TACLOBAN CITY- For an act that happened about 10 years ago, Eastern Samar Rep. Ben Evardone is now facing a graft com-plaint before the Office of the Ombudsman.

Evardone, who was governor at that time, was accused by Edilberto Gra-ta, Jr., for violation of sec-tion 3(e) of Republic Act 3019, otherwise known as the Anti-Graft and Cor-rupt Practices Act as his questioned acts allegedly resulted to ‘undue injury’ to the provincial govern-ment of Eastern Samar.

Grata, who is a resident of Can-avid, also in Eastern Samar, in his complaint he filed before the anti-graft court on Jan.14, stated that Evardone committed graft involving P5.37 million by extending financial assis-tance to the Liga ng mga Barangay- Eastern Samar which was used for a Lak-bay Aral involving baran-gay leaders of the province for a seminar on good gov-ernance in Baguio City on

Lawyer Antonio Gu-lay, Jr., provincial elec-tion supervisor, said this reminder in his short message during the said activity held at the Naval Gymnasium.

The provincial govern-ment, under Evardone, also entered an agreement with SEAIR to transport the par-ticipants, Grata said on his complaint.

Grata said that part of the ‘overall design of the seminar workshop was a commitment made by the governor and the partici-pants.

“In this situation, each barangay chairperson would be made to express his/her commitment of support to then Gover-nor Evardone who made known his intentions to run for Congress in 2010 elec-tions,” he said.

And by giving their sup-port on his congressional

bid, Evardone then gave P1,000 each to them, Grata added.

But Evardone, who is now on his last term as congressman of the lone district of Eastern Samar and is seeking for the gu-bernatorial post in this year’s elections, dismissed the complaint as nothing but ‘purely politically mo-tivated.’

“The fund in ques-tions were aid to barangays transferred to the Liga ng mga Barangays through a memorandum of under-standing. It was the liga that disbursed the funds, which were fully liquidated and supported by official re-ceipts and airline tickets. So not a single centavo passed through me,” Evardone, in a press statement, said.

“This happened a dec-ade ago and the timing is suspect. Why only now? There is no doubt that the filing of the case is purely politically motivated,” the congressman said.

Follow election laws, says Biliran Comelec chief to candidates

Gulay also reminded the public during the PIA-Biliran’s Kapihan Forum (Panginsayod) on Monday to be aware of the prohibited acts dur-ing election period which runs from January 13 to June 12, 2019.

He stressed the im-position of gun ban, the

prohibition of betting as to which candidates are to win, proper hanging of candidates’ campaign posters and not to engage in vote-buying.

CAMP CARLOS DEL-GADO, CATARMAN, Northern Samar – Two days after election period was set, Allen Municipal Police Station (MPS) cops apprehended a violator of the gun ban imposed by the Commission on Elections (Comelec) on January 15, 2019 at Allen town.

To support the ini-tial report forwarded to this office, Police Chief Inspector Antonio Mon-taño, OIC of Allen MPS averred that the suspect identified as Johnson Las-cano y Salazar, 29 years old, married, driver and resident of Brgy. Jubasan of said town was accosted while they were establish-ing Comelec checkpoint at 7:30 o’clock in the even-ing in consonance with the election period.

TACLOBAN CITY – The City Treasurer’s Of-fice expressed optimism that they would be able to achieve their collection target of more than P1 bil-lion pesos this year.

City Treasurer Zosima Cordaño made the state-ment during the last week of the ongoing business renewal and Real Proper-ty Tax (RPT) in this City.

In an interview over Radio Program “Sumat Tacloban,” Cordaño dis-closed that the city gov-ernment targets to collect P1.4 billion for 2019; the majority of the targeted revenue will come from local sources such as real property and business tax-es, and economic enter-prise which includes the market, slaughterhouse, and terminal collections.

SAINT BERNARD, Southern Leyte- Fifty-eight students from Tam-bis National High School (TNHS) in this Pacific town attended a seminar on basic consumer rights and responsibilities re-cently.

The activity was spearheaded by the De-partment of Trade and Industry (DTI) provin-cial office.

“Republic Act 7394, otherwise known as the Consumer Act of the Philippines, states that the Department of Education, Culture, and Sports, now DepEd, shall develop and adopt a consumer education program that will be in-tegrated into the existing curricula for both private and public schools,” said Erwin Remojo, technical industry development specialist (TIDS).

Discussed during the seminar were the seven types of consumers, such as the wasteful, close-fisted, spendthrift, im-pulsive buyer, bargain addict, panic buyer, and intelligent consumer.

Remojo disclosed that it was the late U.S. President John Kennedy who first introduced the concept of consumer rights as a safeguard from harm by unscrupu-lous businessmen.

These include the right to safety, to choose, to be informed, and to be heard.

In 1985, the United Nations expanded these rights to include basic needs, right to redress, to consumer education, and to a healthy environ-ment, Remojo reported.

Rina Ligaya Merqui-ta, principal of TNHS, heartily appreciated the efforts of DTI for hold-ing the seminar which she described as eye-opener and informative not just for the students but also to the teachers who were present.

“This seminar is an on-going activity by the DTI, which is given to schools and other inter-ested groups who would like to learn about their rights and responsibili-ties as consumers,” Re-mojo said. (LDL/MMP/PIA8-South-ern Leyte)

As part of the rev-enue generation initia-tives of Mayor Cristina G. Romualdez, the Kanhuraw Business Center (KBC) came up with innovations that would give taxpayers more ease in paying their taxes such that assessment and payment of real prop-erty taxes can now be had in one location, while busi-ness renewal have been streamlined into three steps.

The online payment system of the local govern-ment dubbed Electronic Payment Portal (EPP) also went full blast this year al-lowing taxpayers to pay their taxes right at the comfort of their home or business establishment.

According to the city treasurer, local business operators will have until

January 20, 2019 to renew their business permits and licenses per City Revenue Ordinance 99-58 or be pe-nalized with a 25 percent surcharge and a 2 percent interest per month.

Since the last day of business renewal falls on a Sunday, the KBC has ex-tended its business hours until 7 pm, which started last January 14 to 18.

However, cash transac-tions will only be accepted until 6 pm. On Saturday, January 19, the KBC will be open to serve clients start-ing 8 am until 5 p.m.

On the other hand, real property taxpayers will have until January 31 to avail of the 20 percent maximum discount on real property taxes.

Meantime, the city government expects more than 8,000 regular business permits to be processed this year. – (HENRY JAMES G. ROCA/CIO)

We just wonder why the senator is out of the country these days when the Senate is in session: He is handsomely paid by our taxes to include allowances as a leg-islator. We believe that he gets paid as an elected senator even when absent in the session hall and

will earn thousands of dollars, win or lose in this boxing bout at Las Vegas.

His earnings as a boxer is his own income to include his personal achievements and fame a personal pride.

There has to be a law on this. Elected officials should work in the office he/she was elected to. Come election time voters should already be smart enough to vote only for candidates who will sincerely work for the office he has ran for.

Manny Pacquiao is, of course, a square peg in a round hole. He cannot participate inteli-gently in Senate deliberation for his lack of ed-ucational foundation. Let this Pacquiao public servant status be a good lesson when we vote in the midterm elections in May 2019.

It was a fourteen- year dictatorship that sadly ca-tered in abuse as well: our freedoms shelved, media controlled and extra judi-cial killings also happen-ing, so the Marcos regime was ousted by that world famous peaceful people power EDSA revolution in Feb. 25, 1986 that in-stalled Corazon Aquino, wife of slain Senator Be-nigno Aquino, fierce crit-ic of that regime.

LET us always keep in mind that mandate Christ gave to his apos-tles before he ascended into heaven. “Go and make disciples of all na-tions, baptizing them in the name of the Father and of the Son and of the Holy Spirit, and teaching them to obey everything I have commanded you.” (Mt 28,19-20)

It’s a mandate that is actually meant for all the disciples of Christ and believers of God. We have to have a universal sense of apostolate. As one saint would put it, of 100 souls we should be interested in 100.

We have to avoid falling into a parochial or tribal attitude to-ward our apostolic duty. While it’s true that be-cause of our personal

Universal apostolateconditions, each one of us will have a particu-lar niche in his apostolic activity, everyone should try to have a universal apostolic concern.

We have to be ready to get interested in eve-ryone apostolically. We should be interested both in the rich and the poor, those in the mainstream of society as well as those in the peripheries.

We have to learn how to dance with the rich and crazy as well as to get wet and dirty with the poor and miserable. We should be able to do apostolate in any part of the world. We have to learn how to be all things to all men as St. Paul said. (cfr. 1 Cor 9-22)

And our interest in them should go be-yond merely human and

worldly purposes and categories. We simply are not interested in them for some practical reasons alone. We should avoid getting entangled in the subordinate reasons for our apostolic interest in everyone.

The main reason for our apostolic interest in everyone should be that everyone gets back to God from whom all of us came and to whom we all belong. We have to be most interested in every-one achieving his spiritu-al and supernatural goal in life, in his holiness, in his becoming ‘another Christ,’ who is the pattern of our humanity and the redeemer of our dam-aged humanity.

For this, we need to be patient, persevering, creative and versatile. We have to learn how to “waste time” with eve-ryone, especially those who may be very differ-ent from us in terms of temperament, social and economic status, etc.

We should not wait for some favorable cir-cumstances before we do apostolate. To do apos-tolate should be like our heartbeat. We should feel its urge the way we feel the urge to breathe, eat and drink.

I am so impressed of the integrity of Supreme Court Justice Antonio Car-pio. First, when then Chief Justice Lourdes Sereno was removed through a Quo Warranto ruling of the Su-preme Court, he did not apply for the position of Chief Justice even if he is the most senior member of the SC reasoning out that he does not want to benefit from such erroneous rul-ing stressing that Sereno should be removed only by impeachment process.

passed thrice for the top post in the Supreme Court – first in favor of Renato Corona and for the second time to Lourdes Sereno and now to Lucas Bersamin.

The main reason for his non appointment as Chief Justice of the SC is his stand on the West Philippine Sea. Carpio is among those at the forefront of efforts to make China respect the Philippines sovereign rights and maritime control of the West Philippine Sea.

Carpio has made clear that his bid to be named

Chief Justice shouldn’t come at the expense of gag-ging him on his stand on the West Philippine Sea. He believes that the navies of the world including the United States could enforce the UN-Permanent Court of Arbitration ruling in the West Philippine Sea disput-ing Duterte’s claim that no power in earth can enforce the arbitral rulings and that we cannot fight China.

Carpio said the Chief Justice position is a small price to pay for defending our maritime zones. If we do not defend our maritme area, we may lose it forever. He said “if we lose this huge maritine area in the West Philippine Sea, we lose it forever. This generation and future generations of Filipi-nos will never be able to re-cover this vast area with all its rich natural resources.”

Carpio’s stand on the West Philippine Sea re-flects on his integrity, sel-dom seen nowadays from our national leaders. This is the stand that cost him the Chief Justice position of the Supreme Court.

Of course, to do apos-tolate is not a biological urge, but a spiritual one, to be triggered by an act of our will that is animat-ed by God’s grace. We do not do apostolate because we happen to have some extra time. We do it be-cause we are supposed to be apostles, and we al-ways look for time to do it.

We have to learn to adapt ourselves to eve-ryone, dealing with each one as he is as well as he ought to be. This, for sure, will always cause some tension in us, since even if we have some good ideas about how one is and how he ought to be, the fact is we will always be faced with deep mysteries in dealing with each person.

Let’s remember St. Augustine saying, “Who can map out the vari-ous forces at play in one’s soul? Man is a great depth, O Lord. The hairs of his head are easier by far to count than his feel-ing, the movements of his heart.”

To develop this real concern for universal apostolate, we really need to be patient and perse-vering, creative and ver-satile, always begging for grace from God.

Despite the many advances modern ag-ricultural technology has made, many of our upland farmers in remote areas are still backward with their farming methods, de-priving them of good produce, and impair-ing the soil they till into becoming more and more unfit for planting.

The farmers behind the kaingin method are good examples for this. They would cut the weeds, includ-ing the trees standing in the area, and then

Cut and burnburn everything to the ground later. This is a practice that remains rampant in rural areas due to the belief that the ashes contribute to the soil’s enrichment and fertility.

The clearing may prove yet fertile during the first planting sea-son. But the soil, given this cut-and-burn pro-cedure, becomes bar-ren in the long run as the cut grasses and all that could have been allowed to decay to en-hance soil fertility, are being burned instead, depriving the soil of natural fertilizers.

In an agricultur-al country like ours, such farming prac-tices should have been corrected long ago. Agricultural experts, backed by the De-partment of Agricul-ture, should intervene through information dissemination that may be followed by constant monitoring to confirm the farm-ers’ implementation of what they learn.

Authorities should ensure this knowing that some unlettered farmers are so stub-born enough they just

stick to conventional farming that they have learned from their forbears. They tend to reject modern meth-ods that prove alien to them.

To reach these farm-ers, local radio sta-tions may be tapped. All sorts of gimmicks may be employed to get their attention to a radio program that could help them be-come effective farm-ers through various methods. Moreover, their particular prob-lems encountered in their respective areas must be addressed to ensure the relevance of discussions.

Lastly, such infor-mation drive must observe consistency, if not perpetuated on air so that farmers who operate on fallacies and ancient practices would become more productive and well off. One-time airing of such educational radio program will not suffice as majority of farmers may not be able to hear it. A repe-tition of the same may prove better.

This could be the most appropriate em-powerment we could give to our lowly farm-ers now when every-thing seems to have been modernized. It would be ironic for farmers to remain an-cient with their farm-ing strategies when better techniques can make them more pro-ductive, hence assets that the country can count on.

1. The contract awarded from this tender to successful supplier(s) is a Framework agreement (FWA) of combination fixed price and flexible price with a preselected group of bidders. A framework is a non-exclusive agreement with a qualified supplier who will rank the highest scores in meeting the selection criteria to establish terms governing contracts that may be awarded during the period of the Framework agreement. In other words, it sets out terms and conditions for making specific purchase at a set price. PIN, as the contracting authority, does not guarantee any volume of orders under Framework agreements as all purchases will be based on the needs and activities of PIN.

The FWA will set prices for duration of first 4 months.During this period individual purchases will be initiated by Purchase orders (PO). The Purchase order will be always delivered to the highest-ranking supplier. Only if the highest-ranking supplier would not be able to deliver in requested deadline and quantity, the second supplier will be delivered a Purchase order.

Each Purchase Order shall specify the following information for each delivery:

The description of each item; The total quantity ordered; The total Purchase Price; Shipping instructions Packing instructions; The final delivery destination; The required delivery date for the Product at the delivery destination;

Further purchases after the period of 4 months will be realized among preselected suppliers through process known as Call for bids (CFB).

A CFB is a process through which the bidder shall be awarded an individual purchase contract on the basis of framework agreement. For any CFB, PIN will send out to preselected suppliers: 1) Cover letter and 2) Quotation form, unless the quotation form from initial framework tender is valid.

PIN, as the contracting authority, does not guarantee any volume of orders under Framework agreements as all purchases will be based on the needs and activities of PIN. During the framework agreement contract individual purchases will be initiated by invitation to Call for bids (CFB).

Each Quotation form shall specify the following information for each CFB:

II. TENDERING

1. b) They or persons having powers of representation, decision-making or control over them have been convicted of an offence con-cerning their professional conduct by a judgement that has the force of res judicata;

c) They have been guilty of grave professional misconduct proven by any means that the contracting authority can justify;d) They have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accord-

ance with the legal provisions of the country in which they are established or those of the Czech Republice) They or persons having powers of representation, decision making or control over them have been the subject of a judgment

which has the force of res judicata for fraud, corruption, involvement in a criminal organisation, money laundering or any other illegal activity, where such illegal activity is detrimental to the EU’s financial interests;

f) Following another procurement procedure or grant award procedure financed by PIN or donor of the project, they have been declared to be in serious breach of contract for failure to comply with their contractual obligations

g) They do engage in the employment of children, disrespect basic social rights and working conditions based on international labour standards

h) They have engaged in the trafficking in persons and have provided any support (direct or indirect) of terrorism, including the financing of terrorism, or transactions with persons connected with terrorism.

i) They are currently subject to an administrative penalty imposed by donor or have been listed by the donor as ineligible for par-ticipation in award procedures financed by donor´s money.

Points (a) to (d) do not apply to the purchase of supplies on particularly advantageous terms from either a supplier which is definitively winding up its business activities, or the receivers or liquidators of a bankruptcy, through an arrangement with creditors, or through a similar procedure under national law.Tenderers shall declare they are in none of the situations listed above by the signature of Sworn eligibility statement form.2. TACLOBAN CITY- The regional office of the Philippine Statis-tics Authority (PSA-8) has started the 2019 labor force survey and the 2018 family income and expenditure Sur-vey (FIES) - Visit 2 on Monday (January 14).

A total of 10,663 systematically and ran-domly selected sample households across the region were identified as respondents.

The PSA has de-ployed 364 statistical researchers and team supervisors for these surveys to conduct the interviews among the selected respondents.

In a statement, the regional head of PSA, Wilma Perante, said that the labor force survey is a quarterly nationwide survey of households which aims to gather data on the demographic and socio-economic char-acteristics of the popu-

PSA starts survey on labor force and family income

and expenditurelation, and to provide a quantitative framework for the preparation of plans and formulation of policies affecting the labor market.

She added that spe-cifically the LFS serves as a tool in measur-ing the distribution of household population 15 years old and over by employment status-employed, unemployed or under employed.

It is also used to de-termine various em-ployment characteris-tics such as industry, class of worker, nature of employment and ba-sis of payment, Perante added.

Meanwhile, the 2018 FIES Visit-2, is the second of two rounds covering the second semester of the 2018 (July-December) as ref-erence period.

It is a nationwide sur-vey of households con-ducted every three years which aims to gather

data on family income and expenditure to in-clude among others, lev-els of consumption by item of expenditure as well as sources of income in cash and in kind. The result of FIES provide inputs in the estimation of poverty threshold and incidence.

It also determines the levels and disparities in income of Filipino families, as well as their spending patterns.

Perante assures that all information gath-ered will be held strictly confidential and would not be used as evidence in court for purposes of taxation, regulation of investigation as provid-ed for in Republic Act 10625.

Two Philippine compa-nies, Lopez-led First Gen Corporation and Energy Development Corporation (EDC), have been includ-ed in the latest list of the world’s top 200 biggest and greenest companies.

The prestigious list, called the Carbon Clean 200, ranks companies ac-cording to the size of their revenues from clean ener-gy sources.

Based on the latest list, First Gen ranked 113rd with estimated clean en-ergy revenues of US$632 million in 2017; while EDC occupied the 139th slot with estimated clean ener-gy revenues of US$494.72 million.

The latest ranking (for the third quarter of 2018) marked the third time for EDC -- and the first time for First Gen -- to make it to the Carbon Clean 200.

First Gen is the Philip-pines’ leading clean and re-newable energy producer with 3,490 megawatts in installed capacity. Sub-sidiary EDC is one of the world’s largest geothermal producers and the coun-try’s leading renewable en-ergy company with an in-stalled capacity of 1,471.8 MW. Its 711.4MW geo-

thermal facility in Kananga and Ormoc City, Leyte has been providing clean, reli-able baseload power to the province and to the rest of the Visayas region for over 36 years. It is has the largest wet steamfield in the world.

“Being the only Philip-pine companies on the list is a strong recognition of our commitment to not in-vest in coal and to make RE [renewable energy] more accessible to the Filipinos to help drive a low-carbon economy for the country,” said First Gen and EDC Chairman and Chief Ex-ecutive Officer Federico R. Lopez.

EDC also holds the dis-tinction of being a carbon-negative company. This means that the amount of carbon dioxide (CO2) it ab-sorbs is far more than the level of CO2 it produces. On an annual basis, EDC helps the country avoid 6.7 million tons of CO2 emis-sions through its pure RE operations and comprehen-sive watershed management program.

Launched jointly by non-profit organization As You Sow of the USA and market research group Corporate Knights of Can-ada, the Carbon Clean 200

list undergoes an update twice a year, based on total clean energy revenues that Bloomberg New Energy Fi-nance (BNEF) rates.

To qualify for inclusion in the list, a company must have over $1 billion in mar-ket capitalization and gen-erate more than 10 percent of its total revenues from clean energy sources.

The Carbon Clean 200 list excludes all oil and gas companies and utilities that generate less than 50 per-cent of their power from renewable sources. Also excluded are the world’s top 100 coal companies, meas-ured in terms of reserves. Coal is considered a ma-jor source of CO2, one of the greenhouse gases being blamed in various studies for adverse climate change.

Carbon Clean 200 like-wise disqualifies companies that profit from weapons manufacturing, tropical de-forestation, the use of child and/or forced labor, and those engaged in negative climate lobbying.

Thirty-tree countries were represented in the lat-est Carbon Clean 200. Fifty two companies were based in China, 34 from the US and 19 from Japan. (PR)

TACLOBAN CITY-The National Reintegration Center for OFWs (NRCO), an attached agency of the Department of Labor and Employment, through its “Sa Pinas, Ikaw ang Ma’am/Sir (SPIMS),”has completed the awarding of plantilla positions and teaching kits to 66 ben-eficiaries held on January 11, 2019 at the DOLE RO8 Training Center, this city.

The regional officials of DOLE and OWWA graced the awarding ceremony.

In attendance were DOLE RO8 Director Yahya A. Centi, DOLE OIC-Assistant Director Atty. Cecilio I. Baleña, OIC of the Technical Support Services Division (TSSD) Engr. Emmanuel Y. de la Cruz and Chief Adminis-trative Officer, Cristina T. Longjas.

successfully getting into the position she is at right now.

“When I learned about this SPIMS program, I am just so happy and hoped for the positive outcome. SPIMS is an OFW rein-tegration convergence pro-ject of DOLE, DepEd, and other government agen-cies such as PRC, CHED, and TESDA among others which provides opportuni-ties for OFW LET passers to return, find employment and practice their profes-sion as teachers.

The program aims to gain back the Filipino work-ers overseas, particularly the OFW LET Passers and reverse out migration by enhancing their skills and providing them with the option to stay in the Philip-pines to work as teachers. (PR)

TACLOBAN CITY - Eastern Visayas closed 2018 with a 4.4 percent in-flation rate, a report from a report from the Philippine Statistics Authority – Re-gional Statistical Service Office 8 (PSA – RSSO 8) said here.

Wilma Perante, PSA-RSSO regional director, said that the inflation rate was 0.8 percentage point lower compared with the 5.2 percent inflation rate a month ago, but 1.1 per-centage points higher than the recorded 3.3 percent the same period last year.

“The regional inflation rate was 0.7 percentage point lower than the 5.1 percent national average in December 2018,” Perante said.

Perante reported that all provinces registered lower inflation rates in December 2018 compared with their figures in the previous month.

Perante claims that among the commod-ity groups, transport regis-tered the highest decrease of 3.7 percentage points. It was posted at 3.0 percent in December 2018 from 6.7 percent in November 2018.

This can be attributed to the huge decrease in the index of operation of per-sonal transport equipment.

She added that the heavily weighted food and non-alcoholic beverages eased down to 6.0 percent in December 2018 from its previous month’s rate of 7.4 percent, a decrease of 1.4

percentage points. This can be traced to slower price increases of major-ity of the food items.

“Rice index registered the highest decrease at 3.2 percentage points, from 8.4 percent in November 2018 to 5.2 percent in December 2018. Fish in-dex continued to have a double-digit inflation rate at 10.2 percent, despite shedding off 2.0 percent-age points from its figure a month ago. It also post-ed the highest among all food items.

Experts from BFAR 8 concurred that pearl oyster farming is highly feasible and profitable not only in Leyte but also in other provinces in the region.

BFAR 8 has been studying the feasibil-ity of pearl culture in Eastern Visayas since in 1980s.

In fact, BFAR 8 has

established a pearl cul-ture farm at the Pearl Is-land in Guiuan, Eastern Samar.

BFAR said that oyster products are highly in demand sand command price. The pearls pro-duced are highly in de-mand in the market and command high price.

According to Major Jay C. Pascua, (INF) PA, offic-er-in-charge of the 43IB, the said successful anti-il-legal logging operation will serve as warning to illegal loggers in Northern Samar.

“We are sincere with our tasked to support the anti-illegal Logging campaign of the government in or-der to preserve our mother nature, and save the peo-ple from danger that may cause of it,” he said.

On the other hand, the confiscated lumber is now in the custody of the CEN-RO Catarman for safekeep-ing and investigation prior filling case pursuant to DAO-97-32 on anti-illegal campaign. (PR)

TACLOBAN CITY – The Department of Agrar-ian Reform in Eastern Visayas distributed 18 heavy-duty dump trucks to 18 agrarian reform beneficiary organizations (ARBOs) worth P81-mil-lion.

The distribution was led by DAR Secretary John Castriciones, Undersec-retary Atty. Emily Padilla and Leyte Governor Leo-poldo Dominico Petilla on Thursday (Jan.17).

Six units are given to six ARBOs in the province of Leyte, four in Eastern Samar, four in Northern Samar, two in Samar, and one in Biliran.

Sec. Castriciones said that the dump trucks are important to the ben-eficiaries to make it easier and cheaper for farmers to deliver their product to the market.

“This is like an incen-tive to well-performing ARBOs. But eventually the agency will also provide assistance to small AR-BOs but this will depend on what the organization needs,” Castriciones said.

Among the recipients of the dump truck is Maal-sada Fisco, an ARBO from Alangalang, Leyte.

Reynaldo Peja, presi-dent of the organization said that the dump truck is helpful for their members who are mostly rice farm-ers in delivering their har-vest to traders.

“This dump truck can help us in transporting our palay to traders who will buy it in higher price,” Peja said.

Peja shares that their town has many rice trad-ers but most of them buy palay at a lower price that makes it hard for them to earn enough from their crops.

“We hope that they will keep the city peaceful and remain non-partisan. We will monitor to know if we have ground to take those kind of actions,” Carlos added.

Calbayog City has of-ten been listed as among the concerned areas in the region during elec-tion period due to occur-rence of killing incidents.

Mayor Aquino said that as the city’s chief ex-ecutive, he is also concern on the peace and order of Calbayog for it to attract investors.

“Being the local chief executive of Calbayog, one of my goals is to make this city peaceful because it is synonymous to development. You can-not attain peace if your place is not peaceful,” he said.

“We are very success-ful in inviting investors and we don’t want to do anything bad that will drive investors away from our beloved city,” Mayor Aquino added.

BORONGAN CITY--Small businesses in the 5th class town of Gen. MacAr-thur, Eastern Samar, con-tinues to thrive with the as-sistance of the Department of Labor and Employment (DOLE).

Late last year, some 33 entrepreneurs, mostly women, were given ad-ditional goods to enhance their small business ranging from variety stores, feeds and agri products, eateries and barbecue stalls.

Public Employment Service Officer (PESO) Salvador Anabaab of Gen MacArthur said after the operators of the small busi-nesses submitted proposals to enhance their capital, he then drafted a mother pro-posal he submitted to the DOLE and got the needed additional goods.

Anabaab stressed that DOLE does not release cash, so that what the small entrepreneurs got were stocks needed in their stores and commodities like tomato sauce and items like gas stoves, and kitchenware for those in the food busi-ness.

In the simple distribu-tion ceremony, Mayor Flora Ty reminded the beneficiar-ies to be serious in doing business.
