Township tour launched
The LaGuGu tours, a first for Cape Town.
The University of the Western Cape (UWC)this year celebrated an extraordinary achie-vementwith their 105 PhDgraduates in totalfor the year.Last week UWC conferred a total of 745
graduates in September - including 38Docto-ral Degrees, 133 Master’s Degrees, 141 Ho-nours Degrees, 281 Undergraduate Degrees,95 Diplomas and 58 Certificates. In March2014 UWC conferred 67 PhD’s.Archbishop Thabo Makgoba, Chancellor
of the University of the Western Cape, saidthis 2014 Spring Graduation is extra specialas the late Imam Abdullah Haron was ho-noured.Makgoba went on to thank Professor Ra-
mesh Bharuthram and Professor BrianO’Connell for their service at UWC. Profes-sor O’Connell and Bharutham are retiringthis year.Prof Bharuthram has published more
than 100 research articles in journals of in-ternational standing and has been a visitingprofessor at the Central University, Hydera-bad, India and the University of California,San Diego, USA.UWC’s research output and quality has
improved dramatically during the last fewyears and the institution has received natio-nal recognition of excellence for several pro-grammes.
Under Prof Bharuthram’s capable leader-ship, UWC continued its effort to improvethe quality of its post-graduate offering, evi-denced through improved graduation andthroughput rates, and the University hasmade considerable progress in the develop-ment of research niche areas.In theperiod thathehasbeenDeputyVice-
Chancellor, UWC’s research output has in-creased by more than 200%.UWC’s achievements in the national con-

been a professional educator for 44 years,serving as a teacher, school principal, Rec-tor of a Teacher Education College, Vice-Rector at the then Peninsula Technikon andSuperintendent-General (SG) of theWesternCape Provincial Education Department.As SG he was responsible for approxima-
tely 2 000 schools in the Province, collective-ly educating more than a million learners.InNovember 2001BrianO’Connellwas ap-
pointed as theRector andVice-Chancellor ofUWC, where he is also a Professor in Educa-tion Leadership and Management. O’Con-nell started as Rector and Vice-Chancellorwhen the institution was bankrupt and staffmorale was very low. Slowly but surely theprocess of rebuilding UWC started and stu-dent numbers to increase again.Archbishop Makgoba mentioned that
UWC has since undergone various changesduring O’Connell’s time as rector.His vast experience in working with com-
munitieswas very valuable and, specificallyin those first years, he worked tirelessly torebuild relationships between the Universi-ty and various communities, restoring trustin UWC as an institution of quality, commit-ted to the future of the country and its youth.

The City of Cape Town plans to spendmore than R5million on repairing andreplacing sewerage pipes in Raven-
smead, Goodwood and Ruyterwacht this fi-nancial year.
Clive Justus, chairperson of sub council4, recently addressed the subcouncil at theirmonthly meeting to this effect.
He said almost 7km of sewerage pipelinein Ravensmead is to be cleaned of debris,fats and sand.
He also said that CCTV cameras will bepassed through the pipes to check their con-dition.
If the cameras pick up that the pipes showany signs of failure, they will be replaced.
The 1.5km long sewerage line in StewardStreet, Goodwood and the 440m cast ironand clay sewer pipes inRuyterwachtwill al-so be replaced with more durable high den-
sity poly-ethylene (HDPE) pipes.Justus confirmed that almost 2km of wa-
ter piping, to the value of R2.1 million, is tobe replaced in Orchid Street, Smart Street,Stewart Street, Botha Street, De Wet Streetand Wallace Street in Goodwood and Mar-ket Street in Parow Valley.
The final phase of the midblock water pi-pe replacement project, which covers 100properties in Ruyterwacht, will result in acompletely newwater network for this area.
The operational budget for the current fi-nancial year, which includes repair, main-tenance and emergency interventions forthe district, amounts to R97 million.
The first phase of a multi-year, R90 milli-on electricity substation capacity upgradeand refurbishment, together with new oil-filled cabling, is expected to commence inEpping Industria 2 soon.
Justus says: “This capital injection willensure that the electricity supply to the in-
dustrial area and the surrounding residen-tial areas will remain reliable.”
He reported that laying previous over-head electricity cabling and the provisionof new electricity kiosks in Goodwood andParow is proceeding.
“Street lights will be provided in ElsburyWay, Matroosfontein.
“This was an initiative of theMatroosfon-tein Community Policing Forum (CPF) asthey have been increasingly concernedabout the vulnerable elderly citizens livingin Elsbury Way.”
Numerous traffic-calming measures inRuyterwacht will be concluded by middleDecember.
Ten homes in Bishop Lavis (Ward 30) willhave ceilings installed at a value of R30 000per house.
“Paulus Street in Valhalla Park is riddledwith potholes and will be resurfaced. Thepavements will also be tarred,” Justus said.
New infrastructure in the pipeline
Boosting parenting,strengthening familiesThe internationally recognised Strengthe-ning Families programme has beenfound to significantly reduce problembehaviour and substance abuse amongchildren by boosting parenting skills.
The pilot phase saw 63 families fromScottsdene, Elsies River, Manenberg,Lavender Hill and Bonteheuwel attendan eight-week course. A third of themothers who attended the sessions alsosecured employment through the City’sExpanded Public Works Programme
Facilitators addressed topics such ascommunication, family values, peerpressure, parenting skills and respect,amongst others.
Further sessions are also planned inManenberg, Wesbank, Elsies River andScottsdene in the next six months.

The City of Cape Town and concerned resi-dents of Elsiesriver rejoiced at the demoliti-on of a building at 13 Halt Road, Elsiesri-vier. Known as the Old Fame Bioscope, thebuilding was declared unsound in March2013 and the owner was ordered to preventpeople from occupying it.
In October last year plans to re-developthe former landmark were approved. But ithas since been declared a problem buildingunder the City’s 2010 Problem Building by-
law for being abandoned by the owner, be-ing unlawfully occupied and for complaintsof alleged criminal activity including drugdealing and prostitution.
The delapidated bioscope was finally de-molished on 23 September.
The chairperson of the sub council, CliveJustus says:“I wish to thank the owner ofthe property for his cooperation, but thereare others who simply refuse to act in spiteof the misery they’re heaping on others.
“I have very little sympathy for them andI can promise that we will pursue them tothe full extent of the law.”

Empowering women to become leadersTo mark Heritage Day, Women in
Leadership (WiL), a non-governmentalorganisation in Elsies River, hosted a
women’s empowerment conference to com-memorate the heroines of the past.
Women from Eerste River, Belhar, Bellvil-le, Delft, Mfuleni and even from as far as At-lantis converged at the St Faith’s Church inElsies River for the conference under thetheme: “20 years of democracy and women’sempowerment.”A host of guest speakers ad-dressed the gathering about law and socialjustice, gender equality, food security andsafety at schools among other topics.
There was also a strong focus on empowe-ring women so they in turn can empowertheir communities. One of the guest spea-kers, Western Cape Regional Head of the
Department of Justice and ConstitutionalDevelopment, Advocate Hishaam Mohamed,spoke about women, the law and socialjustice. Mohamed said it is important for wo-men to reflect on where they come from in or-der to move forward.
Continuing to fight for what’s right“We are a country with a great story to tell,
a story of struggle and victory and a commit-ment to work together to foster nation-buil-ding and social cohesion,” said Mohamed.
He brought to attention the struggles wo-men faced in 1954, when hundreds marchedin Pretoria in protest against pass laws.“Those women were not only fighting for poli-tical emancipation but economic empower-ment, equal representation, access to justice
and land rights as articulated in the Wo-men’s Charter of 1954 and reiterated in the1994 Women’s Charter for EffectiveEquality. The right to employment withequal pay and possibilities of promotion inall spheres of work, equal rights in relationto property, land rights, and the removalof all laws and customs that denied womensuch equality. [The Charter] further de-manded paid maternity leave for women,childcare forworkingmothers and free andcompulsory education for all South Afri-can children.”
Mohamed said just last month theJustice Crime Prevention and Security(JCPS) cluster engaged with thousands ofwomen from across the Western Cape du-ring their Women’s Month programme.“Women made their voices heard on thechallenges that women still face today.
“Through our various interactions withNGOs at workshops and community imbi-zos the message received through the inte-raction with the community was clear: de-faulters of child maintenance must bebrought to book.
Still have a long way to go“We were also informed that the reasons
for the high withdrawal rate of domesticviolence protection order applications we-re because many women, particularly sing-le mothers, feared further abuse at thehands of the abuser on whom they are fi-nancially dependent.”

sands of people during the summer season,the city’s swimming pools also enjoy a gene-rous share of visitors. Over the last sum-mer, fromOctober 2013 toMarch 2014, morethan 1.1 million people visited municipalpools across the city. More than 32 000 peo-ple visited swimming pools on the Day ofGoodwill (26 December 2013) alone. Over150 lifeguards will be on duty at the variouspools, with additional lifeguards appointedduring December and January when usage

would like call on those planning toslaughter sheep or cattle to follow these gui-delines to ensure that the animals do not suf-fer unnecessarily.According to the Animals Protection Act
(No.71 of 1962):V All animals must be confined in such a
manner that allows them adequate space,ventilation, shelter, food and water;
V No animal should be picked up by itsfleece, dragged, chased or prodded;
V Animals should be restrained humanelywhile being transported and when being
slaughtered;V No animal should be tied by its legs
with bailing twine and crammed into theback of car boots or laid on their sides atthe back of bakkies;
V When due to be slaughtered, animalsshould be laid on their sides and not ontheir backs to avoid distress. Animalsshould also not be forced to stand or kneelduring slaughter;
V Knives used for the slaughtermust alsoremain extremely sharp so that theslaughtering remains as humane as possi-ble;
V Only experienced people should per-form the slaughtering. Inexperienced, laypersons who attempt to perform theslaughters often cause horrific trauma and
pain to the animal.The CoGH SPCA advises those who are in-
experienced, but want to partake in Qurbani,to contact theCoGHSPCA Inspectorate on 021700 4158/59 or after hours on 083 326 1604 forreferral to such establishments.Members of the public whowish to perform

ical manner. The first episode of the secondseries was launched last Wednesday.Lisa says they chose Plattekloof as the set-
ting because they were looking for a fairlyaffluent area that personified white subur-bia.“Plattekloof feels and looks a lot like Jozi
so we thought that would create the rightfeel. In our minds we envisaged a suburbanutopia with security gates, 4x4s and TimNoakes devotees,” she says. “Some people
have come forwardfrom Plattekloofand liked that wewere representingtheir ’hood! How-ever, we also findpeople often strug-gle to look at them-selves critically, orthink our portray-al is unrealisticand unfair,” Dren-nan says. She saysmost people seemto appreciate thetongue-in-cheekhumour and thatthey use exaggerat-ed stereotypes topoke fun at the dis-connected lives ofsuburban SouthAfricans, not just
people in Plattekloof.“People do need a measure of reflexivity
and self-awareness to enjoy the show, and sofar the response has been great,” she says.The White Folks has been a self-funded
project that Lisa and Mia did out of love,with the help of other UCT students and theuniversity’s equipment. “But we hope thatit garners enough attention to develop it fur-ther into aTVseries in the future,” saysMia.The showcurrentlyhasalmost 400Twitter
followers and 500 YouTube subscribers.“There are a couple of diehard fans who
follow the series very closely. Obviously wewant the series to have thewidest reach pos-sible, so the more subscribers and followerswe have, the more people are watching the
series. It is difficultthough, becauseweonly really have so-cial media as a pro-motional tool. Sowe rely on ourviewers to sharethe series,” shesays.She says theirtypical target audi-ence would be ur-ban 25 to 45 year
olds but they foundmany followers are actu-ally male 25 to 35 year olds.“The humour really seems to resonate
with them, although that might have to dowith the fact that Arnold andMauritz are re-ally funny!We also find that some of our big-gest fans are not white, perhaps becausethey can enjoy it from an outsider’s perspec-tive, or perhaps they see their own middleclass selves in the characters.”Essentially,the series is not aboutwhite people butmoreabout middle class people and the “prob-lems” that they deal with.“We use quotations for problems because

spanne behaal en die 400 kg-span het ook’n vyfde plek uit 10 spanne behaal.

Ajax Cape Town will be calling Cape TownStadium home for the next three seasons.Last Thursday, the City council approved
an agreement with the Urban Warriors.Mayoral committee member for Tourism,
Events and Economic Development, Gar-reth Bloor says:“We are pleased to have reached an amica-
ble agreement with Ajax CT. The team hasa huge following of soccer enthusiasts andwe are excited that the iconic stadium willbe their home ground for the next three sea-sons. This is part of our commitment tobuilding an inclusive city by supportingsport that have big fan bases in our commu-nities.”As part of the agreement, the City of Cape
Town will carry the stadium’s direct costand specific service costs for the games.The income accrued through ticket sales
will be paid to the City until the estimatedR3-million direct costs have been recouped.The expected sale of 57 000 tickets will ade-quately cover the event costs.According to an official statement:
“Should there be a shortfall, Ajax will con-tribute anamountup toR270 000 towards theshortfall.The historical data of the last three sea-

General entries for next year’s Cape TownCycle Tour closed after just eight hours.Entries opened at 14:00 last Friday and
closed by 22:00.Recently renamed the Cape Town Cycle
Tour, the race attracts cyclists from aroundthe globe.“We are delighted that the newly renamed
tour is still as popular as it has been overthe past 37 years, even though we are com-pletely takenabackby the speed atwhich en-tries have sold out,” said David Bellairs, adirector of the Cape Town Cycle Tour Trust.

onal Super Series at Killarney on Saturday.During the first lap, 15-year-old Sheldon
van der Linde moved up two places intofourth place behind Daniel Rowe, Shaun LaReservee and Dewald Brummer.
Brummer then took over the lead until hewas passed by Rowe on the penultimate lap.Although Van der Linde made it into thirdplace, he was less than half a second behindthe winner when they crossed the line.
Behind them, no concessions were madefor “ladies first” as Andrea Bate and TasminPepper battled it out before finishing ameri-torious sixth and seventh.
Van der Linde made no mistake in the se-cond race that he (just) won from Brummerand Pepper. Masters Class leader MatthewHodges didwell to finish fourth overall afterrolling his car onto its side during the firstrace.
