NavorsingVos sê navorsing dui daarop dat die

vandale tussen die ouderdom van 14 en20 is. “Dit is jongmense wat net virkwaadgeld rondloop. Ons laat bou danreeds die parke vir die jongmense se ge-rief. Nou is hulle die mense wat die goedafbreek.”

Die vandale raak ook by die dag al slim-mer, meen Vos. “Hulle vermom hulle asmunisipale werkers. Dan haal hulle on-verstoord toerusting af, terwyl die ge-meenskap meen hulle doen herstelwerk.

Ek wil ’n beroep doen op almal in die ge-meenskappe om te help met die bekam-ping van vandalisme. Buurtwagte, ge-meenskapsorganisasies en enigiemandwat die belange van die gemeenskap opdie hart dra, moet help.

“As dit so aangaan sal ons een van diedae nie meer parke hê nie. As daar ie-mand is met inligting – al dink daardiepersoon ook nie dit is belangrik nie –moet dit gedeel word.”

TygerBurger reported on 26 March(“Waste drop-off being built”) thatconstruction has started at the pro-posed Beaconvale waste drop-off sitein Parow. This announcement wasmade at the March sub-council mee-ting, but chairperson of the subcou-cil, Clive Justus, apologised for theincorrect information.

“It is not the construction of the fa-cility, but the environmental impactassessment that has commenced,” hesaid.

The 11 932m² Beaconvale wastedrop-off facility will replace the onein Tygerdal, which is anticipated tobe decommissioned in near future,Justus said.

Sy waarsku ook dat motoriste wat hul sel-fone as gesteel by die polisie aangee, omdathulle nie die R1 000-boete wil betaal om ditvandiemunisipaliteit terug tekrynábeslag-legging nie, “hul rieme by hul versekerings-maatskappye gaan styfloop”.

Sy sê die besonderhede van selfone waar-op die verkeerspolisie beslag lê, word op ’ndatabasis aangeteken. Die databasis worddan elke maand na versekeringsmaatskap-pye gestuur.

Van der Walt sê daar is ’n paar gewildeaandag-aftrekkers vir motoriste. “Kommu-nikasie op sosiale media soos Facebook,WhatsApp en Twitter, asook SMS’e, is vandie gewildste gebruike van selfone terwylmotoriste bestuur.

“Hulle ‘bestuur’ met hul knieë wat hulleteen die stuurwiel vasdruk, sodat albei han-de vir hul selfone ingespan kan word. Hulleis soms so meegevoer deur wat hulle op hulselfone lees, dat hulle nie agterkom dat ’nverkeersbeampte op hul spoor is nie,” sê sy.

“Dit is skokkend dat motoriste so ongeërgkan wees oor die potensiële gevaar wat hulgedrag vir padgebruikers inhou.”

Selfooneienaars kan 24 uur ná beslagleg-ging hul selfone by die betrokke munisipalekantoor afhaal teen R1 000. Dit skeld hulleegter nie vry van die R500-boete wat hul op-gelê word, omdat hulle selfoon-in-die-handbetrap is terwyl hulle bestuur het nie, sê sy.

“Hoewel motoriste dikwels gevang wordmet die selfoon teen die oor terwyl hullepraat, is dit net so ’n oortreding om die sel-foon vas te hou op enige wyse met jou lig-gaam. ’n Selfoon mag nie met jou liggaamkontak maak wanneer jy bestuur nie.”

Die skuldiges kom haal nie noodwendighul selfone wat geskut is af by die betrokkemunisipale kantoor nie. Hulle het dan na-tuurlik geen toegang tot inligting op die sel-fone nie. Hul SIM-kaart en battery word welaan hulle gegee wanneer die selfone afge-neem word, sê sy.

Calvin Visser, die Stad se verkeersadjunk-hoof, sê hoewel hy nie dadelik die betrokkesyfers kan aanhaal nie, die Stad wel beslaglê op “ ’n aardige aantal” selfone.

“Mense kom haal soms nie die fone nie,maarashulle dit komhaal,moethulleR1 000betaal. Daar is ’n hoë vlak van oortreding endít is reg oor die Metropool.”

In dié stadium is die enigste punt waar diefone afgehaal kan word, nog in Groenpunt,sê hy, en noem dat die waarde van die foonook bepaal of mense dit kom afhaal of nie.

Visser sê die Stad is baie ernstig oor diebekamping van bestuur, terwyl ’n selfoongebruik word. “Die Stad teiken juis hierdietipe oortreding, omdat dit direk verband

hou met ongelukke. Dit is ’n groot oortre-ding, want dit lei tot ongelukke omdat dit diebestuurder se aandag aflei.”

TygerBurger het ’n kort opname onder 10motoriste gedoen om te hoor of hulle skuldigis aan selfoongebruik, terwyl hulle bestuur.Uit dié tien, het slegs een persoon ’n defini-tiewe “nee” geantwoord.

“Ek sit my foon dadelik in my handsak op‘stil’-modus,” het sy gesê. Nege uit die tienhet “ja” geantwoord. Uit dié nege het driegesê hulle sou dit slegs onder uitsonderlikeomstandighede doen, en dan ook slégs ashulle by ’n rooi verkeerslig sou stop.

Van die gebruike wat die nege aangeduihet, is:

Motoriste wat selfone gebruik terwyl hulle bestuur, soos Steven Adams hier wys, moet oppas –die Stad se verkeersdepartement sê hy teiken juis húlle.

Die Regiment Westelike Provincie (RWP)gaan dié naweek sy reg uitoefen om Good-wood “binne te val”.

RWP is ’n reserwe-eenheid van die Suid-Afrikaanse nasionale weermag, wat by dieFord Ikapa-militêre basis in Goodwood ge-stasioneer is. Dié eenheid, wat spog met JanSmuts as een van sy voormalige bevelvoer-ders, word vanjaar 80. Om dit te vier gaan

hulle Saterdag in die strate van Goodwoodmarsjeer.

Lt.kol. Harold Gertse, bevelvoerder vanRWP, sê die eenheid is ryk aan tradisie enhulle kan nie wag om Saterdag op paradeteweesnie. “Vanons tradisies is so oud soosdie eenheid self en ons waak jaloers om ditte bewaar,” sê Gertse. Residents of the Western Cape havefour weeks to comment on the propos-al to increase motor vehicle licence

fees by 3.4%On Friday 28 March the provincial go-

vernment gazette published the draft regu-lations pertaining to motor vehicle licence(MVL) fee increases in the province.

“Because this increase affects over 1,7million vehicle owners, I have decided onceagain that, while it is not yet required bylaw, the proposed increase should be sub-ject to a full public participation process,”said Western Cape minister of transportand public works, Robin Carlisle last week.

Last year, following a similar public par-ticipation process, proposed increases of anaverage 5.3% were implemented across theprovince.

Lower than inflationThis year the proposed fee increases

amount to an average 3.4% increase for theWestern Cape, which is lower than the 5.9%inflation rate recorded in February.

“During the period 2001 to 2005/06, theWestern Cape increased its licence fees dra-matically by an average of 10% over five ye-ars, which led to this province having thehighest licence fees in most classes of vehi-cles and trailers in the country,” said Car-lisle, adding that by the 2006/2007 financialyear, motor vehicle registration and licen-

ce fees in the Western Cape were on average50% higher than that of other provinces.

“In addition to the burden on ordinarymotorists, many truck owners registeredtheir vehicles in adjoining provinces wherefees were lower, thus significantly redu-cing Western Cape revenues.”

Accordingly, the Western Cape had initi-ally not increased its motor vehicle regi-stration and licence fees from 2005 untillast year, while other provinces have incre-ased theirs during the same period.

Danny Bolton, voorsitter van Richwoodse belastingbetalersvereniging, sê hulle hetdarem nou ’n onderneming van die stads-raadslid, Gerhard Fourie, dat hul kwessieaandag kry.

“Fourie het kennis geneem van ons pro-bleem en het versoek dat elke inwoner watgeraak word, hul titelaktes aan die raadslidgee. Die subraad sal dan ’n ondersoek be-

Die Stad Kaapstad het besluit die terreinmoet sluit, omdat dit ’n gesondheidsrisikois. ’n Nuwe terrein is reeds geïdentifiseer.

Dit blyk nou dat nie alle inwoners vanGoodwood te vinde is vir die sluiting vandie terrein nie.

By ’n onlangse vergadering van dieGoodwood-belastingbetalersvereniginghet lede teenoor die raadslid vir die ge-bied, Sakkie Pretorius, uitgevaar. Pretori-us is daarvan beskuldig dat hy nie beloof-de vergaderings met die vereniging gehouhet nie.

André Potgieter, ’n lid van die vereni-ging, het Pretorius daarvan beskuldig dathy voorstelle rakende die stortingsterreingeïgnoreer het

“Die raadslid het hom nie eens verwer-dig om op my voorstelle te reageer nie. Ekdink dit is lelike maniere,” het Potgieter

On Saturday morning I re-ceived a phone call from a mansaying he was from my creditcard company, saying my cardwas about to expire.

He warned me that he wouldthen allow the transaction togo through and if I complainedto the credit card company,they would reject the com-plaint because of my badreaction to his call.

Immediately afterwards Iphoned the company, theyconfirmed there wasn’t apending transaction and thecall I had received was a scamas I had suspected.

Die werkloosheidsyfer is diehoogste nóg. Eskom dreig gedurig metbeurtkrag. Moord-, doodslag- en diefstal-stories is ons daaglikse mediabrood.Sommige munisipaliteite se diensleweringis totaal afwesig. Die slaggate op baiepaaie is so groot soos kraters op diemaan. Die onderwysstelsel se wieldoppeis aan die afspring...

En so kan ’n mens voortgaan totdat jyjouself in ’n donker put van ellendebevind.

Maar tog, as jy diep grawe, is daar noghoop. Daar is nog mense soos ThuliMadonsela, wat nie voor politieke drukswig nie. Daar is nog ’n regstelsel watonderskei tussen goed en kwaad. Daar isnog ’n grondwet wat die regte vanlandsburgers beskerm. Die media wordnog toegelaat om te kritiseer en skandaleoop te vlek.

Ons het nog ’n vrye en demokratieseverkiesing.

En dit is presies by dié laaste puntwaar Suid-Afrikaners binnekort diegeleentheid kry om die eerste, gróót,positiewe verskil te maak.

Stem vir die party wat jy dink Suid-Afrika weer op die pad na herstel kanplaas, want só kan ons tog nie voortploe-ter nie.

Wiehann Geldenhuys and Arno Spies of The Kill Heavy talk about their music on the OrangeCouch.

“At the end of the day, we let thesongs write themselves.”

So says vocalist and guitaristArno Spies about his band, The Kill Heavy’smusic.

Having played in heavier bands before,Arno and fellow guitarist, Wiehann Gelden-huys, wanted to go back to the “bare neces-sities” with this album, to create music inits purest form.

The two realised that although they wereplaying distortion driven songs, they al-ways wrote music on acoustic guitars to be-gin with.

The Kill Heavy started just over a yearago as an acoustic duo. They soon realisedthat they did need a rhythm section though,so they roped in AJ Graham on bass andMorné du Preez on drums.

“I think we try to get it as raw as possible,without any type of effects,” Wiehann saysof the band’s music.

He and Arno write the songs themselves,but add that the rhythm section also put alot of input into the process. They are of theview that no one in the band is above thesongs.

Blood, sweat and tearsThe band released their debut EP titled

Invisible Spaces last year, but are planningthe release of their new album, Straight af-ter Life, at the end of the month.

The 12-track album will include reworkedversions of some of the songs on their EP,along with seven new songs recorded withTeeJay Terblanche from Coffee Stained Vi-nyl.

“It took a lot of blood, sweat and tears, butwe hope the finished product will get us onthe map,” Arno says.

While he is aware that it sounds clichédwhen artists say they write from personalexperience, Arno points out that that’s whatshapes a musician at the end of the day. TheKill Heavy’s music comes straight from theheart.

“A few years back, we all had to sort ofgive up on music for various reasons, butmusic never gave up on us,” Arno states.

He says the emotion of being back in aband and playing music again is what fuelstheir songs.

Churning out the tunesWiehann is surprised at the speed at

which the band is releasing material, butsays he’s happy with the sound.

The band has done a lot in the year theyhave been together. Besides the EP, they’vereleased a music video for their song ‘Hi-ding’, and after only two months togetherwere finalists in the Rolling Stone Rockstar-ter competition.

Local blogger ‘Gary Cool’ was so impres-sed by ‘Hiding’ that he changed his ‘singlefor the week’ feature immediately after hea-ring the song.

The music video for ‘Hiding’, which con-veys emotions of frustration and anger, wasshot by Johnny Swanepoel in what Arnocalls an “eight hour frenzy”.

Johnny was at school with them andwhen they were looking to shoot the video,they saw that he was involved in filmingwith his company Gleam Studios.

“We got together, brain stormed over afew beers and Wiehann came up for the ba-sic idea for the video,” Arno explains.

The band receives positive feedbackwherever they go and with the help of theirnew album they’ll hopefully be making aconsiderable dent in the local scene duringthe coming months.

“Watch out, we’re coming for you,” Arnojokes.

CryptoLocker focuses on all versi-ons of Windows, including XP, Vista,Windows 7 and 8.

The infection is typically spreadthrough emails pretending to bework related issues such as deliveryrequests, payment details, and so on.

The email contains an .EXE attachment, disguisedas a PDF file ‘PDF.EXE’, that when opened infects thecomputer, Caprio continues.

Newer attacks seem to be via Facebook in the formof video downloads, where the viewer is asked to down-load an application to run the video. This applicationin all likelihood is some form of malware, with theworst case scenario being CryptoLocker, he said.

“Once the ransomware has been downloaded ontothe computer it will encrypt the files and display aCryptoLocker payment programme on the screen, de-manding a ransom be paid in order to decrypt the files.

“A timer will also be displayed stating how much ti-me is left to complete the payment. Once payment isreceived the files will be decrypted, although this is not100% guaranteed,” Caprio warns.

Not only does CryptoLocker affect the local files onthe computer, but files that are on ‘mapped’ drives canalso be affected (files that have been given a drive lettersuch as D; E; F). These files could be on an externalhard drive, folder on a network or a document in theCloud. If you have your Dropbox folder, for example,

mapped locally, it could encrypt tho-se files as well.

Although it may seem like there isno hope, there are a number ofthings that you can do to protect yo-ur computer against CryptoLocker.

V Backup your data.“We cannot reiterate this enough.

Backing up your data is the most im-portant practice you can do, and willkeep your data safe in a number ofsituations.

“We suggest that you make bac-king up your data part of your dailyregime. Backing up to the Cloud isa simple and automated process thatwill provide huge peace of mind inthe event of a disastrous situation,”he continues.

In the event of ransomware attack,being able to restore a recent backupwill mean few of your documentswill be lost.

V Install a reputable security protection programme.V Show hidden file extensions:Because Microsoft does not show extensions by de-

fault, all the attachments from CryptoLocker look likenormal PDF files. By re-enabling the ability to see thefull file-extension, it will be easier to spot suspiciousfiles.

V Always keep your software up to date.Malware authors pounce on users running outdated

software as they are aware of the weaknesses, whichthey abuse in order to attack your system. Be awarethat malware authors are sneaky and can disguisetheir creations as software update notifications. Ena-ble automatic updates, but possibly double check onthe software vendor’s website to make sure that theyare legitimate.

V Disconnect from the WiFi or unplug from the net-work immediately:

If you think your computer might have succumbedto randomware, but the CryptoLocker screen hasn’t ap-peared, disconnecting from the WiFi or network mayinterrupt the encryption process and save some of yourfiles.

Health budget brings good news for allNew emergency centres at the Karl Bre-

mer hospital and a new communityhealth centre in Du Noon are contai-

ned within the provincial health depart-ment’s recently announced 2014/2015 bud-get.

Also contained in the budget are upgradesand additions to the emergency centre at Ty-gerberg hospital.

The expenditure was announced by Wes-tern Cape minister of health Theuns Bothawhen he tabled the new budget at the Tyger-berg hospital on 18 March.

Commenting on the success of the previ-ous budget, Botha stated his satisfactionwith the purchase of new equipment andhighlighted the MRI scanners replaced atTygerberg and Red Cross Hospital, and thepurchase of a state-of-the-art PET scanner atTygerberg hospital.

He said the health of the population wasthe top priority for the coming financial ye-ar, with the province having developed a“bold vision” expressed in the Healthcare2030 strategy announced two years ago.

“The escalating burden of disease in thisprovince demands action. Heathcare 2030calls for a fundamental shift from illness towellness and every citizen taking responsi-bility for their health and wellness,” Bothasaid.

Almost two thirds of the coming financialyear’s R17 338 bn health budget (whichshows an increase of R1,36 bn from the previ-ous budget) will be spent on salaries. Therest, R5, 3 bn, is allocated to the procurementof goods and services, including a renewedfocus on the prevention and treatment of pri-ority conditions, such as mental health,child health, women’s and maternal health,as well as chronic disease.

Botha said although this was a small por-tion of the budget, he was happy to announcethat R13,7 m has been allocated for cochlearimplants, hearing aids and other devices toassist children with deafness, and a furtherR2 m to provide support for people livingwith intellectual disability and challengingbehaviour.

Health will receive 36.2% of the entire pro-vincial budget, the highest departmental al-location in the province.

Botha referred to the successes of the He-althcare 2030 initiative which shifted focusfrom illness to wellness. This initiative in-cluded R2,7 bn spent on seven clinics andcommunity day centres, seven emergencymedical service (EMS) stations, five forensicpathology laboratories, and two district hos-pitals. In addition many sites have been up-graded, renovated and modernised.

Emergency medical services were boosted

around the time of the Soccer World Cup,and these levels have been maintaned, hesaid.

The department had procured 18 additio-nal ambulances and replaced 393 old ambu-lances.

According to Botha, positive statistics ofthe last five years, include:

in 2012/13 - the lowest rate in the country.V The Western Cape has the highest TB cu-

re rate in the country at almost 82% of casesreported per year.

V Response times for life threatening prio-rity one calls of less than 15 minutes in ur-ban areas have improved from 28% to 74%of cases over the last five years.

V Maternal deaths in health facilities havedecreased from 107 per 100 000 live births in2009/10 to 60per 100 000 livebirths in 2012/13.

On Friday they managed to raiseR35 120 for cancer research. Several items were on auction and the golfers dug deep into theirpockets for this worthy cause. The IFBB Western Province bodybuildingand fitness federation year starts on Satur-day with the SSN Cape Classic at the CPUTBellville South campus.

In terms of the number of athletes compe-ting and spectators supporting the localshows, last yearwasoneof thebest. This yearpromises to again break record numbers.

Kevin Schwartz, President of IFBB Wes-tern Province, is taking the sport to newheights with interesting developments ta-king place this year, as many companies arenow wanting to be part of this great success.

As a result the prize money for divisionand overall winners in June’s Battle of theTitans II has increased substantially, cat-ching the attention of many new competitorsfrom across South Africa, and abroad.

The SSN Cape Classic is known as a step-ping stone for newcomers to the sport, withthe men’s novice u-75kg and over 75kg divisi-ons, new beach and fitness novice divisions.

There has been a lot of interest in the newmen’s athletic physique division, along withladies beach bikini, fitness bikini, body fit-ness, fitness and physique line-ups.

There will also be overall line-ups for themen, best men’ routine, women’s beach biki-ni, fitness bikini and ms personality.

Athletes’ pre-judging starts at 11:00 at R80per person. The main show starts at 18:00 atR120 per person. Children under 12 are char-ged R40 for pre-judging and R60 for the main

Bodybuilding gains muscle asSSN Cape Classic lifts season

Another successful Western Cape ShoreAngling Association schools mini leagueseason has come to an end.

Attendance was great, and 78 schoolchildren and women from across the CapeTown region fished at least one event.

The schools mini league was introducedin the 2011/2012 season, and the third sea-son just ended with the third and final lea-gue event in Struisbaai on 23 March.

Although the weather didn’t play along,and the fishing was tough, PG Groenewald(6) did manage a bellman of 51cm, and Clai-re Campher a sand shark of 91cm.

The first two events were held at Dwars-kersbos on the West Coast.

The league comprises three events, withthe main focus on getting school childrenand women involved in shore angling. Twoevents are held on the West Coast and one

in Struisbaai, which have safe beaches andnumerous fish.

The categories are divided into agegroups, and again into assisted and non-as-sisted. Assisted allows bait to be put on andcast for the younger anglers.

Some 78 registrations were received fromchildren across the peninsula, with 62 re-cording fish on their cards. The winningnumber for the first event was 20 fish and17 fish for the second.

During the three events, some 413 fish we-re caught by the little anglers.

The prize giving was held at Langezandtafter the event, with Stefan Engelbrecht, de-velopment officer of the WCSAA, handingall participant a certificate, as well as me-dals to the category winners.

The next mini league season starts in Oc-tober.

Nearly 20 000 women are expected to lineup for the start of the Cape Town leg of theSPAR Women’s Race Grand Prix series onSunday 6 April.

Both the 10km and 5km races start inFritz Sonnenburg Street next to the Green-point Track, and end in the Forecourt nextto the Cape Town Stadium. The 10km startsat 07:30 amd the 5km at 08:00.

Women of all ages and fitness levels arewelcome and encouraged to take part in theCape’s biggest women’s race.

Instore entries have closed, but you canstill enter online at www.spar.co.za at a costof R75. The first 21 000 entrants to collecttheir race numbers at the the Cape Townstadium - the registration venue - will eachreceive a free t-shirt and goodie bag.

Registration is on Friday 4 April (08:00 to19:00) and Saturday 5 April (08:00 to 17:00).

Late entries cost R85 and will be taken atthe registration venue on Friday 4 April.

Besides over R58 000 worth of positionprizes there will be plenty of lucky draw pri-zes for those who stay for the prize-givingafter the race, where loads of entertainmentis lined up. The main lucky draw prize isSpar vouchers to the value of R18 000. Thefirst 21 000 finishers will earn a Spar Wo-men’s Challenge medal.

Participants will once again be helping achild to smile. Race sponsor Spar WesternCape has announced that Operation SmileSouth Africa will receive R4 from each ent-ry.
