sentsomanyofourtamariki toyouandtheyhavefeltembracedandsafewithyou.IalsowishtothankIwiKatoaforyourgreatgenerosity.You havemade awesome donations to the charitabletrust accountandyouhavealso sentdoctors, nurses,builders and plumbers and so many other essentialsitemstous.OurthankstoTePuniKōkiri,NgāMaataWaka,theMāoriWardens, all Māori providers and our own Ngāi Tahuproviders.We have all worked together to ensure thedeliveryof food,waterandessential services to thoseinneed.MythankstoallthoseatTeRūnangaoNgāiTahuwhohelped to coordinate our relief efforts and to connecttheminwiththeCivilDefencereliefefforts.OurkaupapahasbeentoreachouttosupportandassistwhānauinneedaftertheearthquakeinÖtautahi,particularlythoseintheEasternSuburbs.TeRünanga’sreliefeffortscouldnothavetakenplacewithouttheenormouscontributionfrom our own BIS (IT) Services, Ngāi Tahu Propertyand others who built up our systems from scratch –rememberingthatwearestillwithoutabuilding,wewerewithout our computers and inmany caseswithout ourphones.Itwouldtakepagesandpagestodescribetheenormouseffort that has taken place and to share with you thesortofobstaclesthatourŌtautahipeoplehaveneededto overcome.Togive youa small insight, immediatelyafter the earthquake on February 22, our staff wereevacuated fromTeWaipounamuHouseandmany leftwithoutwallets,keys,phones,computersand inmany

caseswithoutvehicles.Theystilldonothaveaccesstotheseandyet theyhave turnedup towork tohelpoutwithour reliefefforts.Evenmore impressiveare thosewhoarewithouthousesorsewageorpowerandyetarestillturninguptoworktoputinafulldayfortheiwi.Itismyabsolute privilege toworkwith thesepeople and Istandinaweoftheirdedication.Weareanexceptionalorganisationandweareseeingthe dividends of this right now. I have been informedbyNgāiTahuHoldingsCorporationCEGregCampbellthat theSeafoodandTourismbusinessesareclose tooperatingasnormal.Theyhadsomeearlydisruptiontocomputerservicesasaresultoftheearthquakebutthesehavebeen corrected. NgāiTahuProperty is ensuringappropriate engineering reports are conducted on allassetsinthequakeaffectedarea.ManyofourpropertystaffareworkingfromtheWigramhubsoweareallverymuchexercisingkotahitangaandpullingtogether.Iwould like to leave youwith a small noteof caution.Theauthoritiestellusthatweneedtokeepacloseeyeoneachotherovercomingweeksandmonthstoensurewecanbetheretohelpthosewhoaresufferingseriousanxietyanddepression.Itsoundsseriousanditis.Iencourageyoutoseekhelpifyouarefeelinganxiousandforthoseofyoufeelingstrong,pleasetakeacloselookatothersaroundyouandifyouseeaneed,pleasereach out on behalf of these people.Weare going tohavetocontinuetotakecareofourChristchurchwhānauandtounderstandthatattimestheymaynotreactinthewayweexpect.Onafinalnote,IwanttoagainacknowledgeCEOAnakeGoodall for thegoodworkhehasdone forNgāiTahuandwishhimwellinthefuture.TeRūnangaSecretaryMikeSanghasnowtakenontheroleofInterimCEO.Onceagain,thankyouallforyouraroha.Itistimeslikethese,thatwecantakegreatprideinourinterconnection,ourwhānautiesandthelegacyofourtīpunawhichhasmadeusstrong.

I had returned from Te Matatini National Kapa HakaCompetitionslateontheSundaynightand22Februarywasmyfirstdaybackatwork.AsIdrovetoworkdownroads thatstillhad roaddiversions,pastbuildings thatwere damaged in the September and Boxing Dayearthquakes, Iwonderedhowlong itwouldtaketogetbackto“normal”andhowgooditwouldbewhenthesewereallrepaired.NaturallywhenIarrivedintheofficetherewasaquickcatchupwithcolleaguesaboutmy tripawayand thenitwasontocatchingupwithemailsandwork.Aroundlunchtime Imade thedecision tofinishanemail Iwaswritingand thenget lunch–adecision thatmayhavesavedmylife.Theearthquakestartedlikeanyaftershockandprobablyforthefirstfewsecondsweallthought“herewegoagain”but then it suddenlywound intoa very violent, scarierexperiencethanthe4Septemberearthquake.Irealisedthatthiswasstrongerandmoreviolentthananythingwehadhadbeforeas the largecabinets inmyoffice thatwereleftstandingafterthepreviousearthquakesbegantopplingover. Thethoughtthat“OMGI’mgoingtodiehere...”wentbrieflythroughmymindwhenthecabinetbesidemefellonmeandavoicesaid“noyou’renot...”andIpusheditoff–adrenalinisanamazingthing.They say the earthquake lasted 20 seconds but itseemed to go forever as my office was turned into“Ringliy Brother’s Flying Circus” the noise of a freighttrainroaringthoughthebuildingandthesoundofthingscrashing to the floor filled the air and then as suddenas it turned up it was gone and all youwere left withwas devastation and the sound of alarms, sirens andpeopleshouting toeachother tomakesure theywereok.Becauseof the fallingcabinetsmyco-workershadtohelpmegetoutofmyoffice(thanksPete,AndreaandRose!).Asweleftthebuildingwenotedthatourbuildinghadheldupverywellcomparedtosomeofthebuildingsaroundit.Whenwe got out on to street, weweremet by otherpeople evacuating their buildings, you couldn’t seepastColomboSt for thedust fromwhichpeoplewereemergingandrunningtowardstheriver.Masonrywasstill falling and the large aftershocks began to roll in,frayingpeople’snervesfurther.Ittookmethreehoursto do a normal 10-minute return home drive, duringwhichtimeIrealisedIhadleftmycellphoneathome.Whilelisteningtotheradiotheyreportedbuildingsweredownandpeopleweredeadandmy thoughtswent tomy familywhobynowwould be trying to contactme.AsImademywayhomeInoticedthatliquefactionandcorrugationoftheroadswerethroughouttheCBDunlikelasttimewhenitwascontainedtotheeasternsuburbsof town.Morebuildingsweredownanditseemedthattherewasn’tastreetthathadbeenspared.AtonepointalargeaftershockhitasIwasstuckintrafficonMoorehouseAve and thinking the windows in oneof the largestoreswasabout toblowout Iwoundmywindowsupthrewmycoatovermyheadonlytoseeoutthewindow screen the cars in front ofme performingaperfectMexicanwaveastheaftershock“rolled’downtheroadtowardsandunderme.AsIlookedintherear

visionmirroritwaslikesomethingyouseeonTV.Peoplearoundmewerepulling over, jumpingout and lockingtheircarthenrunningdowntheroadinpanicandfear.When Ifinallygothome I found15 textsand10voicemessageswaitingformeallofwhichIreturnedoverthenext12hourswhen thecellnetworkcamebackon. Iwas blessed in that allmywhānau andmy home aresafe,butmythoughtsandlovegotothosewhoweren’tsolucky.

The AftermathGiven the devastation, it took longer to contact andlocatewhānauthis timebuteveryoneiswellandsafe.Manyhavegonenorthwithsomewhānaugoingtothemarae,whichhassustainedlittledamage.Ifotherswantto join them then, pleaseensure you take food,waterandyourownbeddingwithyou.WhilepeopleareatthemaraeweprovidedailyupdatestoTeRūnangaoNgāiTahuontheirwelfareandneeds.Although our building has been “green stickered” weareawaitingafullengineersreport.Itmaybesometimebeforewecangetback in. AsaninterimmeasureweareworkingwithTeRūnangaoNgāiTahutosetupanofficewith themat theWigrimHub. Our ITnetwork isstillbeingrebuiltandfor themomentweareoperatingonmypersonalITconnections.Wepostdailyupdatesandinformationparticularlyforourwhānauoverseassothat they canget information to thosewhodon’t haveinternetorpower.Aftershocks continue, whichmakes for long days andnightswithlittlesleep.Therearelongperiodsofnothingwhere you start to relax and then you get a spate ofthem.Butdespitewhatyouhearonthemedia,theyareshortandsharp.NgāiTahuprovidedlastweekawelfaredistributionpointforcontainersfromWellington.Thankstothegenerosityof the people of Wellington, hundreds of toilet packswere distributed to distribution points throughout theEasternsuburbs.ThefollowinginternetlinksprovideimportantinformationtoChristchurchpeople.Weaskwhānautopleasepasson this information to thosewhodon’thave internetorpower.

Thebouncycastles,moonbouncersand facepaintingentertained our younger (and older!) participants. Wealsohadsomefirst-time lollyscramblers… theydidn’tgraspthenotionofgatheringasmanylolliesaspossibleandpreferredtoeatastheywentalong!

Waihōpai RūnakaWehavebeenbusyasusualwithDonavanClarke’smihiwhakatauattheDHB,localCouncil,RakiuraTītīKōmiti,SIT nurses pre-entry hui andAmerican students herefromSeattlealso.Of course that is all good, but really insignificant incomparision to what the whānau in Christchurch aregoing through. I cannot imagine how it must be andhowyouareallcoping–Ihavenoideabutbelieveme,our hearts go out to you all with the biggest arohanuiyoucancarry.WewishyouallwellandthatyouallinChristchurchstaysafe.

February has been a busy month for ŌrakaAparimaRūnaka, with marae bookings and visits keeping theofficeandexecutiveverybusy.On 21 FebruaryAndrew Last fromOtago PolytechnicandhisJewellerystudentsarrivedforanovernightstayon their journey in and around Southland. This is thesecond yearAndrew has bought a group toTakutai oTeTītīMarae.Iwonderifit’sgotanythingtodowiththegreatkaitheyareserved?WealsohadaScienceWānangagroupstay for threedays from 22 February with children from SouthlandSecondary schools coming together and staying atTakutaioteTītīMarae.Thishasbeenquiteanexcitingtimeforsome.Theseyoungadultshaveallhadthetimeoftheirlives,withlotsofnewexperiences,lotsoflaughsandadventures.

Asmeetingtimeapproached,itseemedtheattractionsof the balmy beach weathermight be going to causea cancellation, not a good look for the first hui of theyear,withaguestspeakeralllinedupandall.Happily,anydoubtsinthatdirectionweresoondispelledasfolkstarted arriving in plenty. As usual, there were somenewfaces.TherewereevenacoupleonholidayfromGisbornewithnoNgāiTahuconnections,whopoppedintomakethemselvesknown,ontherecommendationofNgāiTahuback there, indicating justhowfarour fameandfriendlyreputationhasspread.Whatatreatthecommitteehadinstoreforus.AndIdon’tmeanjustthefactthatwehadUncleJoeBriggs’let’s-cut-to-thechasestyleofchairmanship,ondisplaywithhimsitting in for our indisposed upokoAnnisSommerville.Joe dealt to proceedings with characteristic elan. Hereported that with Anake Goodall’s decision to stepdownfromtheCEOrole,effortswouldbemadebeforehedeparts,toinvitebothhimandMarkSolomontovisitwith us so we can farewellAnake. Joe advised thatwehadan invitationfor theofficialopeningof thenewcarvingsatTutureingaMarae,on26February, itbeingoneofthethreeTaurangaMoana-basedmaraetowhichweaffiliate.Itwasalsothevenueforourlastmemorablewānanga.Joe’scontributiontothedayaside,wewereprivilegedtohavesharedwithustheinspirationallifejourneyofourguestspeakerHueyRurehe(TuhoemotherandNgāiTahufather).TodojusticetoHuey’slife,accomplishmentsandinvolvementwouldrequireagoodbiographer,oragoodnovelist. TēnārātātouMakingsenseof theChristchurchearthquake ina fewwords is an impossible task. Somany lives were lostwhen Rüaumoko stirred at 12.51pm on Tuesday 22February; changing the central city, our communities,andallofourlivesforever.ThankfullyTeWaipounamuHousestoodstrongandallofourstaffwereabletoleavethebuildingsafelyandmaketheirwaytotheirfamilies.Wehavebeenverylucky.Intheweeksfollowingithasbeenhumblingtowitnessthe immediateand resolute response fromour staff tobegin the work of literally rebuilding our organisationwhilealsorespondingtotheneedsofwhānauandthecommunitiesaffectedbytheearthquake.So much has happened in this space of time, andso many good deeds have been done by so many,it’s difficult to cover anything – daresay everything –adequately.Simplyput,whereworkwasneededourstaffsteppeduptodoit.Iamextremelyproudandhonoredtobesurroundedbysuchdedicatedandhard-workingpeople. Inmany cases they had their own family andpersonalemergenciesbutsteppeduptosupportthoseingreaterneed.TeWaipounamu House continues to be off limits duetoitsproximitytotheunstableGrandChancellorHotel.We are hopeful that soon we will be able to re-enterthebuildingtorecoveressentialitems.Taongasuchasthewhakapapafilesandourkākahuareobviously toppriorities,alongwithcriticalITequipmentandbusinessfiles.Fortheforeseeablefuture,however,ourbaseatWigramwill beournewhome. It has requiredahugeeffort tore-establish ourselves from scratch, and especially forourITteam.Gettinginplacethephysicalinfrastructure-suchascablingandpower-hastakenupalotoftimeandenergyandwillcontinuetodosoforawhileyet.In the interim some staff will work remotely from theirhomesorinthefield,butasweaddmoreofficecapacity,sotoowillweregainourcapacitytoreturntobusinessasusual.Andofcourseintandemwiththejobofrebuildingthepartsthatmakeourorganisationrun,wehavealsoneededtorespondtotheearthquakereliefandrecoveryeffort.Initially thismeantgetting the0800KAITAHUnumberandourcallcentreupandrunningasquicklyaspossible,

andsupportingtheimmediateneedsofwhānauandthewiderMāoricommunity.Wequicklystartedcoordinatingoureffortswith thegovernmentand its leadagencies,aswellaslendingourweightandresourcestotheMāoriRecoveryNetworkbeingorganisedoutofRehuaMarae.We continue to work with numerous non-governmentorganisations,supportingourownmaraeandthemanyothersthathaveralliedtoofferaccommodationandfoodfor the hundreds of displaced and homeless. We areoperatingasadistribution centre for donated suppliescominginfromaroundthecountryandhavesupportedthemanyiwi,includingarōpūfromHawai’i,whichhavesent relief andmedical teams.Andweare co-locatingwithsomeTePuniKōkiristaffatWigramsoastokeepclose links toall aspects of theCrowncommitment toassistingourpeopleastherecoveryeffortrollsoutandbeginstobecomeincreasinglyfuturefocused.As long as there continues to be an identifiable needby our people and the community that we can meetwewill continue to commit resourcesasbestwe can,mindfulthatwestillneedtomaintainfocusonthecoreprogrammesandprojectsidentifiedinourannualplan.Thishasbeenachallengingand testing time forallofus.OvertheweeksandmonthsaheadIhavenodoubtthatitwillcontinuetobeaswesetaboutrebuildingourcity,ourcommunitiesandthelivesofwhānauthathavebeen affected by this national disaster. And we mustrememberaboveallelsetolookaftereachotheraswedealwiththesechallenges.This lastmonthwill be one of the enduringmemoriesofmyworkforNgāiTahu.ItissuchaprivilegetohavebeentheCEOofanorganisationthathasnowregainedthe capacity and the statureand the confidence tobecontributinginsuchameaningfulwaytotherebuildingofŌtautahi/Christchurch.Our iwihasarrivedbackataplacewhereitcan,andis,carryingitsshareoftheload.Despitethehardshipandstressanddislocation,recentevents have given us yet another glimpse of how ourcollectiveheftandourcollectivegenerosityofspiritcanshapethefuturethatourchildrenandtheirchildrenwillinheritfromus.Itisnothinglessthantrulyinspiring.Mōtātou,ā,mōkāuriamuriakenei!

Te Rūnanga o Ngāi Tahu had agreed that followingthe completion of the current election process inall 18 Papatipu Rūnanga to hold elections for theKaiwhakahaere role and for the vacant DeputyKaiwhakahaereroleandforthatprocesstobeconcludedattheMay2011meeting.

InApril2010TeRūnangaadoptedapolicyforelectionof theKaiwhakahaereandDeputyKaiwhakahaereandaccordingly theelectionwillbe run inaccordancewiththis policy and the Charter. The policy allows for ahigher levelof involvementbyPapatipuRūnanga thanunder the previous process. The key change is thatnominationsforeachofthepositionsaretocomefromPapatipuRūnangaratherthantheRepresentatives,andthatthereisalongerandmoreprescribedtimeframeforrunningtheprocess.

Nominating a person for Kaiwhakahaere and/or Deputy KaiwhakahaereThe first step in the election process is for myself asSecretary to issue a “Request for Nomination” to allPapatipu Rūnanga. The “Request for Nomination” isattachedtothisletter.

Under the policy Papatipu Rūnanga have the role ofnominating candidates for the two roles. PapatipuRūnangahave30calendardays, ieuntil14April2011to nominate either their Rūnanga Representative (oranother Rūnanga Representative) for the role(s) ofKaiwhakahaereand/orDeputyKaiwhakahaere.

EachPapatipuRūnangamayonlysubmitonenominationfor Kaiwhakahaere and one nomination for DeputyKaiwhakahaere. Papatipu Rūnanga can nominatea Rünanga Representative from another PapatipuRūnanga however that nomination will not be validunless theRünangaRepresentative isalsonominatedbytheirownPapatipuRūnanga.

FortheavoidanceofdoubtthereisnorequirementthatPapatipuRūnangamustsubmitanominationandthere

are no problems if one person is nominated bymorethanonePapatipuRūnanga.Nominationsshallbemadeonthe“NominationForm”,withallinformationrequestedprovided. The nomination may include a personalstatement from theRünangaRepresentativeathis/herdiscretion.Personalstatementsshouldbenomorethan400words.

AllvalidnominationswillbemadeavailabletoNgāiTahuWhānuieitherontheNgāiTahuinternetorintranetsite(orboth)soeveryonewillknowwhohasbeennominatedforeachrole.

What happens after nominations have been received?Once all nominations have been received a DecisionPaperwillbedraftedforconsiderationatTeRūnanga’sSaturday21May2011meeting.TheDecisionPaperwillbethefirstagendaitem(followingKarakia)consideredbyTeRūnanga at thatmeeting,which commences at9am(venuetobeconfirmed).ThemeetingwillbeheldonageneralbasissoallmembersofNgāiTahuWhānuiareentitledtoattend.TheDecisionPaperwillamongstotherthings:(i)ProposethatTeRūnangaholdsanelection

forKaiwhakahaereandDeputyKaiwhakahaereatthemeeting.

(ii)Propose the Kaiwhakahaere and/or DeputyKaiwhakahaerebeappointedfortermsofthreeyears.

(iii)If there is only one candidate for the role, proposethatpersonbeappointedfortherolefortheterm.

ProvidedTeRünangapasses theresolution toholdtheelectionthentheelectionshallfollowimmediately.

The election will include an opportunity for eachcandidate to körero to their nomination and forRūnanga Representatives to ask questions of thecandidates.

Themethodof votingshall bebya showofhandsandeachRünangaRepresentativewillbeentitledtocast one vote for Kaiwhakahaere and one vote forDeputyKaiwhakahaere.

Thewinner of theelection shall bedeclaredat themeetingattheconclusionoftheelectionprocess.

Next StepsThe next step is for each Papatipu Rūnanga toconsider whether to nominate anyone for the role ofKaiwhakahaere and/or Deputy Kaiwhakahaere and, ifappropriate,submityourcompletednominationformtomeby14April2011.

Kiwi Forever ‘Rowi’ ProgramBe the change you want to see. In earlyDecemberwewerewelcomed into an invitingenvironment thatwouldbecomeourhomefor thenest6nightsnestledinthepassionatecommunityofOkārito.Theproject is locatedwithin the takiwaofKātiMahakikiMakaawhio,ahapūofNgāiTahu.Overtheweektheexperience thatwehadopenedour eyes to importantissuesandchangedthewaywethinkandreacttoissuesinvolvingtheenvironment.WewerefortunatetobeshowntheropesbyDOC.Wetrampedthroughthenativeforestswentverticalupafewhills,evengotabitsunburntonthewestcoastanditwasthemostamazingexperience. Webecameawhānausoquicklyitwasunrealthebondthatwasformedoverashortperiodoftime.TheRowiKiwiistherarestofthekiwiwithonlyabout350birdsleft.KiwiareaNZiconandit’sveryimportanttousasitisasymbolofwhowearesowehavetoprotectthem.Onthistripweweretakenintotheirnaturalhabitatandobserved thework thatDOCdoes. TheKiwieggisremovedfromtheparentsandisthenincubateduntilitishatchedandthentakentoapredatorfreeislandintheMarlboroughSoundsuntiltheyareoneyearold,bigenoughtodefendthemselvesinthewild.On the trip we learnt many values and gained a lotof respect for others. The important ideas that were

discussed included, interdependence, biodiversity,sustainability, kaitiakitanga, stewardship, andmanaakitanga.Other activities that we were privileged to be able todowas todoabeachclean-upwith the children froma localschool,plantnativetrees inOkārito,andgoonthe lagoonTriparound thewetlands. Wehada lotofdiscussionswithavarietyofpeopleaboutrecycling,thekea, the stokes and other threats and impacts on theenvironment.ButIthinkthatthebestthingforeverybodyonthetripwasthatwegottoholdaRowiKiwi.Thanks to DOC, Untouched World Charitable Trust,NgāiTahu, and theOkārito community, and themanyotherpeople thathelpedoutweweregivenaweek torememberandtotreasureforever.
