• Focused on Wuhan and the analysis of the technico-economical milestones
for developing a large-scale programme for energy efficiency retrofit for
existing buildings
• Technical results :
• 1st step : Typology / classification of buildings per consumption and energy use
• 2nd step : different scenarii depending on financial, technical and energy savings

A pilot project for energy efficiency
retrofit of public buildings in Wuhan 武汉公共建筑能源改进试点项目
• Given technical objectives and organizational constraints,
selection of program on 30 public buildings (approx. 624 000 sq.m)
with different scenarii per type of buildings and renovation
• 20 millions euros (sovereign loan) to finance:
• the works of energy efficiency retrofit of 30 buildings
• engineering to undertake the project preparation and bidding
process
• Test in vivo the feasibility of Energy Performance Contract for
energy efficiency retrofit – (2011-2015) :
• A final energy savings target of 30%
• The savings of the energy bills pay back the loan
• International technical assistance financed under AFD-
ADEME cofinanced program :
Support the municipality to publicly display the energy and
environmental performances of their public buildings through

• A pilot city for the French initiative Vivapolis
A pilot city Sino-French intergovernmental strategic cooperation project
'eco-industrial park France' signed in 2010, aims to showcase the
French low-carbon economy and energy saving areas of advanced
technology, equipment and products to enhance the Sino-French
bilateral trade in the field of environmental protection and
investment cooperation.
• China-Europa 16/18 September 2014
An agreement between Shenyang and the French city of Le Havre
was signed during the EU China Summit on Sustainable
Urbanization in November 2013 to organize this event
China Europa, a key event focusing on commercial relations
between Europe and China in the field of sustainable urban
development, offers European and Chinese companies and
territories a unique opportunity to meet and to develop efficient
economic links, in optimal conditions.
