Approves the following guiding principles for the consolidation of the committees:

To ensure that the new TC effectively incorporates the current work of TC 242 and TC 257 but will be open for possible expansion into new areas of work related to energy management and energy saving

To advance the establishment of the working arrangements in the new TC in a manner least disruptive to the current work

To ensure that NSBs that have held official leadership arrangements and that have had the most significant investment in the work of TC 242 and TC 257 to date, at the TC and WG levels, are respected in the transition from the current TCs to the new TCs

And further approves the following five recommendations made by the TMB TF: 1. Title Energy management and energy saving 2. Scope Standardization in the field of energy management and energy saving 3. Structure To ensure a smooth transition of current work and efficient working progress, the current working groups with their current convenors and projects should be maintained and moved from TC 242 and TC 257 into the new TC. The new TC will be asked to confirm this arrangement at its first meeting. In addition, pending discussions with and information from IEC on the future status of JPC 2 and how IEC will wish to support maintenance of JPC 2 deliverables in the future, the new TC should consider at its first meeting appropriate structures to address the ISO’s ongoing maintenance of the JPC 2 deliverables as well as other terminology needs of the new TC. It will be important for these terminology structures of the new TC to have effective cooperation with IEC in this regard. 4. Leadership

TC Chair: ANSI

TC Vice Chairs: SAC (initially to represent the TC 257 perspective) and ABNT (initially to represent the TC 242 perspective) for a three year period at the close of which it will be assessed whether it is necessary to maintain two separate Vice Chairs. An additional possible task for these Vice Chairs could be to assist developing country engagement in the work of the new TC.

TC Secretariat: ANSI/SAC (twinning arrangement)

CAG Chair: TC Chair (maintaining the broader vision for the new TC incorporating the perspectives of both TC 242 and TC 257, while also ensuring the openness of the new TC to possible expansion into new aspects of energy management & energy saving)

に支持したいかについては、新規 TC はその最初の会合で、新規 TC の用語の必要性と共に ISO

の JPC 2 規格類の現在進行中の維持を取り扱う適切な構造を考慮すべきである。この点で、新規

TC のこの用語構造が IEC と効果的に協力することが重要となるであろう。

Initial NWIP evaluation group to review NWIPs at the ISO Preliminary Work Item stage as part of a TC process to improve and prioritize NWIPs. This would help to ensure the proper development of NWIPs of high quality through a consultative process with P members, WGs and the CAG of the new TC. We propose that NEN serve as the leader of this standing advisory group as NEN certainly has the appropriate expertise to guide the review and improvement of effective NWIPs that may lead to successful approval of them and efficient development of the standards in the new TC through the various ISO stages. The new TC shall review the ongoing need and effectiveness of this group over time, perhaps at two-year intervals, and provide the result for TMB review.

5. Schedule for Transition of Work

The week of June 13, 2016 – First meeting of the new TC in Stockholm, Sweden to approve its title, scope, work program and internal structure

September 2016 – TMB meeting to review the results of the first TC meeting and to decide to dissolve TC 242 and TC 257

Late September 2016 – All existing projects and working groups from TC 242 and TC 257 moves into the new TC (between January 1, 2016 and late September 2016 all current work continues under TC 242 and TC 257)

にするためにはコメントの解決が必要であろうことにさらに留意して、

ISO 34001を ISO 規格として発行する可能性を決定するための 4回目の DIS投票を行うことを

決定し、

ISO/TC 292/WG 4に、SNV のコメントを含めて DIS 34001.3 に関して受け取った全コメントを

精査する対面式のコメント解決会合を開き、ISO/TC 292/WG 4がコンセンサスによって ISO

Approves a further change to the final paragraph of clause 2.9.3.2 of the ISO Supplement, in order to extend the vote to approve a minor revision to 12 weeks in the case of a Vienna Agreement document, as follows:

2.9.3.2 […] For minor changes, e.g. updating and editorial changes, that do not impact the technical content, a shortened procedure called “minor revision” may be applied. This is comprised only of the proposal for a minor revision by the committee (through a resolution), approval and publication stages (see 2.7 and 2.8). Subsequent to the resolution of the responsible technical committee and consultation of the responsible ISO Technical Programme Manager, a final draft of the revised deliverable shall be circulated for a 2-month 8 week FDIS vote, and 12 weeks in the case of Vienna Agreement documents.

Mandate:

• Advise on prioritization of internal coordination between ISO committees on standards relating to climate change

• Increase acceptance and utilization of ISO standards related to climate change globally;

• Support communication between ISO/CS and the UNFCCC Secretariat, as well as other international standards setting bodies in the climate change area, through existing ISO/CS communication channels;

• Completion of a review of the outcomes of the Paris COP 21 and resulting International Negotiations with UNFCCC Secretariat and produce a strategic plan to guide ISO toward incorporation of the political landscape in future standards product;

• Development of a new guide on how to address aspects of climate change in all ISO standards. The guide should be aligned and complement Guide 82 and CEN Guide 64.

Noting the positive feedback from the pilot on remote participation at committee meetings, and

Endorses the ISO vision for ‘Smart manufacturing, as proposed by the ISO Strategic Advisory Group on Industry 4.0/Smart Manufacturing in clause 2 of the SAG’s report;

Requests that this vision be made publicly available and be shared with the ISO technical community in the TMB Communiqué; and

The Smart Manufacturing landscape concerns many peer organizations with whom

coordination and collaboration are necessary;

Approves the proposal from the ISO Strategic Advisory Group on Industry 4.0/Smart Manufacturing to create an ISO Coordinating Committee (CC) on ‘Smart manufacturing’,

Decides that the modalities of the new CC shall be as follows:

Mandate:

To enable the sharing of information among those ISO Technical Committees involved in

Smart Manufacturing;

To identify new work or identify harmonization areas of existing standards as early as

possible and to optimize the use and sharing of resources for the development of

standards or further harmonization of existing standards in Smart Manufacturing;

distributed across several groups, both within ISO and with other organizations such as

all relevant stakeholder categories that participated in the ISO WG SocialResponsibility;
