This is R48,5-million or 10% more than the 2011/2012 adjustment bud- get of R468,5-million. The new finan- cial year starts in July. Kouga Executive Mayor Booi Koerat was applauded by the Council for giving a frank account of the mu- nicipality’s financial position before tabling the draft budget. “When we came into Council last year, I don’t believe any of us had an idea of the dire financial situation facing the municipality. There were serious cash-flow problems due to, among other things, declining collec- tion rates and historic expenditure patterns,” he reported to Council,” said Koerat. “Over the past ten months we have started doing things smarter. A full financial recovery plan is in place and we are already seeing positive results.” Koerat said that debtors owing the municipality amounted to R110-mil- lion but that improved debt collection efforts have seen this amount de- creasing monthly. The municipality has also been able to reduce its credi- tors by R20-million over the past year. He said a focus of the budgeting process had been to keep tariff and property rate increases as affordable as possible, despite both Eskom and the Nelson Mandela Bay Metro push- ing up the price the municipality will be paying for electricity and water significantly. Average tariff increases .Property rates: 5,6% .Refuse removal: 6% .Water: 12% .Sanitation: 9% .Electricity: 11% The Mayor said another focus had been reducing staff-related costs so that more money could be put towards service delivery and maintenance. “The draft budget for staff-related costs is R189,8-million or 37% of the budget. R40,8-million, or 8% of the to- tal, has been budgeted for mainte- nance. While this budget brings us closer to our target, reducing staff costs will be an ongoing process.” The draft capital budget for 2012/2013 is R35-million, up R6,5-mil- lion from the adjusted 2011/2012 capi- tal budget. The Mayor said a reduction in ca- pital expenditure could be expected over the next three years due to af- fordability constraints. The Council will workshop the draft budget in April. Public meet- ings will also be held. Comments re- ceived will be considered for the final budget to be tabled to Council. TOURISM INDABA KICKS OFF

THE Council yesterday ap-proved a draft operatingbudget of just more than

R517 million for 2012/2013 at ameeting in Jeffreys Bay.

This is R48,5-million or 10% morethan the 2011/2012 adjustment bud-get of R468,5-million. The new finan-cial year starts in July.

Kouga Executive Mayor BooiKoerat was applauded by the Councilfor giving a frank account of the mu-nicipality’s financial position beforetabling the draft budget.

“When we came into Council lastyear, I don’t believe any of us had anidea of the dire financial situationfacing the municipality. There wereserious cash-flow problems due to,among other things, declining collec-tion rates and historic expenditurepatterns,” he reported to Council,”said Koerat.

“Over the past ten months we havestarted doing things smarter. A fullfinancial recovery plan is in placeand we are already seeing positiveresults.”

Ons het ondersoek ingestel en tot diebesef gekom dat die telefoonkabelsgesteel is. En nou, amper twee wekelater, word ons nog steeds met ’ndoodse stilte gegroet wanneer ons dietelefoon optel,” vertel Audie.

“Dit is ’n groot probleem. Al die te-lefoonlyne in die Westgate-gebied totby Nigo Meyer se plaas is buite werk-ing. Besighede en baie van die boerein die distrik moet saketransaksiesper telefoon uitvoer.”

Volgens Audie werk Telkomdaaraan om die kabels te vervang,maar dit kan tot ’n maand neem voordie landlyne weer in werking salwees.

Volgens lt. kol. Priscilla Naidu isgeen gevalle van kabeldiefstal die af-gelope twee weke by die polisie

aangemeld nie, maar hulle het egterop 21 Maart twee mans naby die trein-spoor in Humansdorp vir die besitvan koper in hegtenis geneem.

“Wat gewoonlik gebeur is dat diegesteelde telefoonkabels so goumoontlik van hul omhulsel gestroopword en die koper dan vir kontantverkoop word,” aldus Naidu.

Naidu sê dié soort misdaad komverspreid voor en is aan die toeneem.

“Groot kommer bestaan oor dietoenemende diefstal van Telkom-tele-foonkabels wat vir die koperdraadgesteel word.

“Daar sal tye wees wanneer die Hu-mansdorp-gebied stil is en dié pro-bleem dan weer elders kop uitsteek,maar oor die algemeen is dit ’n baiegroot probleem.”

’n Roetine-oefening van die Jeffreysbaai Na-sionale Seereddingsinstituut (NSRI) het ’n do-sis realiteit gekry toe hulle Sondag drie bran-derplankryers wat teen mekaar gebots het, tehulp moes snel.

IN two separate incidents over the weekend,two people were stabbed to death while at localtaverns in their areas.

In the first incident, it is alleged that a 23-year-old Oyster Bay man was stabbed when anargument over a game of pool turned ugly.

According to Lt Col Priscilla Naidu, at ap-proximately 11.30pm on Friday the two menwere at a tavern at Umzamanawethu playingpool when they started to argue.

“The 25-year-old suspect became enragedand stabbed his friend in his face and hischest. The man died at the scene and the sus-

pect was arrested,” said Naidu.In the second incident, a man from

Kwanomzamo was also stabbed by his friendat a tavern. It is alleged that at approximately12.30am on Saturday Zama Nququza and thesuspect (20) were drinking at the tavern in thearea.

“According to witnesses, an argumentbroke out between the two over their man-hood. One of the two then stabbed the othertwice in his chest with a knife,” said Naidu.

In both incidents, the deceased persons andsuspects were drunk.

Die eienaar van SuperSpar in Jef-freysbaai, JP Venter, het verlede Dins-dag self ingespring en die gras op diesypaadjies in Da Gamaweg laat sny om-dat die munisipalteit nie daarbyuitkom nie.

Volgens Venter het die munisipa-

liteit die gras verlede jaar Novemberlaas gesny.

Venter het twee van sy getroue werk-ers, Elliot Bhadi en Johannes Niwa,toegerus met ’n industriële grassnyeren randsnyer, en die twee sal nou op ’ngereelde basis die gras in Da Gamawegsny.

Hulle is reeds van 20 Maart te sien inDa Gamaweg en in net meer as ’n weekhet hulle alreeds die aangesig van diestraat transformeer.

Venter het gereageer op verskeieklagtes van inwoners sowel as vakan-siegangers. “Inwonders kla al lank datdie eens pragtige dorp by die dag agter-uit gaan en vakansiegangers is baieongelukkig oor die toestand van diéikoniese vakansiedorp,” het Ventergesê.

“Die lang gras pla my ook al ’ngeruime tyd en ek het net besluit, tothier toe en nie verder nie. Ek weet ditis nie my plig om die gras kort te hounie, maar dit moet gedoen word. Ranunculus for the early springTO plant Ranunculus bulbs, also called Persianbuttercups or crowfoot because of their verydistinctive bulbs, are as easy as one, two three.

Begin with the basics: One – when? Two –where? Three - how?

Ranunculi don’t like warm soil so they’ll beready for planting as soon as the summer heathas passed – in the early autumn. They are so-called ‘winter bulbs’ and will flower in the ear-ly spring.

However, ranunculus bulbs do love a sunnyspot. If you plant them in deep shade, they willnot grow well or flower. Just about anywhereelse will do as long as the soil is not swampy– ranunculi have little tubers like a fist of ba-

nana fingers and these must neither be al-lowed to rot in too much water nor left to dryout and shrivel up. So, soil must drain well andcontainers must not become water-logged ei-ther.

Once you have figured out that ranunculusare planted with their fingers facing down-wards (as if gripping the soil), you have onlyto worry about depth. Both roots and plantsemerge from the top of the clump, not from thetips of the claws. The general rule for bulbsholds true – cover with about as much soil asthe size of the bulb itself – in this case about3cm. For a truly magnificent display of flow-ers, plant ranunculi in groups, each plantabout 12cm from its neighbour.

Once your bulbs are in the ground just makesure they remain damp but do not get soggy. Wa-tering regularly and deeply once every four tofive days is best. A layer of mulch always helpsto retain moisture and improve soil health.

One of the charming things about having ra-nunculus flowering in the garden is that youcan pick them. In fact, you really must pickthem because picking stimulates the plant toproduce more flowers. Each tuber can produce5 or 6 dozen flowers up to 4 at a time through-out the season so pick as many flowers as youwant. The flowers are absolutely gorgeous andhave a long vase life.

Cut the flower stems when they are in budbefore they are fully open. This way they willlast longer in the vase.

Unless you are a really passionate gardener(in which case save the seeds from your verybest blooms and sow it in autumn), it’s moretrouble than it’s worth to save ranunculusbulbs after their first season. THIS week the Property Poser ex-perts field a query from a readerwho rents out her second propertyfor a minimal monthly amount,provided that the tenant main-tains it to a habitable standard.

Despite the negligible rental, thereader says the tenant pays irregu-larly and has made changes to theproperty without her consent.

The tenant is now claiming thatthe owner owes him money, based onthe improvements made, and shewould like to know what her reme-dies are.

Since it appears that there is nowritten agreement between the par-ties, we will consider the commonlaw relating to the situation, saysWanda Hayes from Huizemark Jef-freys Bay.

“There is a distinction between so-called useful and luxurious improve-ments on the one hand and necessary

improvements on the other.”While the first can be removed by

the tenant (provided this is donewithout causing damage), the secondcannot, says Hayes.

“In the latter instance, the tenantcould claim compensation, which iscalculated on the value added to theproperty by the improvement or theactual expenditure, whichever is thelesser.”

Hayes says the reader has not spe-cified what kind of changes the te-nant made to the property.

“The landlord is obliged to main-tain the dwelling in compliance withall ordinances, health or safety regu-lations, and other laws.”

Therefore, if the tenant made re-pairs that qualify as necessary main-tenance, for which the landlordshould be responsible, he may wellbe entitled to reimbursement for themoney spent, says Hayes.

“Should compensation not be ex-

cluded by means of a contract,which seems likely in this case, thetenant may have a claim based onthe landlord being unjustifiably en-riched.”

It is a principle of our law that noperson should be unjustifiably en-riched to the detriment of another,says Herman Pieterse from Jan Vis-ser Attorneys in Jeffreys Bay.

“A tenant who has improved apropertywith theowner’s consent byinstalling, say, built-in cupboards,could reasonably be entitled to com-pensation when the lease expires.”

Pieterse says the owner may be en-titled to the improvements, but notwithout paying compensation, asthis would arguably constitute un-justified enrichment.

“While a lease is not required to bein writing, an instance like this high-lights the advantages of concludingsuch an agreement.”

According to Pieterse, the contract

could have made provision for thisvery situation, thereby eliminatinganyconfusionas towhatmoniesmaybe owed by one party to the other.

“A useful starting point would befor the landlord to establish the na-ture of the improvements and the ex-tent thereof.”

Pieterse says she should arrangefor an inspection of the property andimprovements by giving the tenantreasonable notice of her intent to doso.

Iemand wat omgee skryf: Dit is met afsku enweersin dat ek hierdie brief skryf vandag.

Ek hoop dat elke inwoner op ons dorp en om-liggende dele hierdie brief sal lees en ook saloordra aan vriende en dié wat dit dalk nieonder oë gekry het nie. Ek wil almal vandagwaarsku om asseblief twee keer te dink voor-dat hulle die sogenaamde “armes” en “hong-eres” help. Ons dorp is vol van hierdie mensewat kastig swaar kry en gewoonlik is daarkindertjies of ouers wat kastig honger is enversorg moet word.

Hier op ons dorp is ‘n dame wat loop en goed(eetgoed en boeke ens) verkoop en met haarskynheilige hartseergesig vir mense aller-hande liegstories voer. Sy het die afgelope 2weke ‘n ou man van meer as R20 000 besteelsonder dat hy bewus was daarvan. Sy en haarvriend konsentreer blykbaar op ouer mense enek vra baie mooi dat mense asseblief nie nahaar stories sal luister nie – sy is gewetenloos!

Sy speel op mense se gevoelens en vra virgeld vir doeke en melk vir haar baba en omhaar kind dokter toe te vat, maar sy het nie‘n kind nie. Wees asseblief versigtig en weesgewaarsku. Jeffreysbaai is blykbaar die moed-erstad vir bedrieërs en skelms!

R. Snyman van Wavecrest skryf: Die afge-lope ruk het ons baie probleme ondervind metdie uitpomp van ons riooltenk.

Ons het egter baie goeie ondersteuninggekryvandieRioolafdelingvandieKougaMu-nisipaliteit. Daarom wil ons net vir Tony,Melvin, Joost en die ander drie manne (wie sename ons ongelukkig nie ken nie) bedank virhulle hulp. Hulle het baie moeite gedoen omdie probleem op te los. Verder was hulle altydbaie hoflik en as hulle ‘n belofte gemaak het,het hulle dit nagekom. Ons weet dat die om-standighede waaronder hulle werk, nie dieaangenaamste is nie - daarom het ons soveelmeer waardering vir dit wat hulle gedoen het.Met manne soos hulle, kan dit net beter op Jef-freysbaai gaan.

Die inisiatief het ten doel om ondermeer die mededingendheid van diesektor te verbeter, werk te skep envaardighede te verbeter.

Mcebisi Jonas,LURvir ekonomieseontwikkeling, omgewingsake en toer-isme, het gesê die bekendstelling isdie begin van ’n proses van deurlo-pende samewerking tussen die open-bare en private sektor in die Oos-Kaapom gesamentlik ’n reaksie te formu-leer en sleutelprogramme in die mo-torbedryf in te stel.

Die strategiese inisiatiewe waaropooreengekom is, hou verband metonder meer logistiek, verskafferson-twikkeling, inkubasie en vaardig-heidsontwikkeling, het Jonas gesê.

Hy het benadruk dat samewerking

Dr. Rob Davies, minister van han-del en nywerheid, het op die bekend-stelling van die ondersteuningsinisi-atief gesê die motorbedryfon-twikkelingsplan (MIDP) het ’npositiewe bydrae gelewer om nie netplaaslike produksie nie, maar ookdie waarde van uitvoer in die mo-torbedryf te verhoog.

DieMIDPwordbinnekort deurdieproduksie- en ontwikkelingsplan virdie motorbedryf (APDP) vervang.

Davies het gesê motorproduksiev-olumes het van sowat 389 000 voer-tuie in 1995 tot ’n hoogtepunt van

587 719 voertuie in 2006 gestyg voordatdit in 2009 tot 373 923 eenhede afgeneemhet.

Dit het egter sedertdien tot 532 545voertuie herstel.

PORT St Francis will be hostto the town’s first Eco SportFestival over Easter Week-

end, with a program of events foreveryone.

The highlight of the Festival willbe the Port St Francis Open Day onSunday, and the announcement ofthe St Francis Sport’s Ocean’s 5 Chal-lenge champion on Monday.

The Festival will kick of with aFull Moon Fish Festival on Friday

night, celebrating NSRI’s 40th birth-day on Squid Square. However, dailyactivities will already start at 10amon Friday morning, running throughto Monday April 9. These activitiesinclude the Heritage Kids Art Work-shops, an Eco Film Festival, live mu-sic, the NSRI Café as well as a craft-ers market and art exhibition.

Kids entertainment on SquidSquare will include a waterslide andjumping castle as well as face paint-ing and games, a touch tank with livesea creatures and fun activities.

On the eco side the SustainableSeas Trust and the Sea Pledge will

have an expo and Dr Tony Ribinkfrom Rhodes University will give atalk on our marine life. Rob and SamBester, local marine life experts, willtake undertake a few rock pool stud-ies with anyone interested.

Sporting enthusiasts can take partin any 5 of the sporting events overthe weekend, and will receive a pointper event. Bonus points are awardedfor podium finishes and the Ocean’s5 Challenge Champion will be an-nounced on Monday. Events includea 5km or 10km trail run late Fridayafternoon, a choice between the EdLunnon Charity Walk or the Krom-

me Paddling Challenge on Saturdaymorning, a MTB night ride on Satur-day afternoon, a swimming event onSunday and a road cycle on Mondaymorning. The kids can enter a catch-and-release fishing competition offthe jetties on Saturday afternoon,which is not part of the challenge.

Sunday will be Open Day at PortSt Francis where people can visit achokka boat and will be able to meetthe NSRI Crew. Fishing charters andbay cruises will be available at a spe-cial fee, while kids can take part inthe ice sculpture competition andfun hour.

Late afternoons will be time forSundowners on Squid Square whilelistening to live music, and through-out the weekend all restaurants atPort St Francis will run Easter spe-cials. The Festival is hosted by PortSt Francis in conjunction with StFrancis Sport and St Francis Tou-rism. The Festival will have GreenGuardian as partner, who will takecare of recycling and waste manage-ment at Port St Francis.

THE inaugural Jeffrey’s Bay Surf Challenge presented byBloodScana three-day surfing event, is set to take place fromApril 28 - 30 at The Point, Jeffrey’s Bay, with a prize pool total-ing R74 000.

The tournament is an open event, incorporating five divi-sions, namely Open Men’s, U20 Boys, U20 Girls, U14 Boys andU14 Girls.

The first prize for the Open Division is R15 000.The Open Division also serves as the South African Surf In-

dustry Cup, which promises to be an exciting component ofthe event, with brand team riders accumulating points fortheir team while competing in the main event, all vying forthe coveted Industry Cup.

The silverware was last won by Billabong in 2003. The indus-try has embraced this event, and a number of former WorldTour professionals are already confirmed for the event. EachSurf Industry team will consist of four members comprisingthree surfers andonepersonwhoworks for the relevant brand,which will help to even out the teams and make sure that thereis a fun element in the event.

Teams who have already confirmed so far are Billabong,VonZipper, Zigzag Surfing Magazine, Rip Curl, Oakley, Quik-silver, Lizzard, Bomb Surf, RVCA, Nixon, Hurley andFirewire.

Oakley is one brand that have fielded a solid team that couldeasily walk away with the cup. Greg Emslie, Davey Weare,Royden Bryson and Chappy Adshade make up a formidableteam with years of cut-throat World Tour competitive experi-ence behind them.

The event is sponsored by BloodScan, and will be raisingmuch-needed funds for the Supertubes Surfing Foundation.
