Rotary = Friendship People tend to think of Rotary as a charity organization. Partly that is because many of us use this description as shorthand for what we do. Since we are all volunteers, we do donate our time. In that sense, we are a charity.

Where we differ from most other charitable organizations, however, is in our hands-on approach to community service. Rather than hand over money and stand back to see what does (or does not) happen, Rotarians work to raise funds and themselves conduct or oversee the community work their communities support.

Rotarians are businesspeople and professionals who volunteer their talents to the development of healthy societies and a peaceful world.

ItishelpfultorememberthatthereasonforRotary’sexistenceisthecreationandstrengtheningof friendships, plain and simple. Community service was originally introduced as a vehicle to help build friendships, and not the other way around. Today, this remains the (often misunderstood) case. We come together to have fun doing community work.

Theemphasisonfriendshipiswhywehavetheclassificationprinciple,nowmuchoverlooked.A club of all butchers, or all bakers, or all candlestick makers is self-limiting. A club that emphasizes diversity is more likely to build a sustainable service strategy, smoothing out the ups and downs that can characterize different industries at different times.

Second, there isnofuture in tryingtochangehumanbehavior. Ifaclub’smembersareunenthusiastic, then perhaps the club is not doing the sorts of things the members prefer. The clubshouldfindawaytodeterminewhetherthisisthecase,andactaccordingly.

On the other hand, if the members are simply not in harmony, then rather than trying to get themtobeso,experienceteachesthatwearebetteroffbringinginnewmemberswhoarealignedwiththeclub’smissionandvisionasdeterminedbytheactivemembers.Itisnoexaggerationtosay that membership alignment characterizes all outstanding clubs.

Peoplewon’tbewillingtocarveoutthetimenecessaryforRotaryunlesstheyfeelstronglymotivated. Motivation derives from being attracted to the group personality and inspired by the group mission... the result of which is a passion for Rotary and for its work.

You will hear this from me every time we meet: Rotary is about friendship, and when friendship isatthecoreofaclub’spersonality,anythingispossible.

Dear fellow Rotarians,

There are many ways to describe our Rotary Foundation. But I think of our Foun-dation literally – as the foundation for all of Rotary.

We do not often think about the ground beneath our feet. We do not often think about the walls that are holding up our house. We take them for granted. We think about them only when they are not there.

Not long ago in Japan, the ground fell out from under our feet. On Friday, 11 March 2011, a magnitude 9 earthquake shook Japan to its very core. More than 15,000 people died, nearly 6,000 were injured, and another 4,000 are still missing. The total losses of the disaster are estimated at over US$300 billion.

In a matter of hours, half a million people inoneoftheworld’swealthiestandmostdeveloped countries lost everything. They went from living in comfort and security to facing an uncertain future in school gymnasiums, tents, and ruined buildings.

In Japan, we are used to earthquakes. We thought we were ready for anything. But nooneeverexpectedanythinglikethis.

What happened on that day changed Japan, and everyone who lives there. It has made us realize how fragile our lives are. And it has made me realize how lit-tle separates me from the people I help through Rotary.

It is easy to look at the people we help through our Foundation as somehow dif-ferent from ourselves. They live far away.

We do not know their language or their culture. We do not know what it is like to have no running water, no sanitation, no health care, no education. We look at pictures, and we read stories in the news about poverty, wars, and disasters. We see, from so far away, the people who are living through such terrible times. But it is hard to put ourselves in their place.

Today, I tell you that there is nothing at all separating us from the people we help. We are all the same. Only the circumstances surrounding us are different.

Through our Foundation, we have the powertolivethewordsofourFoundation’smotto: Doing Good in the World. Through it, we can do so much more good than we could ever do alone. And it matters so much – to people just like us.

เมอไมนานมานทประเทศญปน ภายใตเทาเราไดเกดเหตแผนดนเลอน ในวนศกรท 11 มนาคม 2554 เกดแผนดนไหวขนาด 9.0 รกเตอรทประเทศญปนใกลกบเมองหลวงของประเทศ มยอดผเสยชวตมากกวา 15,000 คน และเกอบ 6,000 คนทไดรบบาดเจบ และนอกจากนยงมอกกวา 4,000 คนทสญหาย ความสญเสยทงหมดในมหนตภยในครงนมมลคามากกวา สามแสนลานดอลลารสหรฐ

ในขณะทเกดเหตเพยงไมกชวโมง ประชากรครงลานของหนงในประเทศทร�ารวยทสดในโลกและไดชอวาเปนประเทศทพฒนามากทสดไดสญเสยทกสงทกอยาง จากทเคยอยอยางสะดวกสบายและปลอดภย พวกเขาตองมาอยกบอนาคตทไมแนนอนทงโรงยมในโรงเรยน เตนทและตกอาคารทไดรบความเสยหาย

As the clock ticks down to 1 July, we areinthefinalstagesofpreparingforthefull rollout of the Future Vision Plan. Our goal is simple: enabling our Foundation to continue Doing Good in the World, and ensuring that we make the best use of every dollar, euro, yen, and peso that we have.

In everything we do in Rotary, we strive for the greatest impact. This means focus-ing on sustainability – on projects whose effects will go on for years, and on work that will continue to change lives even afterRotarians’involvementhasended.When polio is eradicated, every child who willeverbebornwillbenefit,longafterthelast drop of vaccine has been put into a child’smouth.PolioPlusis,ofcourse,aunique Rotary program – but it is time to

bring that kind of long-term perspective to all our service.

Part of our goal in Future Vision is making sure that we focus on the long view in everything we do. Accordingly, part of that mindset is making sure that we make it a priority to support The Rotary Foundation and its Annual Fund. Our goal is Every Rotarian, Every Year: for every Rotarian to give a gift each year to the Annual Fund, with an average donation of US$100. Meeting that goal would mean $120 million per year for Rotary service. It would also mean an organization in which every single member is support-ing,andisinvestedin,theFoundation’ssuccess – making The Rotary Foundation truly Our Foundation.

สโมสรโรตารก�าลงเตรยมตวเปดตวการใหทนสนบสนนระดบนานาชาตรปแบบใหมในเดอนกรกฎาคมน ซงการเปลยนแปลงตางๆ มพนฐานมาจากผลการแสดงความคดเหนของเขตน�ารองโครงการ Future Vision

สมาชกสโมสรโรตารสามารถพบกบการปรบปรงเหลานได ในเดอนตอๆ ไป ดงน:

1. ระบบออนไลนทเออประโยชนตอผใชส�าหรบคณสมบตของภาคและการสมครขอทนสนบสนน

2. ขนตอนการขอทนสนบสนนระดบโลกทมประสทธภาพ อธบายไวอยางชดเจนถงสงทคาดวาจะไดรบและแหลงขอมล เพอชวยผสมครในการเรมตน

3. คมอทอธบายชดเจนเกยวกบขอควรปฏบตตามกฎเกณฑในการใหทนสนบสนนระดบโลกใหแกพนทส�าคญๆ ตามเปาหมาย

Changes in the way we work with Rotary Foundation… As The Rotary Foundation prepares for the global launch of its new grant model nextJuly,anumberofchangesarebeingmade based on feedback from Future Vision pilot districts.

Rotarians can expect to see theseimprovements in coming months:

1. A user-friendly online system for district qualificationandgrantapplication

2. A streamlined global grant application processwithclearlydefinedexpectationsand a list of resources to help applicants get started

3. Clear guidelines on how to meet global grant requirements for area of focus and sustainability

4.Expanded criteria in two areas offocus: basic education and literacy now includes secondary education, and disease prevention and treatment covers prevention of noncommunicable diseases and health promotion; in addition, all areas of focus allow certain types of infrastructure projects

5. The elimination of a requirement that

applicants for global grant scholarships provide proof of language testing

6. Adjustments to the composition of vocational training teams, reducing the minimum number of travelers to three and allowing, with Foundation approval, the team leader to be a non-Rotarian

7. Funding for international travel to implement global grant projects

8. An option for a contingency fund of up to 20 percent of the total district grant spending plan

9. A reduction in the minimum budget for a packaged grant from US$50,000 to $20,000

10. The addition of a district stewardship subcommittee to ensure careful management of grant funds

TheFoundationexpectstheseimprovementsto help Rotarians develop projects that meet the eligibility requirements for global grants, thus reducing the time from application through payment.

ท�าไมมลนธสโมสรโรตารจงเปลยนรปแบบการใหทนสนบสนน? สโมสรทราบถงความตองการทจะใชทรพยากรทมอยอยางจ�ากดใหมประสทธภาพมากขน ในป พ.ศ. 2550 สโมสรไดใช เงนทนในโครงการถง 20 เปอรเซนตไปกบกจกรรมระยะยาว ซงใหผลลพธสง และ 80 เปอรเซนตส�าหรบกจกรรมระยะสน ซงสงผลลพธทนอยกวา ทนสนบสนนรปแบบใหมจะยกเลกสงเหลานน โดยจะใช 80 เปอรเซนตของทนในการสนบสนนโครงการทยงยนและไดผลตอบแทนสง นอกจากนทนสนบสนนรปแบบใหมจะชวยใหสโมสรไดบรรลเปาหมายและความส�าคญของแผนกลยทธของสโมสรโรตาร

เมอผานการรบรองแลว ภาคนนๆ จะไดรบการรบรองภายในสโมสรกนเอง สโมสรทอนๆ จะลงนามตามกฎของ Club Memorandum of Understanding และสงตวแทนไปรวมสมมนาการบรหารจดการกองทนประจ�าเขต เพอตอบสนองเงอนไขอนๆ ของแตละภาค

การปอนขอมลและขอเสนอแนะใดบางทสโมสรโรตารน�ามาใชในการปรบปรงรปแบบกองทนใหมนเพอเปดตวในระดบโลก

What is the new grant model (also called Future Vision)? TheRotaryFoundation’snewgrantmodelsupports district and club humanitarian and educational projects through three types of grants: district grants, global grants, and packaged grants.

•Districtgrantsareblockgrantsthatallowclubs and districts to address immediate needs in their communities and abroad.

•Globalgrants,whichrangefrom$15,000to $200,000, fund large international humanitarian projects, vocational training teams, and scholarships that have sustainable, measurable outcomes in one or more of the areas of focus.

•PackagedgrantsallowclubsanddistrictstoworkwithRotary’sstrategicpartnerstoimplement pre-designed projects.

How will the new grant model benefit clubs and districts? The new grant model offers several advantages:•Grantshavebeenreducedfrom12types

to three — global grants, district grants, and packaged grants — while maintaining support for the variety of Rotarian activities.

•Grantpaymentsareprocessedmorequickly and the online application and

approval process is transparent, allowing clubs and districts to see the status of their grants throughout.

•Districtscanaccess50percentoftheirDistrict Designated Funds (DDF) for district grants, which gives them more funding for projects and more control over their DDF.

•Districtgrantscanbeusedtosponsorawide range of activities locally and abroad, includingGroupStudyExchange-likevocational training teams (VTTs), local and international scholarships, and any projectsthatalignwiththeFoundation’smission.

•Monitoringandevaluationofgrantswillprovide important information to grant sponsors and to the Foundation. For example,knowingthenumberofpeoplewhobenefitfromtheirprojectscanhelpclubs and districts promote the value of their work to the public.

•Clubsanddistrictsdeterminetheirlevelofinvolvement in grants. They can determine how to allocate district grants, develop their own global grant project with an international partner, or apply for a packaged grant.

•The timeline for global grant scholarselection is shorter, so clubs and districts do not have to plan as far ahead.

•GlobalgrantscholarshipsreceiveaWorldFund match, lowering the annual cost of a scholarship for the sponsors.

•Vocationaltrainingteams(VTTs),whichtravel to meet vital humanitarian needs, offer service opportunities far beyond the GSEexperience.

Why did The Rotary Foundation change the grant model? The Foundation recognized the need to use its limited resources more effectively. In 2007, the Foundation spent 20 percent of its program budget on long-term activities with high impact, and 80 percent on short-term activities with minimal impact. The new grant model will reverse that: 80 percent of the program budget will support high-impact, sustainable projects. The new grant model will also help meet the priorities and goalsofRotary’sstrategicplan.

TheTrusteesidentifiedtheseascriticalhumanitarian issues that Rotarians are already addressing worldwide. Previous Rotarianexperienceandinterestintheseareas will promote project success.

What is sustainability and why is it important? The Rotary Foundation definessustainability as the capacity for maintaining outcomes over the long term to serve the ongoing need of a community after grant fundshavebeenexpended.Asustainableproject typically involves local community leaders in planning so that they are invested intheproject’slong-termsuccess.Trainingandtheexchangeofinformationpreparecommunities to maintain results and solve problems on their own, after the Rotary club’sinvolvementhasended.Sustainableprojects offer enduring value and a greater returnonRotary’sinvestmentofmoneyand volunteer hours.

How does my club or district get qualified? In order to receive grants from the Foundation, clubs and districts must be qualified.Tobequalified,districtsmustcomplete an online process and follow the

District Memorandum of Understanding (MOU). The district governor, governor-elect, and Rotary Foundation committee chair must all three agree to the terms of the MOU.

Onceadistrictisqualified,thatdistrictwillinturnqualifyitsclubs.Tobequalified,clubsmust sign and follow the Club Memorandum of Understanding , send a representative to the district grant management seminar, and meet any other requirements determined by their district.

What are strategic partnerships and how do they work? A strategic partnership is a relationship between The Rotary Foundation and another international organization that has a unique orspecializedknowledgeorexpertiseinone or more of the areas of focus. Strategic partnerships are large-scale, multi-year relationships.Rotary’sstrategicpartnersprovide financial resources, technicalexpertise, advocacy, or a combinationthereof. These relationships will produce mutuallybeneficialprojectportfoliosthatfulfillthegoalsofthepartnersandenhanceservice opportunities for Rotarians through packaged global grants.

What are vocational training teams (VTTs)? Vocational training teams (VTTs) are groups of professionals who travel abroad either to learn more about their vocation or to teach local professionals about a particularfield.Vocationaltrainingteamscan be funded by either district grants or global grants

Facts about Vocational Training Teams

Can grants be used for scholarships? Yes, scholarships can be supported with district and global grants. District Grants may be used to support scholarships at thedistrict’sdiscretion.GlobalGrantsmaysupport a Rotary Scholar as long as the recipient’sstudy involvesoneof thesixareas of focus.

What is the timeline for the Future Vision global launch? All districts will begin using the new grant model on 1 July 2013. However, districts not participating in the Future Vision pilot should begin preparing for the transition ahead of time. District governors-elect and district

Foundation chairs will receive training at the 2013 International Assembly. This will preparethemtocompletethequalificationprocess, train and qualify clubs, and apply for grants.

How is Rotarian input and feedback being used to improve the new grant model for the worldwide launch? Manyoftheplan’skeyelementswerebased on survey results from Rotary leaders and grassroots Rotarians. Rotarian input continues to be a key factor as pilot districts, which have been testing the model since 2010, report on their successes and challenges and make recommendations for change.Forexample,majorimprovementsare being made to the online grant application to make it easier to use.

Surveys of Future Vision pilot districts indicate that most are happy with the new grantmodel.Forexample:•85%ofrespondentsstronglyorsomewhat

agree that the district MOU requirements improved their district’s stewardshippractices.

•Districtsaregenerallysatisfiedwiththe

online system and the elimination of paper applications. They feel that this process is easier.

•Pilotdistricts report that thesenseofownership of grants and grant projects has increased at both district and club levels.

•Onedistrictreports,“Wehavefoundbetterparticipation by clubs in our district. We have used our grant funds for a great variety of local and international projects and some clubs have combined with others for larger projects.”

•Anotherdistrictreportsthattheirvocationaltrainingteam(VTT)exchangehadaneven higher impact on their community thangroupstudyexchanges(GSEs).

•Pilotdistrictsreportthatmoreclubsareparticipating in international projects and starting multi-club projects.

How will the Foundation know if Future Vision is a success?

The new grant model includes an evaluation

process that will provide data on the actual number of people who benefitfrom Foundation grants and demonstrate how the sustainability factor will ensure thecontinuationofthosebenefits.Otherfactors that will help the Foundation measure success include Rotarian participation in grants, Foundation donations from both members and non-Rotarians, and media coverage of Foundation-sponsored projects.

With Rotary’s goodwill

Dear my fellow Rotarians District 3350

According to my delegation from District Governor, Alex Mavro, to perform as a president who organizes annual meeting called District Conference. This conference is organized in order to present all district clubs’ achievement which occurs during this management year. The conference will be arranged on Friday 22nd – Sunday 24th of March 2013 at Phu Kao Ngam Resort, Nakornnayok province. Moreover, I’m also a project consultant for Rotary One Day project which you all maybe already familiar with it because it had been organized for 4 times this year.

I would like to organize this project again in the rest of this management year. Unfortunately, we are lack of budget to process (. To organize this project,) which needs at least 50,000 Baht each time, (we need at least 50,000 Baht) to run this activity for 700 students.

Arranging these 2 events, we need budget; therefore, I have the idea of Rotarians Business Directory Book. As the following purposes:

1. To support career for our Rotarians all over district according to Rotary’s policy which is we, Rotarians, have to take care each others.

2. To seek for the budget for arranging Rotary One Day project and Annual Meeting 2012-2013

I hereby request for your support (and consideration) and strongly hope to gain kind cooperation from you all together. I hopefully gain kind cooperation from all members in order to do District Business Directory.
