It has come to my attention that our Army, though not really in any major trouble, is largely

comprised of volunteers, or mercenaries, or patriots that have no intention of becoming career

soldiers. Further, our fleet is largely composed of volunteered ships, stolen ships, or civilian ships

converted for the purposes of warfare. As such, now with the Empire reeling and Kuat in our hands,

it is time for the Republic to create a Combined Defense Force, with modernized soldiers, actualmilitary starships, and new command structure, where battle fleets need not be negotiated but

designated from the beginning. As such, I submit before the New Republic Senate this proposal for

modernizing our military, so that our galaxy can stay at peace.

Ground ForcesOur men are undertrained, armed with weaponry

repossessed from warlords, stormtroopers, orwith anything available on the black market.

Though we have captured almost three-quarters

of the galaxy, our forces are being stretched thin.

Each man or woman in our forces is more valuable

by the moment, and as more territory is gained,

our dwindling number will make management of

the peace an even greater undertaking. As such, it

is important to overhaul our ground forces, to arm

them and train them in such was that one New

Republic Trooper could replace a dozen of ourcurrent finest soldiers.

As such, for ground forces, we need to create a

unified New Republic Army, with a hierarchy that

has complete control over membership, tactics,

and goals. In order for this to occur, the entire

military would need an overhauled chain of

command. Though separate cabinets for the Army

and Navy make for good politics, what is necessary

is a Supreme Commander of the New Republic

Defense Force, one who is most capable to handle

the position. This position would have the sort of

unprecedented power that an Imperial Supreme

Commander would have, but without the chance of a coup due to proper checks and balances on political and

economic ends.

For such a unified force to exist, units need clearly defined roles. Within the New Republic Army would exist a clea

division of forces between the New Republic Troopers, Marines, Republican Guard, and Special Forces. New

Republic troopers would form the core of the army, and would be the first ones sent into combat. Marines would

responsible for ship-to-ship actions, boarding and the like, as well as general security of space ports. The Republica

Guard will be responsible for patrolling home sectors for internal threats like piracy and revolt. Finally, the Special

Forces would be the silent vanguard of any campaign, sent in under cover of darkness, and out before the first light

The old uniform of the Rebel Soldier is no longer befitting a galactic power, so each unit would be given a new load

out, one that is more technologically sound and standardized so the risk of shortages would not occur. Armor will

overhauled, rebuilt from the ground up so that the New Republic Soldiers will be able to rely on their armor as muc

as they have had to rely on their wits and agility before to not be killed.

As such, henceforth, all military personnel

should wear light blue uniforms with ranks

designated by colors on their shoulders. In

combat, they shall wear new plastisteel armor

similar to the stormtroopers, with reinforced

helmets with tinted self sealing visors and

internal communications systems. They shall

have a standardized equipment load depending

on their branch. For Troopers, this should be

the reliable DH-17 Blaster Pistol and the

powerful but easy to maintain A280 Blaster

Rifle. For Marines, in addition to the above

mentioned combination, they shall carry

AKraB vibrodaggers capable of cuttingthrough most advanced armors. Republican

Guard will be peacekeepers, not peacemakers.

They shall not extend beyond their jurisdiction,

and their armament will be based on their

sector of operation so deliveries would be

reliable and standardized.

Special Forces will have variable equipment,

changing based on their environment of

operation. They shall be our branch of

infiltrators, cementing the unofficial Bothan

Spy Network firmly in the New Republics

hands. They shall receive orders from a

modified version of the official chain of

command, and their records will be kept

stricken from the books.

All troops will need to undergo a month of

basic training, then a further 3 months of

noncombat deployment where they will learn

by doing. Obedience will be taught, and every

man will know the role of every other person

in their unit, and be able to perform it as well

as they themselves would be able to.

Advancement will be based on merit,

achievement, and courage. Greed and

corruption will be not just discouraged but also

severely punished. Such is the vision of the

New Republic Army.

We have gained the shipyards at Kuat, the

legendary shipyards that have producedstar destroyers for generations. Many

paid their lives for this moment, and it

would be a shame to waste it. Our fleet is

made of a hodgepodge of various

elements, and each ship was taken and

converted for military use. Nothing is

standardized, and each captain views

himself as commander of his own fleet.

This is unacceptable. The Republic will not

be able to stand if this continues. As such,it must be reiterated that a firm hierarchy

must be in place.

Captains must be as trained as any other personnel, or better yet, earn their positions through the same

merit as is expected of their men. As such, mandatory training should be introduced. Much like the basic

training for troopers, a cadet academy must be established and every person must be qualified for their

positions.

Now, to effectively maintain a hold on the galaxy, the entire fleet needs to be divided into several battle

groups, each able to patrol an entire sector and keep it secured, while also being able to jump to assist any

of the other battle groups. Based on the current size of the New Republic, five would be a minimum, with

the first assigned to Coruscant and nearby areas, the second would handle Thunder Alley while based out of

Ralltiir, the third would be based out of Kuat and handle the Outer Rim. The fourth would hold in the

Koornacht Cluster, and the fifth would be entirely mobile, rotating around the entire galaxy to support the

others.

Our most valuable asset in this venture is the

Kuat Drive Yards, and I propose that an enitely

new class of warships be created. A new ship

should be created for each and every role.

Though the empire has evacuated the entirety of

the Kuat Drive Yards Corps of Engineers, they

have left a gold mine of information, and with

proper funding and engineers we can have a fully

standardized and effective fleet in as little as adecade.

Of all ships, we must have a new starfighter to

replace the aging X-wing. Our initial research has

already brought a viable option, the E-wing,

which would have a superior R7-astromech

droid, powerful sensors, and a much larger pro-

ton torpedo bay. Also, they would be fairly

affordable, little more than the x-wing. It would

be a space superiority fighter capable of

defeating anything else in its class size. That is

the ideology behind the rest of the ships as well,

they must excel at their expected roles while also

being competent in unconventional roles as well.

In short, our current fleet is outdated, filled with

incompetence and bribery, and it would be a

miracle that we can maintain a hold over the

territory we currently hold if the Imperials ever

mount a concentrated offensive against the New

Republic.

KNiGHTS oF The new Republic

The Force is returning to this galaxy, and the New Republic is embracing it. The Emperor tried to

monopolize it, but the truth is that it cannot be stopped. As such, I am siding with General Luke

Skywalker. The Jedi Order must be reformed, and forcewielding peacekeepers must be sent to

deal with internal strife of our Republic. I believe that the most suitable place for the new order,

hereby referred to as the Jedi Praxeum, would be among the Massassi temples on Yavin IV. From

that home base, a universal signal should be transmitted so that force users can seek asylum

among the forests there and begin to rebuild the reputation of the Jedi Knights. I believe that it

would be in the best interest of the entire republic for this to occur. As such, I believe a blanket

order of protection should be passed so that force users wont be persecuted and so that one day

the Jedi Council can be reestablished by subsequent generations of Jedi Knights. In these times of

need, we need the force to be with us.

This proposal is cursory, but our options

are only limited by our treasury and any

indecisiveness of the council. With every

moment, our potential enemies get

stronger. Admiral Daala showed us the

gaps in our military, and the Krytos Virus

showed how they can be exploited by

striking that which we are supposed to

protect. We need to act now, while peace

is still holding and while no strong

Imperial force exists to challenge us.

It is understandable that there is

hesitation with this plan, research does

not necessarily promise development, and

both the costs and risks are extremelyhigh, but it is imperative that this act be

considered before galactic peace can truly

be threated. My signature alone will not

carry the day, and specialists will not win

all of the hearts of those on the council,

but hopefully the very real idea of this

Republic losing its hold on the galaxy may

prompt some action. I ask for an

investment into our future, with the

promise that our future will only glow

brighter.

Hopefully, a decision can be quickly

passed on this, because war can strike at

any moment, but every moment lost to

deliberation only hastens the beginning of

conflict. I leave you with one final

thought; it is not up to politicians to

gamble with lives that arent theirs, so do

not make your decisions based on

personal bias or as political favors. Votethe only real way, democratically.
