    One of the frequent criticisms of Salafism is that it encourages Muslims to turn to the Quran and

    Sunna directly in order to understand their religion, bypassing the ulama and the sciences they had

    developed for the proper understanding of Islamic law and doctrine. As a result, bizarre and

    controversial fatwas abound. Indeed, prominent Salafi scholars in the modern period and some of the

    most influential revivalists of the 18th century to whom Salafis look for inspiration do seem to have

    called for a democratization of interpretation. But this image is deceptive. This paper argues that

    what appears to be an empowerment of the masses in interpreting Islamic law is actually part of a

    larger, specialized argument with non-Salafi Sunni ulama. Salafi scholars and their premodern

    exemplars recognize the need for an interpretive elite - the ulama - just as much as their critics do.

    Salafism and Perceptions of the Concept of Jihad

    Ever since the early centuries of Islam had passed, the modularity of that period had been the

    focus of vision for those involved in the revival of Islam. Phrases like following path of the Sahaba,

    adopting the methods of Ahlal Sunna Wa al Jamaa, following the path of the Prophet have been terminological symbols for the revivalists who often exhibit conflicting doctrinal interpretations and

    mutually discordant implementations of those concepts. The chronologically backward modularity

    was adopted by those struggling to revive largely because the prophet (S) had urged sticking to his

    Sunna and the Sunna of the rightly guided Caliphs after him. He had also stated that the best century

    was the one in which he lived followed by the next, followed by those after them. Thus these prophetic

    statements indicate the need to preserve the early models of Islam so as to sustain doctrinal

    authenticity through seeking backward compatibility of later doctrines with the past.

    Salafism is one of those terminologies whose advocates mean to seek backward doctrinal

    ompatblt t t pat of t ort prssors (al salaf al-salih). The term had been in existence and usage for centuries but in the twentieth and twenty first centuries it became a subject of

    intense interest and varied applications. This paper examines the past, present and future potentials of

    Salafism tracing it from its roots. It will also examine its more recent applications and its exploration

    beyond the present.

    This paper takes up the development of different trends in Salafism from the rise of Wahhabism

    to the present day by examining changes in how proponents of following the Pious Ancestors referred

    to themselves and their movements: as ahl al-tawhid (early Wahhabis), al-dawa al-najdiyya (nineteenth century Wahhabis), returning to madhhab al-salaf al-salih (modernists like Muhammad

    Abduh and Jamal al-Din al-Qasimi), and salafi (contested by contemporary Wahhabis and other

    Sunnis). The paper proposes that Salafism is not a single movement that has undergone change.

    Instead, it appears that a number of different religious tendencies have claimed the mantle of Salafism

    due to the authenticity implied by claiming to follow the Pious Ancestors, an authenticity that has

    particular value in the context of the modern political culture of nationalism.

    NOTE: This scope of this paper is limited to the Arab world, not because developments in the

    The Emergence of Political Islam (Salafism) in West Africa

    Throughout the next decade, transnational non-state actors practicing a violent extremist

    religious ideology that uses terror tactics to attack the state will continue to present the most

    immediate international security threat. Concurrently, other non-state actorsincluding religious extremist, criminal cartels, militias, and other armed groupswill operate in increasingly linked and cooperative ways that challenge effective state and central government control in many areas of the

    Sahel .Ungoverned and poorly governed areas, especially failed and failing states, are fertile

    operational, organizational, training, and recruiting areas for such groups, which recognize no

    boundaries, jurisdictions, or sovereignty.

    A host of other factors will affect the future security environment: West- Africa has been home

    to Sunni Muslim (Sufism represent 80%) for more than one thousand years. Recently, the Sufi (Maleki

    order) is being challenged by an emerging salafism ideology. Takfir- wa- Hijra is a brand of Salafism,

    (an offshoot of Muslim brothers ) . It advocates the following teaching concept:

    - Dar ul- Islam (realm of islam)

    - Dar ul -harb/darul -kufar (realm of war)

    - Dar ul -shahadah (realm of testimony)

    In this part of Africa, political Islam is growing. Indeed, from less than of 5% ,of adepts , in the

    sixties, Salafia has conquered today, at least 20% , of Muslim in the Sahel . It is fast penetrating

    thanks to a combination of factors: growing abject poverty, pervasive ungoverned ,rural and urban,

    areas, .

    The most likely scenario will be conflict that occurs in denied areas, ungoverned territories, and

    failed and failing states, setting non-state actors with nefarious agendas against established national

    and international orders, and featuring irregular warfare tactics against those trying to maintain order

    and stability.

    During the next decade, non-state actors will be the primary security threat to the Sahel. Non-

    state actors such as Salafism ( Salafia- Jihadia ) , do not observe national boundaries, are likely to

    continue to grow in strength and lethality.. Links between and among non-state actors such as

    terrorists, traffickers, and other criminal cartels are increasingly becoming the norm. Recent security

    heightened events in Northern Mali is a clear indication of threats facing the region (west- Africa) .

    Sufi dominated area, West Africa has been drifting into the violent brand of Salafia ( Takfir- wa-

    Hijra) . In the Sahel (W-Africa) some corners of the country are lacking strong central authority.

    areas where these groups are active become increasingly impoverished ((60 % live below poverty line)

    ) and subject to conflict, while few actually benefit from the illicit activities. Local effects of

    transnational crime and terror reveal that the nexus between these activities is a global threat affecting

    governments of West - Africa ( Anar Dine, Moujao, Boko-Haram).
