1 Company Introduction Qingdao WuXiao Group Co., Ltd. was established in March，1993, located in Qingdao, Shandong province, China. We have more than 2800 employees, 1320,000 square meters plant coverage and RMB700000000 fixed assets. Engaging in tower manufacturing for more than a decade, we are a professional manufacturer in the design, manufacture and installation of steel tower mast structure, tubular tower &mast, substation framework and other steel structures. Our products including steel tower (tubular tower & angle steel tower), wind turbine tower, television tower, transmission tower, watching tower, mast steel structure, wind tower flange, billboard structure, solar battery and others. Which are widely used in the fields like power transmission, substations, telecommunication, microwave-communication, radio/TV broadcasting, wind turbine tower, mapping, watching and other fields. The general annual production capacity is up to 300,000 tons. In compliance with the customers’ requirements, we can provide design, production, installation &EPC or single contracted project services. The company possesses advanced and sufficient R&D system, first-class hardware as well as the most sophisticated design and molding& set-out drawing software. The company is equipped with 12 advanced CNC angle steel production lines, 4 connection-plate auto-machines, the biggest LSAW Fabricating machinery (its capacity 5200 tons, the biggest pipe-making machines in china market now), and many other CNC bending-machines. During production, the computer software connected with production machines at the same time, which can reduce Operation procedure and improved product precision. Besides, we also have CNC steel plate production lines, CNC (fire) auto-cutting machines, hot-dip galvanization line with automated temperature control system, three round tube& polygon tube auto welding line, gas shielded welding machines and other manual welding machine, and other refrigeration equipments such as toggle lever press (punch), guillotine shear, automatic gas cutting machine, shaping machines with hydraulic transmission system, drill press, lathe, planing machine etc, the total more than 200 sets. There are full sets of physical & chemical property testing instruments as well: 600KN

universal material tester, infrared-ray carbon & sulfur analysis instrument, manganese, phosphorus & silicon automatic analysis instrument, spectrum analysis instrument, steel inspection mirror, theodolite, ultrasonic in-destructive flaw testing instrument,





x-ray flaw testing instrument and so on. These machineries and instruments safeguard the production of qualified goods. Our company pays more attentions to product development and research, and takes

longer cooperation with National TV & Radio Ministry, Zhen Zhou Design institute of Ministry of Posts and Tele Communication and National Power Ministry. Based on good quality, we continuously develop new technology and product, and successfully invent angular steel tower, combined tubular steel tower, and mono-taper steel pole, and create good social efficiency and the economic efficiency for Ratio TV, telecom, and power steel tower projects. For many years, we are engaged in design, fabrication and installation of steel tower& structures, and produce every type of tower, mast, pole and other structures for broadcast, TV, post and telecommunications, power and military department. Meanwhile, our product quality and services are wide accepted and appraised by every customer.

In 1995, our company obtained the TV & Radio Tower Production Certificate (National

TV & Radio Ministry); obtained 110KV/220KV/500KV Transmission Tower Production Certificate from National Power Ministry in 1996, 1997, 1999 respectively. In June 1999, it gained 220KV Power Transmission Steel Pole Production Certificate. In recent years, it obtained the production certificate for 500KV prism steel pole and four-column steel pipe, 500KV combined Steel Tubular Tower, as well as 500KV substation structure. In 1997, our company was became enterprise under direction administration of

Machine administer bureau of National power ministry, and supervised our production by tower inspection center of National power ministry, and we get the measuring qualification certificate.

On march 28, 2005, our company was issued ”Qualified certificate of enterprise

quality inspection department”, “provincial contract and trustworthy enterprise", “First integrity grading enterprise in Shandong province”, “National middle-scale Ⅱ township enterprises”, and “national credibility and law observation township enterprise”. The annual sales exceeded 600 million in the year of 2005.Our customers mainly come from power suppling companies and generating plants.The capital flow is in good condition. Meanwhile we got financial surport from China Construction Band and China CITIC Bank.We got AAA credit from the above banks and the credit extension line was 110 million. And this year the credit extension line is up to 150 million which can guarantee the captital supply for our major projects.

6.2 Raw Material Supply We have longtime cooration with most of the big steel producers. For exemple,

Chengdu Seamless Pipe Factory, Tianjin Seamless Pipe Factory, Bao Steel Group, Anyan Steel Factory, Jinan Steel Factory, Anshan Steel Factory, Wuyang Steel Factory, are our direct suppliers. 8 Project Progressing Control We stick to the principle of equal importance of production sales and after service,





perform strict project control and contract performance. Under the guideline of customers’satisfaction first, realize the enterpreise spirit of strict management, super quality.

When a project is conformed, the sales department assigns production instruction.And the engineering department shall conmmence the working process accordingly.

First, according to the contract requirements and workload, make a detailed weekly work plan and target for every department.Then the plan and target will account for the achievement evaluation of the department principal. All the departments shall follow the plan. In case of any thing out of the plan, application in advance from the relevant department is required, so that the project management department will start emergent work measures or arange overtime work, even allot resoure from the Group company to ensure the successful completion of the project.

Detailed working procedure as follows （1）Orgnize project joint review meeting to find out the keypoint and main

difficulties so that to deploy specialist to surpervise and direct the key procedure. Hence making sure that every parts machined is eligible. （2）The Technical Center shall compose quality requirements based on the

drawings and technical agreement, and orgnize welding process design andevaluation. （3）Project Management Department shall allot the work load (make out the parts

list and give it to each relevant department). Arrange the working progress for all the components and exert overall coordination. （4）The order for tower component production is to start from the tower leg and

then go up step by step so as to comply with tower trial assembly. （5）Tower transport shall be arranged in accordance with the construction

requirement.The aim is not the maximization of quantity but the coordination of the tower fabrication and site construction.

Project management plays an very important role in the undertaken projects. Its full realiztion is Taiqian-Xianshan project(in Guangdong province).In this project includes two River-crossing tower and two Anchor tower with the main tower weighting 1,600 tons and the whole project was completed within 5 months thus creating a national record in fabrication speed for the same type of tower.





9 FLOW CHART

10 TECHNICAL STRENGTH More than 80 technical specialists build up the brain bank of the company.

Among them there are 60 higher education graduates. Seventeen professional designers can cooperate with the designing institute and accomplish the designing work of angle steel tower steel pipe combined tower steel pole ranging from 10KV to 500KV and other similar steel structures. All the designing and laying off work is computer aided. The designing software we introduced include Tower Internal Tension Analysis (TTA) from North East Institute, Tower Foundation Optimize Design (TFOD) from Shanxi Institute, Cast-in-situ Pile Design Software (GZZ) form Hebei Institute, American Architectural and Structural Design Software (SAP2000), Narrow Base Tower Design Software (GGTJC), Power Transmission Steel Pole Design Software, etc. Generally, all type of tower and tower foundation can be designed by computer aiding; the software for laying off is Tower Manufacture Aid (TMA), through which the structure and tower members are explicitly expressed with 3D effect. Thus the tower precision is greatly improved and the trial assembly work is reduced accordingly. AutoCAD is deployed for laying off of steel pipe combined tower joints. The spatial relations of the joints can be well controlled, and the precision is improved. Meanwhile in the process of laying off, based on the specific requirements for





different kinds of towers, the laying off work will be very flexible to meet the design requirements.

11 TECHNICAL CENTER With technical personnel over 90, the technical center has got the certification

from Qingdao government in the year of 2006.

In year of 2006, we collaborate with Beijing energy research institute and invent

the VRB battery and solar panel, which is widely, used in energy,

electricity-generating, electricity-storage and other fields.

1 Straight seam steel pipe（ round、 prism

shape） The company now possesses the national most advanced pipe making

equipments like the production line for thick wall straight seam pipe,and the annual production for straight seam pipe exceeds 70,000 tons.

1.1 Blanking（5 sets）

We introduce digi tal plasma flame cut ting machine for plate blanking. Simultaneous operation of several flame nozzles resul ts in higher eff iciency meanwhi le i t has the characteristic of high precision and non-deformation. The water tank under the steel plate can minimize the hot deformation of the plate and make the base for fabrication of high precision welding pipe.





1.2 Edge milling

Double edge milling machine can process the two edges simultaneously. Single surface groove, double surface groove and blunt edge can all be produced. The groove surface is even and uniform and at the same time imperfects like notch and oxide layer caused by flame cutting can be removed so that the quality for welding seam is guaranteed.

Pre-bending

High precision pre-bending mould can neatly bend the plate edge for further pipe making and it is an key procedure to produce a round pipe.

1.4 Pipe shaping

The pipe shaping equipment deployed is one of the largest in the world and it is unique in China at present. It can process straight line thick wall welding pipe widely used in large-scale steel pipe river-crossing tower, bridge, steel structure stadium, airport etc. work scope: φ1650×110×12500（mm）













1.5 Pre-welding

High precision automatic welding equipments can do sewing up and pre-welding work for various kinds of welding pipes.

1.6 Interior welding

Equipped with 3 welding heads, the welding machine can finish interior pipe welding work at the same time.





1.7 Exterior welding

Four-headed submerged arc welding machine can weld thick plate with large groove at one time. Internal pipe defects can be avoided and pipe deformation can be minimized. At the same time, production efficiency is increased. Production speed: 2000㎜/min





1.8 4000T fine finishing machine Pipe fine finishing is the last procedure in pipe shaping. The aim is to eliminate

the defect like roundness and straightness of pipe. This creating method guaranteed

precision for further processing as cutting flange welding etc.

Advanced pipe making equipment can effectively control the roundness and straightness of the pipe; meanwhi le, wi th special pipe shaping mould, the destructive factors can be minimized in the process of pipe shaping so that the physical properties of the pipe is ensured.

2. Tubular Steel Tower 2.1 Blanking

2.1.1 Steel plate blanking

Multi -head automatic cutting machine produce high efficiency





high precision and non-deformation.

2.1.2 Pipe Blanking

All the pipe blanking is carried out by digi tal plasma cutting machine.

Equipped with plasma cutting head and flame nozzle the work scope of the cutting machine is φ60-800mm，width within 14m. Wall thk for flame cutting≤60mm， plasma cutting wall thk≤25mm., Crossing angle10°～170°, cutting tolerance within±1mm. So the installation clearance between pipes can be controlled within 1mm, which leads to high installation precision and less welding deformation. All these ensure the accurate installation of the tower.

2.2. Machining

2.2.1 We deployed special lathe for the machining of large flange (The picture shows the lathe machining). For large flange (Φ2000mm and over),the raw material is ordered from large mills , except for the designed quality requirements, surface quality requirements and evenness requirements are added to decrease further machining work. Vertical lathe is utilized for large flange finish. This work is done by our business partners and supervision staff is required to inspect





the process to guarantee the finished products can meet the relative standards.

2.2.2 To

safeguard the welding quality, the edge of the connecting plate will be sliced with door shape planer to produce the welding groove. The planer can also provide other machining works like angle steel finishing. The maximum work width is 2.18m and the length is14m.





2.2.3 Perforating

We have both digi tal extrusion press and digi tal radial dril l machines, which can satisfy di fferent perforation

requirements.

2.3 Welding deformation control 2.3.1 Due to the heat treatment in the process of welding, the straight l ine welding pipe is l iable to deformation. To cater this technical problem, we resort to a 1,200-ton single cylinder hydraulic press and special mould to correct the pipe straightness. 2.3.2 For the components connected by flanges, the welded flange sometimes deforms due to i rregular welding, hence the connection clearance between flanges. For this, under the pre-condition of





preserve the strength of the flange, we apply anti -deformation treatment to the flange to get r id of the clearance and ensure the precision installation of the whole tower.

2.4 Assembly

Large-scale assembly platform developed by the company i tsel f can meet the requirements of multi -axis and di fferent workpiece working conditions. Vertical and rotating posi tioner are equipped on the platform to ensure the size uni formity of the same components. For the assembly of angle table and connoting plate, the rotating posi tioner can avoid axial deviation.

2.5 Welding

All the welding materials are quality products. The main component are all welded with flux-cored wire which can produce both internal strength and external appearance of the welding seam. For different kinds of welding seams, we have prepared different welding procedures and tool set up accordingly.

All the welders are qualified specialists with qualification certificate and years of welding experience. There are professional welding engineers who will prepare welding procedure regulations to guarantee welding quality.

2.6 Trial Assembly





There are two adjustable sliding work platforms for the purpose of trial assembly (for maximum tower bottom width 60m and 30m respectively). The hoisting equipments include two tower cranes and two 50T vehicle crane. The trial assembly process is identical with the site installation. The work team timely feedback the trial assembly information to the technical department and prepare trial assembly documents.

2.7 Galvanizing

The company now has two production lines with the daily production capacity of 270T. We have introduced rare earth hot-dip galvanizing technique and the life span for galvanizing is 3 times longer than the regular method. The galvanizing tank sizes 15000mmX2500mmX3000mm and it can treat any single part of workpiece at one time of dip (as the picture shows hereunder). We have prepared 3300X4200X15000(mm) space for galvanizing; in case of extraordinary large galvanizing workpiece, the galvanizing unit can be replaced within 2 months.

17 Quality control and requirements 17.1 Validity scope All the contracted projects to be controlled

17.2 Responsibility assignment： 17.2.1 General Manager of the quality management centre is the duty person for process quality control and he has the sole power to veto. 17.2.2 Technical centre mainly is responsible for project drawings and technical laying off; financial centre is responsible for the procurement of raw materials; the production centre is responsible for preparation of work schedule and coordination of various production units; the quality inspection department is responsible for all the testing and supervising work; the finishing workshop is responsible for sorting/counting, packing and delivery. 17.2.3 The sales centre is responsible for customer coordination and after service.

17.3 Quality control 17.3.1 The manufacture and fabrication of tower must follow relevant codes and documents as:

17.3.2 Material procurement control 17.3.2.1 All the material used for the tower must be bought from eligible suppliers and at the same time they must meet the requirements of existing national standards as well as the requirements specified in the drawings. 17.3.2.2 The original quality certificate must be presented before the material is accepted.

17.3.3 Progress quality control 17.3.3.1Raw material quality control: ⑴ The storage keeper shall check the appearance quality according to

the material procurement schedule and original quality certificate. Checking items： a. No such defects as fissure doubleskin or pockmark.





b. The specification thickness and quality meet the requirement of GB700-88 and GB/T1591-94. ⑵ Application for chemical analysis and physical experimentation. ⑶ The physical-chemical lab will conduct relevant testing to find out

whether the material is eligible. If the material passes the test, the lab will inform the storage keeper to use the material in production; if not, the material will be rejected according to underproof control process. 17.3.3.2 Blanking quality control ⑴ Check each workpiece according to the operation card; the unqualified

ones shall be rejected back following the underproof control process. ⑵ Requirement: the cut edge shall be even and smooth without burrs.

For parts with groove, the Ferric oxide slag and oxide layer shall be removed to guarantee welding quality. ⑶ When the workpiece is eligible, the operation card and handover sheet

shall be signed and the workpiece can go to the next procedure. 17.3.3.3 Hole perforation quality control ⑴ Check a sample workpiece according to the operation card; if the

sample is eligible, other workpiece can be checked accordingly. The unqualified ones shall be rejected back following the underproof control process. ⑵ Checking items： a. Appearance quality：no burrs near the hole，no fissure around the

cutting edge，no fissure/pochmark/ferric oxide or damage larger than 1.0mm on the surface. All the marking signs should be clear and well arranged and the seal mark shall be 0.5~1.0mm thick. The letters or numerals used should be uniform.

b. The thickness requirement must be satisfied. ⑶ Technical requirement： a. Tolerance between adjacent flange holes±1.0mm，tolerance of the hole

with the flange edge≤1.0mm b. For other parts, the overall size tolerance±2.0mm, tolerance between

adjacent holes±1.0mm. ⑷ When the workpiece is eligible, the operation card and handover sheet

shall be signed and the workpiece can go to the next procedure.

17.3.3.4 Quality control of welding pipe

Generally speaking, the most widely used tower body material is straight





line welding pipe, thus its quality will directly influence the quality of the whole tower. ⑴ Blanking control：The cut plate edge shall be smooth and even without

burrs. For the plate with groove, further milling treatment is needed to get rid of heat deformation. The overall size tolerance is ±2.0mm. ⑵ Pre-bending： Before bending, 3600T press machine is deployed to

pre-bend the plate edge to avoid possible straight edge of the pipe. ⑶ Bending：There are special moulds for each type of straight line

welding pipe to guarantee the precision. After the bending there is a rectification procedure guided with the sample pipe. The tolerance is ±1mm.

⑷ Sewing up：Automatic pipe sewing machine and gas protection welding machine can realize continuous and uniform pipe pre-welding. ⑸ Interior welding For thick wall pipe, in order to decrease the seam width and improve the

welding quality X-shape groove is adopted. Equipped with 3 welding wires, the welding machine can finish interior pipe welding work at the same time. Hence avoiding seam indentation and bubbles. ⑹ Exterior welding Four-wired submerged arc welding machine can weld thick plate with

large groove at one time. Internal pipe defects can be avoided and pipe deformation can be minimized. ⑺ Non-destructive flaw testing ：Each seam will be inspected by X-ray testing

and ultrasonic testing to ensure the welding quality can the requirement of Grade Ⅰ、Ⅱ. 17.3.3.5 Quality control of angle steel： ⑴ Check each kind of angle steel according to the operation card; the

unqualified ones shall be rejected back following the underproof control process. ⑵ Checking items： a. Appearance quality：no burrs near the hole，no fissure/doubleskin

around the cutting edge，no bending at the angle steel ends, no obvious pochmark and other mechanical damage like dent/press mark/scratch etc on the surface. If any, the depth shall be within 0.3mm.

b. Using vermier caliper and tape measure to check the thickness and overall size of the angle steel as well as the distance between holes. All the taken data must comply with the requirement of the process card.





⑶ Other requirements： a. Straightness ratio ≤L/1000（L:the length of the angle part）。 b. The external corner of the angle shall be arc shape. c. The bending edge shall be even and smooth without significant

folds/dents or other damages. After bending the minimum edge thk shall not be less than 70% of the original thk.

d. All the marking signs should be clear and well arranged and the seal mark shall be 0.5～1.0mm thick. The letters or numerals used should be uniform. ⑷ When the workpiece is eligible, the operation card and handover sheet

shall be signed and the workpiece can go to the next procedure. 17.3.3.6 Quality control for rectification： ⑴ Each pipe shall be measured according to the process card. Checking items： a. Straightness ratio≤L/1000（L: pipe length）。 b. Length: tolerance within ±2.0mm. c. End roundness ratio within ±2.0mm，other place ±3.0mm. d. Pipe edge deviation ≤0.15t(t:plate thk) and ≤2.0mm. e. Pipe diameter tolerance 0～-2mm. f. There shall not be significant press scratch on the surface after

rectification, and the depth shall not exceed 0.5mm. ⑵ After welding, hot rectification method will be used to improve the

straightness and flatness .Flatness shall meet L/1000(L:length of the connection plate)，straightness≤L/1500（L:length of the component）。

⑶ When the workpiece is eligible, the operation card and handover sheet shall be signed and the workpiece can go to the next procedure. 17.3.3.7 Quality control for rivet welding： ⑴ Checking the welding position, and angle of the welded parts to make

sure that it is in compliance with the drawings. ⑵ Checking items： a. Whether the marking signs are covered. b. Size and angle of all connecting points c. Perpendicularity of the flanged. d. The centripetal angle of tower boots and connection plate. e. The size of positioned welding. The thickness should be 1/2～2/3 of the

plate thk and the length be about 25mm.





⑶ When the workpiece is eligible, the quality supervisor should sign and the handover sheet shall be signed and the workpiece can go to the next procedure. 17.3.3.8 Quality control of the connection welding： ⑴ Check shall follow the leg size marked on the drawings. Checking items： a. Leg size checking b. Ultrasonic flaw testing shall be deployed to detect the longitudinal

seams and circular seams. When the plate thickness exceeds 6m, X-ray is to be used.

c.Appearance check of the seam： Besides the leg size requirement, seam appearance shall satisfy the

following criteria like uniform welding wave, no crack/flash/penetration/arc crater/bubble/welding spatter/flux layer / splash/overmask etc. ⑵ When the workpiece is eligible, the handover sheet shall be signed

and the workpiece can go to the next procedure.

17.3.3.9 Trial Assembly：

⑴ Each tower must be pre-assembled in the plant. Three sects of the tower will be one assembly unit, each time add two sects successively. Every component should be in position and forced installation is forbidden. Meanwhile trial assembly record should be prepared. ⑵ Quality supervisor and relevant technician shall organize tower

acceptance after the assembly. Checking items： a. Tower bottom width, anchor bolt diameter and the anchor bolt hole

distribution circle diameter b Height of the tower c. Clearance between cross arms, cross arm length d. Diameter for conductor hoisting holes, specification for conductor hoisting

plate e. Size of the hole positioned in the outside of the cross arm connection

plate f. whether the assembly totally complies to the drawings.

g. Check the condition of the flanges component joints. If the damage is beyond the allowable limit, remedial measures shall be taken. ⑶ Prepare the trial assembly record according to 《Regulations for Trial





Assembly》.

17.3.3.10 Galvanizing

⑴ Appearance quality： The surface shall be practically smooth; there are no such defects as over acid treatment, un-galvanized spot, flash etc. ⑵ Coating thk: galvanized parts thk≤5mm, min average zinc thk≥65μm

galvanized parts thk≥5mm, min average zinc thk≥86μm ⑶ Checking method：

For angle steel： 3 points on each side all together 12 For connection plate：6 points on each side all together 12

⑷ Prepare zinc coating thk testing paper after the test.

17.3.3.11 Finishing and packing

⑴ Tower packing：the flanges and connection plate shall be wrapped with cushion feltcloth. ⑵ The angle steel shall be bundled and marked with: tower type, height,

weight, bundle No, etc. ⑶ The packing shall be secure as well as orderly and nice looking.

17.3.4 For the unidentified matters relating to quality control, the contract and

the technical agreement will be the guidance.

17.3.5 Quality records：

All the quality records shall be timely and carefully finished and there shall be duty person who will be responsible for the collection, sorting and storage of all these documents.

18 Pacage and Delivery For tower protection and the convenience of installation, we will mark and

pack the eligible tower members. Two kinds of marking are applied at the same time: tower type and piece No on the flange or member surface (hand written), use a card on each piece of tower member. Large main pipe shall be first wrapped with plastic film and the second coat will be straw mat and straw rope with iron wire fastening. The flanges and other extruding parts shall be wrapped with feltcloth or rubber and iron wire fastened. For the small pieces, besides the above-mentioned packing method, they can also be bundled. The





bundles should be fixed and cushion material is required between bundles to prevent collision. In time loading, wire rope is forbidden and belt must be used to avoid workpiece surface damage.

19. Transportation The location of the company provides us the natural convenience for

product transportation. We have more than 30 heavy duty trucks for the

material and finished products delivery. Meanwhile, we have close

coorperation with other transport agencies. We can provide our customers

fast and timely transport services.

20 After sale service 20.1 Provide our customers with full set of technical documents and drawings which are specified in the contract. For customers other procurement related with the contract, we will provide the relevant interference data . 20.2 Strictly follow the contract and guarantee the delivery time and order. 20.3 Provide training service for the installation staff as well as relevant data. 20.4 In case of accidence happened in transport, we promise to make prompt remedy. Usually the repair or remedial delivery will be within 72 hours, and for the emergent conditions, within 24 hours. 20.5 If the customer needs, we can assign our technician to the site to direct the installation and commissioning, attend the trial operation and project acceptance. We promise our reprehensive at site can fully deal with any possible problem with the contracted equipment. 20.6 In the process of installation and operation, damages surely resulting from the customer’ side, we will solve with our customer through negotiation. 20.7 We promise that all the requirement from our customers will be given prompt reply, and our reprehensive will be at the site on the agreed time. 20.8 Customers’ need for spare parts can satisfied at any moment
