoters.
21. It feels to me that InfoDev needs internal refreshment in order to update their vision and
innovate from the platform that has been created. To be congruent, InfoDev needs to "model
the way" for innovators by being bold, integrative, and holistic. Internal continuous
improvement of the systems that support their activities is certainly needed to allow space for
risk-taking. Also, each conference offers an opportunity to move the field forward globally by
creating an experience for participants that places a marker on what has been accomplished and
then transforms their view of what is possible to do at next level of integration. At the Global
Forum, take collective on that path.

22. The global forums are also need of infoDev support for participation. Currently the costs are
expected to be covered by individual participants and this may cause great challenge for
participants from developing countries.
23. If possible, to support the innovations approved by infoDev in the governmental structures.
24. We have been working with two huge clients (Palestine ministry of education and UNRWA) who
are interested in our products and services, however, they could not purchase large amounts
because of their limited budget. Can infoDev help in financing?
25. They have done well so far.
26. Yes, a more substantial outreach to organizations representing private sector and especially
agriculture producers is paramount. You need to devote more resources to partnership building
in country so these initiatives are not left hanging without support or knowledge where to seek
additional finance ie for IEAC to become a reality. I again would like to mention here in West
Africa (as you have done in Mali) the program can be expanded.
27. nil
28. Thanks for all your hard work.
29. Ideas are good but for them to be successful businesses there is need to teach entrepreneurs
how to run businesses i.e. asset management, tax issues, intellectual property etc.

secretariat for fashion incubators, and there is a lot of interest in developing countries to start
fashion incubators. we have a virtual fashion incubator we created an online virtual incubator
for women to gain business skills
37. I have enjoyed a remarkably enriching experience in getting to know a little about my friends
and colleagues from infoDev. I usually feel quite overwhelmed at any of the events co-organized
by infoDev, challenged and humbled as I to try to apprehend a greater wealth and depth of
experiences, discoveries than I could have imagined, and yet, strangely, somehow feeling at
home.

39. I think the authenticity of infoDev's intention gets lost when they are vague about everything,
i.e. no clear and open communication. Hence, I think they should focus on providing clear and
open communication to all parties they intend to assist, as it deteriorates their reputation.

41. Keep the good works going
42. Although it wasn't asked in the questions above, our team thought that the infoDev team does a
very good job at reacting to information, feedback, advice, or potential issues. Response time
for emails is very rapid, which is not always true of other groups. This is greatly appreciated.
Thanks for all the strong team efforts so far, please keep up the great work infoDev!
