지난 50년간 한국의 행정환경은 급변 Rapid change in administrative environment over the past five decades

인구 약2배, 우편물량 약 8배, 자동차 350배 Population has doubled, Mail volume up 8 times, Automobiles up 350 times

주소 등 위치탐색 인프라가 디지털사회에 부적합 LI cannot keep pace with social development. (e.g. address, area or postal code systems)

길 찾기 비용 2.1조원, 물류비용 0.89조원, 기업의 주소 정제비용 89억원 등 Annual cost of locations: 2.1 trillion won (US$1.9 billion), logistical cost: 0.89 trillion won (US$800 million), corporate expenses for address-related issues: 8.9 billion won (US$ 8 million), etc.

행정서비스·기업활동 비용 증가, 국민편익 저하 The old system has increased government & business service costs

지번을 주소로 사용, 길 찾기 불편 Using land parcel numbers for addresses caused trouble finding locations.

1 도로명주소제도 도입 Introduction of Street Name Address System

1910년대 이후 토지기반의 지번주소 사용 Land parcel number based address system has been used since the 1910s.

- 지번의 순차성 훼손(1번지 옆에 60번지, 한 지번에 다수 건물 존재) Discontinuity in land parcel numbering (e.g. A land parcel number 1 may be found right next to 60, or, multiple buildings may exist in one land parcel number)

대부분의 국가가 도로명주소 사용 Most countries use street name address system

도로명주소 도입과정상 일부 미비점 보완 Defects found in the early stage of the street name address system have been compensated for. - 도로명의 고유성 미흡, 긴 도로명 등 Lack of uniqueness of road names, long load names, etc.

- 도로에는 이름을 붙이고, 건물에는 순차적으로 번호를 붙여 주소로 사용 Give roads names and assign numbers to buildings in an orderly manner to create addresses. 도로명주소 국민 수용성 제고를 위한 시책 추진

기관별로 업무(행정)구역 설정·운영 Each organization has set up and operated their own block systems.

- 기관별 구역기준이 상이하여, 각 구역간 통계의 공유 곤란 Difficulty in sharing statistics on blocks due to different rules -기초행정 서비스 구역(읍,면,동)이 넓어, 정보 유용성 제한 Limitations of information utilization due to broad basic administrative service areas

-개발 등에 따른 행정동 잦은 변경으로 업무구역 조정 빈번 Increase in administrative sector adjustment-related cost due to frequent changes in administrative sectors

들·산·하천 등 건물 없는 지역의 경우, 지형지물 등으로 위치파악 Uses geographical layouts, such as fields, mountains and streams, in order to locate places without buildings 일부 기관은 독자적 위치표시를 운영, 기관별 통일성·연계성 결여 Lacks unity and compatibility among organizations due to independent use of place indication methods

- 소방(표지판), 해경(방파제), 국립공원(표지판), 한전(전신주) Fire Department (signs), Maritime Police (breakwaters), National Park (signs), KEPCO (utility poles)

※ 등산로 등 산악지역 위치표지판도 지역마다 개별 운영

행정구역 경계 등 기준으로, 3만여 개의 구역 설정 Set up 30,500 basic areas based on criteria including administrative district boundaries. - 지형지물·인구·사업장수 등을 고려, 읍·면·동별 8-9개 Establishes eight or nine basic areas per small administrative district considering geographical layouts, population and businesses. - 설정된 기초구역에 5자리 구역번호 부여 Designate a five-digit basic area number to a basic area
