The following ideas are provided as potential discussion items as infoDev continues to think through the appropriate governance model. The governance structure can be understood as the fiduciary and strategic decision making group of infoDev. It can be understood as a Board of Directors or Governing Council, comprised of at least the VP, investors (previously referred to as “donors”), advisory experts and internal and external stakeholders. There could also be an external advisory group and/or an assembly but these would depend on perceived need. The Board would be guided by a Program Framework Agreement that would clarify its role and the WB’s role in decisions regarding program and the utilization of the resources.

1) The desired characteristics of members of the Board or Council would be:

• Provide a high level of confidence (legitimacy) to investors and Sr. Bank officials in governors

• Be seen as having knowledge in infoDev’s program areas.

• Be capable to dialogue with Bank with respect to appropriate institutional arrangements

• Represent the investors in infoDev

• Be supportive in obtaining appropriate level investments and resources based on strategy

• Be capable of accessing cutting edge knowledge about Innovation , technology and startup entrepreneurship

• Willingness to spend between 3-7 days a year on infoDev’s business

• Attention to performance (results) of infoDev

3) Operational considerations-The day to day management and oversight of the program will be carried out by the infoDev Program Manager who report through the Director of Innovation, Technology and Entrepreneurship to the Vice-President of Finance and Private Sector Development (FPD) Network.

The governing group could be convened on a face to face basis annually under the chairmanship of FPD’s Vice President, timed to give input and approve infoDev’s annual work programming cycle. Major issues requiring attention between meetings will be addressed electronically or, in exceptional circumstances, by calling a special meeting. Other meetings could be held using various technologies. An executive group could be formed if need be to act on strategic concerns.

infoDev Evaluation Recommendations (2007) • infoDev donors and program management should take immediate steps to address the potential for a

funding crisis.

• infoDev should develop a donor communication and involvement strategy so as to revitalize the participation of the governing body in providing overall direction to infoDev.

• infoDev should adjust the approach for generating financial resources, based on the outcome of the special Donor forum proposed in Recommendation 1.

• infoDev should strengthen the functioning of its Donors’ Committee so that it can effectively set direction and play its oversight role.

• The Donors’ Committee should establish a mechanism for providing appropriate supervision of, and guidance to, the Secretariat/program management in between the meetings of the Committee.

• infoDev should continue to integrate developing countries in its governance system.

• infoDev’s Secretariat should align its staffing to the model adopted for generating resources.

• The Secretariat should strengthen infoDev’s planning, monitoring, evaluation and reporting systems.

• infoDev’s Secretariat should develop an explicit strategy for capacity building.

• infoDev’s Secretariat should develop and appropriately resource a communications strategy that enhances knowledge sharing.

14. infoDev trainers have worked seamlessly with our trainers to share their knowledge of business

incubation. This has filled gaps in our own experience of business incubation and we have also

benefited from observing the effective way in which they conduct their training.

by the forum) translated in to the local government setting up Seed Funds in Incubators As a

43. Actually it's a bit uncanny how a group of colleagues that I work with in organizing events or

forming new groups in East Africa have visualized how to build out the mobile social networking

infrastructure, ecosystem, only to discover that infoDev had already thought of it and thought it

through, as manifest by one or another call for proposals, such that we were encouraged that

we were on the right track and got additional guidance from them.

44. Our organization, Information Technology Professional Forum (ITPF), has been successful in

establishing Government Owned Business Incubator Program under Department of Cottage and

4. LOOKING AHEAD

4.1 What changes if any should infoDev make to maximize its added value in promoting the growth of innovative technology enabled enterprises to improve competitiveness, employment and sustainable, inclusive growth in the future? # Response

1. Keep a focus on the ICT sector and ICT use in enterprises.

2. InfoDev should be inclusive and not confine its projects to 3rd World Countries.

3. InfoDev must partner to sustain and scale like it did for region wise incubators network it must

also partner with sectoral leaders in the field of climate change, mobile, agriculture so that it will

be effective in delivery of service and successful. Further it must directly or indirectly facilitate

funding of new incubators/incubatees.

4. Co-incubation and internationalization of start-ups through capacity development of regional

networks Seed Funding and Angel Networks for the benefit of entrepreneurs Technical

communities while developing economies. Coach presenters on how to create more interaction

with audiences during lectures, panel discussions, opening and closing sessions, etc.

44. I don't know that I'm familiar enough with infoDev's existing efforts in this area, however I am

seeing the evolution, maturation of our developer entrepreneur community and its ecosystem,

the maturation of the mixed bag of innovation hubs, incubators, MoMo, hackathons, advent of

revolving funds, accelerators, and would welcome initiatives that could help keep the leaders

supplied with the necessary mentoring and support.

(politicians) of Constituent Assembly on the importance of innovative technology enabled

enterprises for economic development of the country.

46. I believe that if infoDev's wanted to achieve its' true intention to grow sustainable innovative

technology than it should spend some time with the Top 50 SME's to see how they can assist

these businesses in gaining traction on their objectives. If I speak for myself, I believe I have a

good concept which could materialize into a potential product that could be commercially

accepted. It would have been beneficial to me if infoDev held a more in-depth interview with

me to understand and consider my concept. There was no follow up support after winning the

competition. During the whole competition and forum exhibition I was led to believe that they

were serious enough to assist the Top 50 SME's in developing their business. At present, I feel

that they may have had the intent but no support was offered after the forum. In other words,

after winning the competition there was no further interaction between infoDev and myself.

49. Working in innovation development takes time. I think infoDev would further maximize its

added value if the projects they worked on were established as longer-term programs of 4 or 5

years. This would allow an appropriate amount of time for programs to get set up to support

innovative technology enabled enterprises (given public and private partnerships involve

politics), and then to be able to show impact and positive movement towards sustainability.

50. Try harder to build on past experiences with institutions they have supported. That way both

parties would learn how best to maximize the opportunities, minimize pitfalls, and optimize

resources.

nudge things, I'd like to help establish a training center for start-up entrepreneur developers,

modeled after the Nairobi based eMobilis.

risk-taking. Also, each conference offers an opportunity to move the field forward globally by

creating an experience for participants that places a marker on what has been accomplished and
