FOREWORD "O you who have believed, decreed upon you is fasting as it was decreed upon those before you that you may become God-conscious." (2:183)

The month of Ramadan is upon us; the Prophet (ملسو هيلع هللا ىلص) mentioned in this good hadith (narration of the sayings or actions of the Prophet (ملسو هيلع هللا ىلص) that when the month of Ramadan comes, the gates of Paradise are opened and the doors of the Hell-fire are closed and that the devils are chained (Ahmad and an-Nasa'i).

Ramadan comes each year as a returning loved one whom we greet with open arms and open hearts as we realize that Ramadan brings out the best in the believers. This blessed month brings untold joy to the lives of Muslims throughout the world, allowing us to pause in our daily lives to help us gain benefit from its presence. It helps Millions of Muslims who are mindful, to reflect on our existence and restructure our priorities in life as well as our pursuits, at least for one month.

We should send glad tidings as we greet this month. The Prophet (ملسو هيلع هللا ىلص) said giving the good news of the month to his companions. ―The month of Ramadan has come to you. It is blessed month. All has made obligatory on you to fast during this month. The gates of heaven are opened in this month and the gates of hell are closed and the devils are chained. In month there is night that is better than one thousand months. Whosoever is deprived of its blessings is indeed deprived.‖ (An-Nasa‘i).

It is imperative that we learn and practice the laws and etiquettes of fasting. The fast of Ramadan entails much more than merely giving up food and drink. It is cleansing of the heart so that our actions can be pure, driven by the intention of being pleasing to Allah, knowing that He sees and knows all of our actions. Disability and Rehabilitation Studies and careers in Maharashtra

Dr. Siraj Mohammed Bijle Email: [email protected]

Disability studies functions as the theoretical arm of disability rights movements. As an interdisciplinary field of

study and scholarship, disability studies analyzes the meanings attributed to human corporeal, sensory, and cognitive differences. Participants examine the role that disability serves in expressive traditions, scientific research, and social science applications. They study the status of disabled persons, often by attending to exclusionary scholarly models and professional structures. Interestingly, a key aspect of disability studies has involved focusing on the privilege that accrues to nondisabled persons within built environments. Implicitly, then, researchers question the ethics of inbuilt social exclusions by tracing out their origins. As a result, they track down many historical ―genealogies‖ of practices and attitudes concerning disabled persons. In seeking to understand the variety of interpretations that make disability an evident facet of human diversity, the field includes many methodologies such as quantitative assessment, qualitative interpretation, critical analysis, and historical genealogies. Nonetheless, because disability studies marks a departure from fields of knowledge and professional training that may have sustained exclusionary practices and mandated social shame, participants in disability studies primarily engage in efforts to reevaluate the implications of traditional approaches to disability. New scholarship proposes research topics that allow disability perspectives to emerge. As a result, the experiences that infuse life with a disability are valued for insights that can be culled for innovative strategies to assist new generations of disabled persons. Such disability perspectives bring to the forefront of cultural commentary a body of insight previously marginalized within many universities during an era of scholarship in which eugenics ideas prevailed. It should be emphasized that disability studies initiatives, research projects, and curricula have been developed worldwide, with formations primarily in global urban centers and wealthy nation-states. Disability studies takes place when groups of committed advocates, activists, and scholars pursue work locally to make the persistence of disability exclusions across a variety of regional and global contexts better understood, documented, and interpreted. Only very recently, during the last decade of the twentieth century, did disability studies begin to be more generally recognized as an area of academic inquiry, while the moniker ―disability studies‖ came into usage during the1980s. The new term sought to differentiate its concern with the well-being of disabled persons from what one scholar has termed the ―disability business.‖ The disability business was perceived as a megalithic operation of management interests and government surveys that were frequently answerable to the goals of nondisabled persons at the expense of their disabled clients, family members, or neighbors. At present, disability studies consists of a nascent, yet rapidly expanding scholarship that draws researchers from across a diversity of academic fields. Most universities have been inaccessible to disabled persons; as a consequence, scholars in disability studies observe the ways in which curricular ideas also suffer from this central exclusion, taking as a given that disability experiences offer a substantial vantage upon human existence. Because aspects of fields of study may reiterate the perpetuation of ―able-ist‖ bias, disability studies can sometimes involve a rejection of habits, methods, and undertakings of universities in the past in their assumptions about bodies and capacities. Thus, disability studies also entails studying the myriad ways that traditional fields have been willing to study their topic from a distance without embracing the insights and critical perspectives of disabled persons concerning their own predicament. The distinction entails making claims for critical insights to be gained by partaking of disability-based experiences, knowledge, and lifestyles. Disability studies scholars distinguish their undertaking as ―new‖ in order to mark a distance from the viewpoint of modern eugenics that sought to ―improve human stock.‖ Not only are many events and public spaces of modern life organized by policies that effectively segregate persons with disabilities from a civic mainstream, but traditional responses to disabled persons, termed the ―study of disability‖ as opposed to ―disability studies,‖ also see disabled persons as clients, informants, or research objects to be treated, managed, regulated, controlled, and investigated. So not only must social barriers to the inclusion of disabled persons be broken down, as disability rights proclaims, but the sources for misperceptions about disability experiences need to be redressed. These objectives require studies of discourse, and of the etiologies and histories of the definitions of pathology and aberration, in addition to study of the histories of the development of environments and communication modes that privilege some players and exclude others.

Following the passage of legislative initiatives such as the Americans with Disabilities Act in 1990 in the United States and The Rehabilitation Council of India (RCI) Act, 1992 enacted by Parliament and it became a Statutory Body on 22 June 1993.The Act was amended by Parliament in 2000 to make it more broad based. The mandate given to RCI is to regulate and monitor services given to persons with disability, to standardise syllabi and to maintain a Central Rehabilitation Register of all qualified professionals and personnel working in the field of Rehabilitation and Special Education. The Act also prescribes punitive action against unqualified persons delivering services to persons with disability. As a result of this legislation a new generation of disabled students made their way to universities.

One of the main functions of the Council is to standardize the training courses for various categories of Professionals/Personnel for ensuring quality services to the people with disabilities. The Council keeps on modifying/revising the existing syllabus and adopts new training programmes incorporating new developments.

The Council has standardized 62 Long Term/ Short Term Training Courses, which include 14 Courses

developed during the current year, with the help of respective Expert Committees constituted by the Council.

For a time, participatory action research enjoyed popularity with disability studies. However, while it integrated

disabled persons, they were left as informants but not essentially engaged in the more critical tasks of knowledge production. While disability studies generates new questions, projects, and politicized research agendas, the field must continue to be mindful of the fact that it also potentially replicates the exhaustion of research-based practices on disabled people‘s bodies. Even the most liberating research models run the risk of treating disabled persons‘ time and resources as readily and freely available to investigators. One common future goal would be to offer real choices in collaboration and a legitimate role in the creation of research-based knowledge generation. Such efforts need to occur without the enforcement of exclusive, delimited contact on the part of research subjects who share conditions for example. Thus, disability studies is faced with the challenge of formulating new disability-based insights that engage dominant modes of thinking without simply reproducing traditionally oppressive modes of research conduct. Such an elusive objective continues to guide much current thinking in disability studies.

This book is the result of extensive field work and in-depth research conducted in the rural areas of Maharashtra. This book takes us on a wonderful journey through various regions of Maharshtra. It is the first attempt to research the humble Godhari, made by the rural women of Maharashtra. It gives the reader an insight into the art of Godhari making, which has been passed down from one generation of women to the next. The images reproduced herein for the first time, highlight the way in which everyday clothes, like saris have been recycled. Maharshtra‘s women evidently have an inherent skill in making Godharis, which they have exploited for commercial use.

It is a multi coloured quilt that you see hanging out occasionally on walls in slums or roofs or

on shacks on the roadside. Godharis a quilt stitched with old clothes and fabrics is a patchwork of bright coloured clothes that is sewn by women in households. Traditionally made with thick thread, it is also machine stitched (perils of modernity) by enterprising women to make a living. Godharis are made from old weathered saris randomly placed layer upon layer sometimes as many as six layers a time. In between each layer, the quilter adds fillers, most often used trousers or shirts that have been ripped open and laid out flat. The multiple layers are bound together with the standard running stitch, for which thick heavy cotton thread is used. The quilting pattern consists of straight parallel lines running through the length of the godhari. The quilt is used as a blanket in the cold climate. To see it being elevated in a book with exhaustive details--about how it is made, fabrics used, designs and the meticulousness of the craft -- begs the question, Why? When one flips through the coffee table. Godharis of Maharashtra, Western India by Geeta Khandelwal priced at a hefty Rs 3,400.

Making of a godhari is a long-drawn process and can take up to at least three months to

finish. They are made purely for functional and personal use as blankets, floor spreads, coverlets and cradles for babies. Most villagers refuse to sell their godharis even for a handsome price, says Khandelwal. For it is a story of recycled old material, hours of l abour to provide protection for the family and also a woman's love for her family members. The book features godharis from Lonavala, Wai, Pune, Baramati, Kolhapur, Solapur, from the border of Maharashtra and Karnataka, Konkan, Sakhartara and Nagpur with each region weaving its own distinctive pattern into it.

An essential element of all life, as well as a cleansing and ritual substance since time immemorial, in Islam water acquires its richest and most profound presence in the everyday, theological, artistic and philosophical realms. The fact that Islam is one of the great water civilizations is due to the intimate contact that many of its peoples had, and still have, with the desert and the oases, which made them value and sanctify it with particular fervour; also to the fact that they were the heirs to the ancient middle-Eastern civilizations linked to important rivers, dams and mountains; and due, too, to the manifold routes they covered by land and sea in their journeys of pilgrimage, trade and exploration. An indispensable element in the personal and collective rituals of Muslims, and a fundamental Koranic concept bound up with images of the garden, Eden and Paradise, from theology to philosophy inspired by the Graeco- Romans, passing through physics, town planning, medicine and mysticism, as well as literature, poetry, architecture and the visual arts, the influence of water is even now visible in the most varied literary, poetic, philosophical and artistic records. This book looks at the theological, philosophical, literary and artistic concepts relating to water in classical Arabic-Islamic culture, and particularly in the time of al-Andalus. As well as a detailed analysis of classical Arabic texts, it interprets a wide range of visual and architectural images concerned with the paradigms of water, gardens and the ideal place of Paradise. The book includes a great number of illustrations with comments, which, like the text, bring us up to contemporary Arabic times, and show how some present-day Arabic artists and poets come to terms with their symbolic and cultural past, renewing it or breaking away from it.

KONKAN COAST: SOCIO- ECONOMIC STUDY (16th & 17th Century) by Neeta M Khandpekar

Kolkata, Power Publishers, 2013. ISBN No: 978-93-82792-81-9, 311 pages.

On the West Coast of Maharashtra, Konkan formed the most beautiful and scenic part extending from Nalasopara in Mumbai to Vengurla near Goa. The North and South Konkan ports forming the trade link between various regions during the 16th and 17th Centuries paved a way for maritime history of Konkan region. The trade links brought travelers from various parts of the world that left their imprints ‗the travel accounts‘ from time to time. Ships formed an important instrument of trade thereby establishing shipbuilding tradition with a variety of techniques. The terrain of Konkan region was suited for forts and hence Chattrapati Shivaji renovated and constructed most of them. The indigenous and non-indigenous people of Konkan formed the socio-cultural basis of the region. This book covers the socio-economic history of the Konkan Coast in detail and is an indispensible tool for the students and researchers undergoing a course in maritime history. Describing specific features of North and South Konkan ports, it studies their fluctuating fortunes. It further examines the traditions, ways of life, social and commercial problems and the admixture of different groups in the coastal Konkani population. It also deals with the impact of various power systems and social groups, cultural assimilation and social mobility. The book contains the following chapters:

Scripting success: Four Hindu girls ace Urdu in ICSE exams Samruddhi Shyam Waghmare was confident that she would get good marks in Urdu in 10th standard (ICSE Board) exams this year. But she didn't expect to top the class with 90% in Urdu at Dr. A. R. Undre English High School (ICSE) and Junior College (ISC) at Borli Panchatan village in Raigad district. In the class of 64, she stood second but bettered the topper Madiha Muazzam Undre in the Urdu paper by two marks. Samruddhi is one the four Maharashtrian Hindu students out of the seven who got distinction at the board exams and also excelled in Urdu. The marks in Urdu she and her other Hindu batch mates scored—Harshada Dilip Cherphale (86%), Simran Deepak Karambe (88%) and Kshitij Pradeep Khopkar (60%)—have excited her Muslim classmates. "I am not envious of Samruddhi, but feel proud

that she outshone me in Urdu which I have learnt from childhood," says Madiha. But the proudest is the school's founder, Mumbai-based noted surgeon Dr. A. R. Undre. "One of the reasons I moved my school from SSC to ICSE Board was the compulsory Indian language of 100 marks students are required to keep. I wanted my students to not just get familiarized with Urdu but also hone the skill in it to the extent that they start appreciating its literary beauty," says Dr. Undre who established the school in 1980 as a way to "payback to my ancestral village." One of the benefits of learning Urdu, say the non-Muslim students, is better understanding of its writers and their works. So most 10

th graders in India, including Muslims who have not

studied Urdu, know Maulana Azad as a freedom fighter and India's first education minister. But ask Samruddhi about Azad's literary contributions and she immediately mentions "Ghubar-e-Khatir", a collection of the great scholar-nationalist's letters he penned in prison to his friends.

The non-Muslim students turned to their teachers and Muslim classmates for help in Urdu. "We mostly speak Marathi at home but when I put her in the English medium school where Urdu is compulsory, I knew she would clear it as her teachers are very cooperative," says Samrudhi's father Shyam Waghmare who teaches Marathi at a different school. Simran comes from Danguri village where no one knows Urdu. "After my results came many relatives congratulated me especially for excelling in Urdu paper," says Simran. "My relatives admire and are amazed when I speak or read Urdu texts before them," says Harshada. TOI asked these students to read the headlines of daily Urdu Times and each read them fluently. "We ensure that our non-Muslim students don't falter in Urdu and we encourage them to put in extra efforts," says vice-principal, Arif M Ansari. Urdu is often associated with Muslims, something many lovers of the language call a grave injustice to the language which symbolizes India's Ganga-Jamuni tehzeeb (composite culture). But the achievements of these students debunk the fallacy that Urdu belongs to Muslims alone. "These students have proved once again that Urdu is a secular language and politicians should stop dividing languages on religious grounds. Urdu is Hindi's sister and must be treated equally. It should get all the facilities to prosper in whichever state it is the second largest language," says Prof Gopichand Narang, noted Urdu scholar and former president, Sahitya Akademi.
