Ministry of Regional Development, Forestry and Water Management in Croatia and Delegation of the EuropeanUnion to Serbia launched the first Call for Proposals (CfP) within IPA Cross-Border Programme Croatia-Serbia

2007-2013 on 17 July 2009. The CfP was closed on 16 October 2009. The JTS received a total of 110 applicationsbefore the deadline. In this section we are presenting to you an analysis of the received applications. Thebudgetary clearing process and contracting is partially completed but still ongoing. It is expected that all con-tracts with final beneficiaries under the 1st Call for Proposals will be finalized in January 2011.

Chart 2 explanation: The funds requested are dis-tributed evenly: a total amount of10.689.839,72EUR was requested from IPA Croatia allocation anda total of10.645.419,97 EUR was requested fromIPA Serbia allocation. As can be seen in Chart 2above out of the of total amount requested fromContracting Authorities 49,90% is requested fromIPA Serbia while a slightly higher percentage,namely 50,10% has been requested from IPA Croa-tia.

Chart 3 explanation:The total amount of eligiblecost of actions (project value) is 25.229.531, 14EUR, among which a total amount of21.335.259,69EUR has been requested from Contracting Au-thorities. As can be seen in Chart 3 above, the totalamount of funds requested from Contracting Au-thorities constitutes 84,56% of the total amount ofeligible cost of actions, while the applicants pro-posed to co-finance 15,44% with their own re-sources.

number of projects while Measure 1.1. Economic develop-ment remains on place 1 with 57% of total requestedamount of actions, the second in line is Measure 1.2. Envi-ronmental protection with 28%. The least percentage oftotal requested amount of actions is Measure 1.3. People-to-people with 15%. The difference in order depending onwhether data is expressed in number of applications or per-centage is due to the fact that the minimum and maximumsize of grants vary: sizes of grants for the first two measuresare considerably higher (50.000-200.000 EUR) than thesizes of grants for measure 1.3. People-to-people (30.000-50.000 EUR). In direct relation to this, although the numberof applications applying for Measure 1.3. is ranked 2nd

place, the percentage of the total requested amount of ac-tions of these applications comes last.

The Cross-Border programme is a living document and as such it can be revised. Based on new IPA financial alocationsfor 2010 and 2011 and inputs provided by both Operating Structures, the JTS drafted a revised version of the programmedocument in accordance with the financial allocation 2009-2011.The revised version of the IPA CBP programme was adop-ted by JMC on 27 October 2009 and by the European Commission on 20 September 2010. Publication of 2nd Call for Proposals in 2011

The publication of the 2nd Call for Proposals is expected in first quarter of 2011. Eligbility criteria and all other relevantcriteria will be as usual presented in the Guidelines for Applicantts. For the first time, an electronic application form will beused which will simplify the application process. JTS will organize information sessions shortly after the publication of theCall during which the criteria for submission of project proposals will be presented.

Staff of the Agency forRegional development

In August 2010 the Serbian EuropeanIntegration Office was introduced asthe new Operating Structure in Serbia.

The duties of the Operating Structure,formerly carried out by the Ministry ofFinance in Serbia, include programmemanagement activities related mainlyto programming, but include also acti-vites related to programme implemen-tation. In cooperation with the JTS theOS help organize events for potentialbeneficiaries.

With the change of institution, also theHead of Operating Structure has chan-

ged. The new HOS for the IPA CBPCroatia-Serbia is the SEIO DeputyDirector, Mr Ognjen Miri.

The contact person in charge of ourprogramme is Mrs Jelena Stojoviwithin the Department for cross-borderand transnational cooperation.

The EU Integration Office of the Republic of Serbia (SEIO)is the NEW Operating Structure in Serbia

In its capacity as Contracting Authoritythe agency is responsible for publishingthe Calls for Proposals and concludingthe contracts with grant beneficiaries.As Implementing body, the agency isinvolved in the evaluation procedure ofproject proposals and also in monitoringof projects financed by the programme.

The ARD has been fouded by the Repu-blic of Croatia and it is operating under

the jurisdiction of the Ministry for Regi-onal Development, Forestry and WaterManagement.

The Director of the Agency is Mrs elj-ka Kovai who performs the duties ofProgramme Authorizing Off icer (PAO).

In August 2010 the Agency for Regio-nal Development of the Republic ofCroatia has been accredited from theEuropean Commission by which it isconfirmed as Contracting Authorityand Implementing body for IPA IIbcomponent (cross-border cooperation)which includes the IPA Cross-BorderProgramme Croatia Serbia.

What are the recent developments inthe field of cross-border cooperation?

In July 2009 Vukovar-Srijem County(VSC) has signed a trilateral Memo-randum of Understanding (MoU) withthe Autonomous Province of Vojvodinaand the Hungarian county Bacs-Kiskun expressing the readiness tocooperate in various areas pursuingcommon objectives, especially in rela-tion to cross-border cooperation. It hasbeen agreed to form working groupswith the aim to prepare and propose

projects which can be financed fromEU funds. In November 2009 the VSCprefect Mr Boo Gali signed a proto-col on cooperation with Sremska Mi-trovica and 6municipali-ties in theSrijem Dis-trict (id,Ruma, In-ija, Peinci,Stara Pa-zova and

Irig) It is ex-pected thatthis protocolwill enhanceand speedup the proc-ess of EUintegrationand Euro-pean per-spectivesbetweenthese 2 re-

gions and also contribute to develop-ment and strengthening of bilateralrelations on social, economic, culturaland all other levels. The most recentprotocol on cooperation was signed inJuly 2010 with West Baki District(including the City of Sombor and mu-nicipalities of Apatin, Odaci andKula).

Did VSC sign any other MoUs withneighboring Serbia?

In 2007 VSC has signed a Protocol on

cooperation with South Baka admin-istrative District in order to establish,develop and strengthen bilateral rela-tions in line with positive tradition of

euroregional cooperation. Local self-governments are in position to signprotocols on international cooperationon their own. Just to name a few ofsuch forms of cooperation, the City ofVukovar has signed a protocol on co-operation with the Municipality of Baand the City of Ilok has signed such adocument with municipalities of BakaPalanka and Irig.

Is this cooperation on paper appliedin real life? Are there any practical

experiences in the area of cross-border cooperation?

About 3 years ago the projectEstablishment of ferry line Vukovar-

Ba was initiated and fi-nanced by the dutch Govern-ment. The objective of thisproject was to create condi-tions for the development ofgood neighborly relation,boost socio-economic devel-opment and above all bring

people from both sides of theborder closer together. An-other example is Ilok andBaka Palanka. In summer2009 these two cities jointlyhosted an art and literatureexhibition of childrens works.Under the name of Danube, a

river that connects. Pupils of elemen-tary schools from Ilok and BakaPalanka participated together in thecontext of cross-border cooperation. Adirect result of signed declarations andMoUs are also partnerships created onprojects by applicants from our Countywhich have been submitted to the 1stCall for Proposals within the IPA CBPCroatia-Serbia. Altogether 38 projectssubmitted are originating from VSC.

What are your expectations on cross-border cooperation under IPA ?

So far cross-border cooperation hasbeen manifested mostly in smallerprojects on cooperation between localcommunities. With the coming of IPA

we are expecting strengthening andspreading of this form of cooperationalso to other organizations in the eco-nomic, non-governmental sector andenvironmental, cultural and other sec-tors. As a result of this we expect anincrease of capacities in our countyand thus an increase of absorptioncapacities for upcoming structuralfunds once Croatia enters the EU.

VSC participates in projects of multilat-eral cooperation with countries on the

Danube. What form of cooperation isthis and how does it work?

Cooperation between Danube coun-tries is of great significance for VSC.Our county is member of several inter-national associations dealing with Da-nube space, such as Euroregionalcooperation Danube-Drava-Sava andWorking Committee on Danube re-gions (Arbeitsgemeinschaft derDonaulnder). Cooperation is realizedeither on regional level or on local

level through the network of Danubeoffices (Donaubros). The main idea isthe joint presentation of Danube re-gion, affirmation of this region in theEU context as well as developmentand implementation of joint projectsfinanced from different EU funds. Oneof initiatives of mentioned associationswas the development of a joint Euro-pean Danube Strategy. Ministry ofForeign Affairs and EU integration ofRepublic of Croatia has formed aWorking group that has worked on the

development of this strategy, whichwill contribute to the realization ofCroatian interests in the Danube area.

The European Commission adoptedthe Danube strategy and its ActionPlan on 8 December 2010. This docu-ment will reshape the traditional bilat-eral cooperation of Danube countries.

Have you already implemented pro-jects on cross-border cooperation?What kind of project is it and what arethe lessons learned?

We have implemented the project un-der the title Apple-net. The experi-ences drawn are good and this wasthe first project in which our Countyhas participated as applicant and rep-resentatives from Serbia were alsoinvolved. The communication wasopen, constructive and we have setpreconditions for the extension of theproject. The good cooperation experi-enced during this project has contin-ued afterwards. The objective of thisproject was the creation of an applecluster, and the extension of the pro-ject includes standardization of manu-facturing and the establishment of across-border network of apple produc-ers (applicant on this project is theInstitute for Agriculture and the Countyparticipates as local partner). The Re-gional Development Agency was partof the implemented project insofar asto provide technical support in projectpreparation and implementation.

It was noted that a shared challengewas the lack of capacity in regards toPCM. Thus additional pressure wasput on the agency to help out.

What are your expectations from IPACBC?

It is encouraging to see that the coop-eration now has actually started tomanifest. According to our knowledgeat least 35 projects from OBC have

applied for funds from IPA CBP Croa-tia-Serbia. We keep record of all thosewhom we have provided with somesort of assistance in project prepara-tion. Hence, the cooperation hasstarted and I personally think that itwent much easier than expected.Some organizations managed to find apartner thanks to our mediation andsome managed on their own to find aproject partner.

It can be said that the interest for IPACBP Croatia-Serbia was much biggerthan for instance for the programmebetween Croatia and Hungary. This isfor the following reasons:

1. No language barrier

2. Pre-financing is secured

3. There are existing economicand social relations (especiallyin the civil sector)

4. Awareness for the need of co-operation is enhanced

5. Similarit ies in economic andlegal systems

6. Similarit ies in development pri-orities (agriculture, tourism,SMEs, renewable sources ofenergy)

7. In regards to Measure 1.3. Peo-ple-to-people a good link areminorities

Steps in finding a partner:1. Define a common goal.

2. Check which resources yourpartner can offer which wouldcomplement yours.

3. How much experience has thepartner on previous projects?

4. Does the partner fit the eligibilitycriteria defined by the Call forProposals?

5. Is the partner willing to cooper-

ate? this is to exclude that thepartners only motivation is toget the money with your help

Can you share some advice on how tofind a project partner ?

My advice to all is to use the resourcesmade available by JTS, such as Infor-mation sessions, work-shops, partnersearch forums and of course contactwith the JTS staff via e-mail.

Cohesion Policy is the key instrument in

addressing the European Unionsambition to promote more growth and jobs. Sharing ideas and cooperatingacross borders is one of the mostimportant factors contributing toinnovation, which is seen as a keycontributor to achieving sustainablegrowth and jobs. European TerritorialCooperation programmes bring regionsand people together and thus facilitatethe exchange of good ideas and bestpractice in Regional Policy, irrespectiveof the existence of borders. It is in thiscontext that European Territorial

Cooperation has moved centre stage inthe new Cohesion Policy period 2007-13. Th e increased importance of theseco-operation programmes, sti l lcommonly referred to as INTERREG, isdemonstrated by the fact they have nowimportance of these co-operationbecome one of the 3 Cohesion Policyobjectives. Th is European TerritorialCooperation Objective, fi nanced by theEuropean Regional Development Fund(ERDF), supports 70 cross-border,transnational and interregional

cooperation programmes. Th e budget

programmes, still commonly referred to

as INTERREG, is demonstrated by thefact they have now become one of the 3Cohesion Policy objectives. This Euro-pean Territorial Cooperation Objective,financed by the European RegionalDevelopment Fund (ERDF), supports 70cross-border, transnational andinterregional cooperation programmes.Th e budget for this objective amounts to8.7 billion for the period 2007-13. In thesame time the EU has developed a newprogramme titled IPA (Instrument forPre-Accession) for the 20072013 prog-ramming period which represents a

unique financial instrument regulatingfinancial allocations between EU Mem-ber States and candidate countries andpotential candidate countries. IPA Com-ponent II, titled Cross-Border Cooperati-on (IPA CBC), provides support forcross-border cooperation between Mem-ber States and potential candidate coun-tries.
