○Utilizing AI analysis results to prevent traffic offenses and mitigate congestion
Case in Hangzhou, China
Make use of the National Strategic Special Zone system to create aJapanese-style Super City equipped with the world’s
most advanced functions based on cooperation between citizensand highly competitive companies
Super City
Energy, water and waste
Remoteeducation
Remotemedicine & nursing care
Self-driving & automatic delivery
Cashless
“Once-only”administrative
procedures
Note: Examples listed arenot exhaustive.
・AI automatically collects camera-captured live images of roads and informs the police of any irregularities (up to 500 cases per day).
・Automatic switching of signals according to traffic volume has resulted in a 15% increase in the running speed of cars insome areas.
○Unmanned convenience stores・Face authentication
eliminates the need for customers to use smartphone apps for cashless payment.
Case in Toronto, Canada■A Google-affiliated company cooperates
with the municipal government to monitor the movements of people and goods across the entire area and make use of big data for urban design.
○Mobility-related plan
○Building and infrastructure plan・Buildings are made by assembling modular parts, just
like assembling automotive componentsinto cars.
・Utility tunnels are used aspart of logistic networks, and underground networks are established for publicservices.
There is some confusion and delay caused by anxious citizens.
・Movements of people, bicycles and cars are monitored constantly by traffic signals.
・Self-driving cars are used for public services, androad conditions arechanged according tousage.
■An Alibaba-affiliated company cooperates with the local government to use the AI analysis results of camera-captured imagesto prevent traffic offenses and mitigate congestion. Venture companies are launching unmanned convenience stores.
Super City Initiative: Background
■AI- and big data-based urban design, which could fundamentally change current social systems, is on a trend of rapid expansion internationally. Greenfield-type initiatives to create a future city from scratch (in Xiongan, Toronto, etc.) Brownfield-type initiatives to change an existing city (in Dubai, Singapore, etc.)
■There are no countries where a “future city,” as detailed below, has been created, though some measures have already been implemented for such creation.
Across all life-related fields, not limited to energy and transportation fields, Leading-edge technologies are practically used in everyday life beyond the temporary demonstration of the technologies, and A future society created to reflect the viewpoint of people living there, not the viewpoint of developers/suppliers of technologies.
■Japan has most of the necessary technologies but has no place to make practical use of them.

In the case of City A suffering from hospitalization measures for the elderly
• In A city, the number of elderly people who returned licenses increased rapidly. The number of elderly people who abandon hospital visits is also expected due to the declining taxis and high prices.
• The volunteering taxi business, which utilizes car sharing as a foot for elderly patients, etc., is being developed at a low price. As a means of payment, local electronic currency that can be subsidized individually from the city, earning points through volunteer activities. Widely collaborate with other administrative services payments and community contribution activities.
• In addition, the comprehensive community care that actively uses hospital appointments and telemedicine, etc., and the dispatch system of volunteers and taxis are linked to reduce social security costs and rationalize local traffic through appropriate hospital visits for the elderly.

In the case of city B facing population decline and depopulation・In B City, in order to improve administrative efficiency and digitize citizen services in light of population decline and depopulation, the city, local universities, IT / local companies, etc. are promoting smart cities throughout the city.
・Focusing on the data linkage infrastructure, we actively collect data provided by opt-in citizens, administrative data, and private enterprise data, and provide analysis results as a variety of services to local residents. (Good for Citizen / Society / Industrial)
・Currently, about 20% of citizens register with government / private content distribution, and in the future, link with My Number Card, public / private one-stop service, medical / welfare / mobility, and common cashless service Etc., aiming to contribute to the regional management plan by data and to expand citizen services by digital.
・Specific examples of medical care that we would like to realize include new mobility from sparsely populated areas to regional core hospitals, reviewing the relationship between doctors and patients, cashless services on the spot after medical treatment, and drone home delivery using electronic prescriptions. Digitally shifting citizen relationships.

Super City Initiative(Expected effects of the bill, Comparison between conventional and SC types)
■Simultaneous, integrated, and comprehensive realization of business plans In the conventional type, each ministry is adjusted during the study of the business plan, and many
projects are abandoned at that stage, or the contents are individually revised, and the plan is also divided.
For the SC (Super City) type, the Cabinet Office is also added, and the entire business, including multiple regulatory reforms that should be realized, is examined in an integrated manner. By publicizing the proposal at the pre-stage of each ministry's adjustment, it encourages each ministry's study to proceed simultaneously, in one, and comprehensively.

“Super City Open Lab”
The lab is a community aimed at a bridge that a company with knowledge and technology related to the Super City Initiative will be able to provide between local governments and businesses that are finding it difficult to collect knowledge by always exhibiting on SNS at a virtual exhibition booth. <Facebook >
The “Super City Open Lab” kick-off event on August 28 attracted more than 180 participants from 90 companies. In the future, we will proactively provide information from companies, etc. who have the technology, know-how and other knowledge necessary for the realization of the Super City Initiative to local government officials working on the realization of the concept.
