The VW AutoPavilion in Uitenhage willonce again feature as the starting pointof the Volkswagen Rally, where the

first car is set to leave the ramp tomorrow at13:45, heading towards stage 1 at the close-byJachtvlakte.

It is going to be a tough challenge for thecompetitors as the Volkswagen Rally has anunforgiving nature for any team that is evenslightly under-prepared. There will be 12 sta-ges of competition which are spread over twodays – with a total stage distance of nearly190 km.

“It isn’t going to be an easy rally, but it cer-tainly is going to be interesting and the teamswill know they’ve just finished a round of thenational championship by the time they aredone,” says route directors Joe and RikusFourie.

At the AutoPavilion rally fans will have theopportunity to meet the teams and see thecars up-close. The overnight parc ferme forthe event tomorrow is Bay West Mall – it isalso the location for the restart of the Volks-wagen Rally on Saturday morning.

“There are a few new challenges to consid-er. The Bay West Mall stage is a new one –and that will be the highlight to end the firstday of the event.”

“We’ve tried to make the Volkswagen Rallyan easy one for the spectators to follow andalso keep the stages close to areas where rallyfans can access good vantage points – as wellas using areas where the rally cars will runmultiple times.”

A Volkswagen Rally spectator guide will beavailable online and at Market Square Volks-wagen dealership in Algoa Road before the

event gets underway. There will also be spec-tator guides available at the AutoPavilion.

It is the 34th Volkswagen Rally and it serves

Is it worth spending millions of Rands onchanging a name when “insufficient funds”are so often named as the reason or excusefor lack of maintenance on basic services?These are but two of the hundreds of com-

ments, outbursts and reactions from the pub-lic on social platforms after the Eastern Capegovernment announced that it is considering

changingUitenhage’s name to “Qhagqiwa” or“Garden Town”.Comments like: “if the nameUitenhage can’t

even be spelled correctly on nameboards, imag-ine the new name”, “We will be totally lost, notknowing where the heck it is. Poor tourists ...not a good idea”, “Is a name change really nec-essary? This is a political stunt to gain votes”,“Absurd. There are far more important thingsto spend taxmoney on”, “Whatwill be the bene-fits of it? Surely themoney could bemuch betterspent on service delivery?”There were, however, a few people who felt

positive aboutUitenhagebeingnamed“Qhag-qiwa”.

The Eastern Cape Geographical NamesCommittee also announced that public par-ticipation hearings would be held after tothe local government elections on August 3.The other name changes include Port

Elizabeth (to be changed to Gqeberha) andthe Port Elizabeth airport (to be namedSipho Hashe Airport).Zukile Jodwana, a member of the Eastern

Cape geographical names committee said“This is a lengthy process and can take upto six months.“We have received the applications, but

now we have to hold public meetings in thecommunities where residents can voice

their opinions and air their grievances.“Then we must make a recommendation to

the national geographical names committee,which in turn must submit its recommenda-tions to the Minister of Sport, Recreation,Arts and Culture.”There are various notable persons linked to

Uitenhage. Saying that Enoch Sontonga, Al-lan Hendrickse, Smuts Ngonyama, SeanBurke, Ton Vosloo, Linky Boshoff, GarthWright, Deshun Deysel and Loyiso Bala hailfrom Qhagqiwa, simply lacks any signifi-cance.

Die kanon van Kanonheuwel, een van Uit-enhage se bekendste bakens die afgelope

200 jaar, het spoorloos verdwyn.

Al wat nou wys dat daar eens ’n kanon ge-staan het, is die kaal voetstuk.

“Dit moes baie swaar gewees het om diékanon weg te dra, maar as iemand genoeg geldwil maak uit die skrootmetaal, sou hulle seker’n plan kon maak,” sê Dave McCleland, inwo-ner van Uitenhage.

Die kanon, wat oorspronklik deur landdrosJacob Glen Cuyler, na Uitenhage gebring is,was een van nagenoeg 90 kanonne op die Am-sterdam, ’n Nederlandse troepedraer wat in1817 naby die Swartkopsriviermonding ge-strand het.

Dié spesifieke kanon is eers in Caledon-straat staangemaak en later in 1911 na Kanon-heuwel verskuif. In 1923 het die kanon sy laas-te skote gevuur toe die hertog van Connaughtbesoek kom aflê het.

In die jare daarna het die kanon self “onderskoot” gekom deur vandale, graffiti-kunste-naars en diewe wat die hekke na die kanonal in 2014 gesteel het.

Hoewel McCleland nie ’n klag by die polisieingedien het nie, het hy wel die diefstal by Pie-ter Terblanche, DA-raadslid, aangemeld.

“Die groot probleem is dat daar nie genoegsekuriteit by die metro se eiendomme, inslui-tend Kanonheuwel, is nie,” sê Terblanche.“Wat my pla, is dat daar iemand moet weeswat dié gesteelde items moet koop.

At the Uitenhage Lions Club 56th PresidentInduction, the outgoing President Juan Haythanked club members, local business, thepublic andbiker fraternity for supporting thevarious Lion projects all of which are to thebenefit of the community.

The Association of Lions Clubs was found-ed by Melvyn Jones at a meeting betweengroups of businessmen held during June1917. At this meeting he said that “you can’tget very far until you start doing somethingfor someone else”. This is how the Lion’s mot-to “We Serve” emerged.

Lion District Governor Bokkie Oberholzersaid in the history of Lions, 2014 saw thelaunch of the centennial service challengewith the goal to serve 100 million people byend June 2018.

“This centennial challenge is designed toengage all of the 1.4 million Lion members,

in 208 countries and regions worldwide whenLions will celebrate 100 years of service tothose less fortunate than ourselves,” said DGOberholzer.

In service to the local community, the Uit-enhage Lions Club has conduct various pro-jects including Operation Bright Sight, Sen-iors Supper, Winter Jersey campaign, soupkitchens, supporting Mental Health, LakeFarm, the SPCA and manning water points.

This year’s awards for exceptional servicewent to Lions Christo van Eyk who wasnamed the Lion of the Year and Hein de Vreythe Achiever of the Year. In addition the Uit-enhage Lions Club awarded the Lions LadyAward of the Year to Lions Lady Marie Ober-holzer.

A 44-year-old man made his first ap-pearance before the Uitenhage Magis-trate court on Monday for possessionof suspected stolen property whichamounts to approximately R900 000.

ThembileMama is the last of six sus-pects who were arrested for allegedlystealingmotor vehicle parts froma carmanufacturing company in Uiten-hage. Mama was arrested by the Orga-nised Crime unit of the Hawks onThursday 7 July 2016.It is alleged that Mama, Ralph Rens

(41), Shane Vrolik (36), Bavin Peterse(28), Lunga Sitoto (27) and SiyabongaBholopi (26), on 29 January 2016 stolemotor vehicle parts. Rens, Peterse , Si-toto and Bholopi were all arrested onthe same day the theft allegedly tookplace. Vrolik was arrested in Marchthis year.Mama received R500 bail and all sus-

Twenty-year-old Sinethemba Nelaniappeared before the Uitenhage Magis-trate court onMonday for murder androbbery charges.

He is accused of murdering 79-year-old Romance Thompson. Shewasmur-dered at her farm, situated approxi-mately 6 kilometres from Uitenhage,on 17 June 2016. As a result of excellentcrime scene management by the LocalCriminal Record Centre and theHawks, clues which ultimately led tothe arrest of the suspect were found.The youth, who was allegedly

known by the deceased, was arrestedin Uitenhage.Hewill appear againbefore the same

court on 19 July 2016 for formal bail ap-plication.

A sting operation by members of theHawks, Crime Intelligence and K9 hasled to the arrest of three suspects inUitenhage.

Early Tuesday morning, the jointteam intercepted a Nissan bakkie inUitenhage, loadedwith approximately15 200 mandrax tablets with a streetvalue of approximately R760 000.The drugs were found hidden in the

vehicle’s false compartments. The sus-pects aged 33, 34, 51 and believed to befrom Soweto were apparently on theirway to Port Elizabeth to deliver thetablets.They yesterday appeared in the Uit-

enhage Magistrate’s Court on drug re-lated charges.

Nelson Mandela Metropolitan University’sSTEM(Science,Technology,EngineeringandMaths) in Action programme, which runs inmore than 40 schools throughoutNelsonMan-dela Bay, has extended its existing pro-gramme, with special holiday schools inPhysical Science for Northern Areaslearners.

STEM in Action provided extra practicalscience sessions for Grade 10 to 12 learnersfromNorthernAreas schools at thebeginningof the year to help learners make up for losttime. These schools were closed for almost amonth, sparked by last year’s poor provincialand citywide matric results, and alleged mis-management by the provincial Department ofEducation.

The programme organised an Autumn

School in Physical Science during the Aprilschool holiday and is now running a WinterSchool in mid-year break.“The programme assisted them with the

consolidation of the first-term syllabus con-tent,” says STEM in Action ProgrammeMan-ager Isabel van Gend.“This same group of learners are attending

a Winter School which will consolidate sec-ond-term content and introduce third-termconcepts. Theywill also be schooled in exami-nation guidelines for writing Physical Sci-ence papers.”The programme exposes learners to hands-

on experiments and simulations often notdone at schools owing to a lack of resources.STEM in Action started seven years ago

with 300 learners and now accommodates2600 learners.

paliteite aan die netwerk verbind is, het metbykans 38% gestyg en waterverbindings hetook toegeneem, maar die koste vir dienstedeur grootmaatverskaffers soos Eskom hetook gestyg.Dié finansiële druk op munisipaliteite is

nouoorgedranadie verbruiker en sakeonder-nemings wat nou sukkel om vir die dienstete betaal.

In werklikheid kan meer as R86 miljard asslegte skuld beskou word uit die totale uit-staande bedrag van R107 miljard. Dit is on-danks die meer as R10 miljard wat afgeskryfis elke jaar vir die afgelope vier jaar.Die totale skuld wat deur Suid-Afrikaanse

munisipaliteite afgeskryf word, is waarskyn-lik dieselfde as die steeds uitstaande slegteskuld.Bogenoemde is gelyk aan die volgende ver-

gelyking: as munisipaliteite al die geld wataan hulle verskuldig is insamel, sal daar virdie volgende vier jaar nie tariefverhogingswees nie.Die grootste probleem is egter dat ons ver-

kiesing hier is en niemand – nie ’n enkelegroot politieke party – het gesê dat hulle onsgeld beter gaan gebruik en munisipale kostegaan verlaag nie.Hulle wil natuurlik almal meer dienste le-

wer, maar wil nie die prys verlaag sodat onsdit kan bekostig nie.Die groot styging in tariewe en belasting op

’n plaaslikeregeringsvlak het baie meer drukopSuid-Afrikaners geplaas enhoewel ’nmenskan aanvoer dat meer mense water en ligtehet, het die finansiële druk baie meer gestygas die dienste wat gelewer is.

)Gehalte isdikwelsnieeens indiesyfers ingereken nie

Maar soos ons almal weet, is die probleemnienet hoeveel families vanwater voorsienwordof hoeveel kilometer se paaie verskaf wordnie – dit gaan ook oor die gehalte van diediens.Die gehalte van diensteword nie so goed ge-

meet nie en dit is algemeen bekend dat muni-sipaliteite water verloor. In sommige gevalletot soveel as 40%.Elektrisiteit word gesteel en verbruikers

het slegte skuld omdat hulle nie kan bekostigom vir al hierdie dinge te betaal nie.Busse word gebrand en hulle word nie her-

stel nie, wat passasiers gestrand gelaat.Rioolpype word geblokkeer en dit duur we-

ke voor dit herstel is.Inbelsentrums se telefone word nie geant-

woord nie en daarmee saam is die publiek in’n slegte bui.Selfs sakeondernemings kyk na tariewe en

die volhoubaarheid van plaaslike regeringswant hulle weet hulle gaan óf uitgebuit wordóf diensvlakke gaan daal wanneer dié rege-rings probleme ervaar.Sommige munisipaliteite het nie meer wa-

ter of geld vir krag nie. Dit is omdat die gouegans besig is om op plaaslike vlak dood tegaan.Ek het gehoor hoe sakemense vertel hoe an-

der hul deure saggies toegemaak het, óf na ’nander dorp getrek het óf bloot ’n plan gemaakhet om nie munisipale dienste te gebruik nie.Oor die algemeen is die meeste munisipali-

teite buite die groot metro’s onder erge finan-siële druk enword nogmeer onbruikbaar om-dat hul inwoners nie meer vir dienste betaalnie, infrastruktuur nie herstel word nie endiensteverskaffers nie betaal word nie.’n Mens hoor die spanning in plaaslike sa-

kekamers en ondernemings voel magteloos.Selfs die sakekamers in metro’s kla gereeld

oor die hoë tariewe en baie swak diens. Hulleis gelukkig, want in baie dorpe is die gesegde:“Jy kan nie oor die water kla nie, want daaris niks nie.”Ons gaan ’n groot ingryping op plaaslike

vlak nodig hê om diensvlakke terug te kry enteen billiker pryse. Teen bykans 10% van onsBBP kort dié deel van regering waarmee onsdie meeste te doen kry, ’n dringende herstel.Plaaslike regerings verskaf soveel dienste

en ons het optrede nodig wat die vermoë en

doeltreffendheid van hierdie vlak van die re-gering verhoog.Ek reis baie deur die landwaar ekmet sake-

ondernemings en organisasies praat en ekhoor hul frustrasie en radeloosheid.Die werkloosheid in landelike gebiede kan

baie vererger as die dorpe nie dienste teen bil-like pryse kry nie.

) ’n Paar idees om die situasie tehanteer

Daar moet meer mag aan die ouditeur-gene-raal gegee word om oortreders te vervolg.Daarmoet onmiddellikmeer geld en ’nafde-

ling om dienste en betalings aan plaaslike re-gerings te ondersoek, aan die Verbruikers-raad gegee word.Konstante diensleweringprobleme wat

maklik is om reg te maak, moet aan anderdiensverskaffers gegeeword enbetaling daar-voor moet van die munisipaliteit geëis word.Hierdie uitgawes, indien hulle herhaal

word, moet lei tot billike sanksies teen muni-sipale amptenare.Betaling aan sakeondernemings moet bin-

ne 30 dae gedoen word. Indien dit nie binne60 dae volgens ’n wettige kontrak betaal wordnie, kan ’n hof, soos die hof vir klein eisemaarmet meer mag, oortreders eerstens straf endaarna afdank indien dit herhaaldelik ge-beur.Amptenare en raadslede moet puntekaarte

kry waartoe die publiek minstens elke tweejaar toegang het. Hierdie punte moet uit kwa-liteitsaanwysers saamgestel word.Wanneer die publiek weer stem, gaan hulle

’n goeie idee hê wie om voor te stem gebaseerop diensleweringsaanwysers.

Die Oos-Kaapse departement van paaieen openbare werke het belastingbeta-

lers die afgelope drie boekjare altesaamR74 miljoen in hofgedinge gekos, erkenThandiswaMarawu,LURvir paaie enopen-bare werke, in ’n geskrewe antwoord op ’ngeskrewe vraag in die wetgewer.

Vicky Knoetze, DA-lid van die wetgewer,het dié vraag gestel.Volgens Knoetze hou die regskwessies

teen die departement verband met skadeaan voertuie weens slaggate, motoronge-lukke, asook sake wat verband hou metvoorsienings- en verkrygingsprosesse enarbeidsverhoudinge.“Meer as R21 miljoen van die R74 miljoen

is aan uitkontraktering van regsdienste endie verdediging van regskwessies bestee.“Net minder as R53 miljoen is bestee aan

skuldigbevindings teen die departement ensowat R9 miljoen is begroot vir moontlikeregseise in die huidige boekjaar,” aldusKnoetze.Volgens haar beloop die totale waarde

van regseise teen die departement sedert31 Mei vanjaar meer as R316 miljoen.“Dit is duidelik dat die belastingbetaler

hierdie enorme geldelike las dra as gevolgvan die nalatigheid en wanbestuur van diedepartement van paaie en openbare werke,wie se mandaat dit is om infrastruktuur inwerking te stel en dit in stand te hou.”Oor die moontlikheid dat laasgenoemde

probleem gedeeltelik aan personeeltekortein die departement van paaie en openbarewerke toegeskryf kan word, is daar in dievooruitsig gestel dat nog aanstellings gaankom.“Voorsiening gaan in die nuwe boekjaar

gemaak word vir nuwe aanstellings in dieafdelingswatmoet toesiendat diekernman-daat van die departement uitgevoer word,”sê Marawu.Volgens Marawu word die eise van

R316 miljoen indie hof betwis en is daar ooksake wat nog nie afgehandel is nie.“Die bedrag sluit in hofsake van vorige

boekjare. Dit beteken nie dat die departe-ment die geld gaan betaal nie. Die hof hetnog nie daaroor beslis nie.”Van die bedrag van R53 miljoen is R7 mil-

joen vir die 2013-’14-, meer as R41 miljoenvir die 2014-’15- en R3,6 miljoen vir die2015-’16-boekjaar.In Junie vanjaar het dit aan die lig gekom

dat ook die provinsie se gesondheidsdepar-tement miljarde aan regskoste betaal.In die 2015-’16-boekjaar het mediese regs-

koste tot R4 miljard – 20% – van die gesond-heidsbegroting van R18 miljard beloop. Diehuidige begroting beloop R20 miljard.

Nelson Mandela Bay Municipality ExecutiveMayor Dr Danny Jordaan welcomed EasternCape company Auto Motorcycles’ R40 millioninvestment announcement.

Plans are to develop a 4 000 square metrepiece of land next to the William Moffett Ex-pressway to house a major retail outlet knownas Queen Motor Spares. KTM Motorcycles

will also be sold there and other tenants willbe announced at a later stage.

Mayor Jordaan said, “Volkswagen SouthAfrica is investing R4,5 billion, GoodyearR670 million, FAW is expending as well andlocal company Billson Trucks recently an-nounced a R100 million investment. Now wehave another investment in the bike sector.It is welcome news for our Metro.

“In addition we are also looking at diversi-fying our economy by growing the oceaneconomy, the creative economy and thetownship economy,” said Mayor Jordaan.

With its head office in Queenstown, AutoMotorcycles has been in operation for 40years. The local franchise opened in 1999 inAlbany Road and moved to Heugh Road in2007.

R40million bike sector investment inMetro

Multiple cycle tour champion Anriëtte Schoe-man is set to defend her title at the JBay WindFarm MTB Classic on July 16.

“I keep on coming back to this race. I abso-lutely love the festive vibe and the fantasticroute layout. The route is one of the most fundays you can have locally,” says Schoeman.

Having been increased to R10 000 for thefirst man and woman to cross the finish line,the prize purse is also a huge draw card.

Schoeman describes the route as “a mix ofsingletrack, gravel roads, some proper climbsand loads of scenery.

“For me the best part of the race is wherewe ride through the Jeffreys Bay Wind Farm.Riding literally underneath the spectacular,gigantic wind turbines is something very spe-

cial. Only once you ride so close to them doyou realise how massive and fascinating theyare.”

The Jeffreys Bay Wind Farm is the titlesponsor of the JBay Wind Farm MTB Classic– the race has traversed the farm since 2014and carries the unique distinction of beingthe only MTB event in Africa to run througha wind farm.

The three routes - 25km fun ride, 50km half-marathon and 85km ultra - will offer some-thing for all skill and fitness levels.

The race will start and finish at the Kabel-jous Hub.
