Women’s Bill in LS afterPranab talks to all sidesBY OUR CORRESPONDENT
NEW DELHI
March 11: The Congress leadership intendsto field finance minister Pranab Mukherjee tohold talks with the advocates of a “quotawithin quota” for OBCs and minorities on thecontroversial Women’s Reservation Bill.
Mukherjee, also Leader of the Lok Sabha, will have a delicate task to keep ally TrinamulCongress in good humour as well, after thelatter demanded reservations for minorities aspart of the bill, which is also being endorsedby the Samajwadi Party, RJD and Janata Dal(U). The Yadav leaders of these three partieshad earlier consistently been opposing thebill in its present form.
Mayawati’s BSP, on the other hand, isopposing the bill for different reasons. Otherallies of the Congress, including the DMK,NCP and National Conference, have so farnot taken any strong stand regardingminorities and OBCs. The government mightfeel compelled to modify the bill only if OBC
and minority representatives come out openlyagainst the existing bill both within andoutside Parliament. However, governmentmanagers on Thursday remained tightlippedon whether it was open to amendments to thebill, or whether it would talk to its opponentsonly on the basis of the bill as passed by theRajya Sabha earlier this week.
The divisions in the Opposition ranks hasalso given the government a little breathingspace to formulate strategy on how to get thebill passed in the Lok Sabha, and then get itendorsed by half the state Assemblies. As ofThursday, the Congress, BJP, DMK,AIADMK, CPI(M), CPI, Akali Dal, BJD andTDP are backing the bill in its present form, while Bihar chief miniser Nitish Kumar is allset to help the Congress on the matter. At thesame time, neither the BJP nor the SP, BSP orRJD really want to do anything that mightthreaten the government’s survival becausenone of these parties are in any position toface Lok Sabha elections ahead of scheduleor have any alternative government in mind.

Ministry flouts Cabinet againBY MANOJ ANAND
GUWAHATI
March 11: Officials of the ministry ofconsumer affairs, food and publicdistribution have once again blatantlyflouted a directive by the UnionCabinet in order to favour the sugarmills of Maharashtra.
On Wednesday the ministry grantedan extension of the validity period ofnon-levy (open market sale) sugar, ignoring a Cabinet order to thecontrary, which had been reiteratedjust last month. As reported earlier inthis newspaper, the Cabinet
Committee on Prices had asked theministry to abide by the Cabinetdecision of April 2009 and ensureallotment and release of the sugarquota on a weekly basis.
In February 2010, the ministry hadbeen told to re-notify the earlier Cabinetorder directing the ministry of consumeraffairs, food and public distribution tofollow the rule of weekly allotment ofnon-levy quota, and in case of failure ofsugar mills in releasing the quota, itshould be converted into levy sugar (andreleased through the public distributionsystem).
As sugar prices went up to Rs 50 per
kg in the open market, the ministrywas compelled to follow the rule forsome time, and result was visiblewhen sugar prices crashed to aroundRs 2,850 per quintal on March 6.
This, however, could not be sustainedas within three days, on March 9, sugarprices further jumped and the sugarmills hiked the price to Rs 3,250 perquintal. The sugar mill owners wereallowed to do so as the ministry onMarch 10, through a notification (No.SC-II/2009-10/ R.P), granted anextension of the validity period of thenon-levy sugar quota of March up toApril.
