■ ご挨拶

現在、頻発する大規模自然災害、深刻さを増す環境問題等、地球規模の課題も山積しており、長期化が懸念される米中対立等、世界は不確実性を増しています。国内ではアベノミクスにより足元の安心はようやく確保されましたが、一人当たり生産性・所得などの指標では先進国に大きく劣後し、さらに人口減少・高齢化などの構造的課題により、将来への不安が根強く残っています。また東京への人口流入は止まらず、地方の疲弊も日本の大きな課題です。一方、AI、IoT 等のデジタル技術の進展は、中小企業や日本経済の抱える構造的な課題を解決する強力な手段を新たに提供しています。

そのような中、我々の進むべき道・果たすべき役割は、第一に、引き続き「中小企業の強化を通じて日本の成長する力を育てる」こと、第二に、「東京と地方が共に栄える真の地方創生」を実現することです。そのために「生産性向上と多様な人材の活躍推進」、「円滑な事業承継と起業・創業の促進」、「大企業と中小企業の共存共栄関係の構築」、「東京の都市力向上の推進と地方創生」の 4 本の柱を据え、会員の皆様とともに挑戦してまいりたいと思います。

東商の創立者でもある初代会頭・渋沢栄一は、「民の繁栄が国家の繁栄につながる」との信念の下、民間が自律的に力を発揮すべきと繰り返し述べました。また「もうこれで満足だ、というときは、すなわち衰えるときである」とも述べています。現在の日本経済の繁栄は、先人企業人が不断の努力によって困難を克服し、その繁栄を次代につないできたからこそ、もたらされたものだと考えます。われわれ企業経営者も、渋沢をはじめとする先人達の信念・努力を将来の “新たな力”につなぎ、わが国が将来に向かって飛躍できる環境づくりを積極的に進めてまいりたいと考えております。

2018 年の創立 140 周年を機に、東商は 150 周年までの 10 年間の活動理念、行動指針を掲げた「140（意志を）つなぐ　東商ビジョン」を策定し、東京商工会議所のミッション、即ち「会員企業の繁栄」「首都・東京の発展」「わが国経済社会の発展」に基づく、「東商 10 の挑戦」を掲げ、“挑みつづける、変わらぬ意志で。”をスローガンといたしました。

東京商工会議所が、会員の皆様とともに何事にも挑み続け、将来に希望の持てる日本を創る。それが我々の進むべき道・果たすべき役割であり、私は先頭に立って、全力を尽くしてこの使命を果たしてまいります。

■ A Message from the Chairman The world today is faced with a growing list of uncertainties, whether they be the numerous issues that have an impact on a global scale, including environmental problems that are deepening in severity, as seen with frequent and large-scale natural disasters, or geopolitical issues represented by the prolonged concerns arising from the confrontation between the United States and China. In Japan, although we may have at last gained a firm footing owing to Abenomics, indices such as per capita productivity and earnings have demonstrated that we’ve fallen dramatically behind other developed nations, while structural issues such as our declining population and aging society are leading to persistent and deeply rooted anxieties for the future. Moreover, there is another major issue facing Japan, and that is the ceaseless influx of population to Tokyo and the hollowing out of the country’s regions. On the other hand, the advance of AI, IoT and an array of digital technologies is offering powerful new ways to find solutions to structural issues that confront SMEs and Japan’s economy.

Given this situation, the path we must take and the role we are meant to perform continues to be, first, “nurturing the strength for Japan to grow by bolstering SMEs,” and secondly, “true regional revitalization in which both Tokyo and local areas can flourish.” To that end, we have put in place the four pillars of “raising productivity and promoting the active roles of diverse human resources,” “promoting smooth business succession as well as entrepreneurship and business founding,” “building mutually beneficial relationships among large corporations and SMEs,” and “raising the civic strength of Tokyo and revitalizing Japan’s local regions.” We would like to tackle these challenges together with all of our members.

The founder and first chairman of the Tokyo Chamber of Commerce and Industry (TCCI), Eiichi Shibusawa, would often say that the public should exert power autonomously, based on the belief that “as the prosperity of the people goes, so goes the prosperity of the state.” He also asserted that “when you say you are satisfied, that is when you fall behind.” It was the tireless efforts of the business leaders that came before us that surmounted difficult times, and it is precisely the linking of prosperity to the next generation that has brought us to the prosperity that we see in Japan today. In applying the beliefs and endeavors of Mr. Shibusawa and others who have preceded us to a “refreshed strength” for the future, we business leaders will also look to Japan’s future and enthusiastically move forward toward the creation of an environment in which we can make a great leap forward.

In 2018, the occasion of the 140th anniversary of our founding, we formulated “Taking on the TCCI Vision, 140 Years of Purpose” to espouse the principles of our activities and behavioral guidelines over the decade until our 150th anniversary. Based on the TCCI missions, namely, supporting “the prosperity of member companies,” “development of the Tokyo metropolis” and “development of the Japanese economy,” we have set forth “Taking on TCCI Challenge 10,” and have made as our slogan “Taking on New Challenges with Shibusawa’s Spirit.”Together with all of our members, TCCI will continue to confront challenges, no matter what they may be, and create a Japan that has aspirations for the future. That is the path we must take and the role we are meant to perform, and I am determined to do my utmost to fulfill our missions.

■ OverviewThe Tokyo Chamber of Commerce and Industry (TCCI) is a local comprehensive economic organization comprising more than 80,000 members (commercial and industrial enterprises etc.) in the 23 wards of Tokyo. TCCI’s missions are the “the prosperity of member companies,” “development of the Tokyo metropolis” and “development of the Japanese economy.” We conduct a broad range of activities and business development based on the pillars of:・ Policy Request Activities・ Management Assistance Programs・ Community Development Activities

Slogan: Taking on New Challenges with Shibusawa’s Spirit.The slogan puts into words the spirit held in the heart of our founder, which is to be fearless in the face of change, to seize upon the new possibilities of tomorrow, and together with everyone from businesses and the community, to be unwavering in accepting challenges in an era of great change.

■ Our FoundingEi ichi Shibusawa founded TCCI in 1878. Shibusawa, dubbed the “father of Japanese capitalism,” is slated to be featured on the new ¥10,000 bill and will be the main character in the 2021 edition of the NHK Taiga Drama series. Since being established, and based on Shibusawa’s belief that “as the prosperity of the people goes, so goes the prosperity of the state,” TCCI has transformed the voice of the enterprises into the nation’s strength, and has made all-out efforts to develop the economy of Japan.

東京商工会議所は、８万社を超える東京 23 区内の会員（商工業者等）で構成される地域総合経済団体です。「会員企業の繁栄」「首都・東京の発展」「わが国経済社会の発展」をミッションとし、

■ 創　立

日本資本主義の父と呼ばれ、新一万円札の肖像画および 2021 年大河ドラマの主人公に決定した渋沢栄一によって、1878年（明治11年）に創立されました。以来、「民の繁栄が、国の繁栄につながる」という渋沢の信念をもとに、東商は企業の声をこの国の力に変え、日本経済の発展に尽力してきました。

経済社会のあるべき姿を提示するとともに、企業が活力を維持し円滑な経営が実現するよう、また、豊かで魅力あふれる地域社会を築くことができるよう、会員企業の声を広く集め、政治や行政に対して政策要望活動を行います。

■ 主な成果（2017 〜 2018 年度）

・外国人材の受け入れ拡大に関する要望により、新たな在留資格「特定技能」の創設が実現。

・働き方改革関連法に関する要望により、中小企業の施行時期延期などが実現。

・事業承継税制に関する要望活動を行い、抜本拡充が実現。・法制度、規制等に関する意見を提出し、設備投資減税の延長・

拡充などが実現。・社会資本整備・観光振興に関する要望を実施し、インフラ老朽

化対策予算拡充や住宅宿泊事業法制定などが実現。　ほか

京を中心とする地域経済や企業の経済活動の実態を把握するために、会員企業の協力を得ながら、さまざまな調査・研究を行っています。

■ Policy Request ActivitiesTogether with presenting its views on an ideal socio-economy, TCCI broadly gathers the voices of member companies to petition the government and administrative agencies with regard to policy matters so that companies maintain vitality and achieve efficient management, and to enable the creation of prosperous and appealing local communities.■ Major Achievements (FY2017-FY2018) ・ Realized the establishment of a new resident status, known as

“Specified Skills,” based on a request with regard to expanding the number of foreign national workers.

・ By request, realized an extension to the time needed for SMEs to implement measures associated with the “Work Style Reform Act.”

・ Made a request with regard to the business succession taxation scheme, realizing a dramatic enhancement.

・ Made a notification of opinions with regard to the legal system, regulations and other issues to realize an extension to the reduced tax on capital investment, its enhancement and other matters.

・ Made a request with regard to social infrastructure development and tourism promotion, and this resulted in expanded budget for measures to address dilapidated infrastructure and the formulation of the Private Lodging Business Act, among other results.

■ 国際活動

東京商工会議所は、企業の貿易・投資の拡大や各国のビジネス環境の改善を図るために、多国間・二国間の国際経済会議の開催や各国要人との対話を行うなど積極的な民間経済外交を推進しています。また、中小企業の海外展開支援を行っています。

各国・地域との民間経済交流を推進

貿易の自由化・円滑化などを推進するために、経済連携協定の締結促進に向けた積極的な提言・要望活動を行っています。また、多国間・二国間経済委員会の開催や経済ミッションの派遣・受け入れなどを通じた経済交流の促進に努めています。

中小企業の海外進出を支援

　グローバル化の進展は、中小企業の新たな挑戦、イノベーションにつながる機会となっています。海外展開に関するさまざまな相談に対応するために専門窓口を設置しているほか、セミナーや現地視察会などの実施による情報提供、支援機関との連携・協力により、中小企業の海外進出を支援しています。

・三村会頭を団長にインド・スリランカの 2 か国へ経済ミッションを派遣。

　両国政府要人や経済界関係者との対話を通じ、両国との貿易・投資の拡大およびビジネス環境の整備、改善を要望

・経済 4 団体による共同提言「TPP11 の早期実現を求める」を政府にへ要望し、TPP11 協定が発効

・経団連、日中経済協会とともに合同訪中団を派遣。　日本の経済界を代表して李克強首相と面談・「海外向けインターネット販売（越境 EC）スタートアップハ

ンドブック」を発行・海外展開に関する事業計画策定支援を実施

■ International ActivityTCCI actively promotes private diplomacy through holding bilateral or multilateral international economic conferences and having dialogues with leading figures of countries, aiming to expand the trade and investment activities of the member companies and improve the business environment of each country. TCCI also offers support for SMEs’ overseas expansion.

Expand Economic Relations with Various Countries and Regions TCCI makes policy recommendations for concluding economic partnership agreements in order to enhance trade liberalization and facilitation. TCCI also strives to expand economic relations with various countries through such activities as holding multilateral or bilateral economic conferences and dispatching missions to and receiving missions from various countries.

Support SMEs to Expand Overseas Business Activities The tide of globalization presents both challenges and new opportunities for innovation to SMEs. TCCI supports SMEs in expanding their overseas business activities through such measures as providing consultations, providing information through seminars and field tours, and collaborating with other support organizations.

■ Major Achievements (FY2017-FY2018) ・ Dispatched economic mission to India and Sri Lanka, headed by

chairman Mimura. The missions met for talks with the leaders of both countries and

representatives of the economic world to call for increased trade and investment in the countries as well as the establishment and development of a better business environment.

・ Four economic groups petitioned the government by submitting “Request for Early Enactment of TPP11,” a joint declaration, and TPP11 came into effect.

・ Dispatched a joint mission to China, in cooperation with Keidanren (Japan Business Federation) and the Japan-China Economic Association.

The missions met with Premier Li Keqiang of China as representatives of the economic world of Japan.

・ Published “International Internet Sales (Borderless EC) Startup Handbook.”

・ Supported formulation of business plans with regard to overseas business expansion.

■ Management Assistance ProgramsIn Japan, SMEs account for 99.7% of all enterprises and employ approximately 70% of the workforce. As such, they play an important role in developing the economy. TCCI provides support for management through a wide range of membership services to help daring SMEs striving for new growth.

Management Consultation and FinancingIn addition to having its management counselors visit businesses, TCCI provides consulting on a variety of issues that impact business, including the formulation of management innovation plans for entering new business fields, funds procurement, sales and PR strategies, and IT development, as well as for making applications, including for grants and subsidies. Depending upon the particulars of a situation, TCCI may dispatch lawyers, tax accountants, labor and social security attorneys, SME diagnosticians and other experts, and we also provide help desk advisory service.

TCCI also offers a broad support menu for SMEs to facilitate access to finance, including “Managerial Improvement Loans for Small Businesses (MARUKEI Loans),” a public-financing system that does not necessitate collateral or a guarantor but requires the recommendation of a chamber of commerce and industry.

Transaction Growth and PRTCCI hosts various business meetings and opportunities to conduct professional exchange, in line with corporate needs, as venues that foster the growth of transactions through business matching (business deals), networking, and promotional activities.

わが国の中小企業の数は、全企業数の 99.7%、雇用者数の約 7 割を占め、経済発展の重要な担い手となっています。新たな成長に向けて挑戦する中小企業を支援するため、東京商工会議所では、多彩な会員サービスを用意し、経営のサポートを行っています。

経営相談・資金資金調達、販売・PR 戦略、IT 化、新たな事業に取り組む経営

革新計画の策定、補助金・助成金の申請など、企業の様々な課題に対し、経営指導員が事業所に訪問するほか、窓口でのご相談に対応しています。内容に応じて、弁護士、税理士、社会保険労務士、中小企業診断士などの専門家の派遣や窓口での相談を行っています。

また、無担保・無保証人で商工会議所の推薦に基づき融資が可能となる国の融資制度「小規模事業者経営改善資金（マル経融資）」など幅広いメニューを用意し、企業の資金調達を支援しています。

研修講座Training course

Recruitment and Training TCCI provides a lengthy list of recruitment support services that meet corporate needs. These include the holding of joint company briefings and career information exchange sessions in collaboration with academic institutions so as to support the hiring of career human resources, whether they be new graduates or business veterans. TCCI also offers a menu of level-specific training, sector-specific training and other structured training that works to improve the skills of management and employees. In addition, TCCI conducts certification tests designed for the cultivation of personnel who can meet the needs of industry and that promotes self-improvement. These include the “Business Management Certification Test,” the “Japan Business Law Examination,” and other certification tests.

Mutual Aid and Welfare ProgramTCCI has affordable and reliable mutual aid programs that help secure the reassurance of employers and employees, based on scale merits. TCCI also provides a “CLUB CCI” employee welfare outsourcing service system that offers more than 50,000 discount menus nationwide, including lodging, fitness clubs, tickets and amusements.

Business Certificates TCCI issues certifications with regard to trade-related business, chiefly a preferential certificate of origin that is useful when doing business with overseas concerns as it is the most trustworthy of certificates in international business transactions.

■ Community Development ActivitiesIn Tokyo, unique local industries and cultures can be found in each part of the city. TCCI is undertaking a number of different initiatives to raise this appeal and brand value, such as scouting out new local resources that would strengthen local vitality, pursuing the tourism business, and other measures.

Urban Development to Enhance the Attractiveness of Tokyo TCCI works to build Tokyo into a more attractive tourist location to bring greater numbers of foreign tourists by utilizing local resources, implementing urban tourism programs, establishing the “Local Treasures Net” website promoting Tokyo, and more.

In addition, TCCI recommends measures to improve Tokyo’s international competitiveness, such as improving or redeveloping urban infrastructure (e.g. transportation infrastructure) and strengthening disaster prevention capabilities. TCCI also promotes Helping Hand Support Activities that aim to create a local society in which the elderly, children, and anyone else can live in safety, security, and comfort.

海外から多くの外国人旅行者が訪れる都市づくりに向け、地域資源の発掘や東京の魅力発信サイト「地球の宝ネット」を開設するなど東京のさらなる魅力向上に努めています。

また、首都・東京の国際競争力強化に向け、交通インフラの整備をはじめとする都市基盤の整備や再開発の促進、都市防災機能の強化などを提言・要望しています。さらに、高齢者や子どもなど誰もが安心・安全・快適に暮らし過ごせる地域社会の実現を目的とした「声かけ・サポート運動」を推進しています。

東京商工会議所は、東京 23 区に事業所を持つ法人、個人、団体などを会員とする地域総合経済団体です。

会員は、業種別に設置された 10 の「部会」と、23 区に設置された「支部」にそれぞれ所属し、さまざまな形で情報交換や人的交流を行います。支部では、会員に対するより身近なサービスの提供や地域に密着した活動を通じて、地場産業の振興育成や、企業間連携の促進、地域ブランドの向上などに取り組んでいます。

また会員は、選挙などを通じて議員企業（150 社）を選出し、会員から選ばれた法人の代表者が議員として「議員総会」を構成します。議員総会では、会頭・副会頭の選任や予算・決算など重要事項の審議決定を行います。会頭、副会頭、特別顧問、専務理事、常議員、監事などの役員と支部会長で構成される「常議員会」では、課題別に設置された「委員会」が取りまとめた意見や要望・提言などを審議し、経営環境の改善などに結び付けています。

■ About TCCIThe Tokyo Chamber of Commerce and Industry is a local comprehensive economic organization with members consisting of corporations, individuals, and associations that are doing business in the 23 wards of Tokyo.Each member belongs to one of 10 “divisional groups” based on its line of business, and to a “Chapter” set up in each of the 23 wards. Members engage in information exchange and networking in diverse ways. Chapters undertake works to promote industries, enhance collaboration among member companies, and enhance the value of local brands through accessible member services and community-based activities. Members elect 150 councilor companies by various methods including election, and representatives of councilor companies form a “Meeting of Councilors.” The Meeting of Councilors appoints a Chairman and Vice Chairmen, and deliberates important matters including budgets and final accounting results. The “Meeting of Executive Councilors,” which consists of the Chairman, and Vice Chairmen, special advisors, a president, executive councilors, auditors, and other officers along with the chairmen of the 23 Chapters, deliberates on policy recommendations and viewpoints developed by “Committees” set up to address key policy issues, and aims at the improvement of business.
