Canvass Board Chairperson, Agnes Anderson called the meeting to order at 9:00 a.m. A brief introduction was given by
the County Clerk Lynn Hoeppner, who also explained instructions for observers and noted that proper notice of the
meeting had been posted. Hoeppner also explained that as soon as the original canvass was completed, the ballots
were placed inside a locked area in the Sheriff’s Evidence area, which is also locked and only 2 Deputies had access to
the room. Other than the two deputies, only the Clerk and Clerks Deputy knew the location of the ballots. Deputy Mike
Richter and Clerk Hoeppner retrieved the ballots and brought them into the recount room. Anderson then instructed
the Tabulators on their duties and the recount process began at 9:30 a.m..

At 10:44 – Courthouse Fire Alarm went off. Everyone left the room except Agnes Anderson & Rosie Hauk who secured and locked the doors before exiting. At 10:50 doors were unlocked by Anderson and recount was resumed. Ballots and broken ballot bag seal were put in the ballot bag and it was resealed with seal # 2341062. Broke for lunch at 12:00, resumed recount at 1:00 p.m. Machine and paper ballots were counted. Recount was one ballot less for Prosser. * * * * * * * * * * * * * * * * The recount was called to order by BOC chairperson, Agnes Anderson, in the lower level Law Enforcement Center meeting room, on April 28, 2011, at 9:00 a.m. and the recount continued. Name of Municipality: Town of Gull Lake Reporting Unit: Ward 1, Original Vote Totals: 64 Number of Voters on Poll List: 64 Number of Absentee Ballot Applications: 2 Number of Absentee Ballots: 2 Number of Ballot Bag Seal Removed: 231049 NOTES: Town Clerk Lolita Olson broke seal #1211513 on the Populex machine for a public test at 9:08 a.m.. Gull Lake is the only municipality in the county that uses a different machine. Ms. Olson programs this machine. The original memory media was not used. It was determined that test votes would be 3 for Kloppenburg and 2 for Prosser. Test votes were cast by: Dan Hubin (Prosser) , Della Stariha(Kloppenburg), Karen Kufman (Kloppenburg), Mary Emerson(Kloppenburg) , James Lewis (Prosser). Ballots were cast, machine totals were printed and machine was verified as operating correctly and tallying accurately. Ms. Olson reset the machines memory device. Ballot Bag seal was removed. Absentee ballots were counted. (2 paper) Machine ballots were hand counted and totaled 62. Ms. Olson then scanned the Populex ballots for tallying and ran a total. Total was correct and identical to canvass total.
