Welcome to our first issue of the newsletter for Tung Chung New Town Extension––Reclamation and

Advance Works. The progress of the construction works and relevant information will be provided in this Newsletter.

Conceptual Plan of Tung Chung East

The Tung Chung New Town Extension (TCNTE) is the first new town extension project via reclamation since the completion of the last new town development projects in Tseung Kwan O and Tung Chung by reclamation in 2003. The TCNTE project is also one of the major initiatives under the Government’s multi-pronged approach to increase land supply in the medium to long-term. The Government plans to further develop the Tung Chung New Town (TCNT) into a comprehensively-planned new town to accommodate a larger population capacity with adequate local and regional community facilities.

市 鎮 擴 展 計 劃 ， 亦 是 政 府 多 管 齊 下 增 加 中 長 期 土

地 供 應 的 重 要 措 施 之 一 。 政 府 計 劃 將 東 涌 新 市 鎮

進 一 步 發 展 成 為 規 劃 全 面 的 新 市 鎮 ， 以 容 納 更 多

人口，並提供足夠的地區性及區域性社區設施。

東 涌 新 市 鎮 擴 展 計 劃 涵 蓋 現 有 東 涌 新 市 鎮 東 西 兩

面的範圍。整個擴展計劃可提供約50 000個住宅單

位 及 約 877 000平 方 米 的 商 業 樓 面 面 積 ， 以 容 納 約

146 000新增人口，並創造40 000個就業機會。新擴

展 區 會 預 留 土 地 作 康 樂 、 教 育 及 社 區 用 途 ， 例 如

興建運動場、專上學院及診所等。

東 涌 新 市 鎮 擴 展 的 填 海 及 前 期 工 程 (NL/2017/03)

已 於 2017年 12月 底 展 開 ， 預 計 於 2023年 完 成 。 工

程 的 主 要 目 的 是 分 階 段 為 發 展 項 目 提 供 土 地 。 合

約 主 要 包 括 在 東 涌 東 海 床 採 用 非 浚 挖 方 法 進 行 填

海 ， 以 開 拓 共 約 一 百 三 十 公 頃 土 地 ； 建 造 海 堤 及

生 態 海 岸 線 ； 建 造 多 管 道 箱 形 排 水 暗 渠 ； 於 東 涌

第 五 十 八 區 提 供 基 建 設 施 ； 以 及 實 施 相 關 的 環 境

影響緩解措施。

TCNTE covers areas on the eastern and western flanks of the existing TCNT. It will provide about 50 000 residential flats and about 877 000 square metres commercial floor space, accommodating an additional population of about 146 000 and creating 40 000 job opportunities. Some land of the extension area is reserved for recreational, educational and community uses such as sports ground, post-secondary institution and clinic.

The Tung Chung New Town Extension - Reclamation and Advance works (NL/2017/03) project commenced in end December 2017 for completion in 2023. The main objective of the works is to provide land in phases. The contract mainly comprises reclamation of the seabed at Tung Chung East by a non-dredged method to form a total of about 130 hectares of land; construction of seawalls with eco-shorelines; construction of a multi-cell drainage box culvert; provision of infrastructure for Tung Chung Area 58; and implementation of the associated environmental mitigation measures.
