    WORK STARTS ON SKATE PARK EXPANSIONThe Leeston skate park expansion is under construction. The skate park was opened in 2013 and the district council has been planning to extend it for some time. Work on another stage of the park started on April 18. Hunter Civil, aims to finish construction in the next three to four weeks.

    Barriers have now been put in place along parts of Springs Rd to stop motorists from taking a shortcut to bypass traffic congestion at the Halswell Junction Rd roundabout.

    The barriers, which are concreted into place, were put in after Selwyn Times revealed concerns about motorists using the berm to beat the traffic queue.

    But district councillor Malcolm Lyall (above) doesnt think this will make things safer for the majority of motorists.

    The barriers are a good start, but it really doesnt change much. People are still cutting

    up the left, its just further up, he said.

    There are several problems around Springs Rd because of people trying to access the motorway and other people wanting to turn left, people are getting frustrated and making stupid decisions, he said.

    Cr Lyall is relieved the barriers have been put in place as doing nothing wasnt an option.

    But he doesnt feel the bar-riers are adequate for what is needed.

    I requested that the New Zealand Transport Agency

    widen the road seal 112m back from the roundabout so people can safely move up the left.

    Its just ridiculous, trying to use Springs Rd in the morning and its because the roundabout was poorly designed and people move too fast, Cr Lyall said.

  • Vanessa Forrester responds to an article on traffic congestion Halswell Junction Rd/Springs Rd roundabout.

    I was reading an article in the Selwyn Times regarding the roundabout and the traffic that builds up each day as drivers are trying to make their way to work.

    I find it very frustrating that there is not a left hand lane on Springs Rd heading towards Hornby or the city. The fact that drivers get caught up with traffic that is going to turn right onto the motor-way seems unnecessary and could be avoided by having another lane. I think waiting until 2018 is a ridiculous suggestion.

    It is very rare to see police presence at the roundabout I have only seen them when there has been an accident and I have never seen any action to stop trucks, and trucks with heavy trail-ers entering the roundabout when they cant pass through the roundabout heading to Hornby.

    They simply sit in the middle and no cars can enter the roundabout from either side of Springs Rd. It seems like an easy and relatively cheap fix that would make traffic move much more freely especially at those peak times.

    Something more urgent needs to be done.

    What is wrong with district councillors? Why are they not rejoicing at the prospect of banning Wicked Campers from our Selwyn campgrounds?

    The slogans are presented in a sloppy manner, they are insensitive at best and disgustingly insult-ing at worst.

    Ban them completely along with what may be the low life that are prepared to drive around dis-playing them. Why does everyone shy away from discipline these days?

    I cant imagine that any decent people would be seen dead in such vehicles.

    Why do I always feel so defensive whenever there is a dog attack in New Zealand?

    Pitbull attack gets thrown around in the media and it makes all of us responsible owners cringe.

    The stares and whispers have lasted longer while walking lately, the head shaking and finger pointing has been more prominent, and the hate on social media has gotten completely out of control.

    Why? Because some people decide to get a dog, confine it to their yards, not socialise it with the outside world, not desex it, not register or microchip it, and then expect this dog to react appropriately when put in a situation it

    has never learned to cope with.The fact is when you get a dog,

    no matter what breed, it is your responsibility to train and socialise this dog. It is your responsibility to keep your dog, and visitors to your home safe.

    Pitbulls are not born dangerous, I can guarantee you that, but they do require strong, responsible and knowledgeable owners.

    Yes, pitbulls were used for dog fighting, I am not denying this, but this does not at all mean that they are blind killing machines.

    Jack russells, chihuahuas, fox terri-ers and dachshunds were also all bred to hunt and kill other animals, and

    they too make amazing pets when socialised and trained correctly.

    All dogs are born good. I have seen dogs suffer years of abuse and ne-glect and still offer nothing but love.

    The pitbulls you see in the media, and the dogs you see roaming your streets are the minority of bull breed dogs. They are the less fortunate ones, the ones being bred from, neglected, left to roam, not given ad-equate care, training or socialisation.

    We are the majority. You dont see or hear of our wonderful family pets because they are kept safe within our homes and treated with the love and respect every dog deserves.

    We need to have a serious look at our animal management systems and make sure we are doing everything we can to educate owners, educate children, enforce mandatory desexing and keep our dogs and children safe.

    I challenge anyone to meet my pit-bull and leave still thinking they are a horrible breed.

    CAR CRASHES INTO POWER POLEA woman crashed her car into a power pole on Hoskyns Rd, last Tuesday at 7.47am. St John attended the scene and fire crews from Rolleston and Burnham arrived shortly after to assist. The woman suffered minor injuries but was not taken to hospital.

    ROAD CONSENTThe district council has received a request from the Campbell Tuer Family Trust for consent to the proposed stopping of an unformed legal road at Struie Rd, Hororata and containing a total area of 1.4ha, so that it may be incorporated into their adjacent land. This section of road serves only the land belonging to the Campbell Tuer farming operation. Anyone opposing the road stopping should submit a written objection to the district council no later than May 2.

    HOUSE FIRE AFTER LIGHTING WASP NESTA man tried get rid of a wasp nest in the wall of his Glasseys Rd house, near Southbridge, with a spray paint can and a lighter, but instead set fire to his house via a wall cavity on Thursday. Fire crews from Southbridge, Rakaia and Dunsandel dealt with the blaze, which was smouldering by the time they arrived. No one was injured in the blaze and the house was not seriously damaged.

    A trout fishing ban will be put in place on rivers feeding and surrounding Lake Ellesmere on Saturday.

    Low numbers have forced the closure of winter trout fishing in rivers around Selwyn. The closure will start this weekend.

    Department of Conservation director general, Lou Sanson, said the ban also included salmon fishing.

    The closure is aimed at preserving the valued fishery which has suffered from years

    of environmental degra-dation, said Mr Sanson (right).

    The new rules will be effective from midnight on Saturday, and apply to all trout and salmon fishing in waterways east of State High-way 1 within the North Canter-bury Fish and Game region.

    Chairman Trevor Isitt said the decision has the overwhelming backing of anglers.

    We had a public meeting in March and more than 110

    people attended and gave their unanimous support.

    They understand that the fishery is under threat thanks to environmental degradation and poor

    water management policies and this is something constructive they can do to help protect what they love, Mr Isitt said.

    The new rules mean no one is allowed to fish or take any sports fish, including salmon and trout east of, or down-

    stream of SH1.Mr Isitt said it is a big job

    letting all anglers know of the winter ban.

    Our staff will be out and about adjusting signage in the affected areas in coming days, he said.

    He said fishing licence retailers will also be contacted so those purchasing a fishing licence would be made aware of the ban.

    The closure is expected to last until the end of September.

  • Water, increased tourism and new infrastructure in the face of growth are key issues for Selwyn highlighted in Local Government New Zealands research.

    The research is part of its campaign encouraging more New Zealanders to get involved in local body elections taking place in October.

    The national Vote2016 campaign will start a conversa-tion with residents about the issues that matter most in their communities, with a focus on encouraging candidates to stand and inspiring more residents to vote.

    LGNZ surveyed local body represen-tatives nation-wide about the importance of local government and what they see as key issues facing their communities.

    District councillor Sam Broughton (above) said balanc-ing water provision and protec-tion with irrigation needs was a key issue for the district as part of the wider Canterbury region.

    As a council we need to

    make sure there is sufficient safe drinking water for our current communities and for those who wish to live here in the future. We also enjoy using parks so finding a balance between ir-rigating public reserves, and conserving water in summer can be contentious, Cr Broughton said.

    We are continuing to work with ECan on renewing existing water-take consents and making sure we have enough supply into the future, said Mr Broughton.

    Improving holiday ameni-ties for the increasing numbers

    of visitors and managing their impact was another issue.

    Its also important that we point out the places where you cannot stay, Cr Broughton said.

    This year we are visiting oth-er councils and looking at their response to these issues and its effectiveness before deciding on our own.

    Another issue he raised was continuing to manage the dis-tricts rapid growth including the need for new infrastructure, new facilities and changing community expectations.

    The challenge to this growth

    is the cost of it all and making sure it happens in a strategic and co-ordinated manner, he said.

    District councillor Grant Mill-er said that health and social infrastructure provision in the face of explosive growth was critical. This would require en-gaging with appropriate service providers and, where needed, district council intervention.

    Water a key election issue

    STILL GROWING STRONG: Dealing with Selwyns runaway growth is seen as a key issue ahead of local body elections.

    happened since 2014 and people might respond differently if asked again now.

    Federated Farmers North Canterbury president Frank Brenmuhl said ECan planners needed to make sure new rules being drafted reflected what was negotiated through the consultation process.

    ECan water management strategy programme leader Christina Robb said ECan had worked hard to get everyone involved but with a population as large as Selwyn, it was hard to reach everybody.

    Im comfortable that the process we ran was collaborative . . . and reflected a range of interests, she said.

  • Nominations for outstanding achievements wantedNominations are once again open for this years Sensational Selwyn Awards.

    Every two years the Selwyn District Council holds the awards which are focused on recognising and honouring outstanding Selwyn individuals, commu-nity groups and businesses, for their work and achieve-ments.

    The awards are open to individuals and organisa-tions who live, or are based, in Selwyn district and meet the criteria for entry listed on nominations forms.

    There are nine categories nominations can be made to; Agri-business, arts and culture, community ser-vices, environmental, large

    business, small business, sport, tourism and young achiever.

    At the previous award event 61 people were nomi-nated and more than 300 people attended. The awards this year will be presented at a gala dinner at the Lincoln Event Centre on July 30.

    Mayor Kelvin Coe said this was a great chance to show the good work done within the community.

    This is an opportunity for people to think about who they would like to see recog-nised through the awards, Mr Coe said.

    We have fantastic talents in Selwyn and these awards are presented to individuals, organisations and businesses

    in Selwyn to honour and celebrate outstanding work, or inspirational achieve-ments. With nine categories there is an opportunity for everyone to be involved in celebrating success in Selwyn, he says.

    The 2014 award winners are not eligible to enter the same category in 2016. Any-one who has been nominated must give permission to be entered on the entry form.

    Nomination forms are available from district council libraries and service centres, the Lincoln Event Centre and online via the council website.

    Nominations close on June 17. Tickets will be on sale from the end of May.

  • Peter, congratulations on your book, where did the inspiration come from?

    Well, thats a long story in itself. I was commissioned into the Canterbury Nelson Marlborough and West Coast Battalion of the Territorial Force as a Second Lieutenant in 1968 and transferred to the regular force as a captain in 1976 when I was seconded to the UN. Most of the events and incidents that happen in the book happened to me.

    Can you tell me a bit about the work you did in the forces?

    When I was in the UN I was posted to Lebanon on the first peacekeeping mission. I was a military observer at the time and my role was to man a variety of observation posts

    along the border between Israel and Lebanon and to monitor the situation between the Palestinians and Israelis. I was first on the Golan Heights and then down in the Sinai Desert. I was then sent to Jerusalem but I really wanted to get back into the field. Back to where things were happening and that was Lebanon, because of the civil war. So I managed to get back there and my wife moved back there with me. We went

    up to Beirut in the first aircraft that had been there for months, because we were in the midst of a civil war. So I was all over the show for a long time. But yes getting back to the book. Its based on the circumstances that have occurred and what happened to the main characters is what happened to me.

    Is that when you decided to start writing the book?

    Well first making jottings years ago, but a whole load of

    things got in the way. I did a lot more work with the army and the UN, both here and overseas. I retired early in the 2000s and then in 2003 I was recruited by the United Nations to go back into Baghdad because the UN was bombed there and they lost 23 people when a massive bomb went off and they recruited a new team and I spent most of the next two years heading UN security in Baghdad.

    Youve been in some

    incredible places.Yes I have, I wouldnt

    recommend them as holiday spots to anyone. After being in Baghdad I was burned out, mainly I was afraid of making bad decisions, its not a job where you try to continue when you feel the way I did. They said they were going to send me somewhere for a year to rest. They sent me to East Timor.

    I wouldnt have thought that was the best place for a rest.

    After a week I called my wife and told her I didnt know how I was going to fill in my days, I was that bored. The UN were packing up and leaving that area. And then everything blew up. I was head of security for the UN but I didnt have any people, because, like I said, they had all left or were leaving. Suddenly I was back in the middle of a really bad situation. I was there for two-and-a-half years then in Fiji, which was the headquarters for the north-west pacific. Then Quetta, Pakistan, on a hostage recover mission. We got him back, but dont ask me how. I retired, again in 2009, I could have continued but I needed to come home, I wanted to be back with my wife. I did some short-term missions for the UN.

  • What made you keep going back to such dangerous places?

    Well its the work I did post army and I think I was competent at it, I knew what I was doing, and the UN asked for me. Plus there is an element of excitement, dont get me wrong Im not an adrenaline junkie but going to new places and being presented with new challenges is always exciting. My role in the UN was to command the security elements we had but also to do mitigate what was going on and keep people safe.

    When did you come back home?

    I got home a week before the September quake, and then the second quake followed and we lost the house and my wifes business. We knew our home would be gone we only went back to get the dog, Lilly. We stayed with friends in Springfield and then moved to West Melton. Id seen refuges all over the world but never thought Id be one in my own country. When I came here I was asked if I would go to Somalia, just to cap off my list of really nice holiday destinations. So we went to Somalia and Kenya for six

    months and did a tour of duty there.

    Do you have children? Yes, two sons, Richard and

    Edward theyre all grown up now though.

    You must have been away a lot then they were growing up.

    Yes, I was, that was hard, being in dangerous places when they were here. But when I worked in Singapore we were together but I was still always away. When we were up in

    Indonesia we had a decision to make. They decided to go home to New Zealand and we had to face the separation, that was the hardest part. It was the right decision though. But it was tough, on both of us but more for my wife, I was still away a lot and constantly busy.

    Your wife is an incredible woman, from what youve said about her.

    She really is. There were only four wives in Beirut. I

    would spend most of my time on the border, on duty, spending only a few days with her at a time so Elizabeth was on her own for a lot. Shes an incredibly brave woman. Her character is in the book actually, shes the heroine.

    So youve been working on the book for years?

    Now, I cannot answer that. Ill either lie or plead the fifth amendment. Its been years, but properly? I suppose half way

    seriously for the last five to eight years, because you can see how things got in the way. Its very hard to try and sit down and write when youre in somewhere like East Timor.

    Why did you want to write it?

    I wanted to write it because there was this fabulous story that I wanted to tell, which in large part involves my wife. I knew how to start the book but I didnt know how to finish it but the characters took me in different directions and that sounds airy-fairy but its not. The hero in this book doesnt jump over tall buildings or dodge bullets, hes flawed and fearful, like we all are, certainly like I was in those situations. Once their characters developed they had to go in different directions.

    You must have met some incredible people from around the world?

    Yes, I have met some really interesting people and I do stay in contact with a great many.

    Do you think youll write more?

    Well I am in fact working on one right now. Im halfway through my second novel, but I cant tell you about that. I would give away too many secrets.

  • A Springfield musician is a finalist in the annual MMF Music Managers Awards.

    Mel Parsons has been nomi-nated in three out of the seven categories from the New Zea-land Music Managers Forum, Music Managers Awards.

    The global organisation focuses on highlighting music managers, artists and venues from around the country for their contribution to the national music scene.

    Ms Parsons is a finalist for breakthrough manager of the year, self-managed artist of the year and best independent tour.

    Its really awesome to gain recognition for all this hard work and to know that people are actually enjoying what I do, she said.

    Ms Parsons is currently on her Woolshed tour with Sons of a Bitch, where four locations around the South Island are sold out.

    Its really cool to see people coming to the shows and sup-porting artists like us, she said.

    After this tour Ms Parsons is heading to tour in Germany.

    The awards will be held in Auckland in May.

    Two Selwyn residents competed in the annual Ploughing Championships held in Palmerston North earlier this month.

    Lincoln man John Stalker won the Mainland Minerals Vintage Plough category and Kirwees Jeff Cridge came second in the Case IH Silver Plough.

    The championships involve ploughing circuits to show the level of skill and competency, the Case IH Silver Plough category involves ploughing two plots, 100m-20m and one grass plot.

    Mr Cridge said its an exciting event that involves a lot of skill.

    Every plot is different and you need to have a good skill set to compete against each other, he said.

    This was Mr Cridges eighth time competing in the event and while he just missed winning this year his goal is to head to the world championships.

    Winners of each category will then go to represent New Zealand at the World Ploughing Championships in England this year.

    A broken collarbone hasnt dampened the spirits of 18-year-old Sam Riley (left) who is heading to the United States to follow his dreams on a basketball scholarship.

    The Prebbleton teenager broke his collar-bone just a couple of weeks into the basket-ball season, keeping him out of play while it recovers, but he is relieved it will heal by the time he travels to Lake Region State College in North Dakota on a two-year scholarship.

    He got the scholarship through the Main-land Eagles Basketball Academy, which helps get young men and woman into inter-national basketball through scholarships with universities and colleges overseas.

    Sam has been playing basketball since he was 13 and got serious about playing interna-tionally when he started watching the NBA.

    Watching those players I just saw how

    much work I had to do to be like that, so Ive been training every day for years, he said.

    Sam has played for the New Zealand under 16 team, Lincoln High School and Cashmere High School. He is currently playing for two Lincoln University teams and the Canterbury under 19 team.

    He credits a lot of his success to his parents and coaches, Willem Tolhoek, Ben Sheat and Terry Brunel, his current Lincoln University team coach.

    I cant say thank you enough for the help and support theyve given me, there is no way I would be where I am if it werent for them.

    He isnt kidding himself about the work he has ahead of him.

    I know Ive got a lot to do, its really nerve-racking but at the same time I cant wait, he said.

    Sam, will head to the US in August to start his two-year scholarship.

    Mellow fruitfulnessAutumn throws up a variety of spectacular delicious fruits writes Jan BiltonFEIJOA CHEESECAKE SLICE Great served with whipped cream sprinkled with crushed biscuits.

    INGREDIENTS Base: 250g gingernut or Anzac biscuits 100g butter, melted Filling: 250g feijoa flesh, about 10 medium feijoas finely grated rind&juice 1 small lime 250g cream cheese at room

    temperature cup Greek yoghurt 2 tablespoons mild honey 1 teaspoon vanilla essence 3 teaspoons powdered gelatine 2 tablespoons boiling water

    METHOD Lightly butter the sides and base of a 20cm springform cake pan. Line the base with baking paper. Crush the biscuits very finely. Keep a 1/4 cup aside to sprinkle on top. Combine the

    remainder with the butter. Press onto the base of the pan. Chill. Blend the feijoa flesh and lime rind and juice in a food pro-cessor, until smooth. Add the cream cheese, yoghurt, honey, vanilla essence and blend until smooth. Dissolve the gelatine in the boiling water and add to the filling. Mix well. Pour onto the biscuit base. Cover and chill for 3 hours or overnight. Serve in wedges topped with the reserved crushed biscuits. Serves 8

    KIWIFRUIT & WALNUT UPSIDE DOWNCAKE I used gold kiwifruit. The butter for the cake should be at room temperature. Serves about 10

    INGREDIENTS Topping: 25g butter, melted 2 tablespoons each: brown sugar, finely chopped walnuts 2 firm kiwifruit, peeled & thinly sliced Cake: 125g butter cup caster sugar 2 eggs 1 cups self-raising flour cup each: desiccated coco-nut, orange juice

    METHOD Preheat the oven to 180 deg C. Lightly grease a 20cm square cake pan. Line the base with baking paper. Pour the melted butter over the base. Sprinkle with the brown sugar and walnuts. Top with the kiwifruit. Cream the butter and sugar until light and creamy. Add the eggs one at a time beating well after each addition. Add the flour, coconut and orange juice and mix until combined. Spoon over the kiwifruit and smooth the top. Bake for 35 minutes or until a skewer inserted in the centre comes out clean. Stand on a wire rack for 10 minutes before upturning onto a serving plate. Great served warm or at room temperature with yoghurt or whipped cream.

    SHORT APPLE FLAN

    INGREDIENTS 400g sweet short pastry 6 large apples, about 1 kg cup each: craisins, finely chopped walnuts finely grated rind lemon 3 tablespoons caster sugar 1 teaspoon ground cinna-mon 1 small egg yolk, lightly beaten (optional)

    METHOD Preheat the oven and an oven tray at 190 deg C. Take two-thirds of the pastry and roll into a thin circle on a lightly floured surface.     METHOD

Keepa 1/4 cup aside to sprinkle on top.Combine the remainder with thebutter. Press onto the base of thepan. Chill.Blend the feijoa flesh and lime rindand juice in a food processor, untilsmooth. Add the cream cheese,yoghurt, honey, vanilla essence andblend until smooth. Dissolve thegelatine in the boiling water and addto the filling. Mix well.Pour onto the biscuit base. Coverand chill for 3 hours or overnight.Serve in wedges topped with thereserved crushed biscuits.

    KIWIFRUIT&WALNUTUPSIDEDOWNCAKE

    I used gold kiwifruit. Thebutter for the cake should be atroom temperature.

    INGREDIENTS

    Topping: 25g butter, melted2 tablespoons each: brownsugar, finely chopped walnuts2 firm kiwifruit, peeled & thinlyslicedCake: 125g butter

    3/4 cup caster sugar2 eggs1 1/2 cups self-raising flour1/2 cup each: desiccatedcoconut, orange juiceMETHOD

    Preheat the oven to 180C. Lightlygrease a 20cm square cake pan.Line the base with baking paper.Pour the melted butter over thebase. Sprinkle with the brown sugarand walnuts. Top with the kiwifruit.Cream the butter and sugar untillight and creamy. Add the eggs oneat a time beating well after eachaddition. Add the flour, coconut andorange juice and mix untilcombined.Spoon over the kiwifruit and smooththe top.Bake for 35 minutes or until askewer inserted in the centre comesout clean. Stand on a wire rack for10 minutes before upturning onto aserving plate.Great served warm or at roomtemperature with yoghurt orwhipped cream.

    Serves about 10.

    INGREDIENTS

    3 ripe persimmonsfinely grated rind & juice 2lemons1 cup sugar

    METHOD

    Quarter the persimmons and peel.Cut the flesh into small dice.Combine with the lemon rind andjuice in a medium saucepan. Stir inthe sugar.Simmer on low heat, stirring often,for about 20 minutes or until thick.Pour into a sterilised jar and cool.Cover and refrigerate until required.

    Makes about 1 cup.

    INGREDIENTS

    Resource Management Act 1991, Selwyn District PlanOn 22 March 2016, Council notified a decision from Chorus New Zealand Ltd and Spark New Zealand Trading Ltd on the Notice of Requirements for 18 Telecommunication and Radiocommunication sites.     Selwyn EventsEmergency alert helps local residents prepare for fireEmergency alert service Selwyn Gets Ready is proving its worth by helping locals be prepared for emergencies.

    The service was recently used during a large fire near Homebush.

    Local resident and owner of the Darfield Hotel, Ray OConnell, was with his family a couple of hours north of Christchurch when he got a message from Selwyn Gets Ready alerting him to the emergency. We received a text saying the fire had jumped Homebush Road, so we were able to contact family and the hotel to prepare for an emergency evacuation, says Ray.

    The text messaging system is great because it is immediate - so you can respond to a situation as quickly as possible.

    Mr OConnell says without the alerts from Selwyn Gets Ready, he would not have known about the fires in time to take action. By the time wed found out on the six oclock news it would have been too late to do anything.

    Nicola Dance, a Darfield resident and Neighbourhood Support coordinator, was at home when she received the text notifying her of the fires. I knew something was going on because I could see smoke and hear sirens, but I wasnt aware of what was actually happening until I received notification from Selwyn Gets Ready, Nicola says.

    After receiving the alert she was able to let her elderly neighbours know what was going on. Selwyn Gets Ready is great because you dont always get information about an emergency very quickly. The messages I received helped me prepare in case I needed to evacuate.

    Ray and Nicola are both convinced of the benefits of Selwyn Gets Ready and encourage all Selwyn residents to sign up. People should definitely join Selwyn Gets Ready, says Ray. Theyll be more informed about events that could affect them, their families and their property.

    The Selwyn Gets Ready website is a confidential database of local residents contact information. It is used to alert residents in emergencies such as tsunamis, high winds, heavy snow, fires and any situation where peoples health or safety is at risk. Around 6,000 Selwyn households are already signed up for the service.

    Local community response teams can also use the information to identify who needs assistance in an emergency and who has skills or resources that could help in a disaster.

    New toilets at GlentunnelA new set of public toilets have now been installed next to Glentunnel Community Centre by the Council, with support from the Malvern Community Board and local Committee members.

    With more and more tourists coming into the area, the new toilets will help to ease the pressure on the toilets located at the camp ground and will hopefully encourage more business for the local shops, says Mayor Kelvin Coe.

    The new modular system will better serve campers and visitors to the area by taking the stress off the toilets at the camp. The installation is a part of a wider Council plan to improve the Camp Ground wastewater disposal system.

    The entrance to the Glentunnel Community Centre also received an upgrade. The entrance was widened and the number of steps were reduced to improve safety when entering the centre.

    On the roads this weekWork to extend Broadlands Drive to connect to Springston Rolleston Road and install a new roundabout at the junction (see photo on right) is continuing. Temporary speed restrictions will be in place. A sewer main is also being laid on Springston Rolleston Road, terminating just before the new roundabout. Temporary traffic signals are in place with short delays for road users especially at peak times.

    Road repairs and resealing is planned along Rakaia Terrace Road with temporary traffic signals in place. Footpath widening along Rolleston Drive is under way and the construction of a new footpath/cycleway between Coalgate and Glentunnel is also under way.

    Free workshops for community organisations The Council in collaboration with the Department of Internal Affairs is running a series of workshops for members of community groups. The first two workshops are:

    Governance and management for community groups - Tuesday 3 May at 10am at Lincoln Event Centre and 6.30pm at Council Headquarters in Rolleston. A seminar providing advice on what is meant by governance and management, and the roles and responsibilities involved.

    Funding for community organisations Tuesday 10 May at 10am at Lincoln Event Centre and 6.30pm at Council Headquarters in Rolleston.A seminar covering funding available for non-profit community organisations, focusing on information and advice about Lottery Community and COGS (Community Organisations Grants Scheme) funding and applying online.

No appeals were received, so in accordance with s175 (2) of the Resource Management Act 1991 the designations are now

    operative in the Selwyn District Plan. These designations were the last aspect of the Partially Operative District Plan to be addressed. In accordance with Clauses 17(2) and 20 of Schedule 1 of the Resource Management Act 1991 the Selwyn District Plan will become fully operative on 3 May 2016. The District Plan may be inspected electronically during working hours at Council Service Centres and libraries and at eplan.selwyn.govt.nz

    PREBBLETON PUBLIC HALL SOCIETY INC.

    VISIT JAPAN

    Applications close on 2 May for a planned sister cities trip to visit Akitakata and Yubetsu in Japan in late September. The group will visit farms, Hiroshima Peace Park, Miyajima Island, and experience Japanese life. The group will join the Darfield High School tour in Akitakata and can join at Tokyo.     PRIVATE PLAN CHANGE 47 M J STRATFORD

    M J Stratford have lodged a private plan change application (PC 47) to rezone the 16 hectare property at 631 Shands Road, Prebbleton from Rural (Inner Plains) to Living 3.     We have fantastic talents in Selwyn and these awards are presented to individuals, organisations and businesses in Selwyn to honour and celebrate outstanding work, or inspirational achievements. With nine categories there is an opportunity for everyone to be involved in celebrating success in Selwyn, says Selwyn Mayor Kelvin Coe.

    The awards are open to individuals and organisations who live, or are based, in Selwyn district and meet the criteria for entry listed on nominations forms. Award nominees must give permission to be entered on the form.

    The Awards will be announced at a gala dinner at the Lincoln Event Centre on Saturday 30 July. Ticket sales for the awards dinner open on 30 May and close 22 July.
