Union Ministers Rajnath Singh (Home), Manohar Pa- rikkar (Defence), Smriti Ira- ni (Human Resource Development), Jual Oram (Tribal Affairs) spoke to 93 delegates, including RSS chief Mohan Bhagwat, about the challenges facing their Ministry. Although an annual fea- ture in the RSS-BJP events calendar, this meeting is dif- ferent in the sense that it is much bigger in terms of dele- gates, and the duration (three days instead of the two days normally reserved for it). The heavy presence of Ministers, with Prime Minis- ter Narendra Modi expected to attend on Friday, saw the Opposition raise the red flag over the accountability of the government to the RSS. Sources said the decision came in the wake of “preju- dicially affecting the public interest and economic in- terest of the state,” which violates the conditions of grant of registration. The two-day meet- ing will take stock of the global economic situation and the yuan devaluation is expected to dominate the agenda. However, according to sev- eral economists, the Chinese devaluation of the yuan is not of serious consequence to the Indian economy, even in the medium term. “Over the last year, the Indian currency has devalued far more than the Chinese one. I do not under- stand what the major fear is over the Chinese devaluation. She also assured exporters that the government would give top priority to developing modern infrastructure for boosting shipments to overseas markets and spurring growth. “I know all of you have concerns about infrastructure growth among others. I assure you we will give maximum priority to infrastructure growth and development,” she said at the Diamond Jubilee celebrations of the Engineering Export Promotion Council of India (EEPC India) here. She said India was very much on the recovery path with a higher GDP growth rate and improving manufacturing growth. The investment proposals worth $3.05 billion received were indicative of the impetus to the economy. Ms. Sitharaman also urged the engineering exporters to build a brand for the sector in the global market. Engineering exports accounted for 22 per cent of India’s total merchandise exports. It is clearly against Afghan interests,” Mr. Kar- zai told a small group of journalists during a visit. Mr. Tanwar said the deci- sion of the NDMC, which vot- ed unanimously in favour of the renaming, was “full and fi- nal.” However, the decision has been challenged in the High Court and will be heard on Fri- day. The NDMC decided to change the name of the road following three separate pro- posals, including from two BJP MPs. One of those who proposed the renaming, East Delhi MP Maheish Girri had said that the change was right- ing the “wrongs” of the past. Meanwhile, even before the old name was removed on Thursday, Google Maps had al- ready made changes. A search for Aurangzeb Road, directed one to A.P.J Abdul Kalam Road, creating confusion among Delhiites and visitors. The road witnessed its share of controversy when Hindu groups blackened the boards of roads bearing the names of Muslim leaders a few months ago.     The manifesto focuses onthree issues degree, incomeand wifi all of which are link-ed to the recently-announcedschemes by the AAP govern-ment in Delhi. It was during aconcert on Tuesday that ChiefMinister Arvind Kejriwalpromised a loan scheme forhigher education, one lakhjobs within a year and free Wi-Fi in colleges.

    Abhash Chandela of theCYSS said the scheme for edu-cation loans will roll out fromSeptember 8. Their rivals,however, see this as a last-min-ute tactic to woo students.The AAP government an-nounced the scheme in theirmaiden budget. Why will it beinitiated just three days beforethe DUSU elections? There is apolitical agenda behind thetiming. It is misuse of power,said Vijender Gupta, leader ofOpposition.

    Providing free Wi-Fi, whichwas among the popular fea-tures in the AAPs manifestoduring the Delhi elections,finds a place in the CYSS mani-festo as well. We welcome thefact that the Delhi governmenthas already started the tender-ing process and feasibilitystudies with telecom oper-ators, companies like Googleand Facebook and giants like

    IBM and Cisco, to make DelhiIndias first city that offerspublic Wi-Fi, says the mani-festo.

    Mr. Chandela said that ini-tially, Wi-Fi will be provided inUniversity Special Buses, pub-lic spaces, high-footfall areasof North and South Campus,and colleges where quality ofWi-Fi is poor. Wi-Fi is ourfocus area and the governmenthas assured us that it will bemade available by this year-end, he said.

    On the lines of a job fair or-ganised by the Delhi govern-ment, CYSS members say thatsuch fairs will be held in theCapital each month if they arevoted to power.

    NEW DELHI: Two days afterUnion Minister of State forCulture Mahesh Sharmastirred up a controversy bystating that there would be alittle less of JawaharlalNehru in the Nehru Memo-rial Museum & Library(NMML), its director Ma-hesh Rangarajan broke hissilence to maintain that themodernisation plans wouldkeep in mind the basic ob-jective of spreading theideas of the country's firstPrime Minister, awarenessof the freedom struggle andhistory of modern India.

    NEW DELHI: The Chhatra YuvaSangharsh Samiti (CYSS) haslanded in trouble for organisinga music concert at the Talkatorastadium on Tuesday. DelhiUniversity officials are nowmulling legal action against theparty.

    The music concert, organisedahead of the Delhi UniversityStudents Union (DUSU)elections, is being seen as theuse of money power toattract votes. It saw thepresence of singers like VishalDadlani, Shilpa Roa and theAstitva band. Though theperformers claimed that theyhad not taken any money to be apart of the concert, the NSUIand ABVP have criticised theCYSS and submitted writtencomplaints to the university

    administration in this regard.Further, the presence of

    Chief Minister Arvind Kejriwaland other senior leaders alsobecame a point of criticism.

    As per university norms,students should fight electionsas students. They cannot getendorsements from candidatesof political parties. There is alimit of Rs.5,000 oncampaigning expenditure as perthe Lyngdoh Committeerecommendations, said D.S.Rawat, DU faculty and ChiefElection Commissioner for DUSUpolls. We have receivedcomplaints about CYSS fororganising the music concert.We are seeking legal opinionabout what action could betaken, Mr. Rawat said.

Around 400 recov-eries of such items have been madeby the accompanying policemenduring frisking after court visitsthis year. And these are just therecoveries. With 1,300-1,500 un-dertrials being taken to courts ev-eryday, the actual number of suchsmugglings could be much higher,say police officers tasked withtransfer of these prisoners.

    There have been several instanc-es of Tihar jail staff being accusedof aiding inmates to procurebanned items, as well as prisonersrelatives throwing tennis balls con-taining SIM cards and bladesacross the high walls of the prison,but few opportunities are betterthan court visits.

    The family and friends of prison-ers lie in wait in court premises onthe date of the hearing of theirward. When an undertrial is ledfrom the prison vans to the cour-trooms, these people mob him withthe intention to transfer items likesurgical blades, tobacco products,SIM cards, cash and chits contain-ing secret information, says Dep-uty Commissioner of Police (ThirdBattalion) Shivendra Kant Tewari.

    The items are passed through onthe pretext of handshakes andhugs. Sometimes, even lawyerspass on items during legal consul-tations, the officer says. The arti-cles are mostly concealed byprisoners in body cavities and of-ten go undetected even when theypass through the metal detectordoor-frame.

    In May, we caught a man sup-plying 25 packets of drugs to a pris-oner being produced in RohiniCourts, said Mr. Tewari.

    While policemen undergo train-ing for searching and frisking pris-oners, most of them are relativelyinexperienced on the job for the

    first few days. The police say mostsuccessful smuggling of goods intoTihar jail takes place when suchpolicemen are put on the job.

    Court visits also provide amplechances to plan an escape as notmore than two policemen general-ly escort a prisoner to the cour-troom. Four prisoners, includingthree while being taken for courtappearance, have made good theirescape from the custody of ThirdBattalion this year.

    One of them, Surat Singh, man-aged to escape from Tis Hazaricourt premises in late July afterone of his accomplices sprayedchilli powder into the eyes of theescorting policemen. He wasnabbed from the court premises bythe same team.

    On three other occasions, pris-oners escaped by either pushingaway the escorting policemen orentering into a scuffle with them.

    Barring one incident, the ThirdBattalion soon recaptured the es-caped prisoners.

    In one of the escape incidents,policemen are accused of extend-ing favours to a prisoner who wasescorted court visit in Rampur, Ut-tar Pradesh, in January. The po-licemen allegedly took him forlunch to an eatery outside the rail-way station instead of a securedone inside. Five policemen are cur-rently under suspension in thatcase.

    Only a few days ago, six police-men of the Third Battalion weredismissed from service after theywere captured taking a prisonershoe shopping in Agra.

    NEW DELHI: A differently-abled manwas found dead under mysteriouscircumstances at his home inNorth-East Delhis Karawal Nagaron Wednesday. His wife had beenadmitted to a hospital at the timeof the incident after she allegedlyconsumed rat poison afterfollowing a quarrel with him.

    The 32-year-old victim wasunable to use his legs since anaccident one-and-half years ago.He was found hanging from therailing of the stairs at his home onWednesday afternoon.

    The local police are puzzled howa differently-abled man, who wasunable to walk, was able to hanghimself. They suspect he was killedbefore being hanged to pass it offas suicide.

    Even as all possibilities arebeing probed, the victims wife anda neighbour are under the scanner.So far, she has told police that sheconsumed rat poison on Tuesdayfollowing a quarrel with herhusband over monetary issues.

    After the deceased mansaccident, his wife began workingfor a private firm to make endsmeet. They often fought overfinancial issues. The victims twosons, aged eight and nine years,discovered his body, after whichthey raised an alarm, said a policeofficer.

    Neighbours initially did notbelieve that the victim had hangedhimself. They visited the crimespot only after the two childreninsisted they accompany them totheir home. The police weresubsequently informed.

    NEW DELHI: Fourteen years after he al-legedly murdered his live-in partner inWest Delhis Dwarka, an abscondingaccused was nabbed by a special cellteam from an Uttar Pradesh village.

    Jaspal is accused of killing his broth-ers wife Monu, who was in a live-inrelationship with him after her hus-bands death. Jaspals drinking habitsled to frequent quarrels between thecouple. He fatally assaulted her oneevening in August 2001 after she ob-jected to his drinking.

    He took Monus daughter and fledthe house. He first went to Haldwani inUttarakhand, where he worked at afarm. Thereafter, he visited his villageand left the girl there before escapingto Punjab, where he worked as a watch-man at a mango orchard for five years,said a senior police officer.

    Upon meeting with an accident, hevisited Etah town in U.P., where he didodd jobs for the next six years. He re-turned to his village for the last coupleof years and was working as a labourer.The police claim they made several at-tempts to apprehend him from the vil-lage, but he always managed to hide.

    His luck ran out on Tuesday as apolice team nabbed him. He has ad-mitted to the murder and the local po-lice have been informed, said the policeon Thursday.

    NEW DELHI: Lack of cleanlinesstopped the list of residentscomplaints at a grievance re-dressal workshop held by theNorth Delhi Municipal Corpo-ration on Thursday.

    Continuing its interactiveprogramme launched in July,the civic body held sessions inthe Pitampura and Paschim Vi-har wards where senior officialsand leaders of the Corporationheard residents out.

    Deputy Mayor Neelam Goelsaid that about 200 residents at-tended the event, but only 35complaints were taken up aseach RWA had one representa-tive to give complaints.

    Most people we interactedwith had complaints about mis-sing manhole covers, dirtydrains, garbage lying aroundand lack of upkeep of municipalparks, said Ms. Goel.

    She added that the com-plaints that can be addressedwithout the use of funds wouldbe taken up immediately, andthose that require greater re-sources will be addressed within15 days. The North Corporationhas been undergoing a financial

    NEW DELHI: Household green waste producedin South Delhis Vasant Vihar will now besent to a composting facility in a local park,cutting down the amount of trash that goesto garbage dumps by 75 per cent.

    The Residents Welfare Association ofD-7 Vasant Vihar and the South Delhi Mu-nicipal Corporation will maintain the com-posting facility at Shaheed Rajguru Park.While inaugurating the facility on Wednes-day, SDMC Standing Committee chairper-

    son Radhey Shyam Sharma said the civicbody will expand the project to other wards.

    The three-acre park has multiple pits toconvert green waste into compost using or-ganic technology. Though the SDMC hasbeen composting green waste from over6,400 parks for years now, this is the firsttime that household trash will be segregatedand sent to the pits.

    The RWA had been working on the segre-gation mechanism for about two years now.The initiative was the idea of 95-year-oldresident Promila Vohra.

    fter the Delhi High Court asked itto show that it was complyingwith the government's ban onapp-based diesel taxis, Ola Cabson Thursday said it would takeoff diesel-run vehicles within twoweeks and ply only the com-pressed natural gas (CNG) cabsin the Capital.

    The diesel taxis would be re-stricted to inter-city travel. Thecompany has made changes inthe Ola Cabs app allowing the us-ers to choose only CNG cabs inDelhi. Ola's counsel, senior ad-vocate P. Chidambaram, said AllIndia Tourist Permit taxis oper-ating on diesel on point-to-pointwould no longer be available inDelhi. The Bench of Justice Man-mohan was informed that neces-sary software had beendeveloped in this regard.

    The Court asked ANI Technol-ogies, which operates under thebrand of Ola, to file an affidavit byOctober 5 showing that it hadcomplied with the July 29 orderupholding Delhi government'sban on app-based cab services.

    The Court said Ola would haveto pay compensation for pollut-ing the city by plying diesel cabs,to which the company agreed.When Delhi government counselNaushad Ahmed Khan suggestedthat Ola be asked to plant 50,000trees, the Court said it would pass

    an order later on the cost to bepaid for planting of trees.

    The Courts directions cameon a contempt petition moved bythe Association of Radio Taxis,which accused Ola Cabs of flout-ing the Court's ruling upholdingthe Delhi government's ban onapp-based diesel cabs.

    After giving assurance to theCourt, Ola Cabs said it had in-troduced a first-of-its-kind tech-nology that would helpdistinguish CNG and diesel vehi-cles on the app and enable theusers to choose only CNG vehi-cles within Delhi.

    NEW DELHI: In an allegedcase of medicalnegligence, a five-and-half-year-old girl died at aprivate hospital inJanakpuri on Wednesdayafter being admitted withhigh fever.

    Samaira Madan, aresident of Vikaspuri, wasunder treatment at ShishuSadan multi-specialityhospital. Following herdeath, her parents have

    filed a police complaintagainst the hospitalalleging medicalnegligence.

    Samaira was sufferingfrom fever for the last twodays. We had consultedlocal doctors and also gother tested for dengue, butthe results were negative.When her temperature didnot drop, we took her toShishu Sadan, where theyadmitted her. Her pulserate dropped onWednesday afternoon and

    NEW DELHI: The Delhi policehave challenged the dis-charge of 36 accused per-sons, including cricketers S.Sreesanth, Ajit Chandila andAnkeet Chavan, in the IndianPremier League-6 spot fixingcase by the trial courtthrough an appeal in the Del-hi High Court. A SessionsCourt had passed the dis-charge order on July 25.

    The appeal moved by Spe-cial Cell of Delhi police onWednesday contended thatthe trial courts order givingclean chit to the accused wasunsustainable, as it had er-roneously interpreted thelaw pertaining to the Mah-arashtra Control of Orga-nised Crime Act (MCOCA)under which the case wasregistered.

    The Sessions Court hadheld at the stage of framing ofcharges that the police hadfailed to gather necessary in-gredients to establish a pri-ma facie case under theMCOCA against the cricket-

    ers and others. All the ac-cused were earlier releasedon bail.

    In its appeal, the Delhi po-lice submitted that the logicand conclusions arrived at fordischarging the accused werenot correct. The trial courthad erred completely in in-terpreting the provisions ofthe MCOCA dealing with syn-dicate crime and the issue offraming of charges needed tobe looked into again, it stated.

    The appeal said the trialcourt should not have dis-charged the accused at thestage of framing of chargesand should have consideredall evidence after a propertrial.

    While dropping all chargesagainst 36 of the accused per-sons, the Sessions Court hadheld that the police had failedto establish any nexus or linkbetween the accused andcrime syndicate allegedly runby Dawood and Shakeel.

    The court had disagreedwith the Delhi police for in-voking the MCOCA in thecase and said the evidenceplaced on record by the pros-ecution could not prima facieestablish even an offence un-der the Public Gambling Act.Besides, the offence of cheat-ing was also not made out pri-ma facie, it said.

    Besides, there is an app forfeedback on services being of-fered by the DDA at its communi-ty halls. The app can bedownloaded from the DDAswebsite. The feedback will beutilised in improving the servicesby the DDA engineering depart-ment, the V-C said. There is an-other app for feedback on qualityof roads. The DDA has startedtraining its staff engaged in re-ceiving and replying to the publi-cs grievances to check delays andensure no vague replies are givento those already aggrieved.

    Mr. Goel said in a month, thepercentage of disposal has in-creased from 68 per cent as onJuly 28 to 86 per cent as on Au-gust 31. The pendency of caseshas come down from 823 in July

    to 432 on September 3.Mr. Goel stressed the need for

    enhancing public toilet facilities,especially for women, while re-vising the draft unified buildingbylaws. He said the Building By-laws 1983 and the National Build-ing Code 2005 adopted 60 men:40 women ratio for public toilets,which is inadequate.

    As per the revised UnifiedBuilding Bylaws 2015, a men-women ratio of 50:50 has beenadopted. He said that the DDAhas decided to use its vacant landfor sporting facilities for thosewho cannot have access to sportscomplexes. Such areas will havefixed play equipment like basket-ball poles, volleyball posts, crick-et pitches, and football goalpostsand the DDA will providecoaches.

    GURGAON: Gurgaon now hasthe dubious distinction ofhaving the lowest percentageof Aadhaar enrolment in theState, revealed the latest fig-ures released by the UniqueIdentification Authority ofIndia, regional office,Chandigarh.

    With only 12.85 lakh peoplehaving enrolled themselvesout of the total 15.14 lakh, asper the 2011 census, Gurgaonhas Aadhaar saturation of 85per cent, which is the lowestamong the 21 districts.

    Faridabad leads in Aadhaargeneration, with 111 per centwhile Panipat has achieveduniversal coverage with 100.3per cent saturation. Ambalaand Kurukshetra are at thirdand fourth position with 99.9per cent and 97.9 per cent.

    Speaking to The Hindu,Gurgaon deputy commission-er T.L. Satyaprakash said thatthe district administrationwas making efforts to enrol

    the remaining population.We have been enrolling overone lakh people every monthfor the past eight months. Butit is mostly migrants who areenrolling themselves andtherefore the numbers do notreflect in the Aadhaar satura-tion of the district.

    The locals are reluctant toenrol because they have mul-tiple gas connections, BPLcards or ration cards. Since

    holding Aadhaar is voluntary,we cannot force people to en-rol themselves.

    He admitted that enrollingchildren in 0-5 years was achallenge. People are reluc-tant to bring newborns toAadhaar centres. We havenow equipped the staff withtablets to visit the householdswith children in the 0-5 agegroup and enrol them, saidMr. Satyaprakash.

    The meeting was attendedby senior officials of theNorth Delhi Municipal Cor-poration (NDMC), DelhiTourism, Delhi Develop-

    ment Authority (DDA), andKarol Bagh MLA VisheshRavi. In a statement, the

    Delhi government said thata traffic management planfor Karol Bagh was dis-

    cussed. It was decided thatplans to create parking siteswould now be expedited.Creation of new parkingsites was also discussed.

    It was a preliminarymeeting, but a beginning inthe right direction has beenmade. The next meeting onKarol Bagh will be held nextweek, where we will plan totake the ideas forward, saida senior government official.

    NEW DELHI: The person behindan anonymous Twitter han-dle that harassed journalistSwati Chaturvedi may be ar-rested soon as the Delhi Po-lice have narrowed down onthe suspect, sources claimed.

    Senior police officers asso-ciated with the probe, howev-er, said the investigation wasstill on, and insisted that theywere yet to identify the cul-prit. Sources said the policehad traced the account, butchose to remain silent be-cause they were yet to receivea confirmation on the IP ad-dress from Twitter. To holdup in court, the account in-formation has to be providedby Twitter.

If the person is not ar-rested soon, I will not hesitateto take the matter to the courtor to the National Commis-sion for Women.     NEW DELHI: The Anti-Corrup-tion Branch (ACB) is likely torecommend a Central Bureauof Investigation (CBI) inves-tigation into alleged irregu-larities and interferencerelated to the preparation of achargesheet in the CNG Fit-ness Scam of 2002, which wassubmitted by a section of offi-cials posted in the anti-graftbody to a city court onThursday.

    Terming the role of Lieu-tenant Governor Najeeb Jungin the framing and submis-sion of the charge sheet high-ly suspect, a seniorgovernment official said aprobe by an independentagency was necessary to getto the bottom of both his al-leged participation in thehurried filing of the chargesheet as well as his involve-ment in the scam.

    There was clear interfe-rence from the L-G officeaimed at ensuring that his

    name did not figure anywherein the charge sheet, said theofficial. The charge sheet isone in a series of successivesteps taken by Mr. Jung, or athis behest, to stall the prose-cution of those involved, theofficial added.

    This, even as the ACB isunderstood to be in the proc-ess of suggesting disciplinaryproceedings against severalofficers posted in the unit, in-cluding Joint Commissionerof Police (ACB) Mukesh Mee-na, associated with the prep-aration of the charge sheet inrelation to an inquiry orderedby Deputy Chief MinisterManish Sisodia a day earlier.

    In a related development,the court is understood tohave refused to take thecharge sheet on record whilethe commission of inquiry in-stituted by the Delhi govern-ment to probe the scam,headed by retired High Courtjudge S. N. Agarwal, has sum-moned Mr. Meena for ques-tioning on Friday.

    On August 11, the Aam Aad-mi Party-led government hadone-upped the L-G office byapproving the setting up ofthe independent commissionto probe the scam.

    A government official saidit was a matter of public re-cord that the L-G had deniedhis nod for the same at leaston two occasions.

    The official said Mr. Junghad, in fact, set up a commit-tee headed by former DelhiHigh Court judge MukulMudgal to probe the casewhich had found no malafide intent on the part of anyDelhi government official inrelation to the scam.

    HYDERABAD: With no one tohear cases and pass judgmentsin the Telangana State Con-sumer Disputes RedressalCommission (TSCDRC), con-sumers from the State areforced to approach the Nation-al Consumer Disputes Redres-sal Commission with theirpetitions.

    In spite of a separate com-mission being formed aboutnine months ago following bi-furcation of Andhra Pradesh,the Telangana government isyet to appoint a chairman andmembers to hear cases andappeals.

    With no one at the helmsince October 2014, about2,000 cases, including appealsand review petitions have piledup. Recently, the NCDRC alsodirected the in-charge Regis-trar of the TSCDRC to issue acheque to a complainant afterhe approached the nationalbody.

    It was a case against a build-er. The NCDRC has the author-ity to issue directions to theState Forum. Hence, we wereable to dispose of the case.However, others who cannotspare the time to go to theNCDRC, have to wait, as theircases are pending here, saidan official from the NCDRC,requesting anonymity.

    The official said a secondpublic interest litigation (PIL)has been filed in the Hydera-bad High Court to appoint achairman to the Commission.

    The PIL filed before thatwas disposed of as the TS gov-ernment had said it wouldmake the appointments, but itdid not do so, he added.

    A majority of pending casesare against builders and hospi-tals for negligence, said the of-ficial. Post bifurcation, all thecases pertaining to the cityhave been coming to theTSCDRC. Before this, the com-mission was the same for Te-langana and Andhra Pradesh,and hence all petitions filedwere being disposed of, heexplained.

    The TSCDRC, which shouldhave a chairman and two mem-bers to hear cases, will have tolook at all the cases piled upsince October 15, 2014, when itwas formed, after bifurcatingthe Andhra Pradesh State Con-sumer Disputes RedressalCommission.

    The official said that bothconsumers and appellants likecompanies against whom caseshave been filed are facing prob-lems now.

    directive. The Bench observ-ed that it was the SEC whichhad to take a decision as perthe constitutional require-ment. Referring to the sub-mission of the governmentthat the election could beconducted in a single phase,the court observed that it wasnot necessary for this court toconsider or take a decision or

    express any opinion onwhether it was justified or notto hold elections in a singlephase or two phases. Theseissues had to be addressed bythe SEC. Reiterating its earli-er order which said that theSEC was free to take its owndecision, the court added thatthe SEC had to take the re-sponsibility for its decision.

    In fact, a final decision wasyet to be taken by the SEC.

    The government in its affi-davit had submitted that theSEC could start the electionprocess on October16 andcomplete it in 46 days.

    The election could be com-pleted by November 30 sothat new committees couldassume office by December 1.

    MUMBAI: The Navy has calledill-intended and frivolous amothers fight for over 22years to find out the causeof the death of her son.

    Anuradha Paladhes sonAmar, a clearance diver,was deployed with the East-ern Naval Command Clear-ance Diving Scheme in1993. At an exercise alongthe Kakinada coast on Sep-tember 21, 1993, he jumpedfrom a helicopter into thesea. He did not, however,reach the shore as planned.The body was found twodays later.

    The post-mortem reportmentioned no cause ofdeath. A diatom test was or-dered, but not done for ayear. The Board of Inquiry,which was concluded evenbefore the test was done,suggested in its report thatit was an accident. But twoante-mortem injuries wereleft unexplained.

    Sensing foul play, the Pa-ladhes approached thecourt. After a 20-year bat-tle, the High Court said inits April 2013 order that thedeath had occurred in sus-picious and mysteriouscircumstances. We hopedthat at least a court orderwould ensure that a new in-quiry was set up and wewould know the true causeof Amars death, Ms. Pa-ladhe, former teacher fromDombivli in Thane district,told The Hindu.

    Well-trained diver

    The court said the de-ceased was a well-trained

    diver and was a cut abovethe other divers, whichwas acknowledged by theNavy.

    Inconsistencies

    It also pointed to the in-consistencies in the deposi-tion by Navy officials. Atone point, they said Amarsurfaced immediately afterhis dive, but claimed laterthat he was not visible onaccount of the helicopterturbulence. If the courtspells out that the death issuspicious, it is the duty ofthe Navy to find out what issuspicious. It is the right ofa mother to know why andhow her son died. But noaction has been taken, saidSunil Ganu, Ms. Paladheslawyer.

    With no sign of a re-in-vestigation despite thecourt order, she filed a writpetition in the same courtin April 2014, seeking a di-rective to inquire into thecause of death. For morethan a year, the Navy did

    not even bother to re-spond, she said.

    In July 2015, after a courtwarning, an affidavit wasfiled on behalf of the FlagOfficer Commanding-in-Chief, Eastern Naval Com-mand, Visakhapatnam, byRear Admiral Pradeep Ra-na. It goes without sayingthat the petitioner with herill-intention to misuse thecanons of judicial equityhas been in the habit of fil-ing frivolous litigationwithout any reason to thecontrary, the affidavit said.

    The Navy went on to saythat the injuries the sailorsustained are apparentlyaccidental and sufficient inthe ordinary course ofthings to result in death.

    Does fighting to knowthe truth count as ill intent?The only thing I have askedin my writ is a new inquiry.Why cant the Navy acceptit, if there is nothing tohide? I have lost my son andI dont know the reason forhis death, Ms. Paladhesaid.

    The Paladhes filed acounter-affidavit on Tues-day. The matter has beenpending for over a yearwithout any hearing as theNavy is purposely avoidingit. We wish this wouldspeed up the matter, Mr.Ganu said.

    The Paladhes had evenattempted to send a letterto Defence Minister Mano-har Parrikar through a BJPleader. We dont knowwhether it has reached him.At least, I havent heardanything from his office,she said.

    The Central Crime Branch policearrested Attavar under Sections 153(a) (Promoting enmity betweenclasses) and 506 (criminal intimi-dation) of the Indian Penal Code.

    According to a senior police offi-cial, they had a consultation with le-gal experts and those from theDepartment of Prosecution follow-ing the arrest. This led to invoking ofthe non-bailable section.

    Gets bail

    He was produced before the Sec-ond Judicial Magistrate First Class,who remanded him in judicial custo-dy. But later at night, the Magistrategranted him interim bail. The inter-

    im bail will be in force till the dispos-al of the regular bail petition filedbefore the Magistrate.

    Advocates for Attavar filed appli-cations seeking interim bail and alsoregular bail when the police pro-duced before him before the Magist-rate at the latters house. TheMagistrate allowed the interim bailapplication. The Magistrate postedthe regular bail application for ob-jections from the prosecution onFriday.

    The Bantwal police had attractedflak when they invoked a bailableprovision against Bhuvith Shetty, aBajrang Dal activist, who reportedlymade similar comments on his Twit-ter account. Shetty was arrested on

    August 31 for allegedly posting onhis Twitter account a warning thatthose mocking Hinduism woulddie like U.R. Ananthamurthy andKalburgi. He had reportedly men-tioned that Bhagwan would be thenext target. The Bantwal police in-voked Sections 153 and 506 andproduced Shetty before the localMagistrate, who granted him bailthe same day.

    Meanwhile, Attavar deniedmaking any such comment. Hetold reporters that the Facebookaccount Jai Bajarangi in whichthe comments are seen, was a fakeone. When I do not know who isKalburgi, where is the question ofmaking any such comment? heasked.

It was duringhis time as district president thatSri Rama Sene activists assaultedmen and women at a pub nearJyothi Circle on January 24, 2009.Mr. Attavar was arrested and hewas named the 25th accused in thepub attack case.

    Acting on a complaint thatwomen protesters were at-tacked by police during amarch to State Secretariat onAugust 27, the NHRC onThursday issued notices tothe Chief Secretary and Di-rector-General of Police andCommissioner of Police, Kol-kata. The NHRC has given thegovernment two-week timeto respond to the notices.

    The complainants, whichincluded representatives ofAll India Democratic Wom-ens Association (AIDWA),National Federation of Wom-en in India (NFWI) and Jan-wadi Mahila Samity (JMS),alleged that women protes-ters were subjected to batoncharge, tear gas and watercannons by policemen.

    Human rights violation

    After going through con-tents of the complaints, theNHRC has observed that

    complaint, if true, raise a se-rious issue of violation of hu-man rights of the womenprotesters.

    Further, if the womenprotesters were attacked bythe police force while protest-ing peacefully, it amounts toviolation of their Fundamen-tal Right to assemble peace-ably and without arms asguaranteed under Article 19(1)(b) of the Constitution ofIndia, the Commissionstated.

    On August 27, a protest wascalled by the Left-backedfarmers organisation on theagrarian distress in the Stateand other issues. The pro-tests, which included a marchto Nabanna Building, wasbacked by 17 Left parties. Thecomplaint, which was re-ceived by the Commission onSeptember 2, mentions thatsome of the women protes-ters were severely injuredand one of them was in ICU.

    The protests on August 27had turned violent when po-lice clashed with Left frontsupporters.
