It is our great privilege and honour to present the Tallinn bid for the European Universities Debating Championships (EUDC) 2017!

It has been a while since the last EUDC was held in Tallinn in 2008. Since then debating in Estonia has taken a huge leap forward, and so has the use of technology in debating. We are very excited to invite you to the Tallinn University of Technology to offer an innovative mix of high-level debating assisted by e-ballots and other cool new technologies.

We have put together an international organising team consisting of people who have experience from organising the previous EUDC here in Tallinn but we also have new members in the team, who have previously organised smaller tournaments and who are extremely excited to be given the chance of proving everybody just how good they are. We have been working hard to prepare this bid so that you could enter the world of EUDC Tallinn and experience the magic yourself.

The importance of such an event for the region is enormous and we sincerely hope that you will give us the chance to organise the European Universities Debating Championships.

We are all really looking forward to the prospect of organising a tournament that would be imprinted in your memories and which you will later tell your grandchildren as you tell them your awesome debate stories. The European Universities Debating Championships (EUDC) is an annual tournament in which debating societies from universities across Europe compete. Tallinn EUDC will take place from 14 – 20 August 2017 in Tallinn University of Technology (TUT) and will gather 800 young people from all over Europe. The tournament is organised by the TUT Debate Society and as a technical university, it shall emphasise the role that information technology plays in our lives in a setting of traditional Estonian culture.

In competitive university debating students train their argumentative skills as well as their general knowledge and rhetorical abilities. Students hold speeches on current topics and try to convince judges of their stance. The most prevalent format (British Parliamentary Format) imitates the debates taking place in the Lower House of the British Parliament. Eight competitors in teams of two argue either for or against a motion which is revealed fifteen minutes before the

debate begins. There are four positions which each team is randomly assigned to. Although two teams will argue for and two teams will argue against, each team must bring a unique case in order to explain why their side is right. Experienced adjudicators decide whose arguments were more persuasive and give feedback for the students to improve.

Since the teams do not get more than fifteen minutes preparation time for each debate, debaters gather vast amounts of general knowledge in order to prevail in the debates. The speeches do not only train the students’ eloquence and public speaking but also hones their ability to logically analyse arguments. The judges assess speeches based primarily on the depth of explanation as well as the speaker’s delivery style. Debating is therefore seen as valuable training for ambitious students who utilise these skills in their future careers as well as their present studies. Debating teaches students to think critically and maintain an awareness of current

issues. The debates usually relate to current issues faced by the European Union, governments, individuals or corporations. And as a result, debaters are exposed to a broad range of opinions on issues as diverse as war and social justice. Therefore debating is vital ‘school of democracy’ for future decision makers.

University debaters worldwide build a strong international network. All over the world debating is seen as one of the most powerful tools of education and the international debating community is strongly connected across borders. In general, debating and Tallinn EUDC foster cultural exchange and understanding between students in Europe and beyond.

We believe that it is time to bring the European Universities Debating Championship back to Estonia, nine years after its last hosting in Tallinn. We sincerely hope that you will give us the chance to organise a memorable Tallinn EUDC. On these grounds – we have never been as proud to propose!

Tallinn University of Technology is the flagship of Estonian engineering and technological education. Here the synergy between different fields (technological, natural, exact, social and health sciences) is created and new start-ups are born. The MEKTORY Innovation and business center and the Tehnopol science park with more than 150 incubator companies are prime examples of such synergy.

TUT is also the most international university in Estonia as almost every tenth TUT student is from a foreign country and a total of over 70 countries are represented in its student body.

TUT is the only campus-type university in the Baltic countries and one of the most compact university campuses in Europe. The territory of TUT includes 55 buildings and has a total area of 55.5 hectares. This means that the in-rounds can be very conveniently held in a small area, eliminating logistical problems that might arise from a straggling location. All debates will take place within five minutes walking distance from the main lecture hall where the announcements are going to take place.

TUT Debate Society has the full support of the Tallinn University of Technology and other debating societies within Estonia for the Tallinn EUDC.

Tallinn University of Technology Debate Society

The TUT Debate Society is quite a young club, having been established in 2012 but that does not mean that it can be mistaken for a club with limited experience. The club was founded by a few debaters who were fed up with the idea that their local university did not have its own debate club. Tallinn University of Technology debating club is now the biggest debating club in Estonia by membership growth, weekly debates and social events.

The TUT Debate Society cooperates with the University and is a partner with numerous TUT student organisations. The club has grown quickly both in size and force, with the club being recognized for its organisational capabilities by the TUT Student Union, the Estonian Debating Society (under which it operates) and also the city of Tallinn, who all have awarded grants so the debate society could organise more and grander events. In a university with over 13 000 students and over 40 student organisations, TUT Debate Society, the team behind the 2017 euros bid, was elected as the best student organisation of the year.

Being not only a good debating club, but moreover a family with a great community feeling, the club organises variety of different events to our

members starting from debating workshops to spontaneous trips to Riga or to a random swamp 200km away (true!) on a weekly basis.

Considering that the club was established in 2012, it is truly remarkable that it has held the Estonian Open (biggest international debate tournament in the Baltics) in 2012, the year it was established and also in 2014. Because just hosting the biggest tournament in the area was not good enough for the debate club, it also hosted the Estonian championship the very same year.

Since there can never be too many good tournaments in one country, the TUT debate club is also the first (and so far only) debate society in Estonia, which hosts its own annual debate tournament, the Tallinn Tech Open, which will in the future also serve as a testing ground for different innovations that the debate society will bring to the 2017 EUDC. So far we already tested first part of our e-ballot system at the Tallinn Tech Open 2015.

With co-operation from the Estonian Debating Society and also the people behind the 2008 EUDC Tallinn, the debate club has stepped up to the next challenge ahead of it, a challenge that will involve even more organising than the previous events, but a challenge that will be nevertheless surmounted.

Estonia is a country in the Baltic region of Northern Europe. It is bordered to the north by the Gulf of Finland, to the west by the Baltic Sea, to the south by Latvia, and to the east by Lake Peipsi and Russia. Across the Baltic Sea lies Sweden in the west and Finland in the north. The territory of Estonia is 45,227 km2 (17,462 sq mi).

Estonia has a maritime temperate climate with all four seasons. Summers are warm and winters are not particularly cold but quite snowy. Estonia is a country that holds technological development and innovation in high regard. For years

now it has used e-elections and now offers e-residency to people all over the world. The country has regained independence in 1991 and since then has developed into one of the most technologically advanced societies in the world.

different places in a single night. There are numerous nightclubs with styles of music to fit every taste. With an enchanting atmosphere, a rich cultural scene and plenty of galleries, cafés and restaurants make Tallinn an exciting and vibrant destination for all ages. There are many ways to find your way to Tallinn. Here are some hints for different means of travel. PlaneThere are two international airports in Estonia – one in Tallinn and the other in the university town, Tartu. Tallinn Airport (full name Tallinn Lennart Meri Airport) is located a mere 4 km from the heart of Tallinn and has fast connections to the city center by taxi or airport shuttle.

There are many companies that offer direct connections to Tallinn: Estonian Air, Ryanair, AirBaltic, EasyJet, Finnair, Norwegian, LOT Polish airlines, Lufthansa. For a complete list of airlines flying to Tallinn, please visit the Tallinn Airport site.

Institutions may register online via our web tool. The link for registration will be published on tallinneudc.com and Facebook. The registration period will be announced in due time. The registration fee will be 300 EUR per person.

Registration policyWe will follow Council directions on registration. In the absence of such a ruling, we will run registration as follows:Step 1: Institutions will be ranked according to their break average over the past three years and randomly within their brackets. Step 2: All institutions will then be allocated their first team according to their ranking.Step 3: When the entire list is exhausted, we will allocate second teams, and after the entire list is exhausted and all institutions that wish to have a second

team have one, we will allocate third teams. We will guarantee that every country registered for EUDC 2017 will have a team slot offered to them.The time of registration is not taken into account. However, institutions that miss the registration deadline cannot participate at Tallinn EUDC. All representatives will receive a notification via email about their status and the necessary payment details once the list is finalised. The list of registered institutions will be provided as soon as possible. Rules of eligibility will be enforced and all teams and institutions must adhere to eligibility rules. Failure to comply to eligibility rules can result in expelling said teams and/or institutions from the competition.

EUDC will be asked to send at least n-1 adjudicators, whereby n indicates the number of teams allocated to that institution. Adjudication slots are linked to the team slots. Hence, the same deadlines for payments and participant details and regulations also apply to them. However, adjudication slots can be “traded”, i.e. filled by someone who does not study at the university that received the slot. Please check the Registration Guide for details. The registration fee consists of the (hugely discounted) price for accommodation in the tournament hotels for 6 nights, food throughout the tournament schedule and the tournament fee. You will need your own cash (euros) for e.g. (1) drinks at some socials, (2) souvenirs, (3) other things you want to do in Tallinn.

The biggest aim in our budget construction is that if all external revenue were to fail, we would still be able to provide a high quality tournament what everyone could enjoy. That said, we are confident in reaching our realistic budget and get approximately at least ⅓ extra revenue from different sources such as private sponsorships or municipality / state budgets.

To prove that, we have already met with the Tallinn City government who have promised to support our project

with non-financial and financial means. The second insurance is the long successful history of NGO Estonian Debate Society successful project ratio to projects such as these. The best example being EUDC 2008 where the project was also funded by the Youth in Action programme and also voted the best student project in Europe in 2008.

Thirdly, we have already started talks with different private companies to get private sponsorship. This has already led us to have Tallink as one of our

supporters, currently they are giving all participants discount cards for their taxi company if the participants would need it during the tournament. Also, for everyone who finds it is cheaper to travel here from Helsinki or Stockholm, they will give everyone travelling here with their ships, a discounted price.

These are just some examples of our financial planning and new information will be provided as it arrives. The budget can be found at the end of the document.

All participants will be accommodated in Pirita Spa Hotel (3*), a short 20 minute shuttle ride from the debating venue. The entire hotel is booked for EUDC, ensuring that the staff will be fully focused on the well-being of debaters and adjudicators. The seaside hotel is situated in a peaceful area just outside of the city center. Hotel guests can enjoy the view of the sun setting over the Baltic Sea and fall asleep to the relaxing sounds of the waves. Within walking distance is the most popular beach in Estonia, which is a nice place to visit during both the warm summer days and the short nights of August. However, one

does not need to leave the hotel to take their mind off debating — the hotel comes equipped with swimming pools, saunas, a gym and various types of massage therapy. The rooms are spacious and comfortable. In addition to standard modern amenities, every room in the hotel includes a separate balcony, where you can enjoy the evening sun and chat with your neighbours.

Participants will be accommodated in rooms for 2-4 people. We are sorry about this as we would ideally have liked to have only two participants to a room but this would have substantially

increased accommodation costs and meant that participants would be spread over at least two different hotels. Breakfast will be served in the hotel, lunches and some dinners are provided in the university. As usual in good hotels, guests are expected to have various dietary requirements, such as halal, kosher, vegan or vegetarian. Please mark your food preferences in the registration form, so that we can plan the amounts. We have chartered buses to move us between the hotel, socials and the university.

We believe that EUDC should be about more than just debating. We see the competition as an opportunity for the continent’s finest student minds to come together and establish friendships and connections that go deeper than your participation in the Championships.

While in Tallinn, you will have the opportunity to enjoy and take advantage of the city`s most amazing attribute, the Nightlife! The city loves its nightlife as it offers something for everyone. Whether you are a connoisseur, a party goer, or just want

to meet new people, you will find it here.

The socials will be diverse and unique with different cultural showcases and spectacles meant to introduce you the local history and culture. We hope that our social events will make the competition an enjoyable and memorable overall experience.

The city is thrilling enough to explore for days, yet also small and compact to give you the full Tallinn experience during the EUDC. It is easy for everyone to leave the social when

they want and people can easily get back to the hotel with a taxi. Taxis are cheap and easily accessible, it will cost approximately €1-2 per person to get back to the hotel from the furthest social if sharing one car between four.

Below is just a taste of what you can expect at Tallinn EUDC as we will have a social for every single evening so people will have the opportunity to choose when to have a quiet night and when to party until the early hours of the morning. Some free beverages and snacks will be provided during the main socials.

Venues

Welcome partyOn the first day, we know you will be tired from your trip, so for the welcome party we have planned something casual so you can prepare for debates in a relaxed manner and catch up with old friends. The social will be held in the hotel, which is located right on the seaside so everyone can stay up exactly as long as they want to and go directly to bed.

Break nightBreak night is probably the most enjoyable social event hosted at EUDC. At Tallinn EUDC we will do it at one of the most iconic places in Tallinn - the Tallinn Song Festival Grounds. This is the place that has a huge meaning for every Estonian, as this is where the singing revolution began and we sung ourselves free. We hope that the great atmosphere there will provide everyone with a magnificent evening and all participants will get a good boost for the outrounds.

Grand Final & Farewell party

A celebration of the best debating in the Europe necessarily must take place in Tallinn’s premier function venue. The finals will be held at the city centre in Nordea Concert Hall. This concert, theatre and conference hall is the most modern in the Nordic countries.

The Nordea Concert Hall has been at the centre of the city’s political and cultural life since its opening and over the years has hosted countless significant events and figures. In 2014 US president Barack Obama gave his speech in that given concert hall and we believe that if the acoustics and capacity were suitable for him, we can say that the conditions in the concert hall are good enough for hosting the debating finals!

The final, the finals dinner and the social will all take place at this venue so it will be extremely easy for all participants, both those who wish to participate throughout the day or join us later. This event will mark the end of the official part of Tallinn EUDC and will make you leave the event with fond memories.

arena SocialA. Le Coq Arena - the pinnacle of Estonian football and the home stadium for our national team. This is the place where many of the world’s best male and female footballers have played and often won against the Estonian national football team. For one of the socials we want to introduce you to the awesome stadium which in its size cannot compete with the biggest in the world, but at the same time creates an amazing atmosphere for us to enjoy a good time, socialize and learn about the history of sports in Estonia.

adjudication

Steven Ramesh Rajavinothan is an experienced adjudicator having been a member of 11 Adjudication Teams including the: Trinity IV 2015, SSE Riga IV 2014, Skopje Open 2014, Durham Open 2014, Estonian Open 2014, LSE Open 2014 and Aberystwyth Open 2013. He has also judged over 20 IV or Open finals. As a speaker Steven was a runner-up at WUDC 2015 and a semi-finalist and second top-speaker at EUDC 2014. He also broke top and reached the finals of the Cambridge IV 2014 and the English National Championships 2014.

Helena Ivanov is one of continental Europe’s most successful debaters. She was an Open Semi Finalist and the 3rd ESL speaker at WUDC 2015. In addition she won the ESL Final, was the 1st ESL and 6th Open speaker, at EUDC 2014. Helena also reached the ESL Final at WUDC 2014 and was named the best EFL speaker at that competition. She has been on the Adjudication Team at the LSE Open, Budapest Open, Leiden Open, MRU IV, Moscow Open, Turku Open, Arandjelovac Open and several other competitions across Europe.

We are offering you the best possible Chief Adjudicators to make sure that you will have the best Euros experience possible. Our Chief Adjudicators

are extremely experienced members of many different CA teams and they have also proven themselves to be excellent motion setters. In addition to our Chief Adjudicators, a minimum of three Deputy Chief Adjudicators (DCAs)

will be appointed following an open application process.

Tabulation

Ann Tarkin started debating in high school and has been active in the debating scene ever since. She has been the tournament director of several regional and international tournaments including Estonian championships, TUT Open and the Estonian Open.

Kai Klandorf has been a tab officer and tournament director for numerous national and international tournaments since 2007. She has helped tab EUDC and was a member of tab team at WUDC Berlin and tournament director for WKPDC Ireland. She has worked as a Coordinator of International Projects at Estonian Debating Society and is currently the president of board of directors at IDEA NL.

The main goal for us is to provide the best practical and technological solutions so the possibility for human error would be minimal. The Tabulation Team will be using electronic ballots as a part of the tabulation process. E-ballots mitigate the need for runners and quicken the whole tabulation process.

E-ballots were already used very successfully at Tallinn Tech Open 2015 and thanks to that we can continue with adding even more functionality to the system. E-ballots will be usable from tablets, which will be provided in every debate room. Our tabulation will be done in accordance with the rules for EUDC.

In addition to the E-ballot system the adjudicators feedback will be recorded in order to mitigate possibilities of miscommunication during the feedback process. All participants will be provided with a mobile app with information regarding the tournament to make the running of the tournament as smooth as possible.

We are also opening Round 7 and are considering opening Round 8 for even more feedback. A decision on the latter will be determined in due time after canvasing opinions across Europe.

People

Organising committee

Selene is the President of TUT Debating Club and the person who knows every detail of Tallinn EUDC. Selene is a lifelong organiser, having organised both local and international tournaments such as the Estonian Open 2014, Tallinn Tech Open, Estonian BP Championships, International Session of the European Youth Parliament, Tallinn JazzOn and countless other events, sessions and training workshops, many of which have had an international dimension. Selene will take care of our lovely partners and supporters to provide you with a truly unforgettable tournament.

Rasmus has been working hard to negotiate the best hotels for the tournament without breaking the budget. Co-convening the Estonian Open 2014, he was responsible for, among other duties, housing 120 debaters and judges, as well as handling the budget. The experience from the Estonian Open and helping to organise a robotics conference (ICAR2011) has given Rasmus a good understanding of the costs associated with hosting such events. Rasmus is a member of several NGOs, where he has co-written project proposals and done financial planning for the projects.

Besides being an avid debater, Mart is a highly motivated informatics student in Tallinn University of Technology. Mart has IT experience both from the private sector and the military. From his time in the military, he has obtained the ability to adapt to fast-changing situations, work under stress and to explain complicated technical problems in an understandable way to non-technical people. With the help of his team he created this webpage and is responsible for the site, the E-ballot system and other software development projects for Tallinn EUDC.

Karl is responsible for travelling to Tallinn and getting around the city. Karl handles the registration for the tournament and will be able to answer any questions you regarding your travel to and in Estonia. He has previous experi-ence organising registration for both national and international competitions in Estonia includ-ing the Estonian Open 2010 and 2012, which are among the big-gest debating tournaments ever held in the Baltic/Scandinavian region. Working as a teacher in a public school, Karl is used to stressful situations and work-ing under constant pressure.

Doris makes sure that all tasks are accomplished on schedule. Doris has previously been involved with organising the events of Estonian Debating Society, the Estonian Model European Parliament and tournaments such as the TUT Open.

Jane has got her current management experiences through contributing to the work of several organisations, including TUT filmclub. She has experience in party planning as well as in organising international debating tournaments. Jane is responsible for the advertising of EUDC and live video broadcasts of the debates. She is also responsible for updating all of our social media about every aspect of EUDC.

People

Helina was the convener of EUDC Tallinn 2008, managing the team of 26 members. Helina has organised and tabbed several national (2001-2008) and international debate tournaments (Tallinn IV 2007, IDEA Youth Forum 2004-2008), and been a part of a high profile and professional organisation team of European Film Awards 2010 in Tallinn. Helina is currently the CEO of SpeakSmart, the social training company of Estonian Debating Society.

Kristin has been debating, judg-ing, organizing and teaching de-bate for several years now, being a EUDC 2014 ESL semifinalist. She was the co-convenor of Esto-nia’s largest annual international debating event - the Estonian Open 2013 and has organised the Estonian Summer Academy. She has also run an university and a high school debating club and is currently working as a development coordinator at the NGO Estonian Debating So-ciety, also overseeing the field of higher education debating.

Joosep has organised several events within Estonian debating society. From local high school championships to nationwide projects with several thousand participants, everything he does, needs a certain set of managing and communication skills to keep volunteers motivated. When it comes to organised debate, Joosep is a well known figure in the region.

Ben is a former president of Hull University Debating Society and assists with minor organisational aspects of EUDC Tallinn. He was part of the organisation team for a number of successful tournaments at Hull University.

Margo is a debate trainer and teacher. He is one of the people who originally started the academic debate movement in Estonia in the mid-1990s. In addition to an active 20-year debate career (debater, coach, trainer), he has served as the CEO and chair of supervisory board of Estonian Debating Society. He has taught debate and argumentation in schools and universities in Estonia, Myanmar, Laos, Thailand

and elsewhere. His current positions include the development director for SpeakSmart, the Estonian debate training company. Outside of the debating world, he is the chair of the supervisory board of Estonian Network of Nonprofit Association and a member of the management team of the Let’s Do It World Cleanup movement. Margo will be a great member of

the equity team not only because he is a very approachable person, but also because he is one of the best mediators in conflicts and everyone who has worked with him knows he solves conflicts in the most rational and peaceful ways. So all participants would feel in the end that justice has been achieved.

At least half of the Equity and Language teams respectively will be appointed following an open application process.
