    FOREWORD

    I ) The formal decisions or agreements of the I E C on technical matters, prepared by Technical Committees on which all theNational Committees having a special interest therein are represented, express, as nearly as possible, an internationalconsensus of opinion on the subjects dealt with.

    They have the form of recommendatiot-ts or international use and they are accepted by the National Committeesin thatsense.

    In order to promote this international unification, the I E C expresses he wish that all National Committees having asyet no national rules, when preparing such rules, should use he I E C recommendations as the fundamental basis or theserules n so far as nat ional condi t ions wil l permit .

    4) The desirability is recognized of extending international agreement on these matters through an endeavour to harmonizenational standardization rules with these recommendations in so far as national conditions will permit. The NationalCommittees pledge their influence towards that end.

    PREFACE

    This Recommendation has been prepared by Sub-Committee 17A,Technical Committee No. 17, Switchgear nd Controlgear.

    A f irst draft was discussed at the meeting held in Arnhem in 1968. As a result of this meeting a final draft was submittedto the National Committees for approval under the Six Months' Rule in January 1970.

    This Publication forms part of the revision of IEC Publication 56 and includes Section One - Information to be givenwith enquiries, tenders and orders, and Section Two - Rules for transport, erection and maintenance.

    SECTION ONE -

    INFORMATION TO BE GIVEN WITH ENQUIRIES, TENDERS AND ORDERS

    l. Information to be given with enquiries and orders

    When enquiring for or ordering a circuit-breaker, he following particulars should be suppliedby the enquirer:

    i) Particulars of system, i.e. nominal and highest voltages, frequency, number of phases, anddetails of neutral earthing.

    ii) Service conditions including minimum and maximum ambient air temperatures, he latter, ifgreater han the normal value; altitude if over 1000 m (3300f0; and any special conditionslikely to exist or arise, e.g. unusual exposure o steam or vapour, moisture, fumes, explosivegases, xcessive ust, or salt air (see Sub-clauses .5 and 2.6 of IEC Publication 56-5).

    iii) Characteristics f circuit-breaker.

    The following information should be given:

    a) number of poles;

    b) class: ndoor or outdoor;

    c) rated voltage (Sub-clause .1 of IEC Publication 56-5);

    d) rated insulation level where a choice exists between different insulation levels correspondingto a given rated voltage, or, if other than standard, desired nsulation level (Sub-clause 2.2of IEC Publication 56-5);

    e) rated frequency (Sub-clause .3 of IEC Publication 56-5);

    f) rated normal current (Sub-clause .4 of IEC Publication 56-5);

    g) if applicable, ated line-charging breaking current (Clause 3 of IEC Publication 56-2);

    h) if applicable, ated cable-charging reaking current (Clause 4 of IEC Publication 56-2);

    i) if applicable, rated (single) capacitor breaking current (Clause 15 of IEC Publica-t ion 56-2) ;

    j) if applicable, ated small nductive breaking current (Clause 6 of IEC Publication 56-2);

    k) rated short-circuit breaking current (Sub-clause 3.1 of IEC Publication 56-5);

    iv) Characteristics of the operating mechanism of circuit-breaker and associated equipment inparticular:

    a) method of operation, whether manual or power;

    b) number and type of spare auxiliary switches;

    c) rated supply voltage and rated supply frequency.

    v) Requirements concerning the use of compressed air and requirements or design and tests ofpressure essels.

    Note. - The enquirer should give information of any special conditions not included above that might influencethe tender or order (see also Clause l. Note. of IEC Publication 56-5).

    2. Information to be given with tenders

    When the enquirer requests echnical particulars of a circuit-breaker, he following information,where applicable, should be given by the manufacturer, with the descriptive matter and drawings:

    Rated values and characteristics:

    a) number of poles;

    Certificate or report on request.

    iii) Constructional features.

    a) For oil circuit-breakers: mass of complete circuit-breaker withoutmendations egarding oil quality; number of tanks.

    b) For air-blast circuit-breakers: mass of complete circuit-breaker; air pressure and limits ofair pressure between which the circuit-breaker will operate correctly. The capacity of thelocal air receiver. Quantity of free air for one opening operation and for one closing

    For other gas circuit-breakers: mass of complete circuit-breaker; gas pressure and limits ofgas pressure between which the circuit-breaker will operate correctly. The total volume ofthe gas per pole at a pressure of 10 N/cm'. The leakage of gas per year per circuit-breaker.

    Number of breaks n series per pole.

    Minimum clearances n air.-

    between poles- to earth- the safety boundaries during a breaking operation, for circuit-breakers with an external

    exhaust or ionised sases or flame.

    iv) Operating mechanism of circuit-breaker and associated equipment:

    a) type of closing mechanism;

    b) whether the circuit-breaker is trip-free or fixed trip and whether it is with lock-out preventingclosing;

    c) rated supply voltage and/or pressure of closing mechanism;

    quantity of free air required to close he circuit-breaker at rated supply pressure;

    f) rated supply voltage of shunt opening release;

    g) current required at rated supply voltage for shunt opening release;

    h) number and type of spare auxiliary switches;

    i) current required at rated supply voltage by other auxiliaries.

    v) Over-all dimensions and other information.

    The manufacturer should give the necessary nformation as regards the over-all dimensions ofthe circuit-breaker and details necessary for the design of the foundation. General informationregarding maintenance should also be given.

    SECTION TWO RULES FOR TRANSPORT. ERECTION AND MAINTENANCE

    General

    It is essential hat the erection of circuit-breakers, as well as the maintenance of circuit-breakersin service, s performed in accordance with instructions given by the manufacturer.

    Consequently, the manufacturer should provide instructions for the erection and maintenanceof circuit-breakers. The instructions should be given by the time of delivery at the latest.

    It is impossible here o cover n detail the complete ules for the erectionand maintenance of eachof the different types of circuit-breakers manufactured, but the following information is given

    relative to the most important points to be considered or the instructions provided by the manu-facturer.

    Conditions during transport, storage and erection

    A special agreement should be made between user and manufacturer if the temperature andhumidity conditions, defined in Clause 2 of IEC Publication 56-1, cannot be guaranteed duringtransport, storage and erection. Special precautions may be es sential or the protection of insulationduring shipment, storage and erection, and prior to energizing, o prevent moisture absorption due,for instance, o rain, snow or condensation. These may include shipment of insulating parts in oi lto prevent contamination. Appropriate instructions should be given.

    5. Erection

    For each circuit-breaker, the instructions provided by the manufacturer should at least includeitems as isted below.

    It should be observed hat in some cases particular instructions should be given when takinginto consideration the information concerning service conditions, etc., given by the purchaser(Clause 1).

    5.2 Assembly

    When the circuit-breaker s dismantled or transport, all parts should be clearly marked. Drawingsshowing assembly of these parts should be attached.

    5.3 Mounting

    Instructions for mounting of circuit-breaker, operating mechanism and auxiliary devices shouldinclude details of location and foundation. These instructions should also indicate the total massof circuit-breaker, nclusive of extinguishing or insulating liquids, the mass of extinguishing andinsulating liquids, and the mass of the heaviest part of the circuit-breaker o be lifted separately fit exceeds 100 ke.

    5.4 Connections

    Instructions or :

    a) Connection of leads, comprising the necessary dvice to prevent over-heating and unnecessarystrain on the circuit-breaker, and to provide adequate clearance distances.

    6. Maintenance

    The manufacturer should give information regarding the maintenance measures o be observedunder normal service conditions. It is desirable that the manufacturer indicates the number ofoperations (or the time) after which different parts of the circuit-breaker should be maintained.

    Sampling, testing, drying and refilling of liquid or gas. Recommendations for quality andfreedom from contamination. Indication of the required quantity of oil (or other liquid).

    6.3 Operating mechanismMaintenance and adjustment.

    Note. - When practicable during inspection, the circuit-breaker should be operated a few times by the means provided,to see that the mechanism works smoothly and that everything is correct before the circuit-breaker is putinto service.

    6.4 Control and auxiliary circuits, auxiliary equipment

    Checking of coils, relay s, interlocking devices, adjustable electric devices, heating and dryingdevices.

    6.5 Bearings and the like

    Instructions should ndicate which parts should be checked.

    6.6 Connections

    The manufacturer hould ndicate vhich places hould be checked.

    6.7 Pneumatic (and hydraulic) systems

    Checking of pneumatic and hydraulic valves. nspection and replacement of gaskets. nstructionsfor internal inspection of pressure anks for contamination, and periodic inspection and replacementof air dryers and moisture separators.

    Note. - Drain valves on air receivers should be opened periodically in order to drain the water condensed.

    6.8 Resistors nd capacitors

    Checking of resistors and capacitors. Allowed variations of the values should be given.

    6.9 Lubrication and greasing

    Specifications or quality of oil and grease.

    6.10 Cleaning

    Recommendations or methods of cleaning.

    Note. - lt should be indicated that special attention be paid to all insulating parts, and that for abnormal conditions,such as salt deposits, cement dust or acid fumes, frequent cleaning may be necessary to avoid flashovers.

    6.11 Spare parts and materials

    List of spare parts and materials which should be kept in stock by the purchaser.

    6.12 Special ools

    List of special tools, if any, necessary or assembly or overhaul (when not supplied with thecircuit-breaker).
