Foreword

NAZIR is to build the capacity of the community to improve the quality of their lives and create a congenial and deprivation-free society through awareness raising, education, resource mobilization and socio-economic intervention; encouraging community participation to be able to form people's organization that will lead and perform the role of materializing sustainable community development. NAZIR envisages a society of individuals with utmost capacity in shaping their future; a peaceful, healthy and democratic society where poor and hard core poor individual including all minorities/ethnics and persons with disabilities are empowered and economically self-reliant. Creating an enabling environment where community people are able to unleash their potential and actively participate in creating a sustainable development for a better nation. Foremost, NAZIR as a voluntary social development organization, pledged to dedicate in the task planned for the poor and marginalized people in line with the mission and vision of the organization to achieve the purpose of socio-economic development and bring out a positive change in the lives of members of the community. In the year 2017 NAZIR implemented number of projects with the aim of improving lives of marginalized people. The programmes of micro-lending for women, agriculture, education, water and sanitation, rehabilitation of persons with disabilities, vulnerable group development, trainings and awareness campaigns functioned very satisfactorily and still on its continuity; thereby creating a positive change in the lives of the people of Lalmonirhat district. It might not have yet totally eradicated the poverty, illiteracy and disabilities but the beginning of good change in the entirety has been very evident and steadfast. I would like to express my hearty thanks and gratitude to all concerns such as- members of the General Council and Executive Committee, Local Government Authorities, Social and Community leaders and general community people including programme participants and of course the staff members of NAZIR for their effort, kind support and cooperation in implementing the programmes successfully and effectively.

A. BRIEF INTRODUCTION TO NAZIR

Background:

NAZIR (Natun Zibon Rochi) means “Building New Life”, is a voluntary Non-Government Organization formed by a group of competent and humanitarian professionals to address the underlying problems of individuals and society that creating barriers against socio-economic development of the community. It is located in Lalmonirhat and started functioning and implementing developmental activities from the February 1998. NAZIR’s programs cover the Lalmonirhat District which is situated to the north side border of Bangladesh. It is a part of the Rangpur Division. There are five sub-districts namely Lalmonirhat Sadar, Aditmari, Kaliganj, Hatibandha and Patgram. Lalmonirhat is one of the poorest districts in the country which is crisscrossed by two major rivers and many tributaries. The district comprises an area of 1,241 square kilometer with a population of about 14,00,000 of which about 39% lives in extreme poverty level. NAZIR has been formed to alleviate poverty and socio-economic emancipation of the majority population and supplement or complement the facilities and resources of the existing service providers whose interventions are insufficient to address the need and requirement of the target population through comprehensive efforts.

Legal Status of the Organisation: NAZIR is registered with the Department of Social Service, NGO Affairs Bureau, Department of Women Affairs, Department of Youth Development and Microcredit Regulatory Authority. These registration numbers are:

Objective of NAZIR:

NAZIR has been working with the objective of creating a society where the common people will resume supreme in shaping their future. There will be peaceful, healthy and democratic society where poor and hard core poor including all minorities /ethnics and persons with disabilities are empowered, economically self–reliant and living within equitable secured environment for which set up of objective has been chosen through which gradually and effective and positive change takes place. Here people will unleash their potential in creating a just and all round sustainable development with their whole hearted participation. Following are the main objectives of NAZIR:

To improve economic security of the targeted population through capacity building, skill

development and Income generating support. To empower all destitute, hard core poor, children, women and persons with disabilities. To establish strong working relationship between organization, people, and government

machineries and with other relevant stakeholders. To empower all Persons with Disabilities through providing life base training, education and

enable them to establish rights in the society. To ensure involvement and participation of all stakeholders in the process through participatory

and inclusive approach. To introduce modern, pollution free, agriculture technology and increase agro-based homestead

production and thus increasing food security at family level. To protect environmental degradation and pollution.

1. Poverty alleviation through providing Micro-credit, skill development training and supporting income-generating projects.

2. Creating Access to education for all.

3. Women empowerment, Child rights promotion, Early marriage elimination, Family Planning.

4. Prevention of disability and rehabilitation of persons with disabilities.

5. Promoting social change through human development training, direct assistance, and institution Building.

6. Agricultural development programme’s such as extension and awareness on Zinc rice, Soil Health Management providing Vermi-Compost, Field crops, Homestead gardening.

Target Group: The target groups of the organization are those with disabilities; regular school drop-outs, landless and asset less, unemployed, illiterate, neglected traditional groups, vulnerable children, HIV/AIDS infected and marginal farmers. The organization is basically concerned in encouraging women to take part in the activities.

Gender Equality:

Bangladesh has marks its prominence in discriminating women in many areas of the society due to its religious culture and tradition. Due to this problem, NAZIR impose activities that uphold the rights of women. NAZIR is conducting specific interventions on gender issues like birth registration, marriage registration, early marriage and violence against women as a pilot program. Under this program NAZIR has formed different committee comprising representative from all walks of life in the community. This committee is known as GCA (Gender Change Agent). GCA’s are playing vital role in implementing the interventions under the program. GCA’s are well trained by the organization for the smooth management of program related activities. These committees are well functioning at present in support of the program. These committees are composed of women entrepreneurs, male entrepreneurs and student volunteers. Positive attitude are seen towards the program in community.

Management Structure of NAZIR: General Committee: General Council (GC) is the supreme policy and decision making body of NAZIR. The GC has a total number of 27 members from different professions. The GC elects the Executive Committee (EC) for a period of three years. The GC meets once a year, if necessary, it can hold emergency and/or special meetings. Executive Committee (EC): The Executive Committee has 9 members. The members are elected by the General Committee for the term of three years. It includes one Chairman, one Vice-Chairman, one Secretary, one Joint Secretary, One Treasurer, One Organizing Secretary & Three Executive Members. The Executive Committee meets bi-monthly. The EC is accountable to General Council. Executive Director: The Executive Director is appointed by the Executive Committee. He is responsible for program planning, implementation and overall administration. The Executive Director is accountable to the Executive Committee and General Council.

Result: 6030 group members received credit support for IGA within the year 2017 and became economically self-dependent. Among them 1247 members refunded the borrowed amount and at present current borrowers are 5264. 2. Harvest Plus

CIAT & IRRI

Target group: Poor, Small and Marginalized farmers. Objective: Transfer improved technology and knowledge among target group on use of chemical free fertilizer to prevent environmental degradation and production and extension of high zinc rice verities to supplement food deficiency. Activities:

a) Motivate farmers for intensive use of land and plant trees to protect environmental degradation.

b) Motivate farmers to use compost/cow dung, Vermi-compost, Green manuring and less or no use of chemical fertilizer to preserve soil fertility.

c) Transfer improved technology/set-up of demonstration plots to promote knowledge and skill of farmers in producing High Zinc Rice.

d) Establish home gardening round the year for own consumption and extra income.

e) Extension of High Zinc Rice.

Result: Farmers within target area are aware and educated on negative consequences of using chemical fertilizer and benefit of High Zinc Rice including process of cultivation and seed preservation. The project facilitated preparation of 3550 demonstration plots of high zinc rice in working areas.

3. Re-habilitation of Disabled People in the Society

Target group: Persons with disabilities irrespective of age, gender and types of disabilities. Objectives: Improving mobility and functional ability of persons with disabilities and Inclusion into mainstream society with equal rights and dignity. Activities: a) Providing Primary Rehabilitation Therapy. b) Providing referral services for specialized treatment. c) Providing Assistive Devices such as- Wheelchairs,

Tri-cycles, Walking Frame/Sticks, Special Chairs, Toilet Chairs, Hearing Aids, and Powered Glasses/Magnifying Glass etc.

d) Providing capacity building, vocational, life skill training and IGA support.

Results: 445 selected beneficiaries provided with therapy, treatment, Assistive devices, vocational/life skill training and IGA support.

4. Vulnerable Group Development (VGD)

5. Lactating Mother Project

Target group: Destitute laborious pregnant and lactating mothers.. Objective: Poverty eradication through social safety net program.

Activities: d) Reduce mortality rate of child and mothers. e) Increase breast feeding rate. f) Service deliver during pregnancy, antenatal and post

natal period. g) Health and birth control. h) Livelihood development through training. i) Provide nutritious food.

Result: 343 laborious mothers covered by the project and their living improved lives.

DESCRIPTION OF PROGRAMME ACTIVITIES:

1. Micro-Credit In Bangladesh the vast majority of the population has had little or no access to the formal financial system. So, the traditional financial institutions, mainly banks were not serving the poor. Microfinance program has been able to bring economical self-dependency among poor and ultra poor families, which making a significant change in their lifestyle. NAZIR is implementing this project in partnership with PKSF (Palli Karma Sahayak Foundation). (Group Meeting)

NAZIR’s micro-credit programme divided into 4 categories such as: JAGORON (Rural Microcredit) AGROSOR (Micro Enterprise), BUNIAD (Ultra Poor), SUFOLON (Seasonal Loan Scheme), and, in which large numbers of members are women and small portion of members are men. Our organization also assisted the micro credit group members to acquire savings account in the bank as shown below (Savings & Loan collection by the group approach) a) Micro-credit Status for the year 2017:

2. Resource Center for Persons with Disabilities and Rural Poor Women:

One of the objectives of NAZIR is empowering and supporting the persons with disabilities and rural women regardless of age and gender to live a life on their full potential. NAZIR established a Resource Centre (a residential training and therapy centre with required therapy and training equipment) by the support of Embassy of Japan in Bangladesh. (Therapy service) NAZIR served 1156 persons with different types of disability as yet, offering free clinical services, assistive devices, livelihood, skills training and social awareness on a planned basis. In the year 2017, NAZIR has given Primary Rehabilitation Therapy (PRT) to 685 physically disabled children. In the middle of the year, NAZIR has provided 10 assistive devices (04 wheel chairs and 06 tricycles) to persons with disabilities. In Addition to that, Ten (10) adults disabled received free therapy using Ultrasound Machine, Vibrator and application of traction in NAZIR Physiotherapy Department. There

were also 470 participants with different disabilities attended the structured trainings given by NAZIR at the Training Center on livelihood education such as homestead gardening, cattle-rearing, fishing and organic farming (vermi-compost). NAZIR also provided referral services for Specialized Medical Treatment, Advanced Therapy, Disability awareness and follow up services.

Rice is the staple food crop in Bangladesh. Presently, rice is cultivated in all most 77 % of total cropped areas in Bangladesh for supplying about 75% of total food requirements of the population. Rice provides 20% of the worlds dietary energy supply. Rice consumption also varies by income –dependency, which is very high among poor people. In parts of Asia rice provides 50% to 80% of all the calories of poor households; in Bangladesh it is about 78%. Rice is not only a source of energy, but also the major source of protein, and a significant source of essential When the rice is a large proportion of the diet, and when the diversity of the diet is limited, as is the true for million living in poverty, especially in Bangladesh. In a report it is pointed out that over 40% children under five are stunted while an estimated 44% children of the same age group are at risk of zinc deficiency.

In this circumstance, Bangladesh Rice Research Institute (BRRI) attempted to develop quality and nutrition rice variety like Vitamin A, Zn and Fe enriched varieties. As a result, BRRI released Zn enriched BRRI dhan62 that can supplement in daily diet of resource for poor and vulnerable farmers of Bangladesh. Hence, production and distribution of seed of Zn enriched BRRI dhan62 and pre-released proposed Zn enriched rice varieties need to make available to the farmers for partial fulfillment of the Zn deficiency through using BRRI seed net to public and private/NGO sectors.

Rice covers about 77% of total cropped area, in which about 86.56% occupied with Modern varieties (MV) and the rest with the traditional varieties. The yield of the varieties is not achieved in the farm level due to many reasons, which is known as yield gap. Some of the reason are bio-physical, management factors, socio-economic factors etc. The most important cause of yield gap is the seed i.e. insufficient supply of quality seed, unavailability of appropriate modern varieties, insufficient dissemination of modern seed production and preservation technologies. The quality seeds refer to the seed of formal seed system which are formally tested i.e. Breeder, Foundation, Certified and Truthfully labeled seed. About 70% of the seed in seed system still considered as farmer’s preserved seed, which needs to be improved through providing the knowledge to the rice seed farmer’s on modern seed technologies.

The rice seed preserved by the farmers is the major source of rice seed supply in Lalmonirhat and Kurigram district. The demonstration farmer’s however, did not replace their seed and as a result quality of the seed deteriorating. It is expected that under on-farm situation, the seed quality maintained is as good as certified seed.

Community selection: On the both side of the high way of Lalmonirhat Sadar, Aditmari, Kaliganj, Hatibandha and Patgram of Lalmonirhat district the demonstration plots had been established. So the neighboring farmers have easily observed the demonstration plot and motivated to cultivate adopting the technologies.

Target and Achievement of Demonstration:

NAZIR’s technical staff has been received ToT from the project at the inception of the project and also received technical publication on cultivation, seed production and preservation.

Demonstration plots establishment: The project organized Farmers training on objective of BRRI dhan62/74 and 72 (Zinc Rice), Seed bed preparation, Cultivation method, Seed preservation techniques discussed in the training. All farmers prepared land properly after irrigation and transplanted 35 to 40 days age seedling. Proper land preparation is necessary for good yield. The project staff made field visit and ensured proper land preparation and layout of all farmers land.

SUCCESS CASE STORIES (Boro Season)

BRRI dhan74 is a hope and bless variety for farmer

Mr. Nitta Ranjon Ray, Taluk Shakhati, Madati, kaliganj, Lalmonirhat is a small farmer. He has only

0.60/ha land including homestead. He is an early adaptor and community motivator farmer. Due to climate

changed the BRRI dhan28 and 29 are not suitable for Boro season. He has known from medias the Zinc

rich verities is a nutritive and disease resistance verity in the Boro season. He asked to SAAO for seed

availability, SAAO suggested him to communicate with NAZIR representative for getting this varieties

seed. He has collected mobile number of Agril. Coordinator, NAZIR and contact accordingly. The Agril.

Coordinator has arranged a small meeting at yard of Mr. Nitta Ranjon Ray where 30 farmers were

participated. After discussion they have motivated to cultivate Zinc enrich rich verities. There were 10

farmers received BRRI dhan74 and 20 farmers received BRRI dhan62. Before crop condition and yield

they did not believe the both varieties is better than existing varieties. During cultivation period he has

found the nearby BRRI dhan28 100% damaged by Neck Blast but BRRI dhan74 and 62 is Neck Blast

free. After crop cutting he has got 8.33 t/ha and BRRI dhan62 6.66 t/ha yield. The Demo.plot was the road

side and plot was disease free. The interested farmers asked him the name of variety and how way to get

this variety. He has suggested the all interested farmers the name of variety and source of seed. Also he

advice them to collect seed from him and others Demo. farmers.

Now he is very much satisfied for getting these varieties and said the both varieties are future hope and

bless for farmers instead of BRRI dhan28 and 29.

4. REHABILITATION OF PERSONS WITH DISABILITIES IN THE COMMUNITY: NAZIR has a special project named “Rehabilitation of persons with disabilities” funded by Bangladesh NGO Foundation which is effectively functioning in Lalmonirhat Sadar Upazila under Lalmonirhat District. Disability services are almost absent within the district. So, without essential services the persons with disabilities are living inhuman lives being neglected, discriminated and as burden of the families/society. The main activities of the project are: Providing Primary Rehabilitation Therapy, Referral for specialized treatment and advanced therapy; Epilepsy treatment; support for vocational training and Income Generating Activities through Goat Rearing and providing Assistive devices (Tricycles & Wheel Chairs etc.) to increase mobility and functional ability of the persons with disabilities. Physician Treatment Within the year 2017 total 705 selected beneficiaries provided with therapy, treatment, Assistive devices, vocational/life skill training and IGA support. 7. VULNERABLE GROUP DEVELOPMENT (VGD):

Lalmonirhat district is one of the poorest districts where lower poverty level is more than the national average. NAZIR works to achieve economic and social changes amongst vulnerable group. VGD program is essential in eliminating poverty. To this effect, a development project carried out by NZIR supported by Department of Women Affairs, Government of Bangladesh in Lalmonirhat Sadar Upazila of Lalmonirhat District.

In the VGD project 108 groups have been formed out of a total of 2516 members. The project opened a current bank account and group members saved BD Taka 4347517/-. In addition, VGD groups were given scheduled trainings and orientations on various social issues. During the year, following Life-skill Development training provided to each VGD member (25 participants in a group).

6. Lactating Mother project: Lalmonirhat district is one of the poorest districts where lower poverty level is more than the national average. In the VGD project 12 groups have been formed out of a total of 343 members. The project 500/- per month to each selected lactating mother. In addition, Lactating Mother were given scheduled trainings and orientations on various social issues. During the year, following Life-skill Development training provided to each Lactating Mother (25 participants in a group).

7. ADDITIONAL ACTIVITIES:

A) Awareness Campaign and Day observation:

Integral to the goal of poverty alleviation is the development of self reliance among the disadvantaged, poor and hard core poor. NAZIR reaches these communities through group base model of intervention at the grassroots level. This approach aims at sustainable empowerment by building awareness, organizing and creating solidarity among the poor and distressed people. Through regular group meeting they exchanged their ideas, discussed several issues and thus they exercise their own judgment and assert their rights and responsibilities whilst participating in the process of their own advancement. In addition to group mobilization, NAZIR encouraged and organized people for different day observation.

The objective behind this issue is to make poor/hardcore/distress people more aware about social issues, mobilize people for social empowerment and ensure the members of the community in participation of raising their collective voices to enable them to get access with a greater strength to mobilize on the social problem. Through this day observation they become closer to each other, get chance to discuss among themselves more openly about their problems, probable solution and become

empowered to raise their voice collectively. In this reporting period, NAZIR staff arranged and mobilized their participants of different program such as holding rallies, discussion, meetings, observing several national and international days where huge members of the cross section of the civil society participated.

During 2016 NAZIR arranged following number of day observance in collaboration with the District and Upazilla local Government Authorities where project participants along with other civil society representative participated.

Conclusion: A fruitful year has ended whilst NAZIR (Natun Zibon Rochi) performed its vital role in combating poverty, inequality and exclusion through the deliberation of projects and direct provision of services in the community of Lalmonirhat. With its community-based, participatory and inclusive approach, NAZIR has been actively engaged in promoting equitable development, human rights and inclusive growth. The diligence and commitment of the employees, philanthropic kindhearted donors and the enthusiasm of our beneficiaries made NAZIR accomplished the yearly programs with a measurable and excellent outcome in developing the capacity of persons with disabilities and rural poor women in the course of micro-lending. Furthermore, health service and education were provided to the children, community sanitation was established, assistance were given to the marginal farmers, and trainings on skills development among various target groups were achieved with admirable end-products. Above all, NAZIR has achieved its goals and purpose of helping the poor people including those with disabilities in the district of Lalmonirhat through its projects and activities that was effectively implemented in the year 2017. As it is oath, NAZIR will continue to fulfill its obligation in reaching out and support the poor, vulnerable and disadvantaged group of people including Persons with Disabilities in order to mainstreaming them into society with equal rights, opportunity and dignity whoever they are and where ever they are.
